With tensions now coming to a head and the casus belli arranged in full (insofar as the Eastern Cape is concerned), it is imperative that an agreement, one sufficiently palatable to both parties, be brokered and formally accepted. As combat operations become increasingly inevitable, there are certain geopolitical realities which the Etnaean Kingdom must take care to regard, understand, and either conform to or confront. Without wishing to appear to be making anything like threats to our friends and colleagues within the Tyrrhenian government, the Crown government and sovereign of the Etnaean Kingdom would like to preface the prerequisites for our compliance in the coming operations with the following points:

1. that the Etnaean Kingdom has significant economic and political interests in the Southern Sea, owing primarily to the integrated territory of Isarmorga/Raotaea, which exists in a state of free association with the Crown government and Etnaean Kingdom proper. For all intents and purposes, this territory is viewed as being an integral and unified part of the Kingdom as a whole, representing a fourth of the voting population.
2. that the Etnaean Kingdom maintains significant standing forces in the Southern Sea, with the political and military will and capability to utilize them to defend Etnaean interests, assets, or sovereignty.
3. that the forces mentioned in point 2 do not represent the forces of the Kingdom in their entirety, nor even necessarily the full sum of the Kingdom's strength in the Southern Sea.
4. that the Etnaean Kingdom has a vested interest in the Eastern Cape by merit of both its geostrategic positioning relative to other Etnaean holdings, as well as due to various other primarily economic or political factors.
5. that the Etnaean Kingdom is as desirous of an independent Eastern Cape, free of further Valkanian meddling or influence, as Tyrrhenia or any one of her allies.​

It is sincerely hoped that the government of Tyrrhenia bears these points in mind, for they succinctly represent the rationale behind the prerequisites for Etnaean cooperation and silence. At the present juncture, our interests broadly align on the majority of fronts, and the interaction thus far between our two respective governments has been fruitful, productive, and friendly to a degree that might perhaps be surprising to outside observers. It is the genuine hope of the Crown government that such a relationship will continue, come what may, and that further bilateral dialogue, cooperation, and interaction occurs.

Thus, the Etnaean Kingdom will agree to the following: that no Etnaean peacekeepers, nor military assets serving with any branch of the Etnaean armed forces, nor civilian contractors or otherwise operating in tandem with the Etnaean armed forces, nor any assets belonging independently to the Crown government or sovereign of the Etnaean Kingdom, nor any Cursignaxa assets, nor any Etnaean civil entities, will in any way act to infringe upon, prohibit, or restrict Tyrrhenian operations in and around the Eastern Cape. However, this agreement is predicated upon the following points, each of which must be satisfied prior to any tacit consent on the part of the Crown government.

First, that the Eastern Cape will have a government that demonstrates genuine independence, being free of direct foreign political and military influence in its entirety. Sovereignty and control of its recognized territories will be entirely its own, without the presence of any foreign troops, ships, planes, or other assets upon its soil, waters, or airspace upon the assumption of independence.

Second, that the Tyrrhenian forces and those responsible for the establishment of both a provisional and permanent government utilize Tyrrhenia's own system as a model for the government of the Eastern Cape. A democratic government under similar lines will most adequately satisfy the needs, desires, and interests of all the country's populace as well as those of the international community.

Third, that the Eastern Cape, while retaining the ability to manage its economy, external trade, and other such affairs in whatever regard it wishes, will nevertheless be open to international trade, business, and investment as is befitting its wealth, position, and dignity.

Fourth, that the Tyrrhenian government will make every effort to ensure the compliance by its allies, whether tacit or otherwise, of these terms.

It is the belief of the Crown government that these terms are palatable to both parties, and views all points as significant.

Tyrrhenia approves the Etnaean proposals, though now that the Empire of Valkany has given independence to the Eastern Cape, this changes the geopolitics of the continent a lot. Regarding the points presented by the Etnaean Kingdom:

1.The Socialist Republic of Tyrrhenia will respect the influences of the Etanean Kingdom in Himyar and in the Southern Sea and will also commend the fact that old colonial possessions are receiving the same level of respect like the core territories.
2.Tyrrhenia understands the need of national security, especially in such times like the ones we live in.
3. The Socialist States would like to see an independent Eastern Cape, without any Valkanian influences and for that would like to stress that the Etnaean Kingdom should support us in changing the Eastern Cape from its current status into a fully fledged independent state in which the head of state is elected, not being part of the Valkanian nobility, there is no use of Valkanian heraldry and the name of the state will be translated into its native one, thus renaming to Kapa Botjhabela.

Now with the creation of the independent state, we would like to see the elections taking place in a civilized matter and we need to be sure that the forces of progress win the elections, instead of the reactionary pro-Valkanian forces. We fully support the idea of the state to use the Tyrrhenian Constitution as an example for the future state, though we believe that the imperialist and capitalist states will do anything to stand in the way of a democratic worker's republic.

We believe that a referendum regarding the form of government, either a monarchy, a capitalist republic or a people's democracy would be the response to show that so many people in the Eastern Cape didn't die for equality and justice for nothing and it will also close the mouths of any reactionary politicians. We expect overwhelming support from the people to adopt Marxist-Iordanist principles as the way of socialist development of the country.

Regarding the defense of the Eastern Cape, we would like to stress that until the creation of a People's Army is done, the defense should be given into the responsibility of of peacekeepers that will come from the nations that will form the Commission of Decolonization of Himyar. Until then, we would like Etnaean trainers to work hand in hand with the Tyrrhenian officers to prepare for the creation of the future army.

The socialist powers will do anything to see the Eastern Cape as an independent, united and sovereign state. That is why it will also support the nationalization of the industries that were under Valkanian state ownership and will stress for the need of the Eastern Cape to have its independent foreign and economical policy.

Having received the responding communiqué, the Crown government and sovereign of the Etnaean Kingdom resolve to express the following statements to our friends in Tyrrhenia:

First, that we stand in full agreement with Tyrrhenia in regards to the Eastern Cape (or Kapa Botjhabela) and its future development. We reaffirm our commitment to this agreement, and will endeavor to work in greatest concord with Tyrrhenian forces, government authorities, humanitarian groups, etc. for the purpose of achieving the goals outlined in the previous set of dispatches. We will consent to limited participation (for the purpose of assuring the legitimacy of the state in the eyes of the non-socialist world) in the Eastern Cape during and briefly following the independence process, and will assist in the formation of a strong, standing army that will be sufficient to protect the country in perpetuity.

Second, that we do not believe that the actions by the imperial government of Valkany represent any significant change geopolitically in regards to the Eastern Cape. It is the opinion of this office that with international attention now turning northward and tensions flaring in the Gothic Sea, that international interest in the Eastern Cape as a whole is now gradually fading. It is, however, admittedly uncertain what this means in practice for the territory.

Third, that we do not believe that the government erected in the Eastern Cape by Valkany represents anything like a government that is truly representative of the population. Without a mechanism for popular participation in the creation of a constitution, government, and state, the existent one is entirely illegitimate. It has been placed there in stead of the Valkanian colonial regime, and demonstrates no substantial difference (in earnest) from that system in practice, execution, or form.

Fourth, that our mutual operations in the Eastern Cape, done so with the purpose of furthering the goals listed in the previous dispatches, are thus virtuous, morally permissible, and altogether most likely to be acceptable in the eyes of the international community on the basis of all the points listed prior to this one.

While the situation is complicated a touch by Valkany's declaration, given the limited recognition of the state thus far and its status as generally illegitimate in the eyes of the world, it is believed by this office that we may follow through as initially intended for all intents and purposes. It's possible that the established government and its institutions may be co-opted, suborned, or its mechanisms utilized for the creation of a more representative one--but it cannot be allowed to linger in its present form by any means.
