Preface: Within the Republic of Yujin, domestic consumers are increasingly demanding petroleum and energy products to enhance their lives, support domestic growth, and satisfy defense requirements. The Republic of Yujin is currently a major importer of global oil, but Yujin ports are reaching capacity and new sources of oil are required to offset these deficiencies. Experts working with the government have determined there to be large deposits of coal and oil within the Northwestern expanses of Yujin, particularly in regions on the periphery of the Míbèiqì Desert, and the government is beginning preparations to open the region up to international competition.

Details: The Republic of Yujin is currently seeking major companies which are interested in expanding these designated industries. Corporations and their subsidiaries can expect a pleasant and agreeable business environment while working within Yujin. Assets purchased by corporations for resource extraction will be owned and operated directly by the company, with routine biannual inspections conducted by the Ministry of the Interior to ensure that domestic corporate laws concerning environmental regulations and pollution standards are upheld. These precautions should be considered standard, and regulations have been called pro-business within many circles. All regulations are subject to legal changes, and corporations will be notified when relevant laws are to be voted upon.

Contracts established by the government involve three main subjects: the expansion of the coal mining industry, the expansion of oil drilling, and the establishment of a trans-national pipeline to deliver crude oil to refineries in major cities such as Lianggang and Changao. The refining of oil by contracted parties is not necessary, as domestic refining is not yet at peak capacity, and the establishment of further refineries will create competition that may not yield sufficient profits to justify their construction. Use your discretion in these matters.

Concerning Coal: Coal deposits are significant primarily in the northwestern border provinces, but in regions near the Jurchen Republic as well. Principal contracts are for mining along the border regions, though licenses and titles may be purchased for the establishment of mines in the nations Northeast. As per expected policy, all land and rights are leased to the corporation, and territory of the Republic of Yujin. All leases are subject to extensions unless national defense concerns prohibit otherwise. Coal has a large domestic demand, as it is the primary source of domestic energy production. The demand and price of coal within Yujin is sure to grow as the population and their needs continues to be prosperous. An investment in Yujin coal is an investment in the future.

Concerning Petroleum: Petrol deposits in the form of inland wells are significant primarily in the Mibeiqi desert and northwards, near the border regions. As no existing infrastructure is available to bring these goods to domestic markets, it is highly suggested that the corporation, or corporations, interested in the endeavor establish a joint-venture corporation to create a pipeline to distribute the petroleum to markets. Oil can otherwise be distributed by train or vehicle. Additional oil shale deposits, prominent in the nations northeast along the border with the Seoran Free State are already at peak production levels, and licenses concerning the expansion of these are rare. Domestic oil is a necessary commodity and, in times of national defense, a profoundly important one. In these unstable times, investing in domestic oil production not only serves your pocketbook, but it serves the national interest of Yujin. You will find yourself in fortune when these two interests have a common agreement.

Concerning Workers: All corporations must follow Yujin employment laws as established by the Ministry of the Interior. These include minimum wage laws amounting to ($0.125)/h with 10 hour workdays, ($0.25)/h with 8 hour work days for educated workers. Unionized workers may be hired by the company at the companies discretion, all unions are to be independent and may not receive finances from foreign parties. It is illegal to hire felons without authorization from the Ministry of the Interior. Foreign engineers and workers may be brought in from abroad on work visa's, the duration of which is to be determined by the Ministry of Economic Affairs.
