The Secretary of State is a cabinet-level office of His Holiness, the Pope of the Tiburan Catholic Church. The Ministry is headed by the Cardinal Secretary of State, currently Diego Cardinal Castronovo and is generally divided into three branches: (I) diplomatic; (II) administrative; and (III) expertise. The Ministry is responsible for the Holy See's international representation and for the advancement and safeguarding of Catholic interests.

TO: The Government of the Senate and People of the Republic of Remion
SUBJECT: Remion Concordat;


Greetings your excellencies,

As per the discussions between ourselves and the representatives of the Republic of Remion, mediated by the delegation of the Crown of Ebria, his Holiness is now thoroughly supportive of the signing and ratification of a Concordat between the Holy Church and the Republic of Remion, which would thoroughly cement the rights and duties of the Church in relation to the state, and the relationship between the state's authorities and its Christian Catholic citizens and/or subjects. As it has been noted, the policy of the Curia, is not fully harmonised with the Pan-Tiburan feelings that emanate from the Ebrian representatives and thus we are fully embracing the need, duty and aspirations to create and build a true alliance between Catholic Countries, and have them come together in unity, celebrating their Tiburan Heritage. For this, the Curia and the College of Cardinals, under the supervision of his Holiness, Pope Gregory V, have come to the understanding that there is no other way of launching our Pan-Tibural policy than by promoting, peace, friendship and respect between us and the cradle of the Tiburan Civilisation, the Republic of Remion. For this, we have come up with the following proposal for a concordat between us the and the republic, many of its ideas based on the previous discussions had between the Republic and the Holy See, especially around the time of the creation of the republic.
Article 1. On the defence of the Holy See:
  • The Republic of Remion will come together in unity with the Crown of Ebria in defence of the Holy See, both sides signing a treaty guaranteeing the integrity of the territory of the Holy See, the security of the Curia, the College of Cardinals and most importantly, his holiness, the holy father of the Church.
  • Both Remion and Ebria will provide military volunteers for the creation of a Holy See administered ceremonial armed force, which will be named the Palatine Guard.
  • Both the Remis and Ebrian secret services will aid in protecting the Holy See against hostile espionage operations.
Article 2. On the duties of the Holy See in Remion:
  • The Curia thus promises that it will be open to Remis concerns and will not enact a policy of intransigence in regards to further negotiations with the government and legislative of the Republic of Remion and will be open to further negotiations of this Concordat after a period of 25 years. The same is in regards to the patrimony of the Holy See within the Remis borders.
  • The Priests working in the Republic of Remion are to be banned in preaching against the constitutional status of the Republic of Remion, most specifically against the currently enacted constitution. The Priests will keep away from discussing politics with the church goers.
  • The Holy See will open up negotiations towards reducing its religious educational infrastructure in Remion, with 50% of the primary, middle and high schools owned by the Church to be transferred to the Ministry of Education of the Republic of Remion. The other 50% will ensure the harmonisation of its schooling programme, to be in line with the one promoted by the Ministry of Education of the Republic of Remion.
  • The Holy See will ensure that Catholic Trade Unions will continue to promote the wellbeing of their members, but will open the membership to even non-catholic Remis citizens. The Trade Unions will be banned from propagating anti-constitutionalist policies against the Republic of Remion.
Article 3. On the rights of the Holy See in Remion:
  • The Legislative and Government of the Republic of Remion, should it approve of this concordat, is obliged to offer a swift ratification process, as to ensure the cementation of good relationships between the Holy See and the Republic.
  • The Republic of Remion will aid the Holy See in restoring and conserving its patrimony within the Republic, as many of its buildings are considered monuments of cultural and historical value.
  • The Priests of the Catholic Church are to be considered state clerks of the Republic of Remion and thus, in exchange for zero tolerance in their interference within the nation's politics, they are to receive their wages from the state budget, at a current rate averaging their salaries for 6 months. Further changes in their wages are to be negotiated with the Holy See and the Catholic Trade Unions.
  • The Republic of Remion will respect and not enact policies aggressive towards members of trade unions affiliated with the Tiburan Catholic Church.
  • The Republic of Remion will provide a future to be negotiated sum in funds for the administration and maintenance of the Holy See.
Article 4. On the Catholic Heritage of the Republic of Remion:
  • The Holy See recognises the Republic of Remion as the cradle of Tiburan culture and civilisation. In regards to this, the Holy See, while respecting the secularism of the Republic and its status as a country with no state religion, the Holy See formally requests that Tiburan Catholicism be recognised legally by Remis authorities as a form of cultural or heritage faith of the people of Remion.
  • The Republic of Remion is to not target and discriminate Catholic Christians on the basis of their faith in any circumstance.
  • The Saint Peter Basilica in central Tibur is to become a condominium territory, administered by both the Republic of Remion and the Holy See.

The Second Republic and the Senate of Remion have taken into consideration the agreement proposed by the Secretarius Status Sanctitatis Suae, which is the result of countless hours of negotiation between the parties concerned and an extraordinary mediation work on the part of Crown of Ebria. This agreement was submitted to the session of the Remion Senate which voted it with a majority of 158 votes in favor, 32 contrarians and 10 abstentions. The agreement will be signed in the evening by the Prime Minister, Remo Palazzo, who is the voice of the President of the Republic, now absent from the Forum of Fonda.

The Republic, the Senate and the People of Remion are happy to be able to close a page of 100 years of history, with a historic agreement that sees all the parties involved, in agreement and collaborative. We renew our best wishes, to His Holiness Pope Gregory V, we look forward to working with his holiness to implement the agreements.
