The World Zionist Congress hears the supporting voiced of the Aurarian Republic and Pohjanmaa with gratitude. We tirelessly seek to emphasize the constructive role we hope to play in international affairs, even when faced with the severe antisemitic opposition from all corners of Europe and all political persuasions. Opposition to Jewish statehood, it appears, is unifying regrettable individuals across political divides.

In regards to the Pelasgian statements, it must be noted that:

- The World Zionist Congress can be, based on historic precedent, considered a government in exile - the custodians of a government of the Jewish homeland by the Jewish people for the Jewish people in waiting,

- The denial of Jewish existence is a ludicrous notion, as evidenced by the existence of this organization representing a people united by a common culture, history and lineage,

- That no conclusion about the legitimacy of the World Zionist Congress can be inferred by denial of support by the Polesian regime or institutions of the Pelasgian autocracy, as these bodies are by definition opposed to the creation of a free Jewish homeland, speaking not with the voice of Europe's Jews but rather with the voices of their imposed overlords,

- That the World Zionist Congress is only accountable for activities conducted in its name and that legitimacy before international law is not derived or revoked based on any activities or lack thereof,

- That there would be a dangerous precedent set by constantly redressing and calling the legitimacy of our membership in the World Permanent Conference in question, and that the plenum of the World Permanent Conference is the proper arena in which to continue the discussion regarding the establishment of a Jewish homestead in the Holy Land.

Finally, we hope to put this issue aside and start working alongside our partners across the globe to tackle the many challenges now facing the world, far extending in scope beyond only the issue of our own freedom.

"Esteemed colleagues, we would like to draw the attention of this conference to the current deplorable situation in Burgundy. We all have our positions regarding the political circumstances that led to the current state, and we feel that this is a topic best explored in another context. What we would motion this body to focus on is to explore ways this body can help alleviate the suffering of the civilians in the area and to live up to our mission of giving representation to nations, including those that are voiceless - as in this case, the Burgundians.

We propose that the World Permanent Conference dispatches an official observer mission to the front lines with the consent of the belligerents, to objectively inform this body about the situation on the ground and allow it to formulate further actions based on the first hand reports of this mission. If this body is to be the positive influence on world affairs it aspires to be, Burgundy must be addressed by us."

Pohjanmaan WPC General Communique

It is the opinion of the Commonwealth of Pohjanmaa that the while the work of the Civilian Safety Coalition (CSC) is admirable, it does not solve the question of the WPC putting forward its own humanitarian group to further observe the conditions for all groups and parties. It may be able to then administer itself within the requirements of the CSC. Such a group can maintain the safe and humane treatment of all armed sides as well. Perhaps the foundation of a medical group within the bounds of the WPC to be sent to all conflicts would be wise.

The Foreign Office has informed me of the admission of the Grand Duchy of Lars, of which we entirely welcome them, and urge the formal admission of other nations.

To whom it may concern,

The is forced to restate its own very clear position, which has adressed all the statements of the so-called "World Zionist Congress".

1. The World Zionist Congress is not a government of any sort, and lacks the inherent characteristics of a government, namely the monopoly on the use of legitimate force within a defined territory. It has never held control over any territory, and is therefore incapable of being a government in exile, since it has not been exiled from anywhere. It is therefore factually wrong to characterise the World Zionist Congress as a government, in exile or otherwise.

2. We submit that there is no Jewish nation, because the European Jewry lacks the inherent characteristics of such a body: common ethnicity (since Europe's Jews range from the palest of Germanians to the darkest of Aethiopian Himyaris), common language (Europe's Jews speak a variety of languages belonging to distinct linguistic groups, including Semitic, Germanic, Pelasgic, Romance, Slavic and others which do not display any elements of meaningful common ancestry whatsoever), and a common religion (Europe's Jews follow a number of quite distinct branches of Judaism, ranging from Talmudic Judaism to Torah-focused Karaite Judaism, as well as other faiths such as Christianity and Islam; some even espouse the complete lack of religion). Any distant links between various Jewish groups across the world are not enough for them to constitute a nation, in the same way that all Slavic peoples in the world do not constitute a single nation.

3. The World Zionist Congress does not have a legitimate claim to representing the Jewish "nation", even if such a nation were to exist. The elected and lawful representatives of Europe's Jews have, at no point, delegated their authority to the Congress to represent the sovereign aspirations of their constituents. Indeed, the Polesian People's Republic and the Pelasgian Karaite Council have explicitly denounced the Congress as illegitimate and incompetent to represent their constituents in any way or fashion, and in any forum.

4. The World Zionist Congress claims the authority to represent people who belong to the Pelasgian Nation, namely the Jewish Karaites. This is a conflict which, in our mind, cannot permit them membership to this organisation unless it is first resolved. The same people cannot be represented by two governments in the same forum, both for reasons of law and reasons of practicality.

5. The World Zionist Congress actively endorses the terrorist movement which seeks to partition Pelasgia. The Zionist movement has, in the past, conducted campaigns of terror costing thousands of lives to achieve that end. Indeed, the World Zionist Congress's leadership has put an emphasis on "Jewish martial strength", showcasing their continued support for this ideology. In our view, this non-government entity can therefore be rightly called a terrorist group, and has no place in the World Permanent Conference.

The Pelasgian Empire does not negotiate with terrorists. The Pelasgian Empire does not recognise terrorists as its equals in any capacity. Therefore, the Pelasgian Empire, as a Sovereign State, cannot demean itself by holding equal membership in the same organisation as a stateless terrorist group. Unless these issues are resolved, the Pelasgian Empire shall have no choice but to withdraw from the World Permanent Conference. This is not a threat; it is a statement of legal fact. The World Zionist Congress can wax poetic, claiming that we are tyrants who have no wish to use diplomatic avenues to resolve conflicts. States only engage in diplomacy with states and bodies to whom authority has been delegated by states. The World Zionist Congress is not a state, much less a government.

Dear sir,

The Federative Republic of Pelasgia would like to note that its predecessor state, the Pelasgian Empire, is still inscribed on the official, publicly available membership list of the World Permanent Conference ("WPC"), with the admission date of 22 December 2018. Given that the Federative Republic of Pelasgia ("the Republic") is the sole legal inheritor of all legal rights, obligations, duties and privileges of the Pelasgian Empire ("the Empire") pursuant to the relevant articles of the Constitution of the Republic, I would like to inquire as to whether this would mean that the Republic is a member of the WPC.

Moreover, I would like to note that no formal response has been granted by the WPC's authorities to the attached complaint filed by the Empire regarding the admission of the so-called 'Zionist World Congress' ("the Congress") into the WPC, dated 5 February 2019. Though I may not entirely agree with the word choice and the tone of my predecessor, I might note that the main points of the complaint still stand, and that the Republic would like to receive a response to them. If needed, we would be willing to file a new complaint, though it would not substantively differ from the complaint of the Empire.

If you require any help or clarification on my part, or that of the Republic's authorities, do not hesitate to ask. I convey to you the most distinguished salutations of the President of the Council of State of Pelasgia, and eagerly await your response. Alas, I regret that I cannot make this representation in person, and neither can any Pelasgian diplomat, since the Republic continues to refuse to attend any meetings also attended by a representative of the illegitimate Congress.

The WPC Committee with guidance from the Austwegian Parliament came to the conclusion that the inquiry into further debate of the World Zionist Congress was not necessary. We send our sincere apologies for not making this more clear. Thus a third inquiry into this debate of the Zionist Congress is not necessary in the opinion of the WPC Committee.

As per the legal continuity of the Pelasgian Empire to the Federative Republic of Pelasgia, the WPC Committee recognizes this legally, and will henceforth recognize the Federative Republic as the representative of the Pelasgian people.

The WPC understands the fragility of the political situation between the Federative Republic and the Zionist Congress. It has been the opinion of this body that the two entities must engage in discussion in order to remedy the problem. The WPC stands as the perfect ground for such discourse when the time arises. Until that time does arise, as members of the WPC, the Federative Republic is still allotted office space and diplomatic grounds on the WPC Campus. While the Federative Republic may not wish to be in attendance, maintaining staff on the grounds could prove useful for diplomatic outreach with other nations outside of official sessions.

Outside of the general questions from the delegation of Pelasgia, the WPC Committee gives a warm welcome to the new membership of the Continental Republic of Sylvania. Their admission is a strong showing to the gains made by peaceful discourse and time.

Dear sir,

I would like to thank you for your quick response. However, I would like to protest your refusal to finally response to our protest. On 4 February 2018, we were told that all our previous protests did not constitute an actual complaint and we had to submit one for our concerns to be addressed. This we were told by no other official than yourself, and were assured that our concerns would be addressed if submitted in the proper format. Once we responded with a request in the format of your request, you neglected to address it (whereas you had addressed the complaint by the Congress) and have now told us that it is too late for it to be addressed.

In my view, this is highly unfair and possibly even negligent on your behalf. One cannot promise to respond to a complaint, then neglect to do so for over a year, and then once this is pointed out say it is too late to do so. We find this highly problematic for the WPC's future, particularly since our concerns were pivotal for the very nature of the WPC. We cannot and are not satisfied by this show of incompetence on behalf of the WPC's authorities. Many in our country and abroad would see this as blatant favouritism toward the Congress; though I myself would not go so far, I would reiterate that it is patently unfair, especially when the issue was reconsidered twice at the request of the Congress and we had been promised that our complaint would be given due consideration.

As has stated before, the Congress claims to be a "Government-in-Exile" for a part of Pelasgia's sovereign territory and claims to represent a portion of the Pelasgian Nation, both completely illegally and without any shred of evidence or legal reasoning, inter alia. We cannot take part in this body and legitimise the Congress when both claims still stand and are accepted and openly endorsed by the WPC's authorities, which have termed the Congress a "Government-in-Exile". Your recommendation that we engage in dialogue with the Congress, while perhaps a reasonable middle ground that appears neutral from in your regard, is simply not feasible since the Republic cannot engage with a non-state entity openly claiming a section of our sovereign territory. In fact, such a recommendation is not neutral but a request that we concede to the Congress and recognise them as our legitimate equals. I must ask you one more time to reconsider our request. If this is not done, I have been instructed by my government to withdraw the Republic's membership from the WPC.

5. The World Zionist Congress actively endorses the terrorist movement which seeks to partition Pelasgia. The Zionist movement has, in the past, conducted campaigns of terror costing thousands of lives to achieve that end. Indeed, the World Zionist Congress's leadership has put an emphasis on "Jewish martial strength", showcasing their continued support for this ideology. In our view, this non-government entity can therefore be rightly called a terrorist group, and has no place in the World Permanent Conference.

The Pelasgian Empire does not negotiate with terrorists. The Pelasgian Empire does not recognise terrorists as its equals in any capacity. Therefore, the Pelasgian Empire, as a Sovereign State, cannot demean itself by holding equal membership in the same organisation as a stateless terrorist group. Unless these issues are resolved, the Pelasgian Empire shall have no choice but to withdraw from the World Permanent Conference. This is not a threat; it is a statement of legal fact. The World Zionist Congress can wax poetic, claiming that we are tyrants who have no wish to use diplomatic avenues to resolve conflicts. States only engage in diplomacy with states and bodies to whom authority has been delegated by states. The World Zionist Congress is not a state, much less a government.

To the attention of Mr. L. Møller, President of the Committee, World Permanent Conference.

Dear sir,

I would like to thank you for your quick response. However, I would like to protest your refusal to finally response to our protest. On 4 February 2018, we were told that all our previous protests did not constitute an actual complaint and we had to submit one for our concerns to be addressed. This we were told by no other official than yourself, and were assured that our concerns would be addressed if submitted in the proper format. Once we responded with a request in the format of your request, you neglected to address it (whereas you had addressed the complaint by the Congress) and have now told us that it is too late for it to be addressed.

In my view, this is highly unfair and possibly even negligent on your behalf. One cannot promise to respond to a complaint, then neglect to do so for over a year, and then once this is pointed out say it is too late to do so. We find this highly problematic for the WPC's future, particularly since our concerns were pivotal for the very nature of the WPC. We cannot and are not satisfied by this show of incompetence on behalf of the WPC's authorities. Many in our country and abroad would see this as blatant favouritism toward the Congress; though I myself would not go so far, I would reiterate that it is patently unfair, especially when the issue was reconsidered twice at the request of the Congress and we had been promised that our complaint would be given due consideration.

As has stated before, the Congress claims to be a "Government-in-Exile" for a part of Pelasgia's sovereign territory and claims to represent a portion of the Pelasgian Nation, both completely illegally and without any shred of evidence or legal reasoning, inter alia. We cannot take part in this body and legitimise the Congress when both claims still stand and are accepted and openly endorsed by the WPC's authorities, which have termed the Congress a "Government-in-Exile". Your recommendation that we engage in dialogue with the Congress, while perhaps a reasonable middle ground that appears neutral from in your regard, is simply not feasible since the Republic cannot engage with a non-state entity openly claiming a section of our sovereign territory. In fact, such a recommendation is not neutral but a request that we concede to the Congress and recognise them as our legitimate equals. I must ask you one more time to reconsider our request. If this is not done, I have been instructed by my government to withdraw the Republic's membership from the WPC.

The WPC Committee with guidance from the Austwegian Parliament upon debate after the insistence of the Federative Republic of Pelasgia has decided to examine the complaint of the Mr. Sophokles Dragonas and the former Pelasgian Empire. There are certain realities that must be considered before addressing the points made by the former Minister of External Affairs, Mr. Emmanuel Avgiros. First of all, while the Pelasgian Empire addressed domestic issues and reformed its government to the Federative Republic, the World Permanent Conference has continued through the months with the Zionist Congress as a productive member. Thus to remove the Zionist Congress would no longer be a simple matter of acceptance or rejection of admission. Instead it is the opinion of the WPC Committee that at this juncture of time, that being nearly seven months after the fact, a formal ejection from the WPC would be required by the vote of the Main Auditorium itself. This reasoning, that being the time-sensitivity of the situation having been passed and now the actual membership of the Zionist Congress having been in effect, makes unilateral revoke of membership by this Committee undemocratic, without mentioning fairness.

Now in addressing the arguments made by Mr. Avigros by number.

In point one, the WPC Committee has adjudged that the Zionist Congress holds sovereign territory within the Anti-State of Seora, where its laws, customs, and rights are undisputed, meanwhile it claims territory in-exile.

In point two, the WPC finds that the point attempts to set strict judgements upon the definition of a nation between language, ethnicity, or religion. This discounts many other types of nations which are multilingual, multiethnic, multireligious or even irreligious. Additionally this discounts nations which may be founded due to common ideals based upon philosophy or rights of man.

This ties into point three as well, where it is the opinion of the WPC Committee that the argument is difficult navigate. While the Zionist Congress may wish to claim itself the Jewish Nation, and while ambition is not always definition, and while entities of all kinds may condemn them, some Jewish persons have committed to the Zionist Congress and thus it constitutes a Jewish Nation. The designs of this nation to be the Jewish Nation are politics, and should not weigh into the decision making.

On point four, the status of the Pelasgian Karaites belonging to two nations would not be unheard of. In the Commonwealth Pohjanmaa, one can be both Austwegian and Pohjanmaan, or Fennic and Pohjanmaan. To find a more international construct, many nations allow for dual citizenship. Whether or not that status is legal in Pelasgia does not matter to the WPC Committee, as such legalities are domestic matters.

On the fifth point the WPC Committee finds the accusation chilling. It is a certain matter to accuse another nation of terrorism; however, it is not the opinion of this body that is ought to reject the qualifications or membership of a nation due to its status at war, or in national strife. Instead, the WPC exists to hopefully bring conclusion to wars, and open dialogue between warring states.

Furthermore on the fifth point, the WPC Committee would urge the consideration of time already passed. The Zionist Congress has existed as a member, and instead such removal for poor conduct or behavior ought to be given to the members fo the WPC to judge upon at this juncture. Dear sir,

I would like to thank you for finally addressing the complaint of submitted by our predecessor state and pursued by the Republic to the World Permanent Conference. Having consulted with my government, I can say that your response has addressed all of our concerns. Though we might not agree with your interpretation entirely, the way in which you have expressed the Conference's position satisfies us of the continued neutrality of the Conference as a body and of the fact that our participating in it would not force us to recognise the Congress, or any of its claims. With that in mind, Pelasgia shall withdraw any objection to the participation of the Congress in the World Permanent Conference.

Given that our complaint has been addressed in a satisfactory manner, the Republic will not withdraw from the World Permanent Conference, and will resume its membership and participation in the Conference normally, as any other member of the said body. With your permission and that of your country's government, the Republic shall dispatch a delegation of experienced diplomats headed by Ambassador Minas L. Stavridis to represent Pelasgia in the World Permanent Conference. Given that our participation in the Conference has been restored, I will endeavour to meet you and your associates at the Conference's secretariat in person and thank you for your cooperation and work eventually. In the meantime, I shall direct Ambassador Stavridis to do so in my stead upon his arrival.

Now that our great and proud land, the successor of the most ancient Cyanopian Empire has finally won it's true independence and has turned usurpers and tyrants away, we believe that the time has come for us to rejoin the family of nations in the international stage and do our best to see peace, liberty and respect for each nation prevail.

As the old Cyanopian proverb says: "Beautiful discourse is rarer than emerald, yet it can be found among the servant girls at the grindstones", we know that we can't boast the same power and military force as some nations that are already present in here or have chosen to boycott it, but the past year has shown us all that every Cabaonian is ready to defend his homestead, family and tribe and the Mai sees all his people as his children, yet attendance in the WPC is important as we feel that the echoes reverberating through the halls of it's auditorium can be sometimes as strong if not stronger than bullets and bombs. Thus is is our duty, not only to us but to our children too, to be part of this dialogue and be sure that death and suffering never finds it's place again in the world.

To the attention the Secretariat of the World Permanent Conference.

To whom it may concern,

It is incumbent upon me to notify the Secretariat of the Conference that, henceforth, a High Commissioner of the Pelasgian Southern Himyari Company (PSHC) will be attached to the Pelasgian Mission to the Conference. The High Commissioner is to be considered a Pelasgian diplomat, as he will be a full member of the Pelasgian delegation, even though his purview will be limited to Far Southern Himyari matters. He is to act as an advisor to the Pelasgian Mission on the said matters.

Moreover, the Four Protectorates of the PSHC have indicated their wish to be represented in this organisation. As per the Treaty of Fort Antipas, the PSHC, as the Protecting Power of the Four Nations, is tasked with their representation. Thus, the PSHC High Commissioner will be joined by delegates from the Northern Kintu Kingdom, the Southern Kintu Kingdom, the Kingdom of the Islands Kéké, and the Kingdom of the Highlands Kéké. These Nations have indicated, in writing, their wish to be represented as part of the Pelasgian delegation, given that the PSHC is a Pelasgian Federal Corporation.

Please find attached their Joint Memorandum to the PSHC Administration at Fort Antipas, signed by their respective High Commissioners, another Joint Memorandum by the Four Protectorates and the PSHC Administration to the Government of Pelasgia, as well as the pertinent parts of the Treaty of Fort Antipas.

High Commissioner Elenor Lindström, a woman of 53 years with blonde, now graying hair, thick spectacles and a brightly coloured suit with a brooch, strode into the Showroom and took her usual seat at the bar. She ordered a gin and tonic and played with the lime before taking her first of many swigs for the day.

Lindström was a career Nedernesian diplomat. Originally from the Kleurland Peninsula, the only mainland part of Nedernesia, her family was part of the Austwegian speaking minority. She felt quite at home in most parts of Pohjanmaa so, when the Minister of Relations and Overseas Cooperation had asked her if she would accept a posting there as a High Commissioner to represent Nedernesia at the World Permanent Conference, she couldn't say no. A grand title, on par with a High Commissioner to a sovereign state, big salary (tax-free), plus only a short flight home to Vrijpoort when she wanted...sounded like a good gig to her.

Yet after the first couple of months, she soon realised that this talk shop was hardly even that. The Showroom was more like a boozy day-drinking club with little if any political discourse. Fine with her, she never said no to an afternoon or late-morning drink. But it got old fast. The Auditorium hadn't been used in so long she was sure junior staffers were using it as a meeting place for office romance.

A couple of G and Ts and a few Pelasgian cigarettes later, Lindström noticed her Pohjanmaan counterpart stroll into the Showroom. She left her elbow on the bar holding the cigarette while her free hand beckoned him to come over.

'Oi, yeah you! Come and join me for a drink. I know you've got nothing better to do! Keep an old lady some company.'

She went on a bit about how bored she was but then remembered suddenly the briefing she had received from Vrijpoort late last night. Something about suggesting the creation of an international lending organisation to help developing countries, well, develop, other countries access cheap financing and rich countries pat themselves on the back.

Lindström started blabbering on about this idea, this Global Bank of hers. What did her Pohjanmaan counterpart think? Or maybe by this point, some other bored ambassador had found themselves in the Showroom.
