PRIVATE COMMUNIQUE

Following the official recognition of the new order in Saaremaa, the Chancellor has directed the Imperial Government to present the following proposals aimed at enhancing bilateral relations to the Saaremaan government: 1. Treaty of Friendship and Cooperation: • Included would be provisions allowing intelligence sharing, military-to-military cooperation, technological cooperation and assistance on the military front. • The Imperial State will support Saaremaa to augment its defenses against Kyiv. ​ 2. Trade agreements • A variety of bilateral documents which will allow trade to rise by 10% in the following two years. • Government sponsored programs to encourage greater interactions between businesses and merchants on both sides. • Tariff and excise duties to be reduced by 15% ​ 3. Energy agreement Sikandari petroleum shall be sold to Saaremaa at a discount of 10% of market rates, in exchange for commodities and/or liquid currency, to stabilise the Saaremaan economy and shore up support for the Vaino government amongst the people. ​ It is our opinion that the Saaremaan government shall find these proposals worth exploring as they stands to strengthen bilateral ties immensely. We want to thank the Sikandaran Government for recognizing the true government of Saaremaa formed after the April Revolution. The government of the National Revolutionary State welcomes the Sikandaran ambassadors in the new embassy on the Rahvaste Bulvar [Nations' Boulevard].

Regarding the three proposals, generally the Government of Saaremaa accepts all of them, with a condition to be set on the 1st.

Saarermaa is a national sovereign state. We do not want a foreign soldiers in our territory. We accept the arrival of trainers from Sikandara or engineers who would work with our men on the defenses of the border with Kyiv, but we won't accept any soldier stationed in our territory. We don't mean to insult the Imperial State of Sikandara, but the Black Army is powerful and always ready to hold off anarchist hordes.

We thank the Sikandarans for the 3rd agreement, namely the energy agreement. In time, the National Revolutionary State will repay the Imperial State with products of its industry, namely the metallurgic one, or with exotic timber, rubber or gems from the Loago Commonwealth once the region will be pacified.

We gladly wait to see the great results that will be brought upon both our nations when the trade agreement will come into operation.
