With tensions now coming to a head and the casus belli arranged in full (insofar as the Eastern Cape is concerned), it is imperative that an agreement, one sufficiently palatable to both parties, be brokered and formally accepted. As combat operations become increasingly inevitable, there are certain geopolitical realities which the Etnaean Kingdom must take care to regard, understand, and either conform to or confront. Without wishing to appear to be making anything like threats to our friends and colleagues within the Tyrrhenian government, the Crown government and sovereign of the Etnaean Kingdom would like to preface the prerequisites for our compliance in the coming operations with the following points:
1. that the Etnaean Kingdom has significant economic and political interests in the Southern Sea, owing primarily to the integrated territory of Isarmorga/Raotaea, which exists in a state of free association with the Crown government and Etnaean Kingdom proper. For all intents and purposes, this territory is viewed as being an integral and unified part of the Kingdom as a whole, representing a fourth of the voting population.
2. that the Etnaean Kingdom maintains significant standing forces in the Southern Sea, with the political and military will and capability to utilize them to defend Etnaean interests, assets, or sovereignty.
3. that the forces mentioned in point 2 do not represent the forces of the Kingdom in their entirety, nor even necessarily the full sum of the Kingdom's strength in the Southern Sea.
4. that the Etnaean Kingdom has a vested interest in the Eastern Cape by merit of both its geostrategic positioning relative to other Etnaean holdings, as well as due to various other primarily economic or political factors.
5. that the Etnaean Kingdom is as desirous of an independent Eastern Cape, free of further Valkanian meddling or influence, as Tyrrhenia or any one of her allies.

It is sincerely hoped that the government of Tyrrhenia bears these points in mind, for they succinctly represent the rationale behind the prerequisites for Etnaean cooperation and silence. At the present juncture, our interests broadly align on the majority of fronts, and the interaction thus far between our two respective governments has been fruitful, productive, and friendly to a degree that might perhaps be surprising to outside observers. It is the genuine hope of the Crown government that such a relationship will continue, come what may, and that further bilateral dialogue, cooperation, and interaction occurs.
Thus, the Etnaean Kingdom will agree to the following: that no Etnaean peacekeepers, nor military assets serving with any branch of the Etnaean armed forces, nor civilian contractors or otherwise operating in tandem with the Etnaean armed forces, nor any assets belonging independently to the Crown government or sovereign of the Etnaean Kingdom, nor any Cursignaxa assets, nor any Etnaean civil entities, will in any way act to infringe upon, prohibit, or restrict Tyrrhenian operations in and around the Eastern Cape. However, this agreement is predicated upon the following points, each of which must be satisfied prior to any tacit consent on the part of the Crown government.
First, that the Eastern Cape will have a government that demonstrates genuine independence, being free of direct foreign political and military influence in its entirety. Sovereignty and control of its recognized territories will be entirely its own, without the presence of any foreign troops, ships, planes, or other assets upon its soil, waters, or airspace upon the assumption of independence.
Second, that the Tyrrhenian forces and those responsible for the establishment of both a provisional and permanent government utilize Tyrrhenia's own system as a model for the government of the Eastern Cape. A democratic government under similar lines will most adequately satisfy the needs, desires, and interests of all the country's populace as well as those of the international community.
Third, that the Eastern Cape, while retaining the ability to manage its economy, external trade, and other such affairs in whatever regard it wishes, will nevertheless be open to international trade, business, and investment as is befitting its wealth, position, and dignity.
Fourth, that the Tyrrhenian government will make every effort to ensure the compliance by its allies, whether tacit or otherwise, of these terms.
It is the belief of the Crown government that these terms are palatable to both parties, and views all points as significant.
