SUBJECT: Improved Relations

Dear Sir,

It has been brought to my attention that though Serenierre and Crotobaltislavonia are nominal allies, we are not bound by formal pact. I feel this must change in an effort to firm up the status quo of Gallo-Germania.

With that in mind, as a first step in closer relations, I propose two actions. Number One, the Crotobaltislavonian Air Force is modernizing and would like to explore the purchase of a new fleet of aircraft from your arms industry. Number Two, despite several overtures for peace, the Grand Duchy of Lars remains recalcitrant towards Crotobaltislavonia. Lars is a common neighbor and Crotobaltislavonia is interested in a mutual defense pact with you vis-a-vis that country as a show of solidarity.

These are uncertain times. And after last year's war, Europe is as unsettled as ever. What do you say we lock arms and rebuild the peace together with our other friends?

The Republique Populaire views the People's Republic of Crotobaltislavonia as a brother-state in the cause of Marxism. We find ourselves open to making our aeronautical industry available for the purposes of enhancing the CBS aerial forces. As is clear, our various fighter aircraft performed well during the decisive victories over the monarchic states of the Trier Concord, and could provide good coverage to the expansion of the CBS forces.

It is regrettable that the Grand Duchy of Lars and the People's Republic of Crotobaltoslavonia have found so many points of divergence and disagreement in recent times. The Villesen Government is eager to assist both nations come to a positive resolution to all outstanding issues. As such, while we do not strike down the possibility of endeavoring upon such a bilateral treaty at some point in the future, we believe that at present such a diplomatic endeavour would cause great disquiet in the wider Gallo-Germanic region and would be detrimental to the cause of peace.

However, we emphasise our fraternal bonds with our friends in Banja Luka and continue to assert our complete friendship.

SUBJECT: Aircraft

Dear Comrade,

The Crotobaltislavonian Air Force wishes to place on order:

• Four squadrons (72 aircraft) of KMH-29 fighters,
• Four squadrons (72 aircraft) of KTH-40 interceptors, and
  
• Two squadrons (36 aircraft) of KMS-82 attackers.

Trainer aircraft of each type and the ground support necessary to keep the aircraft airworthy will also be required. In time, we hope that Crotobaltislavonian ground crews will be trained to take over and that a regular supply chain with Serenierre can be established.

Due to fiscal realities, the Free Canton will not be able to pay for these aircraft and services immediately. We are willing to discuss a mutually acceptable installment plan.

The Republique Populaire shall advance a loan grant to the PRC for the purposes of buying the required aircraft. The PRC must then endeavor to pay back the said amount at an interest rate of 10% in a schedule issued shortly. Additionally, the CBS would need to undertake its commitment to maintaining all regulatory requirements under Serenien laws.
