A man walked through the secondary entrance to the Dogli Palace, walking through a corridor of busy offices to finally reach his destination.
"please come in" said a woman after hearing someone knocking on the door, as she ordered a group of papers and put them inside a folder, the man entered the office, walking carefully between the boxes full of papers left on the floor.
"I'm really sorry... you are... oh yes, Martìn! Martinùt what do you bring me today?" she smiled while fixing an unruly cowlick
"just another envelope from the post office" the guy proceeded to hand her the envelope
"good, we don't have enough already! let's hope it's nothing too import-" she stopped, read the sender, and quickly opened it up to read the content, the several pages deep collection of papers was from the president of the WZC.
The deep silence left only the sounds of the office to be heard for what seemed like a very long time to both of them "is it alright Siore Caroline? so... I was thinking maybe I could offer you a coffee this evening if you are fr-"
"Miarde, what the hell do I do with this, Martìn? why did you bring it here? couldn't you just lose it by accident?" she screamed, leaving the office with incredible speed and agility, envelope in hands.
"I... I guess I'll come back l-later..." said Martìn with a broken voice as Caroline was leaving.
"that asshole" she thought to herself as she run up a round of stairs to the head secretary "it was almost break time, why does he have to be so punctual every time"


Piêr-Borgòn Ninul Pascâl was an old and sad man, he was the head of the ETC secretariat, a cool title, with little to no power and a modest salary, his previous job in the Friulian public administration ended due to some high level powerplay, the Government? maybe the Crown? needed a super loyal administrative employee to let some shady papers pass by unnoticed, due to his frequent issues with the higher management he was deemed unsuitable and was sacked, although he tried to denounce the events, he was ignored and convinced to fly low for a period of time.
After a long period of silence the Government rewarded him, giving him a job where being a little 'independent' could actually be useful, he wasn't very enthusiastic about taking a job that sounded so useless to him, but the rent was starting to consume his savings, and being somewhat recognised and contacted directly by the Foreign Ministry of the Grand Duchy gave him a little hope, and a little pride.

Ninul was reading through a column of papers, signing and fixing everything with his green pen, with few pauses to sip his glass of Gnagne Sese blueberry grappa, the recent peak in new requests for both full and observer membership had given a lot of work to the secretariat and to him in particular.
"come back later I'm busy" he said as Caroline knocked on his door
"I can't, this has priority"
"nothing has priority, nothing matters, leave it on the desk for a minute or two and you'll see the papers don't move and don't bite you"
the door opened "it's from the WZC again"
"oh fuck, like we don't have enough to do already, there should be a communist party for white collars, always throwing their shit at us"
"I'm not sure what to do, I already informed them the access is granted only by nations, and now..." she moved near the desk pulling out papers from her envelope "look at this, they say they are a nation, would you believe?"
"maybe we should just send them the rules paragraph again and leave them" Ninul pulled back on his chair, avoiding to read the papers
"that would be the third time Siôr Pascâl, we can't, we need to find and send an official response explaining they cannot join" she sat on a chair in front of Ninul
"and I know exactly who will sign that... oh no actually, I don't really, because those fuckers from Grau decided we don't have an official leader, I have no authority, I'm here just to waste my life and give money to the pen industry" he took a deep breath and a sip of grappa "let's... isn't the Natalian woman an arbiter for the EifRet-BT dispute? what's her nam-"

"that one! now, I have more telephones than bricks on the wall in this building, but do we also happen to have her number?"
"we're still setting up, but.. I know her secretary, Jabulani-something"

"ok, ok, just call him, immediately, and get Stone here, NOW"

Margaret Stone was sitting on her desk reading about the issues between the Eiffellandian companies and Bavier Tramais, a bit annoyed that this being the first case of the ETC, a lot of decisions will be taken in the future based on what she does, so it was quite a lot of pressure and responsibility on her shoulders. A phone ringing on her secretary's desk startled her. Jabulani kaMpisi, her secretary answered. After a few mumbles that Margaret didn't clearly understand, Jabulani turned to her.

"Mma, sorry to interrupt, but the general secretariat called. Ninul Pascal asked you to his office," said Jabulani. "It's ok, rra. What did he want?," she said as she put down the files and came closer to Jabulani's desk. "It's about the World Zionist Congress," Jabulani said back. A quick smirk on Margaret's face stopped him. She sighed and then said, "Ok, I am arming myself with patience and will go going now." She was a member of the Natalian Delegation at the World Permanent Congress and it was the Natalian position that gave legitimacy to the World Zionist Congress to be seen as a nation-state under a special situation, so she knew that Pascal will rage at her for a bit. She took the elevator down to the 2nd floor and then went through the building's west wing, until she reached her office.

"Dumela, I am waited," she said as she went through the Pascal's secretary's office and then through his door. As she went in quietly, Ninul Pascal was looking at some documents not facing the door and he didn't observe her coming in. She took a look at the grappa bottle and only then said. "Dumela rra, isn't it a bit too early... and in the wrong environment for a drink?" she asked smiling.

The Furlan man took a small fright but then let our a slight growl. He nodded as a greeting, and then pointed to a series of documents he had on his desk. She took them and skimmed through them. "It's not that hard of a decision. Because it is a special case, the Natalian and World Permanent Conference' jurisprudence, states that for Jews in general and for non-Yiddish Jews in particular, they are a nation, for they are an ethnic group that has a culture, a language, even a representative government through this World Zionist Congress, but what makes them a nation-state is the lack of a land that they de facto own, that land being de jure the Philistean province of Pelasgia. They do have some land that they are attached to, that being the autonomous territory they have in Seora, part of the Touzen Anti-State, inside the greater Anti-State. Hence, you can see them as a nation and thus they should have a right to be represented.

What complicates it, though, is that us being in Tergest, the ETC isn't like an embassy, a small enclave the size of this building. We still are inside Furlan territory and under Furland laws, and Furlan jurisprudence defines the nation as a fully recognised, sovereign nation-state. On that basis is Polesia for example not recognised, and the World Zionist Congress is on even shakier grounds.

In the end it still is up to you, if you follow the decisions of the World Permanent Conference or the Furlan law,"
she said, putting the files back.

Unofficially though, what I can comment on it is this. Pelasgia will be overly triggered by their presence and they will clearly exit the organisation. But if you deny the Zionist Congress a spot in here, it will be clear that Sylvania and Pohjanmaa will leave too. The difference is that in the first case, you might lose probably the biggest nation of the Long Sea as a full member, while on the other, you will be losing Sylvania and Pohjanmaa as observers. In the end, it will be your decision, if I can also imagine some governmental call raging at you as to why you didn't directly followed Furlan law on all this," she said waiting to see what would Pascal's position be.

-i have no motivation to move this story on, so I'll cut it short: furlanìe doesn't recognise the WZC strictly as a nation state, therefore it cannot join the ETC, simple bureaucracy, as I said already, this is the rule, take it as you wish, and again as I said, if this is a key problem just advocate for a discussion among the full members, no need to wage wars-
