Public Statement
For immediate public release
Propontis, 2 February 2021

To whom it may concern,

In light of recent internal political developments, which could soon entail taxation of Pelasgian nationals abroad, the Pelasgian Union announces its interest in and willingness to enter into tax treaties with any foreign country so inclined. Such treaties could facilitate tax information exchange between our countries, so as to reduce instances of double taxation, as well as tax evasion and other illegal activity.
Such as treaty with the Principality of @Vrijpoort would be of particular interest to the Pelasgian Union, given recently voiced concerns by the local Pelasgian expatriate community about double taxation, in spite of various provisions to avoid such an occurrence in proposed legislation for overseas citizens' taxation.

CONFIDENTIAL
To Stylianos Theoktistos, Minister of Foreign Affairs

The Brotherhood greatly regrets to hear the news that a Manx flagged vessel has been sized over suspected smuggling. We like our lawyers to have unfiltered access to the all the ship's crew in order to represent them and ensure they receive fair treatment.

We like to stress that we have a zero-tolerance policy on drug use by members and report anyone who we believe are par taking in criminal activity to the relevant authorities. Saying that we must highlight that in previous cases of smuggling we have found that seafarers have been coerced through blackmail, death threats against family members (whom they may spend months away from) by criminal organisations or it may be one crew member that is involved.

That is why we ask you to allow a full investigation to take place on the ship's crew & company before any judgement is made.

Re: The Banshee (FWD from: Minister of Foreign Affairs)

Dear Mr. Hannigan,

We assure you that, as a state governed by the Rule of Law, Pelasgia requires full and impartial investigations to take place before any criminal charges are laid and, indeed, before the Court enters any convictions. In this case, the First Instance Procuratorate of Hagios Andreas has undertaken to investigate the matter so as to present relevant evidence to the Criminal Court of First Instance of Hagios Andreas. In the Pelasgian legal system, procedure is inquisitorial, not adverserial; that is, the purpose of all parties, including the Prosecution, is to ascertain the truth of the matter, and not to win or convict the defendants.

In so far as an investigation by your organisation's lawyers is concerned, we must notify you that the ship has been seized by the National Port Corps, Pelasgia's maritime police, pending an ongoing investigation. Likewise, the crew themselves are detained pending criminal proceedings. Your lawyers may only be authorised access to either if the defendants allow them to act as their defence counsel. This is a matter between your organisation and the defendants, who are allowed their choice of attorney; if the defendants allow it (and if your lawyers are qualified to practice law in Pelasgia) we have no objection to your lawyers' participation in this matter, including their examination of evidence, subject to the pertinent legal rules.

Finally, I wish to assure you that the presumption of innocence is well respected in Pelasgia, and that the defendants' rights are being respected and will continue to be respected.

Signed and sealed,

Spyridon Armenopoulos

To the @Pelasgia authorities,
the Remion judiciary authorities wish to have access to the documents on the Banshee case. On behalf of the Serbovian government and people, it is my most unfortunate but necessary duty to convey our sincere condolences to the family of police sergeant Alexandros Petropoulos. In addition, we express our wishes of speedy recovery to all the Pelasgian citizens injured in the course of the attack.

I would like to thank the Pelasgian police forces for their swift efficient response to dealing with the incident at our embassy. These men and women truly represent the finest of their profession and have earned our gratefulness for their bravery in the face of danger brought upon by Socialist bandits and murderers.

The sacrifice of Sgt. Petropoulos, killed in the line of duty while defending our embassy from this ruthless band of killers, reflects highly on the entire Pelasgian police forces. Accordingly, I would like to notify that I have decided to grant him the posthumous award of the Order of Civil Bravery. In our honors systems, it is the highest official commendation that can be bestowed to a foreign citizen for acts of conspicuous bravery that have taken place outside of war or other military operation.

The commendation will be presented to the next of kin of Sgt. Petropoulos by our ambassador to Propontis, as well as our military and law enforcement attaches.

Federal President

SUBJECT: Pannonian crisis

Dear Minister Kassiopoulos,

First of all, I would like to mention that I am not aware of your academic and military titles, so apologies if I don’t use them while addressing you.

I would like to discuss the Pannonian crisis with you.

As you are aware, the situation in Pannonia changes by the day. The government of Eiffelland considers Pannonia to be in civil war. We also see many signs that the situation is teetering on the brink of a full-blown war. We think that such a war is in nobody's interest.

We heard various opinions on autonomy or full-blown independence for ethnic minorities. Discussions regarding this topic traditionally emerge when a group within an ethnic minority stands up to point at what this group considers discrimination against its ethnic minority, and when that group becomes loud enough. Then mostly the argument that ethnicities have the right to self-determination is used. We ourselves consider that a difficult argument that can be easily abused. Furthermore, it is not always in the interest of an ethnic minority to split off the country it belongs to.

And of course there is the legal argument: Is it legally correct that an ethnic minority declares itself independent? This is a question the government of Eiffelland considers difficult to answer. Strictly speaking, the answer is no. But there are situations in which a unilateral declaration of independence by an ethnic minority is justified. An example of such a situation is, that the ethnic minority in question is discriminated against.
Another example is the current situation in Pannonia. This country used to be the school example of a multi-ethnic nation in which all ethnicities lived together in harmony. This has changed dramaticly. From our point of view, Prime Minister Kovács is responsible for this. He had all the right to act against the ZLA after the terrorist attack on the Kispest underground. However, he overreacted dramaticly, and that led to the current situation. Basically, the wish for independence of the various ethnic minorities emerged, because the people belonging to those ethnic minorities want to escape Prime Minister Kovács's way of governing the country.

We believe that there is no future for a unified Pannonia. Too much has happened that prevents the various ethnicities to live together peacefully in one nation. Therefore, the splitting of Pannonia is inevitable.

I would like to ask you to help the international community with working towards a peaceful solution to the Pannonian crisis, and turning Pannonia into a region in which various nations cooperate harmoniously.

Best regards,

To the attention of the Hon. Minister of Foreign Affairs of @Eiffelland
Propontis, 15 May 2021

Honourable Dr. Schmelzer,

I am pleased to confirm receipt of your letter. I have no titles, other than my Cabinet rank, that would be written into a letter based on Pelasgian norms; therefore, you need not worry about addressing me properly, as you have already done so.

Regarding the Pannonian Crisis, I must respectfully make it plainly known to you that Pelasgian wholeheartedly rejects Eiffelland's assessment of that issue. In our view, Prime Minister Kovacs acted well within his rights as a democratically elected official in suppressing a terror group that threatened the public safety and national unity of Pannonia. That a faction within Zara, which never liked Mr. Kovacs administration anyway, used this as an excuse to secede is illegitimate. Indeed, the fact that one does not like their country's elected officials does not give rise to a right of secession. Those in Zara who dislike Mr. Kovacs should have merely waited for a few years, until the next Pannonian election.

This is our position regarding all ethnicities in Pannonia, as many groups have taken advantage of reckless foreign meddling in that country's politics to attempt to carve out a fief for themselves in the name of some ethnic group, no matter how small and non-viable. Indeed, it is not a question of whether many in Pannonia wish it to exist; Pannonia has a right to exist and to defend itself, until and unless it is dissolved as a state, subject to the rules of international law.

Pelasgia is more than willing to work with our international partners, Eiffelland in particular, to resolve this crisis. However, we are not willing to accept as a precondition the abolition of Pannonia, and, with it, of the principle of National Sovereignty. Surely Eiffelland can see why that would be an issue for us, and why, at any rate, it would not allow us to enter into negotiations having already conceded that our own position is untenable.

Nevertheless, I am pleased to learn of your Government's willingness to help in this regard, and would be willing to offer Propontis as a venue for all interested parties to discuss this matter, or, in the alternative, to assure you of Pelasgia's willingness to be represented in any discussions to resolve the Pannonian Crisis, wherever they may take place.

We would like to commend the government of Pelasgia for opening talks with the government of Bourdignie, as well as for calling the Pelasgian mercenaries and Pelasgian troops back from Pannonia. This move largely defuses the situation in Pannonia, even given the threats from the Rus.

Honourable Dr. Schmelzer,

I acknowledge receipt of your commendation and thank Eiffelland for its pivotal role in diffusing this situation. I hope that Eiffelland will continue to play a mediating role as this crisis continues to unfold. Moreover, it is the distinct hope the new administration that relations between Pelasgia and Eiffelland could be ameliorated to ensure closer ties between our countries.

If it would be amendable to you, I would recommend a meeting between our governments in the near future. I would also recommend the Federal City of Nymphaion, Pelasgia's new capital, as the location of the said meeting; given that Eiffelland would be one of the first nations to be hosted in a formal visit in Nymphaion, it would send a strong message to the world regarding the relations between our nations.

The High Contracting Parties also agree to not erect any indirect trade barriers against the broader export and flow of each other's goods across each other's borders, with a view to expanding Pelasgia's economic imprint in Gallo-Germania, and Eiffelland's economic imprint in Himyar.

Article 2: Promotion of Mutual Economic Growth
The High Contracting Parties agree to lift trade barriers inhibiting the export of industrial and processed goods between them, in order to aid in the production and trade of finished and partially processed goods. Pelasgia promises to relax its restrictions on Eiffellandian finished or improved goods, as listed in Schedule 1, in consideration for Eiffelland's easing of restrictions on goods produced by Eiffellandian industries in Pelasgia, as listed in Schedule 2.

Article 3: Mutual Trade in Services
The High Contracting Parties agree to ease trade barriers to each other's services, as defined in Schedule 3 of this Treaty. With the agreement and approval of both Parties, smaller branches may be set up in various cities and territories.
(4) The High Contracting Parties also agree to cooperate in matters of space exploration and exo-atmospheric travel, utilizing Eiffelland's space launch facilities in Al-Magrab and Pelasgia's own resources aimed at space exploration.

Article 5: Permanent Committee for Trade and Exchange
(1) The High Contracting Parties agree to the creation of a Permanent Committee for Trade and Exchange between Eiffelland and Pelasgia, to be hereafter referred to as the "Permanent Committee".
(2) The Permanent Committee shall be composed of government officials and specialists from both of the High Contracting Parties, at an equal rate, and it shall act under their joint supervision. It shall be jointly funded by the High Contracting Parties.
(3) The Permanent Committee will be tasked with overseeing the implementation of this Treaty. (4) The Permanent Committee will also monitor the direct and indirect trade barriers between the two countries and recommend ways to remove them, unless otherwise provided for in this Treaty. Its recommendations shall have no binding authority other than that which the High Contracting Parties seek to give them. The same shall apply to recommendations made regarding the overall state of trade and other exchanges between the High Contracting Parties as a result of this Treaty.

Article 6: Law Enforcement and Security Cooperation

Article 7: Dispute Resolution
(1) Any dispute arising out of this treaty shall be resolved by the parties through arbitration, following the publication of a notice of arbitration request by one of the parties and no later than six (6) months following said publication.
(2) If the parties fail to enter into arbitration by the deadline mentioned in Item (1), or if the responding party makes known its desire not to enter into arbitration at any time, or if the arbitration does not conclude within two (2) years of the moment of the publication of a notice of arbitration request, the party seeking arbitration shall be empowered to absolve itself of the specific obligation it deems to have been breached, or its corresponding obligation, without denouncing the treaty and without any penalty or retaliation.
(3) Once the responding party enters into arbitration and that arbitration concludes, or if it otherwise satisfies the complaining party's complaint, and thereby ceases its violation, the sanctions envisaged in Item (2) lapse immediately.

Article 8: Operative Provisions
(1) This treaty enters into effect at the moment of its ratification by both parties, or following the passage of six (6) months after its signing if either party has not yet denounced it.
(2) Either party may withdraw from this treaty at any time, provided that it gives the other party six (6) months' notice of its intent to do so; the withdrawing party may choose not to withdraw at any time before the lapsing of those six (6) months. However, after the end of that period, the treaty is deemed dissolved, and the parties may not enter into it anew except through ratification of a new treaty.

Public Announcement

Propontis | 24/07/2021 | PUBLIC
The Pelasgian State publicly announces its recognition of the Republic of Csengia and the Bourdignian Confederation. Pelasgia's Embassy in Kipest will continue to function following proper accreditation by the new Csegian authorities, while Pelasgia's delegation to Bourdignie will also be upgraded to an Embassy, with the Bourdignian delegation in Propontis being accredited by the Presidency of the Pelasgian State.

Pelasgia has not yet recognised any other successor states of Pannonia; until such a time as this changes, the territory of Pannonia not recognised as being part of Bourdignie will be considered by Pelasgia to belong to Csengia. The Ministry does not wish to disclose if and when Pelasgia will recognise any other states, though the Pelasgian State will continue to monitor the situation in the region.

Your excellencies,

The Crown of Ebria understands the Pelasgian calls for the end of the EF mandates, which we ourselves see as yet another failure of the EF, and with the events of yesterday taking place, the Forum itself it seen by us as completely useless at keeping the peace, let alone to try to sort out nation buildings in mandates and ex-colonies.
Taking this into account, together with the recent events and the need to keep the Meridian Sea secure and the treaty of friendship your nation has with Eiffelland, we propose a joint security treaty between the Empire of Pelasgia, which the Crown of Ebria fully recognises, and ourselves.
We will be ready to accept the annexation of the Iphilisteia Mandate into Pelasgia and will support Pelasgia in achieving its goals, in exchange for reciprocity in this potential alliance with the Ebrian Crown and the nations of the Fonda Agreement Pact.
With loyalty to God and the People,
on behalf of his majesty, King Arnau V de Vilar

Official Communiqué

Decelea | 27/09/2021 | TOP SECRET
To the attention of the Right Honourable Ada Valen i Codony, Minister of Foreign Affairs of the Crown of Ebria.

Honourable Minister,

The Pelasgian Empire is most delighted to learn that the Crown of Ebria shares our disappointment and disillusionment with the EF Mandate System, and its repeated failures to meet its own stated goals.

The offer proposed by the Crown of Ebria, a power for which we have the utmost respect, is quite enticing. That being said, given the geopolitical considerations to which you yourself alluded, we must inquire as to the extent of support for Pelasgia's objectives among Ebria's allies in the event of a Pelasgian alliance. That is to say, if Pelasgia were to enter into an alliance with Ebria and the nations of the Fonda Agreement Pact, would the rest of Pelasgia's new allies be prepared to support Pelasgia's initiatives regarding Philistaea?

Pelasgia would also like to inquire as to the specific terms and membership of the Fonda Agreement Pact--evidently, we would wish to know with whom we are to ally ourselves, and on what conditions.

The Federal State of Serbovia expresses its formal condolences over the recent fatalities that were incurred in unrest in the Mandate of the Isphilistines. The call of the ethnic Pelasgians in the Mandate to be reunited with their ancestral homeland rings to the Serbovian people in a familiar, sympathy-incurring tone, for we are likewise beset with the moral responsibility to protect our own people residing outside of our fatherland's borders.

These events are also another symptom of the outdated nature and growing irrelevance of the system of European Forum Mandates. Where the Mandates System originally served to provide stability for struggling regions of the world, it has become a hindrance to the goal of realizing the hopes and dreams of the people in the Mandatory territories. In its present state, the Mandates System is an obstacle to the natural development of the Mandatory territories.

We can only conclude that an end to the Mandate System is both inevitable and necessary for the people currently residing in the various Mandatese.

Milorad Milosevic,
Minister of Foreign Affairs
