Vissi - Ida Strait Canal Project

To further the development of the industrial cities of Taaralinn, Petseri, Orava, Riisvere, Tapa, Parila and Kalev, the Ministry of Development has taken the decision to give green light to an infrastructure project which was on preparations since 1972. As a result of the post 1957 war industrial redevelopment of the cities on the shores of the great lakes in the centre of Virumaa, the two railway mainlines which linked Imavere, the capital of Pojhamaad to Kuressaare, the national capital, one going through the Tapa-Loksa Isthmus and the other through the Vaga-Valtina Isthmus, have been extremely agglomerated. The railways which were built in the fens and swamps of the central regions of the isthmuses can't stand for long the intensive use and might soon break, bringing with it much more complications. Considering the accelerated and increasing levels at which naval traffic has risen, the port of Kurressaare too has been deemed to agglomerated. Considering the existence of oil refineries in Orava, Riisvere and Petseri and that the increase in crude oil exploitation will bring an increase in freight traffic from the White Islands and Pohjamaad to the aforementioned cities, the Ministry of Development, together with the Ministry of Transport and Infrastructure have decided to go forward with the previously known Project 336, now formally named, the Vissi - Ida Strait Canal Project. The Ministry of Finance has allocated to the Big Project Fund a first batch of 1.200.000.000 Krone, with a second batch of 300.000.000 Krone being received in the latter phases of the project.

Ministry of Development has opened the bidding process for all the phases of construction. The Bidding process is opened to companies both international and from Viridian Union nations. Each company will have to present a portfolio of past and present projects they worked on and to provide a potential timetable and cost for which they will provide their services.

The Canal starts in the Ida Strait at the village of Valtina, where a flood gate and a port will be built. Seven kilometres upstream (Valtina +7) another flood gate will be built and from there 10 more kilometres, the Canal will reach a floodgate from which it will enter the port of Kalev. The port will have to be expanded.

The second part of the Canal links Lake Jaala with Lake Vissi. The Canal will start at Orava, where a floodgate will be situated and a port will be built. The canal goes to the west for 8 kilometres, where another floodgate will be situated. The Canal will turn then to the north, to follow the path of the small Kasari River, until it reaches point Orava+19, where a floodgate will be built to let the ships enter lake Vissi. A freight port will be built at Riisvere.

Along the route of the Canal, there will be two railway bridges, two motorway bridges and three local road bridges so that traffic can pass above it, without interfering with the naval traffic.

BUILDING PHASES

Phase 1 - The building of industrial roads along the canal to aid the construction process.
Phase 2 - Construction of Floodgate 1 and the Oceanic port at Valtina.
Phase 3 - Digging the Canal up to point Valtina+7. Construction of Floodgate 2
Phase 4 - Digging the Canal of to Kalev. Construction of Floodgate 3. Expansion of the Kalev Port.
Phase 5 - Construction of the Port of Orava and of Floodgate 4.
Phase 6 - Digging the Canal up to point Orava+8. Construction of Floodgate 5.
Phase 7 - Digging the Canal up to point Orava+19. Construction of Floodgate 6.
Phase 8 - Construction of the Riisvere Freight Port.
Phase 9 - Continuous Maintenance of the Canals, Floodgates and Ports.

Companies can big to work at any phase, or even from phase 1 to 9, provided that they offer sufficient documentation to show that they have experience in such a project. The Ministry of Development expects the project to be completed in 10 years at most. The bidding process is now open.
