- for the final conclusion of the Pannonian Crisis -

PREAMBLE
Understanding
the need of the people of Pannonia to find peace and stability, the EF has a responsibility of ending the Pannonian conflict in such a way that a fratricide war between the peoples of Pannonia will no longer be neither necessary not possible, while also promising a safe and prosperous future for the upcoming generations.

Avoiding unnecessary bloodshed is a must and a goal of the European Forum and thus it should be the duty of all member states to offer aid to less fortunate states and their peoples in dire need, to provide not only supplies like food and medicine, but also administration and peacekeeping. It is thus necessary for the member states to come together once and for all to bring peace to Pannonia and create a new society there where all its members are respected.

PEACE PLAN

  • The Kingdom of Csengia is recognised as the successor of the Pannonian Republic.
  • Zara is to become an autonomous Duchy within the Pannonian Crown, with the Csengian monarchy holding the title of Duke.
  • Zara is to be administered by a governor appointed by Kispest, who works together with a prefect elected by the local parliament.
  • Zaran language and culture are to be protected within the Kingdom of Csengia.
  • All Zarans will receive Csengian citizenship and have their full rights respected.
  • The EF White Helmets are to be sent to Zara to ensure the peaceful transition and will remain for a 3 month period, which can then be extended by EF vote.
  • The main mission of the White Helmets will be to dismantle terror groups and confiscate the weapons which flooded the local black market.

The member states are invited to vote on the peace plan.

The Republic of Tianlong votes against. This peace plan is a public execution of the Zaran people. The worst deed is that there is no consideration of the Zaran people themselves in any of this. The people concerned is not interpreted. Death merchants disguised as diplomats.

The Empire of Tarusa votes in favor of this plan. It is time to correct one of the greatest injustices to happen to Pannonia by the reconstitution of yet another part of the former Pannonian state and recognition by this body of Csengia as the legal successor state of Pannonia.

Honorable Representatives,

San José does not support this proposal, given its clash with our ideals, principles, and wishes for the Zaran people. We acknowledge and agree with the sentiments of Representative Tao Shun and Representative Lena Johansson that the primary sin of this resolution is that the Zaran people themselves were not consulted, and we will have condemned them to become a part of the Kingdom of Csgenia, which this body will also compel us to recognize as the legitimate successor state to the Pannonian Republic, when the Zaran people have fought so hard and for so long to break away from.

All of this being said, however, San José also acknowledges the reality on the ground. The people of Zara have not been served well with independence, for they have collapsed into anarchy. The international world has isolated them, cut them off from aid and assistance for any number of reasons, ranging from the legitimate and reasonable to the outrageous and illegal. There is no alternative proposal we can envision which will have the support of those who praise and support the Zaran cause, and those who champion the Csgenian claims, not to say anything of the wishes of the people of Zara or Csgenia, the former of whom we cannot even envision having one voice anymore given their inability to form a coherent voice.

This is the only way we shall finally have peace. The alternative is torturing the Zaran people through artificial, isolating limbo. That, San José feels, is the greater sin, and we can no longer pursue such a policy and have it on our conscience.

We will, therefore, vote in favor of this resolution, and implore the others who have qualms in their principles being violated, the Tianese and the Scanians, to see the reason behind our explanation and at least understand it, if not support it. And if they cannot, we implore them, we beg of them, we demand of them, that they come up post-haste with a better resolution that has any chance of freeing the Zarans from the hell the international community has condemned them to. And if they cannot or do not, then we hope they will at least have the good grace to stay silent.

"The Pelasgian People's Republic wishes to remind all interested parties that, in so far as international law is concerned, Zara never obtained lawful independence. A State's sovereignty is inviolable, and unilateral actions by third parties under the pretense of humanitarian intervention cannot alter this. The case of Bourdignie--whose statehood was recognised by Csengia itself, albeit under considerable duress--serves to illustrate this point.

"With that in mind, and given that Pannonian statehood is de facto defunct, we have to recognise the reality before us: Zara is part of Csengia. Both under colour of possession (uti possidetis) and under colour of law Zara never ceased being part of Pannonia and of its lawful successor, the Kingdom of Csengia. The Republic of Dravania abstains on the motion. We will cooperate as necessary with any White Helmet mission dispatched to the region. We, however, have reservations on the first point and cannot in good faith permit the Kingdom of Csengia to inherit all rights, treaties, and debts due to the Pannonian Republic until a just peace has manifested.

I sympathize with the desire of many of our friends to bring this conflict to a swift end. But this resolution will not bring this conflict to an end.

Quite the opposite.

This resolution will make this an internal conflict. Right now the rules surrounding belligerents are dictated by the laws that govern wars between nations. If this passes, that will no longer be the case. Even with the presence of White Helmets, the ongoing conflict between peoples will continue.

Only, now, wholly ungoverned by the rules of war.

Others have already spoken about the lack of Zaran representatives here today. I don't need to comment further on that, but I know that all of the city-states of the Italianate peninsula and Dalmatian Islands feel the same way.

"Having heard the arguments of our colleague from Radilo, I have to change my vote into against. The Rheinbund has no problems with recognising Csengia as the successor-state of Pannonia, but bringing Zara under the Csengian crown will not solve the issue, even if Zara gets the fullest autonomy possible. The most recent terrorist attack in Kispest is already an indication of the Zaran's stance towards the Csengians. Even with peace keeping forces, we will have to deal with a population that does not want to be governed by the Queen of Csengia. Like our colleague from Radilo indicates, the tensions will persist, and now within Csengia. There is even a large chance that the tensions will increase, because the Zarans lost their independence against their will and became a part of Csengia against their will.
I will vote in favour again if the following two items are removed from the proposal:

The People's State of Gran-Occidentia votes Yes to this proposal. But I must say it is frankly shameful that those nations proporting to be bastions of freedom and democracy could be so cowardly and callous towards the people of Zara. We must be prepared to give peace a chance to grow in Gallo-Germania and give the people of Zara the security they need to prosper. voting against this proposal would see Zara descend into further bloodshed and I ask each and everyone of you, what will you do then? Will you fight and die or instead continue to wring your hands and expect us in Occidentia to fight and die for Gallo-Germania when you all would not? There are those who would call us voting for this peace plan idealists...I would call them cowards and warmongers in return.

San José is mystified by the continued resistance of the liberal democratic states in Gallo-Germania, the ones who we expect are the most deeply affected by the continuing conflict, anarchy, and refugee crisis to this peace proposal. This would be a simple matter if a realistic counter proposal were put forward, but none has.

Are the Tianese, the Rheinians, the Scanians, the Radillans, all of you who decry this peace plan, do you naysayers have an idea, a proposal that will simultaneously give the Zarans freedom and satisfy the Csgenians? What you propose, Representative Walsrode of @Rheinbund, we sincerely doubt will meet such criteria, and we have our doubts so far that you, Representative Johannson of @Skånskelag, can meet these requirements.

Are you, instead, willing to mobilize for war and march to defend the Zarans against what is an increasingly inevitable conflict, Representatives Shun of @Tianlong and Schiavon of @Radilo, when neither of you will even send peacekeepers to Lethonia?

Or is the plan to see it fail, watch as further conflict breaks out, and then wring your hands and cry for the lives of Zarans you have condemned to further misery, and nothing more?

I yield the floor, in the hopes I see something constructive and realistic from those who oppose this peace plan should they insist.

With respect to my collogues and friends, it is not callousness that informs our vote. Nor is it a paucity of alternative ideas to resolve this conflict, but we are not in this chamber, now, to discuss those alternative proposals. We are discussing this resolution, currently being voted on.

And discussing the merits and demerits of one proposal now does not forstole us the of the possibility of future proposals. Future resolutions.

Some suggestions have been offered during this discourse, with sincerity. Their merits are worth debating. Plans not yet introduced to this body will be worth debating. I'm not calling for legislative stalling, but rather the acknowledgement that any plan, even well meaning, should be subject to a thorough analysis.

This plan, as far as we can tell, comes up short for two main reasons. First, by itself, it does not, in all probability, reduce the risk of continued military action. The second reason explains the first--that it has no Zaran buy-in. This plan seeks to act for the sake of acting. Not because it will benefit the Zaran People, but fulfill the natural and, I agree, virtuous desire of civilized nations to do something to help.

But doing something, without thinking about the consequences, is not, in this case, helpful. I understand your intentions are good, and rightly felt, but good intentions alone will not help here. Simply put, this proposal will not improve the situation in Zara.

The Most Serene Republic will continue to offer refuge to any Zaran, and will, if given the opportunity, consult with other Italianate city-states, and the democratic nations of this hemisphere, to formulate a proposal that we think could materially improve the situation.

You speak of future proposals, future resolutions all that depends on there being a Zara in the future which given the current situation on the border with Csengia increasingly unlikely! Action is called for now, not tomorrow, not next month but now, the representative from Radila talks of acting for the sake of acting but surely any action has to be better than continuing to gaze at our navels while Csengian tanks pour across the border. I implore all of you, accept this proposal, no it is not ideal but it is the best that the people of Zara can hope for at this time. perhaps in the future the people of Zara can achieve their own state but alas that is not now and so an honourable accord must be negotiated before it is too late and the situation devolves in further bloodshed.

If a friend is having a medical emergency, it is more prudent to leave the car in park than it is to drive it into a telephone pole.

The passing of this resolution will have no positive effects on these concerns--it will serve, most likely, to exacerbate the problem. The Hippocratic Oath first starts with do no harm.

I mean... how much trust of certain parties does this resolution assume? A lot. That's how much--a lot.

I do not mean to besmirch any nation, but this resolution counts wholly on good faiths that have not yet been established.

The democratic nations of Gallo-Germania and the east oppose this resolution because it will not, by our not invalid accounting, work. It will not achieve its desired ends and will, likely, make the situation worse. The urgency of the moment is not pertinent to that.

Señor Torres watched the current vote tally. Unfortunate. This is a commonsense, at least from the imperial perspective, proposal. Odd the bedfellows this was making too. This was an unGodly hour. So it compounded his confusion when Representative Santiago claimed that Csengian tanks were rolling across the Zaran border. He hoped it was typical Gran Occidentian bombast.

The mainland's vote remained strongly for. Csengia is a strategic ally with a fellow female sovereign as head of state. Annabella I felt a kinship. Only thing to do now is wait most likely.

It is absurd that anyone who opposes this resolution will be treated as an uncooperative member of the European Forum. As if there had ever been a real debate on the post Verdugo Peace Plan issue. My Dear Colleagues, I tell you right away that there has been no such thing. Whatever this Whitaker Peace Plan is, it is not the result of the european forum, but exclusively of the Honorable Sebastian Whitaker.

Morally I feel offended to hear the demands of the Zaran, victims, compared to those of the Csgenia, aggressors who have committed all kinds of barbarians protected by the Tarusi. No man honest with himself could ever compare the two demands on the same level.

We are also here, in the last moments of the vote, to observe how a peace plan not discussed in this institution risks not passing, while Csgenia has removed her mask of compassion and is preparing for the last act of a campaign of violence against the zaran people.

And you ask us what we, enemies of your peace of blood, would like to do? We will be happy to answer you. Withdraw your proposal, that the first commission for peace be set up made up of nations involved and their trusted representative, a small number, in total 4, who will have to draw up an agreement which will then be submitted to this institution. Csgenia will choose who will represent them and so will Zaran. While the Peace Commission will be at work, the White Helmets will be deployed in the former territory of the Republic of Eugenia, to protect the peace.

Peace can also be achieved without throwing the Zaran into the jaws of Csgenia.

Those who have stood against this proposal by Mr Whitaker have shown that the status quo is what they wish to maintain for the sake of their morals. They do not recognize the facts on the ground and continue to show that their ideals do not align with the realism of the situation. Eastern Zara has fallen and been left abandoned by the very idealists who stand against this proposal. It has no governing body, it is a country in anarchy. The last governing body recognized by them was the Socialists led by the General whom disbanded the congress, the same congress they had largely recognized before. It is a land where those who have the power to exercise rule do so where they can. It is a state in warlordism!

Those who stand against this proposal care no more for the Zaran people than the paper they use to wipe their ass. It is nothing more than a grand standing to claim a moral victory, when the Queen herself is out for blood on the attempted assassination against herself by the radical elements that remain that were armed by nations that stand for this proposal and against this proposal. I can not blame her for the desire to squash the last remaining elements of rebellion that were spawned by the very Liberal Democracies and Post-Delegationists illegal actions in her country. It is simple reality, the end of the civil war and open rebellion against the legitimate successor government of Pannonia is on the Horizon......how much more blood do you wish to see spilled before its over?

«The Free Peoples of the North have been criticized by the very tyrants that began this bloodshed, insist on further bloodshed, and push for peace plans that will continue bloodshed. Those who deny basic freedoms to their own people, have no standing in this forum for criticizing our continued defense of the freedom of others. We stand by our rejection of this peace plan and continue to believe that the failure of this plan to be debated in public before its proposal means that it was created in shadowy backrooms for nefarious purposes. What purposes? The general public of our world may never know, but that does not make this peace process any less heinous! Our moral defense for the Zarans and the Eugenian Republic is ironclad, even if our material or war defense of these people has not been advocated. This very point is where our stance to refrain from larger poverty and bloodshed in this region can be seen as evident. That your peace calculus considers such territorial designs as legitimate concerns is despicable.
