Rheinmetall MG 3
Variants: MG 3E, MG 3A1

The MG 3 is a German general purpose machine gun chambered for the 7.62x51mm NATO cartridge. The weapon's design is derived from the World War II era MG 42 universal machine gun that fired the 7.92x57mm Mauser round. The MG 3 was developed in the late 1950s and adopted into service with the Reichswehr, where it continues to serve to this day as a squad support weapon and vehicle-mounted machine gun.

Heckler & Koch MG4
Variants: MG4E, MG4KE

The MG4 is a belt-fed 5.56 mm light machine gun designed and developed by Heckler & Koch. The weapon was developed in the late 1990s and was first seen publicly in September 2001. It has been selected to replace the 7.62 mm MG3 general purpose machine gun in the Bundeswehr at the squad support level; it will complement the MG3 in other roles. The MG4 will also be the secondary armament of the new Puma infantry fighting vehicle. Overall, it is designed to be light, provide maximum safety to the user and function reliably under adverse conditions using a wide range of ammunition from different manufacturers, without the need to adjust the gas system. The machine gun was initially known as the MG43 prior to its adoption by the Reichswehr.

It is the standard platoon-level support weapon of Wiese's Army, adopted in 2005.

Heckler & Kock P2000
Variants: P2000 V0, P2000 V1, P2000 V2, P2000 V3, P2000 V4, P2000 V5, P2000 SK

The Heckler & Koch P2000 is a semi-automatic pistol introduced late in 2001 and intended primarily for law enforcement, paramilitary, and civilian markets. It is based around the technology involved in the USP Compact pistol. The P2000 was designed specifically with improved ergonomic characteristics; it has features that reduce the handling related stresses, while at the same time increasing user handling and shooter comfort.

Heckler & Koch USP
Variants: USP, USP Compact, USP Compact Tactical, USP Match, USP Expert, USP Tactical, P8

The USP is a semi-automatic pistol with a mechanically locked breech using the short recoil method of operation. This rather conventional lock-up system has a large rectangular lug over the barrel’s chamber that rides into and engages the ejection port cut-out in the slide. When a cartridge is fired, pressures generated by the ignited powder drive the cartridge casing back against the breech face on the slide, driving back both the barrel and slide as they remain locked together in the manner described above. After 3 mm (0.12 in) of unrestricted rearward travel, the projectile has left the barrel and gas pressures have dropped to a safe level.

Walther PP
Variants: PP, PPK, PPK/S, PPK-L, PPK-E

The most common variant is the Walther PPK, the Polizeipistole Kriminalmodell (Police Pistol Detective Model), indicating it was more concealable than the original PP and hence better suited to plainclothes or undercover work. Sometimes, the name Polizeipistole Kurz (Short Police Pistol) is used, however the accuracy of that interpretation is unclear. The PPK is a smaller version of the PP (Polizeipistole) with a shorter grip and barrel and reduced magazine capacity.

Walther P5 / Compact
Variants: P5, P5 Compact

The Walther P5 is a 9 mm semi-automatic pistol developed in the mid-1970s by the small arms manufacturer Carl Walther GmbH Sportwaffen. It was designed with the Wieser police forces in mind, who sought to replace existing 7.65 mm pistols with a modern service sidearm incorporating enhanced safety features and chambered in 9x19mm Parabellum. A subsequent bid resulted in the Walther P5 being introduced into service alongside the SIG-Sauer P225 (designated P6 within Wiese) and Heckler & Koch P7. The pistol went into production in 1977.

Walther P22
Variants: N/A

On the exterior, it resembles the Walther P99, but it is somewhat smaller (75% of the P99's size) and its action chambers the rimfire .22 LR cartridge. The most noticeable exterior difference is the P22's slide mounted, thumb operated, ambidextrous safety and its external hammer. The P22 features a cast polymer grip-frame. Its slide and serial numbered frame receiver inserts are made from MIM (Metal Injection Molding) cast zinc alloy, its barrel consists of a rifled steel insert within a steel barrel sleeve, and its internal lockwork and fire-control parts are a combination of MIM cast steel and steel stampings.

Walther P99
Variants: P99 AS, P99 DAO, P99 QA, P99 Compact

The P99 has a polymer frame and steel slide. The slide is treated with "Tenifer" (a nitriding process) which inhibits corrosion. It uses an internal striker as opposed to an external hammer, with a red-painted striker tip that protrudes from rear of the slide when the gun is cocked, as well as a chamber loaded indicator on the right side of the slide. It should be noted that the striker of the QA variant does not protrude from the back of the slide, unless fired, as the firearm is in a constant partially cocked state.

Walther PPS
Variants: N/A

The Walther PPS (Police Pistol Slim) is a semi-automatic pistol made by Walther Sportwaffen. It was first shown in 2007 and is a slim polymer framed weapon of similar size to the Walther PPK. The 9 mm version features magazines of 6, 7, and 8 round lengths so the shooter can customize the grip to his hand size and concealment needs.
It also features a partially cocked striker system like the Walther P99 Quick Action model. This particular variant is called QuickSafe and the primary change from QA is that removing the pistol's backstrap will disable the gun for safe storage.

Heckler & Koch MP5
Variants: Various - see
The Heckler & Koch MP5 (From Maschinenpistole 5 - German: "machine pistol model 5") is a 9mm submachine gun of German design, developed in the 1960s by a team of engineers from the German small arms manufacturer Heckler & Koch GmbH (H&K) of Oberndorf am Neckar. In the 1990s, Heckler & Koch developed the Heckler & Koch UMP, the MP5's successor, though both remain in production.

Heckler & Koch MP7
Variants: MP7, MP7A1

The MP7 is a submachine gun manufactured by Heckler & Koch (H&K) and chambered for the 4.6x30mm cartridge. It was designed in conjunction with the new cartridge to meet Reichswehr requirements published in 1989 calling for a personal defense weapon (PDW) class firearm with a greater ability to defeat body armor than current weapons, which are limited due to the use of conventional pistol cartridges. The MP7 went into production in 2001. It is a direct rival to the FN P90, also developed in response to Reichswehr's requirement. The weapon has been revised since its introduction and the current production version is the MP7A1.

Heckler & Koch UMP
Variants: UMP9, UMP40, UMP45, USC

The UMP is a blowback-operated, magazine-fed submachine gun firing from a closed bolt. As originally designed, the UMP is chambered for larger cartridges than other submachine guns like the MP5, to provide more stopping power against unarmored targets (with a slightly lower effective range) than the 9x19mm MP5 provides. A larger cartridge produces more recoil, and makes control more difficult in fully automatic firing. To mitigate this, the cyclic rate of fire was reduced to 650 rounds/min (600 rounds/min for the UMP45), which makes it one of the slower firing submachine guns on the market.

Heckler & Koch HK416
Variants: HK416 DR10RS, HK416 DR14.5RS, HK416 DR16.5RS, HK416 DR20RS

The HK416 is an assault rifle designed and manufactured by Heckler & Koch. It is an improved version of the M4 carbine with many changes, most notably a new gas operating system from the G36. The HK416 uses a proprietary gas system derived from the HK G36, replacing the direct impingement gas system used by the standard M16/M4. The HK system uses a short-stroke piston driving an operating rod to force the bolt carrier to the rear. This design prevents combustion gases from entering the weapon’s interior, a shortcoming with direct impingement systems. The reduction in heat and fouling of the bolt carrier group increases the reliability of the weapon and extends the interval between stoppages. It also reduces operator cleaning time and stress on critical components.

Heckler & Koch HK417
Variants: HK417 12" Assaulter, HK417 16" Recce / Recon, HK417 20" Sniper

The HK417 is a battle rifle designed and manufactured in Germany by Heckler & Koch. It is chambered for the 7.62x51mm NATO (.308 Winchester) round. Similar in internal design to the HK416, the HK417 is a gas-operated, short-stroke piston design, claimed to be more reliable than the original direct impingement operation of the AR-10 design due to less fouling in the receiver. The early prototype HK417 utilized 20-round magazines from the H&K G3 rifle family, which did not feature a bolt hold-open device. Later prototypes, however, switched to a polymer magazine with bolt hold-open. The magazine is similar to the G36 series transparent magazine, except without the pins for holding more than one magazine together.

Heckler & Koch G3
Variants: G3, G3A1, G3A2, G3A3, G3A3A1, G3A4, G3A4A1, G3KA4, G3KA4A1, G3A5, G3A6, G3A7, and others - see Wikipedia

The G3A3 (A4) uses either steel (260 g) or aluminum (140 g) double-stacked straight box magazines. The G3A3 (A4) is a selective-fire automatic weapon that employs a roller-delayed blowback operating system. The two-piece bolt assembly consists of a breech (bolt head) and bolt carrier. The bolt is held in battery by two sliding cylindrical rollers that engage locking recesses in the barrel extension. The breech is opened when both rollers are compressed inward against camming surfaces driven by the rearward pressure of the expanding gases upon the bolt head. As the rollers move inward, recoil energy is transferred to the locking piece and bolt carrier which begin to withdraw while the bolt head slowly moves rearward in relation to the bolt carrier. As the bolt carrier clears the rollers, pressure in the bore drops to a safe level, the bolt head is caught by the bolt carrer and moves to the rear as one unit, continuing the operating cycle. The bolt also features an anti-bounce mechanism that prevents the bolt from bouncing off the barrel's breech surface. The spring-powered claw extractor is also contained inside the bolt while the lever ejector is located inside the trigger housing (actuated by the recoiling bolt).

Heckler & Koch G36
Variants: G36V (previously G36E), MG36, G36K, G36C, G36A2, SL8, R8

The G36 is a selective fire 5.56mm assault rifle, firing from a closed rotary bolt. The G36 has a conventional layout and a modular component design. Common to all variants of the G36 family are: the receiver and buttstock assembly, bolt carrier group with bolt and the return mechanism and guide rod. The receiver contains the barrel, carry handle with integrated sights, trigger group with pistol grip, handguard and magazine socket.

Walther G22
Variants: N/A

With the right ammunition, the G-22 can achieve shot groups as small as 0.25 inches (6.4 mm) at 55 yards (50 meters), and the rifle allows for a sound suppressor to be attached. From 500 feet away it is still possible to fire accurately (especially when using a telescopic sight). Recoil is minimal, and rate of fire is very quick. Its bullpup design allows the gun to be very short while still maintaining a long barrel for accuracy, but this makes the gun very unevenly weighted towards the stock. However it has a long front grip which allows many different (short, tall) users to become quickly adjusted.

Heckler & Koch PSG1
Variants: PSG1A1, MSG90, MSG90SDN

The PSG1 is mechanically based on the G3 rifle and features a low-noise bolt closing device (similar to the forward assist on many M16 rifles). Its expected accuracy is below 1 minute of arc (MOA) and it is considered to be one of the most accurate semi-automatic sniper rifles in the world. Its accuracy is sometimes even better than a bolt-action rifle. In the hands of a professional shooter, the PSG-1 is capable of putting 50 rounds of match ammunition inside an 80 mm circle at 300 meters (3.14 in circle at 328 yd).

Kampfpanzer Leopard 1
Variants: Leopard 1A5
Derivatives: Taurus HAPC, Bergepanzer 2 ARV, Biber bridge-layer, Flakpanzer Gepard

The Leopard (or Leopard 1) is a tank designed and produced in Wiese that first entered service in 1965. It was used as the main battle tank by several countries worldwide. It is a fairly conventional tank, armed with an L7 105-mm gun. The Leopard is known for its good cross-country speed. Since 1990, the Leopard 1 has gradually been relegated to secondary roles in most armies. In the Wieser Imperial Army, the Leopard 1 MBTs have been phased out in 2003 while Leopard 1 derived vehicles are still widely used. The Leopard 2 MBTs have taken over the MBT role.

Purchases of this vehicle are from the vehicle storage of the Wieser Landwehr, upgraded by KMW to the Leopard 1A5 standard if necessary.

Kampfpanzer Leopard 2
Variants: Leopard 2A4, Leopard 2A5, Leopard 2A6, Leopard 2PSO
Derivatives: BPz3 Büffel Armoured recovery vehicle, Panzerschnellbrücke 2 Armoured-vehicle-launched bridge, Pionierpanzer 3 Kodiak Combat engineering vehicle, Driver Training Tank (Fahrschulpanzer)

The Leopard 2 is a German main battle tank developed by Krauss-Maffei in the early 1970s and first entering service in 1979. The Leopard 2 replaced the earlier Leopard 1 as the main battle tank of the German Army. There are two main development batches of the tank, the original models up to Leopard 2A4 which have vertically-faced turret armour, and the "improved" batch, namely the Leopard 2A5 and newer versions, which have angled arrow-shaped turret appliqué armour together with a number of other improvements.

All models feature digital fire control systems with laser rangefinders, a fully stabilized main gun and coaxial machine gun, and advanced night vision and sighting equipment (first vehicles used a low-light level TV system or LLLTV; thermal imaging was introduced later on). The tank has the ability to engage moving targets while moving over rough terrain. It can drive through water 4 meters (13 ft) deep using a snorkel or 1.2 meters (3 ft 11 in) without any preparation and climb vertical obstacles over one metre high. The tank is powered with a turbo-charged multi-fuel V12 diesel engine that produces 1,500 PS (1,479 hp, 1,103 kW).

KMW Taurus
Variants: STPz Taurus, KTPz Taurus, SSPz Taurus

The KMW Taurus is a complete modification for the Leopard 1 main battle tanks, observing and fulfilling the role of a heavily armoured troop transport. Its most distinguishing feature is that the chassis has been turned around, bringing the engine to the front, with the interior re-designed to accommodate a crew of two (a driver and a commander/gunner) and space for up to 10 troops.

The Leopard tank turret has been removed, allowing for extra armour to be used for the protection of the crew and passengers, and using a remote-controlled turret instead. This turret is highly modular and can take different weapons. The Taurus is offered as an upgrade to Leopard 1 tanks you own, Leopard 1 tanks bought from Wiese's Landwehr, or new-production from the KMW factories.

Three variants exist: the STPz Taurus is a heavy APC (HAPC) armed with twin MG3 and four Stinger or Spike LR missiles; the SSPz Taurus is a STPz derivative with heavier armour and one MG3, one 35 mm autocannon (as in the Gepard system), one MG3, and four Stinger or Spike LR missiles. The KTPz Taurus is an armoured ambulance version with a single MG3 that can carry up to 9 injured troops.

Heckler & Koch and Rheinmetall are interested in the renewal of the contracts, on beneficial terms, provided the continuation of measures that guard production secrets and international export customers. In particular, the following points need to be continued to be provided:
  • License-production includes the H&K MP5, H&K G36A6, and Rheinmetall MG3, and their component parts and ammunition, in order to produce completed models of the aforementioned weapons.
  • The license is strictly between H&K or Rheinmetall and the signatory company of the license from Kediri. It may not be transferred in any way.
  • H&K and Rheinmetall are the sole owners and holders of the weapon patents. The patented weapons may neither be copied nor modified without written consent by the patent owners and holders.
  • License-produced weapons can be marketed within Kediri in accordance to Kedirian legislation, and with international customers approved by the Imperial Ministry for War of the Empire of Wiese, following individual consultation between the responsible authority in Kediri and the Imperial Ministry for War for each business deal.
  • Production volume will be left at the discretion of the license holders. In return, as compensation, H&K and Rheinmetall are to be paid royalties for produced weapons, equal to 20% their factory price for the MP5 and G36A6, and 15% for the MG3.
  • A one-time payment is to be paid by the license holders to H&K and Rheinmetall immediately following the signing and ratification of the license, in terms agreed upon by H&K and Rheinmetall and the license holders, the volume of which will be agreed upon based mutual consultation.
  • This license is to be valid for eight years, with an expansion option for a further seven years at 60% the one-time cost agreed upon in the prior paragraph.

Prior to confirming this deal, H&K and Rheinmetall request to know the name of the would-be license-holder in Kediri, and its opinion on the proposed terms. Upon validation, the deal can then be forwarded to the Imperial Cabinet of Ministers of Wiese for approval.

Rheinmetall also agrees to provide body armour to the Islamic Republic Armed Forces, based on mutual consultation and field tests of existing models, or commission for a new design as it might be deemed necessary. All production, without exceptions, will be made in Rheinmetall's factories in Wiese. The contract will last for five years and will also have to be validated by the Imperial Cabinet upon agreement of terms.

The license holder would be Military Industries Organization (MIO), a government controlled corporation. The proposed terms are found quite acceptable. We would like to see some of the current models offered by Rheinmetall to identify which products offered best meets the needs and demands on our armed forces.

Special Committee for Armaments Trade

Following
consultations with the Imperial Chancellor, the Imperial Ministry for War and the Imperial Ministry for Foreign Affairs, the Special Committee for Armaments Trade of the Imperial Ministry of Finance of the Empire of Wiese would like to inform the government of the Islamic Republic of Kediri that it has validated the deals between Rheinmetall AG and Military Industries Organisation Co., and Heckler & Koch GmbH and Military Industries Organisation Co.

The validated terms, included in the contracts, were the following:

  • The Military Industries Organisation Co. (hereafter referred to as "MIO") will attain license to produce certain models designed and produced by Rheinmetall AG (hereby referred to as "Rheinmetall") and Heckler & Koch GmbH (hereafter referred to as "H&K".)

  • License-production includes the H&K MP5 submachine gun, H&K G3A6 assault rifle, and Rheinmetall MG3 machine gun, and their component parts and ammunition, in order to produce completed models of the aforementioned weapons.

  • The license is strictly between H&K or Rheinmetall and MIO. It may not be transferred in any way, to any other company, including subdivisions, without the approval of the Wieser licensers and the Imperial Chancellor of Wiese.

  • Production volume will be left at the discretion of MIO. In return, as compensation, H&K and Rheinmetall are to be paid royalties for produced weapons, equal to 20% their factory price for the MP5 and G3A6, and 15% for the MG3.

  • A one-time payment is to be paid by MIO to H&K and Rheinmetall immediately following the signing and ratification of the license, in terms agreed upon by H&K and Rheinmetall and MIO. H&K is to be paid €850 million, whereas Rheinmetall is to be paid €150 million.

  • This license is to be valid for eight years, with an expansion option for a further seven years at 50% the one-time cost agreed upon in the prior paragraph.

  • Rheinmetall also agrees to undertake and fulfil any orders for body armour, in accordance with Imperial Cabinet of Ministers export restrictions and legislation, for the next five years, for the Islamic Republic Armed Forces of Kediri.

OOC
: I took the liberty of adding the price for the licenses
, based on prices I could find online. I acknowledge it might sound much, but it is partly as compensation to the production liberties granted by the licenses, partly due to taxation, and partly due to the eight-plus-seven year option for license-production, which can resort to a large number of weapons produced. The price was reduced because of the relative age of the firearms in question. If you disagree with the price, please contact me in person to fix it to mutually acceptable levels.

Special Committee for Armaments Trade

Having reviewed the order for the Secretariat of State for War of Lorraine, the Special Committee for Armaments Trade of the Imperial Ministry of Finance in joint conjunction with the Imperial Ministry for War gives permission to the associated corporations involved to proceed with the export of the requested Wiesel 2 air-mobile light armour vehicles.

The price for the full order has been determined at €1 billion, which includes all taxes and fees from the Imperial Government's part, including export tariffs and an EDF discount by the manufacturer, Rheinmetall Landsysteme GmbH.

Rheinmetall Landsysteme GmbH has requested 25 percent of the price in advance, with bi-monthly instalments in advance of the equipment deliveries. The order for 123 Wiesel 2 vehicles can be delivered in six deliveries of 23 at first, and from there on 20 vehicles every two months, for a completion of deliveries by 31 January 2011. Increased order priority can be given to halve production time (with deliveries to 30 June 2010) at a 2.5% cost increase, and monthly instalments instead.

The manufacturer can undertake service of the vehicles in question in return to a limited warranty for their performance at a further cost increase of 2.5% of the total price (not including service costs.)

We look forward to your reply.

OOC: I am sorry it took me so long to reply. I used what price I could find for the Wiesel online. Unit cost averages to about €8.13 million per unit.

We regret to inform Richardot and the Ministry of Defence of the Kingdom of Belmont that the Committee has, currently, refused to grant permission to Heckler & Koch to provide you with a production license for the HK416 and HK417 rifles.

The Special Committee for Armaments Trade encourages the Ministry of Defence of the Kingdom of Belmont and Richardot to negotiate a different deal, promoting the manufacture of the firearms in question within Wiese's frontiers.

We are, however, prepared to negotiate a limited license to produce modifications based on your need for any Wiese-manufactured rifles you import, in light of the good relations between our two countries on diplomatic and military levels.

Seeing the problems being faced by the Special Committee for Armaments Trade in granting a license to Belmontien firms, The Ministry and Richardot has thought it to be better to apply for the license for the Rheinmetall MG3. Additionally, we would like to procure 127 Panzerhaubitze PzH 2000, 350 TPz Fuchs and 219 LGS Fennek.

OOC: I will get to this after or on New Year's.

EDIT: I created a "SUPPORT SYSTEMS" section in the first page, third post, including UAVs and some air defence systems. Soon to include towed artillery, time permitting.

Upon considering your request, the Committee has decided to allow the Belmontien order and license. The Belmontien order can be analysed as following:
Rheinmetall MG 3 production license - €150 million
KMW PzH 2000, 127 units - €700 million
Rheinmetall Landsysteme TPz Fuchs, 350 units - €700 million
KMW LGS Fennek, 219 units - €1.200 million
The MG 3 production license is valid for 8 years without production limitations, but 15% of the factory price of each unit produced is to be paid as royalties to Rheinmetall Landsysteme. The license is valid only for Richardot, which may not market the MG 3 internationally but only within Belmont.

OOC: I would really appreciate it if people also posted a ratification of my terms, by the way, or their rejection. Thanks!

The Imperial MesoAmerican Cakchiquelian Host seeks 5 R-400 "Doppelsöldner" for military testing under Wieser supervision in Fort Danwhooldie roughly 50 km out of Mayapan. Along with this testing regiment which will be paid in full before delivery, the Imperium seeks to test five M270 MARS units. All units shall be paid for in full before we expect to test them under Wieser supervision. The Imperium hopes to potentially begin fielding fine Wieser field pieces which under most agreement to be the top of the line armoured tools avaliable to a commander. Wieser supervision is simply an offer by our regime, as a courtesy to ahold to you're engineering information properties.

Having carefully reviewed and considered the request by the Chakchiquel Consulate for War, the Special Committee for Armaments Trade regrets to inform the Chakchiquel government that it cannot condone to the sale of advanced weapon systems akin to the R-400 and the M-270 for your military.

The international conditions, as well as the details of your request, do not allow the Imperial Cabinet of Ministers to permit such a high technology arms contract with your regime as it currently stands before the international community and Wiese's international friends and partners.

Should you wish to take into account less sensitive systems like the Leopard 1A5 main battle tank and the older but still effective R-200 strategic air defence system, we are confident we can reach mutually agreeable terms and a mutually beneficial deal that will both increase your armed forces' capability as well as satisfy you as customers.
