[VOTING] Whitaker Peace Plan

While we find countless elements of this plan questionable or even undesirable with respect to our comrades in Zara: we cast a vote in favor primarily to begin the process of investigating and prosecuting the terrorists and arms arrangements that speckle Gallo-Germania. Let the new authorities, with the help of white helmet delegations, leave no stone unturned in the next three months or years.

We understand the concerns of the democratic nations as we too have shared them countless times at every moment we condemned the existence of the Csengian Inquisition and its actions, but in regards to Zara, there have been mistakes done. The Congress of Eugenia has been replaced by a Socialist junta which has collapsed later, leaving the territory into an anarchy where warlords and gangsters rule the land with impunity, not caring of the people living there. Zara is, sadly, the epitome of gangsterism and banditry in modern day Gallo-Germania, so we must not fall into a trap by imagining it is some form of functional, even if failed state, when even calling it a state is sadly impossible.

Secondly, we know that the Kingdom of Csengia is absolutist, and follows the Tarusan model of politics, that is why, we strived in this peace plan to provide for enhanced measures of protection of its own local democracy, defending the people and the Zaran culture, so that within Csengia, the region can flourish in liberty, with its own elected government, and is protected from any form of genocide, or cultural assimilation.

The role of the White Helmets is exactly this. To ensure that the peace plan, and in this case, the Zaran citizens, their way of life, culture, language and democratic elements are respected, and that the region truly will become a peaceful duchy with extended autonomy within Csengia. I know that it is not the independence that so many wished and hoped for, but it can make the infrastructure of the region functional again and alleviate the ills like famine, epidemics and banditry that destroyed it from within. The role of the white helmets is exactly to ensure that the plan is respected and that there will be no sectarian violence.

For this, Natal will be ready to move 750 of its soldiers from the White Helmet mission in Bourdignie towards Zara.​

With the passage of this act the Empire will be in discussion with our Csengian allies to work in coordination with a force of white helmets to re-establish authority over Zara and and the dis-establishment of the arms and paramilitary forces that were assembled by those whom seeked to keep Pannonia broken apart.

 

[Rheinbund]

Richard Walsrode, Rheinian representative to the EF

I reject each and every accusation against the Rheinbund that we would obstruct the path to stabilisation of Former Pannonia. The only thing I did, was indicating why the government of the Rheinbund fears that the Whitaker-plan will not work, and indicating what would increase the chance for this plan to work. We did not obstruct, we gave our thoughts.
In any case, like our colleague from Tarusa remarks, the Whitaker-plan has passed. The Rheinbund will cooperate with it to the best of our knowledge and skills. We will send in 1000 soldiers of our medical troops, and will provide logistical support to the White Helmets in Zara. When needed, we are also prepared to contribute troops to the White Helmets. And finally, we open the seaport of Scharmbeck and the military airport of Laubach in Northeastern Rheinbund, so that the White Helmets, their equipment and the supplies they need can be transported to Zara through the Rheinbund.

"The position of the Republic of Ostmark regarding the solution to the Pannonian Crisis has always been one strictly adherent to the principle of self-determination of peoples. It is for this reason that Ostmark, as of today, has recognized and still recognizes all of the existing political entities and self-proclaimed pannonian break-away states, including the Kingdom of Csengia, simply because denying the existence of de facto independent nations with functioning institutions, armed forces and political systems would equal denying reality.

However, the current situation in Zara is alarming due to the fact such functioning institutions, armed forces, law enforcements and political systems so to speak do not exist, simply because they have ceased to properly operate. It is undeniable that the Zaran Anarchy is a matter of the uttermost importance for the stability and peace in Pannonia, and we regard this region as vital for the stability and peace of Germania considering the position and the importance of Pannonia in terms of influence its border states exercise on the existing quasi-internationally recognized states.

While we initially hoped for the creation of a Zaran nation that could effectively represent the free and democratic will of the Zaran people, we must accept today's reality: such nation, as of today, does not exist. Zara does not have functioning central government institutions, it does not have the capabilities to maintain order, it does not provide basic service to its people. In short, Zara is a failed state. Failed states are undoubtely ridden with plagues such as weapons, drugs, human trafficking. They become hubs to powerful local and even international criminal organizations, or worse: terrorist groups, that for a number of reasons could potentially become new triggers in the Pannonian powder keg. We exhort the respectable representatives here at the European Forum to take into consideration that peace in Pannonia equals peace in Germania, and that while it would be ideal for the Zarans to be ethnically, culturally and politically represented by a functioning government and state apparatus, unfortunately the circumstances suggest us that this solution is, as of today, not yet possible.

For the reasons i have just exposed, Ostmark votes in support of the Whitetaker Plan, but wishes to emphasize the necessary care in respect to the desires of autonomy, self-government and self-determination of the Zaran people, in the hope that further ethnic and political strife may be avoided, for we all know how complicated the Pannonian region is in terms of ethnicities, cultures and political beliefs. We hope that all of this will be taken into consideration by the Kingdom of Csengia, if this proposal will be approved, in respect to the centuries old dream of the Pannonian peoples to finally live in peace and harmony and according to the principles of good neighborliness, mutual respect and cooperation in the interest of prosperity, stability and peace."

 

[Radilo]

Anzolo Schiavon, representative of the Most Serene Republic to the European Forum

While Radilo opposed this resolution, we we recognize that with its passing the stationing of White Helmets is now a reality.

Some have mentioned that in the past, Radilo has been reluctant to send its solders to serve as White Helmets, this is legitimate criticism.

Additionally, it is obvious that there will need to be people with native fluency in the Italianate tounge.*

To that end, the Most Serene Republic will send 1000 marines** to Zara, and will provide necessary operational support.

We are moved, in adition to our international obligations, by the fraternal feelings that all Zaran speakers, on some level, have. As at times we have come up short on expressing those feelings in meaningful ways.

We will also continue to welcome any refugees this conflict has created.
