President José Constanza observed the statement, if it could be called such, by interim President Armando Fontana, and his lack of approval was openly apparent. Far be it from him to criticize a man who had an appetite for a good time, as he too often enjoyed the finer delicacies and perks of being a president of a nation. But an act still had to be put on from time to time in the public forum, be it in front of one's own people or the international community, to maintain some of the dignity of the office.

Besides, he was still visibly annoyed from that slight by Señora Ada Valen i Codony that San José was apparently not worthy of the title of a democratic nation, so being able to prove her wrong would be a sweet comeback indeed.

Minister Morales, next to him, subtly raised his eyebrows in quiet concern, but El Presidente visibly brushed off his worry, and reached for the microphone to speak shortly after Interim President Fontana concluded his ramblings:

"Señor Presidente Fontana, it is indeed a tragedy that the president of a democratic nation we have been called upon to protect has not been elected by the people. Certainly a pragmatic need during war, but now is the time for peace, and San José notices Eugenia has not yet agreed upon a more permanent government.

Please explain to an ignorant man, Señor Presidente, why the Eugenians do not just simply copy Remion's constitution and government if it's so hard to create a government? That way you and the Congress can call for new elections, then resign as heroes of the Eugenian Republic and achieve immortality. Or is there something I am not understanding? Because I'd rather not have this Forum tainted by hypocrisy."

President Constanza then switched off his microphone and looked on expectantly, having a peripheral eye on Señora Ada Valen i Codony as well. Maybe that would make her think twice about neglecting to acknowledge San José as a democratic nation. Nevermind the awkwardness of him saying the quiet part out loud: Josefino honor was at stake.

Interim President Armando Fontana was not particularly pleased being called out, but he figured it was always possible. He knew he was not a pious guy, and knew that the life he lived was not exactly honor bound. El Presidente was not necessarily wrong either, but he was a salesman, a ex-football player, and most of all a politician now. He was also a politician that enjoyed avoiding responsibility. In fact, he was told he could do so by some allies in Congress even as President.

"My good friend and strong defender of good values, Señor Constanza! You are entirely correct. Eugenia is not perfect, but we mean no dishonor upon this Forum. There are forces beyond our control, pragmatism of a war now past that continues in the future because the foundation upon which we came to action was among terrorists, autocrats, and private interests. Maybe tomorrow is when we can finally say Eugenia is a perfect nation, but for now I cannot say when our elections will come to be. Maybe next month. Congress must agree upon things. We can valiantly resign this minute, but then who will lead us when the ceasefire is broken?"

"You are noble man Señor Constanza, maybe I dare say a better man than I, but I cannot say Eugenia does not wish to be a democracy as noble as Remion. We wished to join Remion as brothers of a common language for some time. Now we are left to pick up the pieces as an estranged brother instead. Congress will act, Congress will take us to elections someday. We just must balance out the interests of everyone so that we can get things right for Eugenia. Apparently Remion was too good for us, so maybe we find another way."

"People here may not know, but we require 2/3rds of our Congress to enact plans. Nobody is too powerful. We step forward towards a better democracy in ways where still nobody is too powerful. Not now, if was easy it would be done already, but soon of course. Maybe... eh, Remion has something good to say about this process."

Fontana shrugged. He didn't really have an answer, and didn't really want to commit to anything. Democracy was something he wanted to do, but also on his terms. Other members of Congress had their own terms. Nobody agreed. The war had made him rich anyway. Well, he was already rich. Now he was even more so. There was no rush for him, and probably anyone in Congress. Eugenia might need a push in the right direction, and perhaps the words of El Presidente would be heard back in Gonzaga to make it possible. Fontana did not know, but he would ask for another drink from an aide. That was something he could do.

Ada Valen knew how to read a room and she did observe the not so subtle glares of the President of the Archipelagic Republic upon her, especially after her comments on democratic and anti-imperialist nations. She did wonder for a bit if Jose Constanza's glares were targeting her even more than the Prime Minister of Alberche. She made a plan that after the discussions, at the end of the day, she would invite the President for a one on one talk over a glass or two of rum, or maybe a cocktail like a San Jose Libre. She then started following the Eugenian Interim President and his rhetoric, this time, she couldn't but roll her eyes at how... Tiburan he is... She liked Remi culture, but it really annoyed her how much the Remis, be them from Remion proper or from Zara or Eugenia, preferred to end up represented in politics by all sorts of corrupt clowns.
"I would say that the legal and constitutional status of the Eugenian Republic, while very important, should be sorted out and discussed at a later date. For that, I must say that at least the Crown of Ebria, together with our friends from the Senate and People of Remion, are ready to stand by them and help them build a viable and democratic..." she said stressing the last word and elongating the 2nd to last syllable of the word, "state construction. Ebria is will be able to send aid, both material and also human, providing the knowhow in state administration and bureaucratic construction."
"As for why we are here, I would say the main goal we should achieve would be to create a common front against imperialism. It would be believed that in the present day, it would be highly unacceptable for nations to be broken, borders to be redrawn arbitrarily and for nations to fall back nearly three centuries, becoming again absolute monarchies, which stain the institutions of our Catholic Church by using terms such as the inquisition for their secret police, which is essentially leading a campaign of white terror across Csengia and Pojazerna. The even worse problem is that it has become a norm for Tarusa to threaten neighbouring countries like Ostmark in conquest, invasions, death and destruction, This is unacceptable and it is only through a combined front that we can stop this bully behaviour and create a union strong enough to stand its ground in the face of Tarusan aggression and even completely discourage it. Tarusa and Serbovia are already allied within the confines of the Treaty of Pressburg, and they clearly have Csengia and Pojazerna as members of it. That brings us face to face with the alliance of two highly reactionary, aggressive and militaristic powers, that have a high population and developed economies. We truly need to stand united to face them, not bicker between ourselves."
She stopped her microphone, wanting to return to discussion back to the importance of unity between the nations present here, rather than the glares of El Presidente or the fuckery of the Eugenian interim president.

After having opened the discussion by introducing the topic of the day, President Colombo returned to his seat, in front of his switched off microphone. Waiting for her was a coffee in a ceramic cup, freshly made for her by the bar in the structure and brought to her by the assistants. Roberta Colombo drank the coffee waiting for the other guests to finish their speech before taking up the floor again. Some guests to say of her were very extravagant, not to mention the representation of eugenia, a parody of the average Tibetan man.

After drinking his coffee and waiting for the last speech to finish, Colombo turns on his microphone.

"Ladies and gentlemen, i personally and my executive, we would be happy to support any development of democratic institutions within the states of Bordogne and Eugenia and to provide these nations with our protection along with other nations who so wish.

Speaking of the topic, I found your interventions to be of particular interest. Several of these speakers have also aroused a pleasant reflection in me, allowing me to broaden my vision regarding pannonia. However, I cannot agree on some of the clarifications brought forward here. First of all, that of considering the Kingdom of Csgenia as the natural successor of the state of Panonia. Exclusively due to the fact that within the Kingdom of Csgenia there is the former capital of Panonia. With the exception of this point, we have not maintained any other link with the previous state, instwitutional or independence.

Speaking of independence, the previous state of Panonia is what we all recognize as a fact and jure a state. They promote laws and administer justice, control the territory and draw international agreements. Can we expand these requirements to all three entities born of Panonia as well? If there are no problems for Eugenia and Bordogne, we certainly cannot say the same thing for the Kingdom of Csgenia. Take the example of Remion's military intervention on behalf of the European Forum, the bilateral ceasefire agreements between Remion and Csgenia had no value if they were not confirmed by Tarusan's counterpart. This makes us understand who actually has power over whom, and this casts new shadows on Vrijpoort's rapid recognition of Csgenia.

Respectable Remco Mahbubani, I cannot deny my interest in stabilizing relations with the Kingdom of Cgenia as well, but I really don't know who to contact about it, whether to the Emperor of Tarusa or the puppet Queen installed on the throne by the Tarusans themselves. It would also be wise for you to explain your illegal occupation of the Thalgau region to us. Because for now, both the Empire of Tarusa and Vrjipoort have in common an illegal occupation and having ignored the resolutions of the European Forum. Help me fight the majority in my Senate who would like to impose sanctions on your nation."

President José Constanza initially looked unsatisfied with President Fontana's answer, but the follow-ups from both Señora Ada Valen and Señora Presidenta Colombo gave Foreign Minister Gabriel Morales the opportunity to lean in and silently confer with El Presidente. What was said was unclear to those assembled in the Forum, but President Constanza now looked more focused and affable, and as Minister Morales returned to his stone-faced observation of the proceedings, President Constanza switched on his microphone.

"I sincerely appreciate your explanation Señor Presidente Fontana, it was most enlightening. I furthermore second Señora Ada Valen's commitment on behalf of Ebria to assist and advise the Eugenians in their noble strides towards democracy, and will join Señora Presidenta Colombo in including Bourdignie in any such assistance should they request it. However, I respectfully and regrettably disagree with Señora Ada Valen that Eugenia's government must be a topic for another day of discussion. As Vice Minister Mahbubani inferred, Vrijpoorter recognition of Eugenia is contingent on Eugenia demonstrating its commitment to democratic traditions and ideals. As Minister Morales pointed out earlier, San José has its disagreements with Vice Minister Mahbubani, and those have not changed, but he is not wrong that we can no longer ignore the continuing lack of democratic elements, otherwise this Forum shall be accused of hypocrisy by our collective enemy, the Global Exploitation Conspiracy, through its most openly malicious mouthpiece that is the Tarusan Empire."

Señoras y señores, we have an opportunity here to show it is the Tarusans who are hypocrites, and discredit them and their imperialistic stranglehold over their vassals Csgenia and Pojazerna. If Señor Presidente Fontana has the noble courage, a quality I've little doubt he possesses, to make a commitment here and now to use his extensive powers of persuasion upon the Eugenian Congress to accept advisement and aid from volunteer powers within this Forum to craft a more permanent, democratic government, all while being protected from any Tarusan aggression through Csgenia, then I believe with all my heart it will allow for Vrijpoort and others to join those assembled here in recognition and support of Eugenia, thus killing two birds with one stone. We can then focus on agreeing to condemn the barbaric Csgenian Inquisition that even now ravages Zara and further delegitimizes the vassal kingdom."

El Presidente made sure to focus his attention on the Eugenian Interim President.
"Señor Presidente Fontana, you can dispel doubts and solidify support from those who have already pledged it, and obtain support from those who continue to hesitate, thereby removing any possibility that recognition and protection will be refused or even withdrawn." He made sure to allow for a pregnant pause here, making as clear as diplomatically possible what the proverbial stick was alongside the carrot. "Do you accept this monumental opportunity to forever solidify your name as a Hero of Eugenia through such a declaration of this commitment?"

The microphone was finally switched off, and President Constanza relaxed in his seat, wearing a pleasant and expectant smile towards President Fontana, as though he already knew the answer. This was in contrast with Minister Morales and his stony, blank stare. The visible representation of carrot and stick respectively could not be made any clearer.

Interim President Armando Fontana found this all a bit humorous. They all placed so much faith in his ability to improve Eugenia. He had zero faith in being able to change Eugenia, but he had a lot of faith in his ability to stay relevant in local politics. What is the worst that could happen? He was still crazy rich and could probably expand his restaurants globally.

"Señor Constanza! Because you are my friend, I believe your words are spoken from the heart. You are entirely correct. I will return to Congress after our meetings and ask progress to be made. You see, politics in Eugenia are challenging, and so if our words do not come from the heart, they stand not to move anyone to action. Of course I am not without resolve, and of course I will commit Eugenia to a path of democracy here at this Forum. I assure you, democracy and elections are in our future. I believe in commitment to becoming the hero Eugenia wants, and I will commit to your belief in a Eugenia with free independent elections!"

Fontana had a beaming smile and a laugh that would make any tourist in Gonzaga happy to share a meal with him. Fontana was personable, but anyone with any kind of street sense might realize his lack of substance. He was already a hero, and anything he said that was appealing had traction though.

Retaining his warm smile, President José Constanza managed to mask his profound disappointment in President Fontana's response. There was no resolve, no real drive to achieve more fame and glory, more love and admiration. This was not an ambitious man, and he could not be trusted to further El Presidente's own rather substantial ambitions.

Nonetheless, he nodded in acknowledgement and apparent satisfaction to the Eugenian's hollow declaration, and resigned himself to sinking back into his seat and pulling out his ubiquitous phone, scrolling through Twatter out of mild boredom while the Forum discussion continued around him. As he sent out a Twatt talking about that rather fun bet he made with Minister Morales regarding soda, he noticed a developing story reported by none other than Sophie Schneider, and his nickname, El Presidente. Apparently his calling out of Eugenia's somewhat undemocratic Congress had sparked quite the protest in Gonzaga, and the Eugenian people were rallying behind his calls for elections, a constitution, and a planned mass resignation and disbandment of Congress. And now that very same Congress was meeting in an emergency session in response.

His interest was further peaked by "reports that several foreign agents have spoken with a few power brokers as they enter a debate on the protests." That, to him, smelled like the work of agents of the Global Exploitation Conspiracy, and if they were getting directly involved, he must've struck a very sensitive nerve. To think he was just trying to get a comeback in over San José's lack of inclusion in democratic nations... but could he just let these agents get directly involved and, potentially, crush the will of the people and make this whole trip meaningless? And if an alleged hero of Eugenia wasn't going to stand up and do something to help the people... perhaps Eugenia needed a new hero to rally behind? And who's to say it had to be a Eugenian? Why not a Josefino?

Then a plan began to form in President Constanza's mind. An utterly ridiculous plan, no other head of state would even dare be so bold... which was why he had to do it. He had a private plane sitting in Fonda now, the same one that took him to Remion from San José, and Gonzaga had a usable airport. It probably wouldn't take much convincing the Remi Air Force to let him hop over to Eugenia for a little side trip, would they really stop a head of state visiting another country? He'd have to take quite a bit of security with him, but he was confident Minister Morales would get by with a skeleton crew in Fonda, which was quite safe. And most importantly, he had the element of surprise... the Global Exploitation Conspiracy would never expect him getting personally involved.

His mind made up, he whispered the bullet-points version of the plan to Minister Morales, who thankfully managed to keep his stony demeanor while listening to his boss outline his bold strategy. Morales knew he couldn't say no, and didn't even bother, simply wishing El Presidente the best of luck and promising to hold down the fort at the Forum and weather whatever storm came as a result of this... unorthodox strategy. No matter what, San José would get much publicity for this stunt, and that alone was worth the risk.

With that, he excused himself from the meeting, citing a call of nature, and proceeded to leave the meeting room with a nonchalant air about him, barely containing the giddy excitement building within him. He needed to make a few calls to his pilots at the Fonda airport to prepare for a rather unexpected side trip to Gonzaga...

The forum had become a bit more of a debate than she had expected, but perhaps that was a natural development. What Amélia had not yet determined was what each party was trying gain at this forum. From what she could gather Remion wanted Vrijpoort to hurry up and recognize Eugenia and retreat from Thalgau. What San Jose was trying to gain seemed only to be prestige. The delegation from the far west had yet to speak. The Ebriotes seemed to want a sense of order, perhaps an international partnership in handling this region. Dare she think that Ada wanted an alliance to be built here? It could be possible. What did Eiffelland want? It was always easy to know, yet difficult to understand with them. Dr. Schmelzer would be peacefully silent but state plainly what he wanted which alike with Ostmark leaned towards the safety and security of Ostmark more so than Eugenia. Lastly Vrijpoort? Well, they seemed to have a self-important sense of the law and honor. This was not abnormal in her mind. The people of immigrant families must stress the law, for foreign powers like her own will always bend it to their will.

Having been able to mentally analyze the field like this was helpful for Amélia.

"Mesdames et Messieurs!..." —announcing herself forcefully to get the room's attention. "I believe our efforts are not precise enough. I believe our intentions here are all clear. I would like to believe that understanding these intentions can lead us to something that can be a bit more productive of our time. Guienny would like to propose that a time table be drawn up to reconcile our differences and thus allow our great nations the ability to bridge our divides. For example, if you take problem of Thalgau, I believe having a series of dates in which progress can be determined, measured, and policies implemented can be helpful in ending this problem for all parties. The same can be said for recognition of states, the implementation of defense agreements, and the whatever checkpoints we would like to meet in order to have our desires met. I want to help places such as Eugenia as well, but I cannot support anything that cannot be regarded as passing the good taste of Guiennias foreign policy ethics."

Amélia was not sure that such ideas would actually lead to progress, but she wanted some kind of structure so that Guienny had something to in which to give its support or its dissatisfaction. Guienny needed something like this, else it could not really place backing for anything that could not be decided without her participation to begin with. She hoped that the other women at this Forum would support her though as those seemed to be her most natural allies at this Forum in terms of experience and tact.

“Minister Morales, thank you for your kind words towards our hosts Remion, and towards my country. We also share your concerns regarding the de facto sovereignty of Csengia and Pojazerna. And also the situation regarding human rights. Already during the Horváth-regime, people from Csengia were fleeing to us, and some of them had been severely tortured. This was mentioned in the Eiffellandian media, but was not picked up outside Eiffelland. We do not make ourselves any illusions on the current situation in Csengia and Pojazerna regarding human rights. We are monitoring the situation.

I agree with Secretary Dubois’s idea to put a time table in place for settling our differences, indeed for Thalgäu and for the establishment of an elected government in Eugenia. But we must also think further. The only way we can contain the danger of Tarusa, Serbovia, Csengia and Pojazerna, is by cooperating. Also militarily.”

Schmelzer knew very well that, if Eiffelland and Remion would have had the military support of Guienney and Ebria, or just only one of them, Eiffelland would have had its hands free and marched into Csengia to settle things, because then there would have been enough manpower to defend Ostmark. But he decided not to say so, because it could be interpreted as a reproach.

After Schmelzer had spoken, Fritschler turned to one of the assistants.

“Could you please bring us two coffees and two glasses of mineral water? Without gas please," he whispered to the assistant.

Alcohol during work was a serious nono in Eiffelland, the only exception being bartenders, who were sometimes forced to drink a bit of alcohol as part of the job they did. So it was unthinkable that Schmelzer and Fritschler would order alcoholic beverages during the forum.

Miguel couldn’t help but laugh. The Josefinos have always, to him, presented an odd conundrum that made friendship more out of necessity that mutual political interests. A recent development was the demagoguery surrounding President Constanza. The amount of faith, respect, and power vested into a singular man was a corruption of the ideals that Cayabocan based its revolution. That said, he also pondered the realities of what Cayabocan had become in the modern era.

Still, in all the years of Miguel’s foreign service or the Cayabocani Revolutionary Zeal, for all the problematic nature of demagoguery and the intent of the Cayabocani to never honor a singular man in such a way: Never have the Cayabocani ever been so influential as to create a socialist state through their mere presence or verbal assault of an obviously defunct man claiming sovereignty.

“I don’t like the man,” he muttered to his aide, Ricardo, while walking to his wheelchair “But I must give credit where it is due.”

The selection of Miguel’s diplomatic corps that accompanied to this Forum revealed the intents of the FNT in their selection. Global revolution and universal abolishment of States, which were inherently based in exploitation and oppression, had long been abandoned – if it ever even was – a goal of the FNT that found itself slowly progressing to more traditional stately roles itself. Essentially, rhetoric and reality often conflicted and the FNT needed to be sure that the needs of the Nation continued to be met through Gallo-Germania’s insistence on blowing itself up. Miguel continued nodding to himself as other Delegates spoke.

“Fellow Representatives, you have certainly presented a lively conversation,” Miguel leaned back in his wheelchair and made himself known. Certainly, his quiet demeanor and stature gave him all the same presence here that Cayabocan could ever muster on a global stage.

“We speak of accepting realities and I could not agree more,” he continued “And the reality remains that the same story of History continues to repeat itself where the established military, statist powers of Gallo-Germania gather to discuss the fates of tens of millions of people. We discuss the legitimacy of these States, which leaders we will determine to truly have the hearts and minds of the people at their core, which then allows us to get on with the business of commerce. You see, I come from a different place where the question of sovereignty and legitimacy has been decided decades ago. In my nation, we believe the people are law and we are all subservient to it. In Cayabocan, the business of identifying States is a foreign concept. Perhaps it is with that clarity that I come to the final point: I believe strongly that the realities we are presented with are less the subject of sovereignty – which no one in his room can rightly assign to the peoples of former Pannonia – but rather the actor who is most interested in ensuring that their sovereignty is the only sovereignty.”

The old man stopped to take a sip of water for what seemed like an uncomfortably long time.

“My apologies,” he heaved as he took his first breath after drinking. There was no doubt that all the charm and charisma that President Constanza had is completely lost on Miguel.

“The reality here is that nothing this Forum does will be sufficient in dealing with the threat of the Tarusan Empire. If we are to speak to the Crisis of Rights and Modern Democracies, we must first speak of the main threat to both those things. For all of the political disagreements present in this room on theory and practice – we all agree on the sanctity of human rights and the necessity of democracy. Otherwise, it is my fear that Csengia and Pojazerna are only the beginning.”

Dr. Schmelzer usually ignored his telephone while in meetings, but now he had a strange feeling that he had to look after he felt the device vibrating. He took it out of the inner pocket of his jacket. It was a push-message from the media department of his ministry. He read it. Nobody saw his emotions, but he was shocked. He showed the message to Fritschler, who was a bit less proficient in hiding his emotions. His facial expression showed that he was shocked, and he couldn't prevent himself from saying "Sakrrament", albeit softly. Both men agreed that Constanza's move was bold. Extremely bold. But was it good or bad?

The plenary forum session of today had ended. People were leaving the room. Fritschler walked to Kanzler Eidman.

"Grrüß Gott, Herrr Kanzler Eidman," he said. "Could we please talk in private?"

Day 1 had ended in a spectacular way. Definitely. History would tell whether President Constanza's move was a curse or a blessing, but it was still too early for history to tell.

Dr. Schmelzer didn't know whether he would be the right person to do it, but he decided to be the first one to take the floor today. He also decided to only refer to yesterday's events, but not to comment on it. In the end, it was Eiffelland's indecisiveness that had led to the current situation, so he considered himself not in the position to make remarks about someone else's impulsiveness.

He turned on the microphone.

"Ladies, gentlemen, good morning. Yesterday was an eventful day with many potential and yet unknown consequences, I realise that. But let's also focus on what we discussed in this room. This is what I think would be a good summary of what we discussed yesterday. I will also add my conclusions to that summary.
One topic we discussed, is the recognition of Bourdignie, Csengia, Pojazerna, Eugenia, Bécs-Altstadt and Thalgäu. We have heard quite a lot of arguments why some of the new countries should be recognised and why not. I have the feeling that we won't be able to reach a consensus in that. Therefore, I think it would be better if we let that topic rest for now, and that we leave it to each individual nation to decide which new country is recognised and which one is not. This because I have the feeling that this discussion has the potential to last very long without us reaching a consensus, with the consequence that this forum ends without a result.
The topic we have a consensus on, is that Tarusa is a problem to the democratic world. I consider it needed that we all focus on agreeing how to contain Tarusa. Yesterday I made clear that Ostmark, Eiffelland and Remion alone cannot hold off Tarusa and Serbovia. We can only do so with the help of others. Please be aware that this is not just a problem of Ostmark, Eiffelland and Remion alone. Those three countries are most acutely under threat, but on the longer term the whole democratic world is at stake. The Tsar will not stop until all the countries worldwide are his puppet. When Ostmark, Eiffelland and Remion fall, the next countries the Tsar will focus on are the Holy Frankish Empire, Ebria and Guienney. And later on Pelasgia, Hymiar and Westernesse. He won't do it at once, but he will do it piece by piece. Be aware that this i not just a problem to Ostmark, Eiffelland and Remion. This is a problem to all the democratic countries in the world.
I am aware of the fact that Eiffelland did not give a good impression on how to defend democracy lately, but the only way that we can preserve democracy is by combining our forces and commit ourselves to defending democracy and showing that it is the better alternative to bowing for the Tsar. I ask you all to propose ways to cooperate in our fight against Tarusa."

After the end of the first day of the meeting Eidman silently walked out of the room, and he looked discouraged. Some would dare say sad, almost depressed. And it was in that precise moment that he had realized the dangers that Ostmark has been facing for quite some time now. It is a danger that only a few, in Ostmark, dare to talk about - and those who do, usually, are considered as paranoid or even warmongers by the most pacifist fringes of society.

Was Ostmark really risking an attack? The chancellor asked to himself. And if that's the case, how long will Ostmark resist considering the gargantuan size of the Tarusan Empire and the seemingly infinite manpower at their disposal? There is no way Ostmark can, by itself, even think about holding the Tarusans at bay in case of attack. Maybe a guerrilla would do, but what would the price be? An endless hit and run, a life up in the freezing peaks of the Ostmarkian alps, while Wien burns and the world stands to watch? He imagined all kinds of scenarios. A government in exile, probably. But where? In Trier, or on the remote island of Sudinsel maybe, where Ostmark would make its last stand? Eidman could almost hear the comments in his head 'Grasser would have never allowed that to happen' 'Grasser would have fought to his death, till the last bullet'. What he really feared, however, was to actually end up like the Volkskanzler: with a bullet in the head, and with him, his beloved fatherland.

Fritschler smiled when Chancellor Eidman called him "Dr.". "Thank you, Herr Kanzler, but unlike Minister Dr. Schmelzer, I only have a Magister. In my case, it is just Herr Vize-Kanzler Fritschler," he said. "Let's go to one of the private meeting rooms."

"My question is the following, Herr Kanzler," Fritschler said. "Minister Dr. Schmelzer contacted Minister Holler about basing Eiffellandian troops in Ostmark. She indicated that your government agreed to that. One question remains. She indicated a single army base to base our troops in, but we prefer to spread our troops over three army bases. The reason is, that we want to prevent that Tarusa only needs to bomb one area to knock our troops out. Would that be possible?"

OOC; "Magister" is a bit old-fashioned term to indicate a Master title. I decided to use that title to indicate people who absolved university.

She did not have much to add to the general conversation topic otherwise, and was merely waiting for one of the other nations to make their intentions clear. Any clearly public anti-Tarusan organisation would never be directly proposed by His Majesty's Government which wished for constructive and amicable relations with the Empire. Should it be proposed by another, she would be able to consider it, but of course then she it would be her job to tailor the agreement or organisation to something more palatable to Le Vieux-Bourg.

However, Amélia did need to sneak in a quick word on another topic that suddenly became important to the individuals gathered. She had to make a position held by His Majesty's Government quite clear.

"Everyone, I must make it quite clear that the Kingdom of Guienny does not recognise the newly declared Socialist Republic in the Zaras region. Guienny will continue to acknowledge the Congress of Gonzaga and thus the Eugenian Republic as the primary legal authority in that country. It will not be the habit of His Majesty's Government to acknowledge the demands of populist mobs or military coups that are held without the consent of the people in a properly established friendly nation."

Once again the countries hosted at the forum fill their mouths with pragmatism on the moral value of choice. But in doing so they fall into the cotradition and ridicule in the eyes of President Colombo. Watching these people behave like modern philosophers of international politics, when their opponents act out in the open, with facts, cast several shadows on the competence of some of the leaders here present.

The first day ended with a discreet failure, none of the parties reached a compromise and each of you decided to recognize the parties that were most related to their interests. As for example the Kingdom of Guienny nation which has decided not to recognize the Republic of Eugenia due to the recent internal political change. Change described as a military coup. Lawful and morally right for the kingdom to come to such a conclusion, were it not that a few weeks ago, Tarusian tanks crushed the bones and blood of the students in Kispest, besieging the city for days, and placing the current queen at the head of a puppet government imposed by them. It would be contradictory to recognize one and not the other, were it not for the position of the Kingdom of Csgenia to make the two situations completely different in the eyes of Le Vieux-Bourg.

Having said that, I believe that the first day has ended without reaching an agreement, so feel free to recognize who is most agreeable to your electorate. However, for this second day of the forum, I believe that a more proactive intervention by my government is necessary and therefore, I would like to inform you that my government is willing to sign a defense agreement, against an armed aggression by Tarusa Empire, Serbovia and their puppet states. A simple defensive alliance if ever Tarusa and her lache decide to continue with their warlike intentions. Obviously we will not sign anything if the nation, region or territory of Eugenia is not part of it. The definition is secondary to the purpose."

Amélia did not find it inconsistent to fail to aid and recognize rebel socialists in Kispest, just as her government would not aid and recognize rebel socialists in Eugenia. Meanwhile, she found it entirely consistent to recognize a puppet kingdom in Csengia and recognize a weak congress in Eugenia. Both were just elitist entities that were more likely than not to accept whatever their more powerful benefactors would have to say. Nevertheless it was not good diplomacy to harp on the issue, and she decided it was best to ignore the frustration expressed by President Colombo. If she were a more sinister figure at this Forum, she might have though. Perhaps anyone that wished to push the wrong buttons at this Forum might be seen as sympathetic to alien causes, or at the very least an agent for chaos.

She now had to figure out how to tailor this defence pact.

"I would like to tentatively commit Guienny to this idea of a defensive pact. There are some steps we must take to make this a well functioning agreement between all parties, but I believe that this is progress. For example I take no issue with the inclusion of Eugenia in this, but I cannot accede to aligning with a Socialist Republic's defence. Instead, I wish to find alternative means to achieving the same end result. Whether that be by coincidence of wording, as in still in effect allowing the current representation and the Congress of Gonzaga be party to this treaty or by setting forth a prerequisite series of conditions in which each member may call upon an act of self-defence. This is to suggest that our treaty have a variety or articles in which we organise and perhaps a member list of only the representation that gathers here today and accedes to this treaty. There may be of course some level of third options on the table, but I am at a loss for words in which I could imagine other options possible at the moment. I would defer to the bright minds with the Eiffellander delegation perhaps, or maybe yourself President Colombo."

There also needed to be something that justified the more neutral role that His Majesty's Government wished to take and so she wanted to make sure that none to equate Guienny as anti-Tarusa by some chance. In fact, that was of great importance to Le Vieux-Bourg. There was a requirement to a balance of powers on the continent. No power gaining too much of an upper hand in which to ruin the standing of Guienny.

"His Majesty's Government would also like it to be clear that our stance of pure defence not be held to any limits. I wish to strike any notion that this defence pact being anti-Tarusan or of a certain inclination of hostilities to any specific power. There are a variety of threats to this region, and I do not wish to carry insult towards the Tsar, nor do I wish to advance any elementary notion that there is but one threat to democracies on this continent. Instead, there is a clear desire by this Government for a new era of peace, and if this defence pact may maintain a balance of powers, His Majesty's Government shall support it to its fullest."

"The alliance I have in mind is definitely defensive," Dr. Schmelzer said. "We should not be the aggressors. But the only way to keep Tarusa and its puppets at bay, is to be able to defeat them. From then onwards, we can try to reach agreements with Tarusa that honours all our mutual interests.
From our point of view, the alliance should at least be open for all the countries present here, as well as Bourdignie, Bécs-Altstadt and Eugenia. For Thalgäu, the situation is a bit unclear at the moment, but should it not align with Csengia, it can become a member in the alliance. And of course, this alliance should only be open for countries that do not align themselves with Tarusa.
For the new government in Eugenia, Eiffelland is willing to recognise it."
