OPEN COMMUNIQUE

On behalf of the Crown of Ebria, its royal majesty, King Arau V de Vilar and its people, the government of the nations of Ebria, Nuoria and Hamrun, supported by the Corts Generals, the general courts (legislative power), hereby declare that the realm of Ebria will reset its diplomatic stance towards the rump states of Pannonia and will build diplomatic channels with the nations of Zara/Eugenia, Bourdignie, Csengia and Pojazerna, irrespective of their system of government, be it an abosolutist monarchy like in Csengia or Pojazerna, socialist republics under interim administration like Zara/Eugenia or democratic directorial republics like Bourdignie.

It must be stated that the Crown of Ebria has taken this decision out of pure pragmatism and in defence of its own interests and of its peoples, the Ebrians, Nuorese and Hamrunites and their welfare. The Crown of Ebria does not take a stance towards supporting the resurgence of absolutism, nor the rise of radical socialism in the territory of late Pannonia, as much as it decries the radicalism, be it conservative in the restoration of absolutist monarchism, or socialist.

With this move, the Crown of Ebria expects an open way through Csengia from the Tarusan and Csengian authorities, thus linking the economical centres of the Crown with the ones in eastern Germania, like Eiffelland and Ostmark and vice versa. The government will offer the buildings and infrastructure of the old Pannonian embassy to the authorities of Bourdignie, to set up their own embassy there and will provide other spaces for the representatives of Zara, Csengia and Pojazerna. Starting at midnight, on Wednesday, the 15th of September, Ebrian border authorities will accept and recognise the Csengian, Zaran, Bourdignian and Pojazernian passports as valid means to enter the realm of the Dragon Crown, all within the limits of the laws of the Crown and with valid visas.

Let this be not mistaken for an acceptance and recognition of what happened in the Pannonian tragedy. The Crown of Ebria does not recognise any of the separatist states as fully fledged successors of the Pannonian Republic and won't in the current status quo. The government is yet to take a stance on the status of the territory of Thalgau, other than condemn the heavy handed and unilateral response of the Principality of Vrijpoort in transforming it into a protectorate and now setting up a referendum to fully annex it. While the government in Valls will recognise the results of the said referendum irrespective of the way they will go, the Crown of Ebria would have suggested a more legal approach towards this conclusion through the European Forum and an international intervention.

The Crown of Ebria is thankful for the condolence messages from the Senate and People of Remion. As our Tiburan brothers, the Remis have always been the closest to us, always there to come to our aid, and vice versa, when problems have arisen. While historically, problems have arisen between us, especially when Remion was proclaimed a republic and started a conflict with the holy see, while Ebria remained a monarchy firmly tied to the Tiburan Catholic Church and its social teachings, it must be noted that for many decades, if not centuries, Ebria and Remion have gone hand in hand towards the future as brothers in arms, worthy successors of the Tiburan Empire of old. The Crown of Ebria gladly accepts the aid of Remis agents in combating its terrorists.

For this, the Crown of Ebria, as you have known, has supported many of the separatist movements in Pannonia, be it Zara, Bourdignie or even the United Serbove Satellite Republics, understanding the importance of respecting human rights and dignities, especially in regards to a population group that one does administer and govern over. Something that the Kovacs government has violated and pushed us towards the whirlwind of the Pannonian tragedy that has created the current status quo. While we have recognised regimes such as the Kingdoms of Csengia and Pojazerna, out of pragmatism and as a way to keep a lifeline open with our allies to the north, Eiffelland and Ostmark, maybe even aid Remis in travelling there under Ebrian flag, we still are shocked by the complete hell that life has become in Csengia and Pojazerna, especially under the monarchist regime and the "Inquisition" which acts as the secret police of those regimes.

It is currently our will and duty to bring an end to the misuse of the name inquisition, an institution with a long history within our Church, and to show the world what the secret police of the Csengian and Pojazernan puppets truly are, Tarusan agents, having nothing to do with the Tiburan Church. For this, we will need the support, aid if not a fully fledged alliance with his holiness, the Pope, whom is currently tied up in Tibur, in open conflict with the Remis republic since its conception. This current status quo must end, as it is a handicap for us and a perfect loophole within our armour for pro-Tarusan agents.

The Crown of Ebria wishes to offer the pope the lands of the Monastery of Sant Silvestre, the place of origin of the prestigious Sant Silvestre knightly order to move and thus to become a place of refuge for the Holy See, in central Ebria. At the same time, the government of the Crown of Ebria understands the importance of the Tiburan Catholic Church and its role in tying up together the successor states of the Tiburan Empire, as it kept together the Empire in its last century, while also keeping its legacy alive after it fell. With this, the Crown wishes to mediate the conflict between the Holy See and the Senate and People of Remion with the hopes of signing a Concordat that will offer adequate terms to both camps in this conflict and moves us away from this dark period.

The Senate and the People of Remion have granted Pope Gregory V (Gregorio V) the recognition of head of state and related privileges, with an adjoining stipend extended by the Republic for his expenses. Holiness of him, represented by the only true Catholic church Tiburan, Gregory V and his predecessors, however, have decided not to like the recognition bestowed upon them by the republic and have decided to declare themselves political prisoners within their papal residence.

The Second Republic of Remion, the Senate and the People do not in any way oppose the choice of Crown of Ebria to give a plot of land to His Holiness Gregory V, where the pope can restore his temporal power, as this happens outside from the jurisdiction of Remion. Tibur will recognize the new state, if the holy see decides to accept the proposal of the Cronus of Ebria.

On behalf of the Pelasgian Republic and the Pelasgian Nation, I would like to thank you for your kind wishes on the occasion of Pelasgia's return to multi-party parliamentarism.

Whereas the history of disputes between Pelasgia and Caria extends beyond ideology, we are confident that the latest agreement negotiated by His Excellency, the Sebastokrator of the Republic, and the Carian Foreign Minister, Mr. Grammatikos, will serve as a solid foundation for the mending of ties on the two ends of the Archipelago.

It is true that our two countries have a long and complicated history, not merely because of the Ebrian Crown's friendship and alliance with Nauplia, but also because of our own list of conflicts and rivalries. Whereas it is no small task for us to improve our relations, I am confident that there is no better time than the present to undertake it, particularly in light of the monumental transition taking place in Propontis.

Therefore, I would like to invite you to Propontis for a meeting, where we can hopefully set the basis for a future summit between our respective heads of government, with a view to improving Pelasgo-Ebrian relations in the long run.

The government and people of the Crown of Ebria, understanding the importance of the nations of the Southern fringes of Gallo-Germania, inheritors of the glory of the Tiburan Empire, its culture and languages, legacy and honour, are calling the representatives of the Radilan Republic and the Principality of Rumelia, to join us in a regional community where we defend our culture, languages, democratic systems of governance, while also providing a template of economic prosperity through free trade, but also of stability, sponsoring peaceful coexistence through free travel and educational experience exchange programs.

We know that historically there have been rivalries between us, especially between the Radilan Republic and the Kingdom of Nuoria, part of the Ebrian Crown, between the Crown itself and Propontis and especially between Hamrun and Radilo, Nuoria and Ebria itself, but what we must learn from this, is that the past is the past and all that has passed. The events of the last year serve as an important reminder that we cannot always stand cemented and ossified in the past, hateful of the future and scared of change, but rather, we must embrace it in such a way that we adapt to all the current events, leaving behind petty rivalries so that we can work together to have our civilisation, build by the sweat and blood of the Tiburans in over two millennia will not only survive, but rather develop and prosper.

For this, the Crown of Ebria proposes the launch of the Meridian Sea Cooperation Program (MeSCoP), in which the member nations, at first Ebria, Radilo and Rumelia, will enjoy free trade and visa free travel, with further options of developing this plan into liberalising the work market for the citizens of the member nations. Besides the economical factor, the MeSCoP will have a political one too, with the nations vowing to support each other's democracies and their democratic institutions, liberties and transparency, but also a social and cultural one, with experience exchange programs for students both in tertiary education but also in high school, as only through familiarisation with different cultures, one can build a strong foundation of transnational friendship.

Should this project beconsidered a success we are ready to propose its expansion to include the Rheinbund too. We hope that while there might be some elements needed to be negotiated, the program will be well received.

It has long been the opinion of the Most Serene Republic, that the free movement of people and goods is the greatest remedy to conflict and distrust. And it serves as the best opportunity to develop economic and politicL ties in what is an increasingly precarious region of the world. With the conflict in Zara, and the possible conflagration in the Gothic Sea, the wisdom of making permanent, what has until now been short term movement agreements has made itself obvious.

Honourable Minister,


On behalf of the Rumelian Nation, I salute your initiative to unify the borders and economies of our three neighbouring countries, with a view to furthering regional cooperation and integration. We are fully in agreement with the proposal of allowing free trade and visa-free movement through our countries, as well as gradually liberalising our respective labour markets by removing restrictions on the residency and work of each other's nationals. We likewise support all initiatives promoting cultural exchange, academic cooperation and student exchanges.

Furthermore, we are of the view that adding the @Rheinbund to this initiative, as you proposed, would do much to further our common objectives and to enhance our economic prosperity. Certainly, as Rumelia's largest and oldest neighbour the Bund of the States of the Rhine is a natural partner for us in the Meridian Sea Cooperation Program.

Such an initiative will further fortify the foundations of our free, democratic way of life, while also granting us the wealth necessary to safeguard our traditions and social gains made over centuries of hard work. Our countries have developed side by side, and only together can they move forward into the future.

As it has been discussed with our friends in the Radilan Republic and the Principality of Rumelia, the Ebrian government would wish to forward an invitation for Rheinbund into a new initiative of ours, Meridian Sea Cooperation Program. The role of the program is to foster the development, stability and prosperity of the southern Gallogermania area, by promoting trade, travel and international friendship and cooperation.

Membership in the Cooperation Program will mean the following:

  • Free trade, disbanding the tariffs between Ebria, Radilo, Rumelia and Rheinbund.
  • Free travel, creating a no visa area between the aforementioned countries.
  • The liberalisation of labour laws, giving the right to citizens of the aforementioned countries to join the workforce in a different country within the community.
  • The creation of a student exchange program, where public universities of the aforementioned countries allow students to experience a semester in a different country, as a way to foster good relations while also bolstering the research between member states.
We hope that the invitation will find you well and that the government and people of Rheinbund will be open to work with us for a prosperous future along the northern coasts of the Meridian Sea.

Thank you for your invitation to join the Meridian Sea Cooperation Program. We are of the opinion that this program can benefit our respective countries to a great extent. Therefore, we would really like to join.
I would like to discuss the legal part. At this moment, we are in the process of forming a new government after last weekend's elections. Joining the Meridian Sea Cooperation Program will become part of the coalition agreement. We are also discussing it with the future opposition parties and the governments of the memberstates, so that ratification can be conducted as one of the first decisions of the Bundesversammlung and the Rat der Regierungen after the election of the Chancellor and the appointments of the Ministers.

Subject: Meridian Union Membership

Esteemed Minister Metaxas,

After discussions with our colleagues from the Most Serene Republic of Radilo and the Rheinbund, we have decided to return to you with a happy outcome, that being the approval of your requests and thus the expansion of the MSCOP (MeSCoP - Meridian Union), to include the Union of Pelasgia, in this family of nations.

The Union of Pelasgia is the newest nation to appear in this area, but even so, it is the cradle of Human Civilisation, with millennia upon millennia of history behind it. In this Union, we hope to leave the past back in the past, and look together for the future. The Crowns of Ebria have been great rivals of Radilo and of the Levantine Empire, going as far as to be the main perpetrators of the ill fated 1204 Crusade against Propontis. Even so, the times are changing, as we must look forward towards what we are today, namely a family of Christian nations that represent the legacy of the most ancient and great Tiburan Civilisation. Out goal is to bring the Meridian back to prominence through cooperation and through diligent toiling for the prosperity of our part of Europe.

Currently, the parliaments of Radilo, Ebria and Rheinbund have already ratified the Meridian Union treaty, and it is only a matter of time until it fully comes to fruition, as the bills brought forward by the treaty only need to be signed to become laws, thus creating our community. While we have accepted your requests for the ascension into the union, we hope that the Pelasgian legislative will work tirelessly to ratify the treaty, so that the Union of Pelasgia will be ready to join us at the starting line, so we can begin the race towards prosperity and greatness together.
