European Forum Resolution No. 2/2022, "Bourdignie Peacekeeping Operation and Lethonian Weapons of Mass Destruction"

Noting the continued presence of Lethonian and Thuringian troops in the Republic of Bourdignie, a member state of Holy Frankish Empire, in the absence and without even the pretense of any legal justification or authority for their said presence in that foreign state;
Appreciating the manifest desire of the Patois people of Bourdignie to accede to the Holy Frankish Empire, as expressed by their will in a referendum to that effect, which is entitled to deference by all European nations;
Further noting the widespread global concern of the nations of Europe over the proliferation of Weapons of Mass Destruction ("WMDs") of an offensive character, particularly in the region of Germania, which pose a threat to global peace and security, and to civilian populations in particular;
But noting that Intercontinental Ballistic Missiles and strategic weapons systems can have applications other than mass destruction or offensive purposes;
And acting in accordance with the desire to maintain peace and stability not just in Gallo-Germania, but also around the world, and with the designed framework of the European Forum to attempt and prevent conflict between nations;
The Nations of Europe, assembled in this Forum through their duly empowered Representatives:
1. Call for the creation of a peacekeeping force of five thousand (5000) men (the "White Helmets") to be composed of no more than a thousand men from each contributing nation, a thousand of which are to be provided by the Holy Frankish Empire and the Empire of Tarusa, and the remainder whereof are to be provided by such nations and to such extent as the EF members themselves shall decide.
2. Demand the immediate withdrawal of the armed forces of Lethonia and Thuringau from the legal boundaries of the nation of Bourdignie upon the arrival of the first of the E.F. White Helmet forces.
3. Call upon Lethonia and Thuringau to immediately abandon their production of WMDs, including chemical and biological weapons, with an offensive purpose, and to destroy any remaining stock of such weapons which is intended or may be used for offensive purposes and which is presently in their possession or control.
4. Resolve that representatives of the EF immediately create an international body of biological and chemical weapons research and development inspectors.
5. Demand that Lethonia and Thuringau grant these designated inspectors unlimited access to the biological research and development centers and chemical research and development centers of Lethonia and Thuringau to monitor activity within these facilities and ensure all current and future research is aimed at peaceful means.
6. Demand that Lethonia and Thuringau also grant these designated inspectors unlimited access to verify the destruction of current stocks of chemical and biological weapons with an offensive purpose.
7. Require that representatives of the European Forum immediately begin discussions aimed at the creation of a global arms control treaty to prevent the proliferation and production of biological and chemical weapons of mass destruction with an offensive purpose.
8. Note that, should Lethonia become a signatory to this future global arms control treaty, any and all requirements to submit to inspection of biological research and development centers and chemical research and development centers shall immediately revert to the requirements agreed to within the global arms control treaty.
9. Warn that any failure to abide by the provisions of this resolution, either by Lethonia and Thuringau or by any other nation, person, or body seeking to aid Lethonia and Thuringau in violating or circumventing this resolution, may be punished by sanctions, the form and content of which will be decided by the E.F. at a later date and as may be required.
