Dear Minister Primato

I am writing to you in response to a letter requesting that the Honorable Xeno Marino, Prime Minister of the Grand Duchy of Lars, attend a formal state visit to the Aurarian Republic.

Certainly, the very foundations of the Aurarian Republic places the values of family, solidarity, and liberty above all others - as enshrined in the country's national motto. The Universal Declaration of Human Values, written in 1823, sets forth the ideals in which all civilized nations should be based. It is the firm belief of the Republic and the GRand Duchy that we both find these ideals to be paramount.

As such, it is an honor to accept the Larisian Prime Minister to the Republic for a formal state visit and the beginning of a friendship between our countries. My office will be contacting you in order to make the arrangements.

As the Larisian Government plane touched down at the VIP section of Quirino Sandoval International Airport, the arriving dignitaries were met by Foreign Minister Rodrigo Ferreiro along with a delegation from the Ministry of Foreign Affairs. The Republican Guard was positioned to provide security as the dignitaries were seated into a motorcade to take them to Marisela Palace.

Under police escort, the motorcade entered Solis proper through the Avenida de la República, a particularly scenic entrance to the city. At the end of the avenue, there is a large obelisk built in 1853 to honor the victory of the revolutionaries in the Aurarian Revolution. The route to Marisela Palace was hardly direct as the Palace was built far before traffic was a concern. The motorcade turned off the main road and into the entrance of Marisela Palace. The gates outside of the palace separated the dignitaries from a crowd in the high hundreds, waving both Larisian and Aurarian flags, hoping to get a look at the esteemed dignitaries.

Standing beneath the façade of the building, at the doors of the main entrance, was President Sanabria – joined by First Lady Cecilia Sanabria. In the front lawn of the Palace stood members of the Republican Guard. Ornately dressed in their traditional light blue garb with red trim. They were playing the national anthem of the Republic, that was until the motorcade stopped. The limousine carrying Prime Minister Xeno Marino pulled directly aside the walkway to the main entrance of the Palace. Lining the walk way were various flags of the Republic and the Grand Duchy. A member of the Republican Guard opened the doors of the limo, helping the Prime Minister out. As soon as his foot hit the ground, the Guard began playing the anthem of the Grand Duchy.

As the Prime Minister walked up, President Sanabria extended his head. Flashes flooded the venue as the media continuously snapped pictures.

“Prime Minister Marino,” the President began “This is my wife, Cecilia. Please allow her and I to be the first to welcome you to the Aurarian Republic.”

Upon exchanging pleasantries, the two leaders stood side by side, offering a few more photo ops before heading inside the Palace. Marisela Palace was large and ornate. At the end of the Revolution, the home of the Aurarian King was converted into a museum. In 1975, President Gonzalez moved the Executive Residence to the Palace in order to house a growing executive staff. As such, the building represents the pinnacle of baroque style architecture that has defined the old city of Solis.

“Mr. Prime Minister,” the President began “I do hope your travels were uneventful. As I am sure your team has briefed you, we have quite the day ahead of us. Aurarians are no strangers to extravagant displays and we surely wouldn’t hold back with a foreign dignitary. I hope to give you a complete view of this country that I love by the time you depart. All of that aside, my aides here will show you to your quarters. Please do not hesitate to ask for any assistance, we are here to make you comfortable.”

The President motioned to his aides, who dutifully approached.

“I believe our first meeting is in 30 minutes, matters of state, closed to the media – staff only. I do look forward to it, I think we have a lot to discuss. Thank you, and again, welcome to Auraria.”

The Prime Minister of Lars was pleasantly surprised by the reception prepared by the government of Auraria. Often the reception stopped at the ritual photo with a handshake in front of the press. The representatives of Lars did not expect any crowd or ceremony, it was not a particularly important visit. It seemed that the Grand Duchess herself had come to Auraria.

It was clear that Auraria was showing the best of herself. Xeno Marino wondered if the real goal was to enchant his delegation or send a message to the powers surrounding Auraria.

*Thirty minutes later*

The Prime Minister left his lodgings ready for a closed-door meeting with his Aurarian counterpart.

The Larisian and Aurarian Delegations were properly seated in the Roldán Room. The room was named after President Andrés Roldán, who served as President from 1981 to 1987. He had a certain taste for the Aurarian countryside and its wilderness. Therefore, the room was adorned in imagery of the country side and taxidermized models of animals Roldán personally hunted. It had a distinctly different vibe from other rooms within Marisela Palace.

The Aurarian Delegation was light, they were hesitant to not show any agenda by virtue of the guests seated at the table. Therefore, Rodrigo Ferreiro (Foreign Minister), Abraham Varela (Consul of the National Court), and Susanna Petit (Chief of Staff to the President) were situated in the meeting. After pleasantries and introductions were exchanged, the President began speaking.

“Mr. Prime Minister,” he started “I am happy that we have the opportunity to meet face to face. It is my firm belief that the Aurarian Republic and the Grand Duchy of Lars can find many areas of common ground and foster a friendship that can endure. I believe each of us are eager to explore those possibilities. Further, as you know, the situation in Gallo-Germania creates a variety of concerns that need to be addressed. Serenierre’s aggression in Occitania and Kadikistan’s continuous domination in the East all pose serious threats to our people. Not least of those concerns also being Kadikistan’s direct line to the heart of the continent through Crotobaltislavonia.”

The President took a slight pause to gather the opinions of the people in the room, who all nodded. He then turned back to the Prime Minister.

“However, before we begin,” he continued “As you were the one with the original request of the meeting, is there something you would prefer we discuss first?”

The room where the meeting took place was not quite within the reach of the classic tastes of the citizens of Lars. In addition to the Prime Minister, Xeno Marino, the other member of the grand-ducal staff was the translator, Fiore Cervi.

"A qualcuno deve proprio piacere la Caccia." The prime minister said to the translator when he entered the room.

After pleasantries and introductions were exchanged, Larsigiana delegation will sit at the table and listen to the introduction of the counterparties.

. In this case I think we can speak of a real invasion. But before talking about this argument, I would like to have some clarifications on a last topic I came to know a short time ago.
Recently, my government has been called upon to express in a possible violation of the sovereignty of an ECONAMS member. The Kingdom of Justosia, without too many compliments, has accused your republic of being the origin of the spy submarines appeared and then disappeared not far from their territorial waters. The Republic of Auraria is involved in some way in this small accident?"

Susanna Petit look a glance at her watch. “11:30AM,” she thought “The Joint Chiefs of Staff should be meeting about this right now.”

The President nodded at Minister Marino’s mention of the submarines.

“Thank you for bringing that to my attention,” he stated “We had worried that the Justosians would accuse the Republic of some form of involvement. It is unfortunate that they have chosen a venue such as ECONAMS to do so.”

“Justosian Foreign Policy is quite a…fascinating business, I suppose,” the President continued “The Justosians have a strange fascination with the Republic. They have a vilified hatred of our customs from an event that occurred nearly 200 years ago. It is unclear to me why the Justosians focus so heavily on Auraria.”

“What I can say is that the Justosian King recently underwent a massive defense program that crippled the country’s economy, forced people into essential slavery, completely violated rights to private property, and put every other social program on hold while they poured every available dollar and man to building three aircraft carriers, expanding their navy, and increasing their defense overall.”

The President paused, only so briefly.

“The entire time, the world’s response to this has been cold. They point to the Northern Cooperative Union as a threat and justification for their Defense Readiness One. I don’t need to remind you of geography, but the NCU’s ability to project power is…limited. They don’t pose a threat to the Justosians, and the world knows that. That being said, is it so far-fetched to believe that the Justosian Government would orchestrate a false flag operation that their sovereignty was violated in order to justify not only to their own people, but to the world, that their defense program is necessary. ECONAMS includes no defense obligations, as I understand it – but I imagine that Justosia has asked for such an inclusion to be made.”

The President leaned back in his chair, taking a longer pause.

“Navales is a border city, about a 30-minute drive from Serenierre. 500,000 people live there. If the Serenien dropped a chemical weapon on that city, as they have in Occitania, in all honestly, we are very ill prepared to respond to that. Tens of thousands could die. With a threat so real and so very close, what force could possibly compel the Aurarian Government to deploy submarines to such a far-off land? The Justosians are a propaganda machine, it’s a talent. They will do, say, fabricate anything to support their mission.”

"Your arguments are valid, and without evidence from the Kingdom of Justosia, concrete evidence and not simple releases, I do not see the reason to continue this discussion."

The Prime Minister turned to his translator and told her in Italian:
"Al ritorno nel mio alloggio, ricordami di comunicare agli organi appropriati l'archiviazione del caso Justosia come: <<Irrilevante>>." / "Upon returning to my accommodation, remind me to inform the appropriate bodies to archive Justosia case as: << Irrelevant >>."

The prime minister returns to watch the President and his delegation.
"Since we have clarified Justosia's case, we can move on to the next topic, President.
Serenierre represents a high threat to our nations, their aggressive expansion and no remorse for using inhuman weapons make us believe that there are concrete possibilities that in the future their expansionist targets will be Grand Duchy. We are the only obstacle present, if their goal is to approach the historical allies east of Lars.

I am not aware of the military capabilities of the Republic of Auraria, but I am sure that already simple military joint exercises would be an unequivocal message to the Serenniere government."

Lars' prime minister took a few seconds to observe his counterpart's reaction.
"It could be the beginning of something bigger, but I need to know to what extent the republic wants to be involved."

“Thank you,” the President replied.

On a projector, a map of Gallo-Germania appeared, designating the Rurikgrad controlled nations. As such, Serenierre, half of Occitania, Crotobaltislavonia, Polesia, the NCU, Ostmark, Borovanger, and Kadikistan appeared red.

“This is the situation that Gallo-Germania finds itself in. The Rurikgrad Pact is now capable of striking deep within the heart of the continent. While Serenierre and Kadikistan are not the best of allies, Lars remains the sole nation in-between uniting both wings of the Rurikgrad Pact. With Eiffelland-Retalia beaten in the Seven Days War, I do fear that Lars is a natural next target.”

“As you may know, we recently had a rather lengthy budget battle that was focused primarily on military spending. In the end, thanks to Consul Varela, we were able to secure $445 Billion in defense spending over the next five years, which amounts to a $15 billion increase. It is not lost on us that the Kadikistani spend that much annually. That all being said, Aurarians are not known for their military prowess – we certainly aren’t the Engellexic, but it is time that we stepped up to the mantel. Auraria is prepared to declare that Lars is a red line that cannot be crossed and that its sovereignty must be respected.”

“I agree that we should conduct joint military operations, to show the united front between our two countries, and I do hope that it grows into something more.”

The Prime Minister was happy to hear these words.
"To hear about these big numbers makes our defense investment look really ridiculous. I imagine that every one works with what he has. We will do our best not to disfigure with your numbers, we will put our quality."

The translator pointed out the time to the prime minister and then returned composed to his post.
"Mr President, for today we can conclude our meeting here and postpone the part concerning the economy tomorrow if you agree. I also recommend the possibility of issuing a joint press release where we communicate the birth of friendship between our two countries, the future military exercise and the preservation of the territorial integrity of the Grand Duchy. Always if you agree, president."

President Sanabria smiled and rose from his chair, extending his hand to the Prime Minister. “Of course, Mr. Prime Minister. I think this is a great arrangement and I will be sure to have our Communications team get in touch promptly about the joint press release. I am very excited about the announcements and the future agreements between our countries.”

The two men shook hands and the meeting adjourned.
