Under different circumstances, the republic of remion would have taken care to polish Tibur, the eternal city, to welcome its guests, with diplomatic banquets and big ceremonies. But in times that need quick responses, in times of military action, Franco Hulmin had a secure video conference set up with what he believed at the time to be the nations closest to his ongoing political line on Pannonia.

Hulm sat in his office behind his fine wood carving desk adorned with gold leaf, behind him a picture depicting the sacking of ancient Tibur by barbarian peoples. A flag of Remion to the right of him, everything seemed ready for a live broadcast on national TV. This time there were no video cameras, instead it was the screen with a webcam mounted for the occasion in his office, on a secure line, that turned on.

"Dear colleagues, I regret not being able to welcome you to the Eternal City and give you a warm welcome as only the people of Remion can give. For this time we should be content with these cold images, which find their burst in the times of uncertainty that the Gallo-Germanic region is experiencing. We all share the desire to preserve respect for human rights and promote democratic values, which are now threatened by forces outside the Pannonian scenario. Tibur imposed the No Fly Zone as an extreme measure, we did everything to prevent our involvement in the issue, but Prime Minister Zoltán Kovács forced our hand and obliged us to stop his authoritarian drift.

The effort required of Remion is considerable, and we are willing to pay it. But we don't want it to be seen as an authoritarian policeman. For this reason we would like, if your nations agree, to share the weight of democracy and respect for human rights."

Liam Savage, he State President of the Natal was sitting at the desk in his office, at the Combs House, the governmental palace in Camp Hill, as the conference call has started. His office was quite austerre, but the window behind him had an amazing view towards the Southern Granite Mountains, as Combs House was situated on a hill overlooking much of the northern districts of Camp Hill.

"Your excellencies, I am sorry that we have to meet in such circumstances, but I feel that the urgency of the matter must push us to go directly into the subject. It is true, we too see the declaration of the no fly zone over Pannonia to be a bit of a rushed move that puts Remion under a vulnerable position as it can be condemned of imperialism, but we also observe how the government in Kispest is waging a war against its own citizens, which must be pushed as illegal in the European Forum too.


The fact that Kovacs Zoltan has also invited Tarusan boots on the Pannonian ground is also an extreme move, which in my opinion it must be pushed forward in anti-Kovacs propaganda as the end of Pannonian sovereignty, something that will irk many of the nationalist supporters of the regime in Kispest. I will say that Tarusan tentacles reaching out to other countries will become the new main issue, and the situation in Zara will be of secondary importance, should the alliance between Pannonia and Tarusa become official. They already oppress and exploit a state in Himyar like a 19th century colony, and now want even more."

President Walter Langley had hoped the first year of his second term would be calm, but unfortunately such was not the case. He now found himself in the situation room, in the hardened sub-levels underneath the presidential estate with his Secretary of Defense and Secretary of State beside him off camera, speaking over a secured line to the leaders of Natal and Remion.

"Gentlemen it is an honor to meet with you despite the circumstances of current events and the method with which we must use to meet quickly. Now I'll get right to it since time is of the essence, the Federation is willing to assist the Remion air force with securing the no-fly zone if needed, of course our distance away from the old world will create some lag time as we move assets over. We can sit here and talk about how this no-fly zone puts us in a tough situation, but at the end of the day it was needed and you should be commended for taking charge of the situation, President Hulm. We can argue till our faces our red in the European Forum, but action must be taken if we are to prevent Pannonia from turning into an even bigger powder keg than it already is. Now we have already been approached by Bourdignie, they have asked for our assistance in supplying them with weapons. We intend to do so before Kovacs' hounds come to their towns and cities and wreak havoc as he is already doing in Zara.

Now with Tarusan men being flown in, we must remember that it was they that escalated this situation more than it needed to be. We may have to respond in kind if we are to catch up and we may need to gird ourselves to shoot down aircraft that we can confirm are carrying Tarusan fighters. Another thing that must be brought up is if we are already of the mind to supply weapons, than some other nation friendly to Zoltan may already have beaten us to the punch or may already have weapons en-route.

No matter how we slice it, we are behind the curve and we have to catch up."

I hope that the transparency my nation is conducting right now is a symbol of how much Tibur is not interested in conquering patches of land. Our operation in the skies of East Zara and West are with the objective of preventing a further degeneration of the offensive of the loyalist forces of Prime Minister Kovacs Zoltan agains Zara's people. We understand the importance of a public image, and we assure you that we have no intention of be seen as an attacker.

Finding out that Kovacs Zoltan has asked for help from Tarusa's mercenary forces is clearly an act that has caused much concern to our government. We believe that the choice was following the numerous desertions within the armed forces of Bajorország, which have not yet put up any armed resistance against our air control. But this situation could change as more Tarusa mercenary forces arrive. In these days our airforce have had the opportunity to map the war apparatus of Southern Pannonia, and if there is a military response, we are able to parallelize the south country, but we hope not to have to.

Currently I would like to propose to the republics that have declared themselves independent, to formalize their self-defense forces. Supplying an official army with weapons is better than supplying it to "sepparatist forces".

President Walter Langley, your help would be of paramount use, especially to avoid making Remion look like the lone gunslinger who imposes his law. We will entrust almost all of the operations in West Zara to you. I will set up the Remion Air Force base in the north of our nation to host your aircraft for the duration of the NFZ. This should minimize the delay in your operation. I imagine there will be a need for a Single Command for coordination, but I believe that our military staff is capable of coordinating and organizing it in the short time, after all and we have already simulated cooperation in the lands of the rising sun.

However, I believe it is necessary to ask you for access to the data of your satellites, the network of satellites in Remion is not dense enough to allow us to constantly monitor the Pannonia area, we have significant delays and we risk losing the tracking of the operating armed forces. in pannonia."

"Of course, we shall provide all data pertinent to the area to both your nations and I shall work on having a few fighter wings and their accompanying support groups move to Remion as soon as possible.

As for encouraging these independent nations to create formal self-defense forces, we can encourage them all we want but ultimately we will need to supply advisors, Tarusa is already sending in mercenaries and as I said before we may need to send in small armed contingents ourselves, but perhaps we simply start with unarmed advisors. Since we are already planning to supply war material to Bourdignie, of course advisors will come with these weapons. We can't just send in millions of credits of supplies without keeping an eye on it. I would suggest both your nations do the same.

"There is one other thing that we feel is most important, the Szvebekian Canal."
Langley brought up a map of Bajorország and highlighted the canal. "We must consider taking this canal should we need to secure important portions of the country with an armed force. It is a vital supply line for Bourdignie, The Federation would be willing to take the charge in this matter. We are already preparing a number of ships to send to Meridian Sea as a preemptive measure. I hope that we can count on Remion to give port space to these ships if it is available."

If the situation were to degenerate with the presence of mercenary forces, we will only then consider the idea of sending armed troops into the territories of Pannonia. Szvebekian Canal appears to be currently outside the NFZ, and I imagine it is a maritime route of fundamental importance for the supply for the Bourdignie Republic. The fact remains that the canal structure itself is in an area of extreme political sensitivity. With several neighboring nations and territorial waters of Vistarika and Vrijpoort, there seems to be no simple solution. At present, the Remion Navy battle group is operational in the waters of the Meridian Sea. If there are any proposals, I am happy to hear from you. Because a preventive attack and the military occupation of the Szvebekian Canal is possible and in the current state of Pannonia, easily executable, but it would be an unprecedented political and media backlash. "I understand your concern, Mister President, but we must be prepared for the worst, that is why I mention these things. The Federation wants there to be a peaceful resolution to this conflict. I do not speak of a preemptive attack, but I do not want us to be caught with our pants down either, that is why along with our aircraft a small force of ships will be sent as well. No doubt our movements in the area will be seen as aggressive and we already suffer from the usual suspects complaining about the NFZ and troop movements within your own borders. But I am simply talking about a worse case scenario, perhaps I have jumped the gun a bit, but I prefer to plan for the worst and hope for the best. If you would rather we keep the Federation navy out of the area we will defer to your wishes, but I think that this would be an error in judgement.

At present we will begin further talks with leaders in Bourdignie about creating a national self defense force."

"As I said, preparation is a fundamental asset for the success of future operations, so I have no problem assisting the Federal Navy within the Meridian Sea by granting them the use of our ports for the duration of the operations. I just wanted to point out that thanks to your assistance in the Far East, we have been able to deploy our battle group with the respective aircraft carrier into the Meridian Sea. You are welcome to assist us in maritime patrolling of the area, as well as refuel in our ports, waiting for the situation to evolve, and we hope for the best. But if not, I would like both naval forces to be ready for their maximum capacity. Maybe Natal could also assist us with supply ships or other?"

The video conference was now a regular appointment every day, on average they lasted an hour and are used to update all the parties on call of any choices and actions to be taken in the pannonian crisis.

"Colleagues, the situation in Pannonia has once again evolved and this time saw a new member enter the scene, Vrijpoort. We will observe Vijpoort carefully, especially following the deployment of a part of the fleet of the Tarus Empire in the ports of Pannonia. We currently have a total control of the airspace over the NFZ, but in the event of a conflict, it will be difficult to maintain control of the airspace without paying the price in terms of aircraft and human lives.

The aircraft that risk the most are those of Natal, an older generation, so we would move them near the border with Remion. The Federation jets are the most difficult to engage due to their stealth characteristics, so the area they control will not undergo downsizing. Our aircraft, in case of conflict, will try to fly close to the ground, using the morphology of the territory as a radar shield. This will lead to attacks by small arms from land, but should make the use of Pelasgian surface-to-air missile systems more difficult.

This obviously if we continue with the policy of responding only if engaged, while if we are the first to organize the offensive, my staff is able to ensure the possibility of eliminating the air defenses of southern Pannonia, at least those observed and known.

"My friends, The Federation will commit another twenty fighters to the NFZ to assist in keeping the airspace secure against potential threats. We also believe that perhaps we should open this call to the leadership in Eiffelland who have aligned themselves with our cause. With Tarusa moving naval assets into the region it is important more than ever that we gather our allies and coordinate further our various military movements."

The next call.

"The Federation council has approved further support for Bourdignie, the region has stabilized under the new Confederation and we intend to support the new nation with not only weapons, but boots on the ground. We are sending a forward element consisting of two airborne regiments and a fighter group, tactical group, bomber group and an accompanying support group. With Eiffelland bordering the new Confederation, we would ask that we be given leave to, in the future, funnel more troops and equipment into Bourdignie, through Eiffelland, we would also ask the Eiffelland provide boots on the ground as well. We believe that this is needed, now, especially since these Rus bastards have decided to throw their lot in and threaten to invade the whole damn country. As further support we will be sending the 3rd fleet into the Meridian to support Remion and Eiffelland in the area. We must take the Rus threat seriously, even if it is a bluff. We cannot allow a full scale invasion to happen."

A part of our fleet is already on its way to the Meridian Sea. In agreement with the government of Ostmark, we will base two naval vessels in the naval seaport of Wien. Furthermore, we are patrolling in the Gothic Sea, the Wiener Bucht and the Ems.
We are currently also supplying the Confederation of Bourdignie, as well as Bécs-Altstadt. There are already several army divisions stationed in Southern Eiffelland, including attack helicopters and tanks; these divisions can march in when needed. We are willing to station troops as well as fighter planes in Bourdignie. We are also stationing troops in the East of Eiffelland, for the case of a Rus invasion in Ostmark, or even Eiffelland."

"As the political situation within Pelasgia evolves, and their intention to withdraw every vehicle and man from Pannonia, we can breathe a sigh of relief. In fact, that's one less front to worry about. On the other hand, there are the Rus who have raged in the Pannonian crisis in a noisy way.
Perhaps we will have to consider moving some naval units to the waters of the Axshama Sea, in response to the Rus' statements."

"That is indeed absolutely a relief," Rheinfeld said. "Our fleet can go to the Axshama Sea if needed. In response to the Rus threat, we will increase the troops in Southern Eiffelland to the size of an army. We will also base our stealth bombers in Southern Eiffelland, and base two infantry regiments, rocket launchers, howitzers, helicopters and fighters in Bourdignie."

I myself think that too much has happened to unite former Pannonia again. It is my wish to bring the CSEAC back, extended with the new countries. Would that be possible under the proposal put forward by the representative of San José?"

A new call. Chancellor Rheinfeld appears on the screen with a worried face.

"Lady, gentlemen, good afternoon. As you know, the European Forum is currently putting two proposals for a peace deal to vote. One of the proposals, the Verdugo proposal, put forward by the representative of San José, grants Eugenia and Bourdignie independence. The other peace proposal, the Galán proposal, does not foresee in independence for Eugenia and Bourdignie.
In both proposals, Eugenia and Bourdignie will be forced to strict military and diplomatic neutrality. This would mean that troops from Remion, The Federation and Eiffelland are only allowed as part of the peace corps to be formed.
The good news is, that the peace proposals give room for some things. We are not forbidden to concentrate troops in Southern Eiffelland or Northern Remion, so we can protect Eugenia and Bourdignie from there. Furthermore, we still have room for economic cooperation.
President Langley, The Federation is welcome to establish a few army and air force bases in Southern Eiffelland, in the Fürstentum Rhön. I would also like to ask you to that the Federation votes in favour of the Verdugo Peace Plan."

Honorable Presidents,
our republic cannot accept a plan for Pannonia that does not envisage the republics of Eugenia and Bourdignie Confederation as independent and separate from the central power exercised by KISPEST. Therefore we cannot accept the Galán Peace Plan, as much as we love Corrientes' willpower to resolve the crisis to the best of their strength. I don't think they understand the real sacrifice that would be required of the people living in the area. We see no alternative but to support the Verdugo Peace Plan, which is closer to the legitimate demands of the peoples who inhabit Pannonia.

As for the CSEAC, currently within Remion's internal politics there are not enough groups to create a strong major to allow Remion to return to that project. Many of these groups in the Senate, I push for its cancellation and others for a drastic reform. However, the situation is rapidly evolving and perhaps with the Pannonian crisis receding, we can resume the project in a new light.

Regarding the nation of Rus', if they actually decide to enter Pannonia, regardless of the result of the vote of the European Forum on the issue, the armed forces of Remion, have orders to enter the regions of East and West Zaran, consolidating the autonomy of the Republic of Eugenia and the security of our air forces in the area."
