Considering the warm relations between the Kingdom of Eiffelland and the Empire of Wiese, and the reliable friendly relations and cooperation the two countries have had for years, the Committee finds itself in no position, with no reason, to not give a positive response to the Eiffellandic request.

We inform you that your request to import the Thießen R-400 surface-to-air missile system has been approved. Including all fees and tariffs, spare parts and munitions, as well as installation and training personnel from the contractor, will come at the cost of €745 million (RM 2,61 billion; €1 = RM 3,5041) per battalion equipped, for a total of €14,9 billion (RM 52,21 billion; €1 = RM 3,5041) for the entire package.

Due to the substantial volume of orders, Thießen AG has informed the Committee that it will require substantial time to complete your request, although you will be given the second highest priority so as to not harm Reichswehr orders for the system. A total of 5 battalions can be armed every 2 months, for a total of 8 months for a total of 4 deliveries, beginning on 6 June 2010 and followed by August, October and December 2010.

The contractor has given beneficial credit trust to the Royal Government of Eiffelland, and requests one fourth (25%) of the sum immediately, followed by instalments of a further one-fourth upon each delivery until the second-to-last delivery. The contractor has also requested that we inform you that the company board will "personally" assure that Thießen industries work to their maximum capacity to fulfil your demand with the maximum possible expedience and quality.

In light of your governments continuous requests for weapons manufacturing licenses from several arms manufacturers, the Special Committee for Armaments Trade officially blocks any Freiheit attempts on licensing any technology under its jurisdiction, effective immediately, until further notice.

The Committee announces it does not plan on putting obstacles between a large Marquen-WAIn industrial deal concerning the SK-105 Kürassier.

WAIn, the designer and producer of the SK-105 Kürassier, offers Marquette the SK-105A2 Kürassier as the proposed variant for the deal. Although the production of the SK-105A3 is about to commence for the Imperial Army, the SK-105A2 is a reliable, tested platform which you can modify as with past designs, provided the vehicle or its design is by no means exported to third countries without the explicit permission of the Special Committee for Armaments Trade, or sold to other customers without WAIn being paid a 5% royalty fee over the transfer.

The SK-105A2 Kürassier is offered as the SK-105A2M Lion, a specialised export variant of the Kürassier by combining your currently licensed Lion with the later SK-105A2 version. Co-production is preferred, and WAIn is prepared and authorised to export vehicles to Marquette; at least forty (40) percent of the total vehicles produced (260 to 400) will have to be produced in Wiese. Vehicles not produced in Wiese will have a twenty (20) percent royalty fee upon their factory price, to be paid to WAIn. The total cost of the license will amount €1,3 billion (RM4,56 billion; €1 = RM3,5041) for the initial 650 vehicles, with a further €525 million (RM1,84 billion; €1 = RM3,5041) for the vehicles between 651 and 1000.

Ascalon

Upon consideration, the Special Committee for Armaments Trade can only approve of your order on condition the buyer is the Government of Ascalon, rather than the Ascaloni-Dominican Army. In addition, the following limitations are to be put in place:

• the arms sold to the Government of Ascalon can only be resold to the Imperial Government of Wiese, or any of its subordinate organisations and agencies as authorised by the Imperial government;
• the previous term will expire after 10 years following the completion of deliveries, after which the Government of Ascalon may freely choose its buyers;
  
• the Government of Wiese guarantees to buy the armaments back at 50% their original price, at any time whenever the Government of Ascalon wishes to sell the arms to the Government of Wiese or its subordinate agencies and organisations; and
  
• the manufacture of spare parts will take place entirely and expclusively within Wiese.

If you are in agreement with the previous terms, we shall begin delivery of the systems as following:

The Gepard and MARS platforms will originate from the Imperial Army surplus stores. Some Gepard vehicles may be converted from surplus Leopard 1 tanks. Such costs are included in your total fees. Luna X 2000 and PzH 2000 platforms will be specifically modified to match Wieser export regulations.

The total fee for your requested arms, including all tariffs and taxes, is €7,62 billion (RM26,70 billion; €1 = RM3,5041). Production will begin upon wiring 50% of the total, with the remaining 50% wired in four separate instalments on January, March, June and September 2011.

The Committee has hereby decided to validate the Ascaloni order for 100.000 G3A3 assault rifles, as specified by the Armed Forces, on condition that the government of Ascalon is the specified buyer and held liable for this purchase. The arms manufacturer, Heckler und Koch, has refused handing down a production license for either the G3 assault rifle of the USP pistol.
