Bienvenue! Herzlich willkommen! Benvenuto! • Welcome to the Department of Foreign Affairs for the Bourdignian Confederation, colloquially known as Bourdignie. Bourdignie is a federation of multiple cantons that participate in a multilingual representative democracy where matters of importance are passed onto citizens in biannual referendums to be voted upon directly by citizens of Bourdignie. Bourdignie's constitution was ratified on May 26th, 2021 after representatives from four major cantons agreed to separate from the former Republic of Pannonia. Current Bourdignie is recognized by (alphabetically as of June 3rd): Eiffelland, Federation of Westernesse, Josepania, Natal, Ostmark, & Remion. Bourdignie's working languages are Gallian Patois (French), Bourdignian German, Zaran Tiburan (Italian), and Standard Federation English. The primary publishing language of Bourdignie is Gallian; although, all documents may be retrieved in the four primary languages. The largest language group is Bourdignian German, with about 2/3rds of all speakers practicing it as their native language.

Bourdignie maintains embassies and relations with six (6) nations (as of June 3rd): Eiffelland, Federation of Westernesse, Josepania, Natal, Ostmark, & Remion.

The Federation welcomes and recognizes the formation of the confederation. These are trying times and your nation will face many trials as the situation changes rapidly. The Federation is offering military assistance beyond the weapons we have provided. It is time for us to help you shore up your borders. We are proposing the transportation of an two airborne regiments as a forward element, two fighter group, a tactical wing and a bomber wing. We will require an airbase with suitable runways. As part of this deal the Federation will supply Bourdignie with older Federation aircraft that can make up the first new wings of the Bourdignien air force, training included. Also we shall continue our supply of small arms, anti tank and anti aircraft weapons to be issued to Bourdignien troops. Please do not delay with your reply.

It humbles me that your Federation continues to lead the way on the affairs of Bourdignie. I now must express my gratitude on behalf of the Confederation. The first efforts of the Federation proved to be the spark needed to make our independence a serious endeavor. Your efforts have moved popular sentiment in the region, and given our people the platform in which to stand among the great States within the region.

Your message comes to the people of Bourdignie as your rightly identify that continued trials and perhaps tribulations that we embark upon. Recent diplomatic messages circulated produce great threats from the autocrats of our world and the question of popular sovereignty and international law undoubtedly arise across the world. As such to your offer of assistance we say thank you, and to your request for improving the logistics and capabilities of the Federation we say yes. There is no price that can be placed upon the bond of fraternity that our peoples now traverse together.

Our Federal Assembly will meet and arrange a suitable location for Federation operations. It will likely be in Bellevue's and/or Hohensee's civilian airports until a suitable military air base is prepared or constructed.

The Union Government of Pelasgia is considering a revision of its policy with regard to Pannonia following the transition of power between the previous administration and the current one in Propontis. Indeed, recent happenings in your region have galvanized Pelasgian public opinion in favour of the Confederation's independence and against the heavy-handed and incompetent administration of Zoltan Kovacs.

With this in mind, the United Pelasgian Republics would like to propose the covert exchange of representatives between our governments. Pelasgia considers this to be a crucial step in order to prepare for the potential of a full recognition of Bourdignie by our Government. If and when such recognition does publicly occur, these representative missions could be transformed to embassies relatively easily, enabling a smooth transition to full relations between our countries.

Originally, we recognised Hohensee and Bourdignie as separate countries. Meanwhile, these countries have merged to form the Confederacy of Bourdignie. Please accept our apologies that this slipped through our attention. Of course we recognise the Confederacy of Bourdignie as well, and we also recognise the Confederacy of Bourdignie as the successor state of the former republic of Hohensee and the former republic of Bourdignie. It is the opinion of this Confederation that the beginning of dialogue, no matter how small, proves to be a step in the right direction. The position taken previously by the prior Government in Pelasgia was disheartening; however, it was a logical and understandable position. That our peoples may discuss items of concern between the Bourdignian Confederation and United Pelasgian Republics without egregious mechanisms or terms is a positive development and certainly a source of optimism.

Our Government agrees to the terms of discretion required in our future communications and offices that will operate in each others territories. Should there be of any circumstance that future events may change our current arrangement, our Government will be eager to solve any difficulties or instances of adversity we may encounter.

Monsieur Schmelzer,

It is a matter of urgency for me to personally praise and thank you for the aid and assistance that the Kingdom of Eiffelland has provided to our people, cause, former republics, and now Confederation. The work that your diplomatic staff, security agents, and military service men and woman, have provided is not only admirable but without parallel in Europe. It is my sincere hope that some day we may pay it forward to the people of Eiffelland, first as kind and generous neighbors, but of course second as a strong and supportive ally.

Next I would like to accept Louis Duc de Chambéry as Ambassador from Eiffelland. Of course, his credentials will be officially accepted by interim President Olivier Brisbois.

Our Government would like to thank Eiffelland for its continued support and graciously accept the military staff and equipment that is willing to be sent to our Confederation. It is our hope that any debts arranged can be repaid at a later date. In the future as our relations formalize and harden, the integration of our future armed service equipment may be assisted by Eiffelland's advance defense industry. Should there by any future concerns, on the issue of military assistance do not hesitate to ask.

The last item of concern of course is that potential for armed conflict from the east via the current threats deployed by Grand Marshall of the Rus Peoples. Additional coordination may be required as the news worsens.

Dear Secretary Barthélemy,

I must say that I don't like the fact that the European Forum is currently talking about you without you. Unfortunately, I can't change that. As you have noticed, the European Forum is currently debating several options for an agreement about the future of Bourdignie, Bécs-Altstadt, Eugenia and a Bajoran rump country. We hope that the Verdugo Peace Plan becomes the end result, because that plan will turn Bourdignie and Eugenia into sovereign countries.

The Federation and Eiffelland might be forced to withdraw their troops from Bourdignie, or make them part of an EF Peace Corps. Whatever will be decided by the European Forum, Eiffelland will commit itself to the safety of Bourdignie. We will keep a large contingent of troops in Sourthern Eiffelland. These troops will be able to react quickly when Bourdignie comes under attack. We will also allow The Federation to build some army and air force bases in Southern Eiffelland. In this way, we can guarantee the safety of Bourdignie.

Regarding arms deliveries, we don't know yet what you will be allowed to have, but we are certainly willing to equip the Bourdignian armed foces in the future.

I thank you for your cordial message and the informative nature of the workings of the European Forum. While it is not a pleasant discovery to know that Bourdignie does not have input on the matters as it knows it, the fact of the matter is that our acknowledgment in the Verdugo Peace Process is a form of recognition in itself. Any nation that votes in the affirmative is hypothetically recognizing our independence on the most basic level.

Our Federal Assembly recognizes the terms that the European Forum and the Verdugo Peace Process lay out, but note that there are some problems. First of all, as we are not party to the European Forum nor were involved in the Verdugo Peace Process it may prove difficult to gain approval of in Bourdignie. First the Federal Assembly will vote upon the peace process and should it be approved, it is our belief that it will be challenged by an optional referendum. As such, after the passage in the Federal Assembly and publishing of the Verdugo Peace Process in the Federal Gazette, the public may collect 50,000 signatures within 100 days to force the issue to a public referendum. It is impossible to know right now how the people will vote, but diplomats must work with this in mind. Know moving forward that it is highly likely anything put before Bourdignie will become a referendum.

Otherwise, as the events unfold we are hopeful to hear positive news. As always Bourdignie is thankful to the people of Eiffelland for their support during these times.

By decree of His Excellency, on behalf of Josefino people all over, Presidente José Constanza extends greetings and well-wishes to the people of Bourdignie, and his hopes that the Confederation continues to bask in the warm sunlight of peace and prosperity, avoiding the clouds of conflict that continue to haunt Pannonia. It is unfortunate that the struggle for true independence and uncontested recognition for numerous successor states marches on, and all people, be they Csgenian, Pojazernan, Zaran, and Thalgauer look to the Bourdignie Confederation as a beacon of hope in these dark times.

San José, however, fears that the peace Bourdignie has achieved is fragile at best. The aggressive actions of the Tarusan Empire against Zara in Pannonia and those who support it beyond into the Meridian, even going so far as to commit terrible acts of piracy against Remi merchant shipping, has deeply concerned El Presidente that the conflict is not yet over, even for those who have rightfully secured their freedom from tyranny and oppression. That being said, Presidente Constanza wishes to reassure the Bourdignie Confederation that la Gran República Archipelágica de San José has not abandoned the people of Bourdignie, much like it continues to stand with the people of Zara, and remains committed to bringing peace, prosperity, progress, and paradise to the people however we can.

From this commitment, San José submits a proposition to the Bourdignie Confederation. The far flung colony of Sankt Katharina, claimed by Csgenia but administered by Bourdignie, remains a potential thorn of contention that El Presidente fears could be exploited by warmongers and imperialists in hostile powers, and though we do not doubt the fighting capabilities of Bourdignie, which were successfully demonstrated in their triumphant bid for independence, the logistical realities of defending such a far flung territory versus the practicality of consolidating defense at home are not lost on San José, as they are surely not on you.

Therefore, the Grand Archipelagic Republic wishes to humbly propose that the colony of Sankt Katharina be transferred to San José as an autonomous protectorate, to relieve Bourdignie of this potential albatross around their national neck, where the Josefino people would take over the significant responsibilities of military defense and financial aid for economic development of the colony into a future independent state. In such an arrangement, the Bourdignie Confederation can focus completely on its own military defense and economic development, and can also secure further generous aid from San José in such necessary national development through favorable trade agreements, military equipment packages, and financial loans with low interest rates.

It is our hope that the Bourdignie Confederation considers and discusses this proposition seriously and discreetly, so as not to unnecessarily disrupt the delicate diplomatic situation in Pannonia. We look forward to a response, regardless if it is favorable or not, and stress that further discussion if needed, will be welcomed by this office.

I thank you for your cordial message. We are working hard on rebuilding our precious nation. Up to now, we have received very much support from our northern neighbour, the Kingdom of Eiffelland. This support is still continuing. But indeed, we are still facing struggles resulting from other nations not recognising us. Therefore, more help is needed, and welcome.

We share your assessment regarding the aggressiveness of the Tarusan Empire. We look at its actions with disgust and fear.

It was our intention to sell the Island of Sankt Katharina to The Federation of Westernesse. Unfortunately that country went defunct. However, we do think that it is in the interest of the people of Sankt Katharina that it comes under the protective wing of a nation that calls Westernesse home.

Therefore, our Federal Assembly agrees to discretely turning Sankt Katharina into a Josephino protectorate in exchange for favourable trade agreements, military equipment packages and financial loans with low intrest rates. However, we would like to add something to this agreement. As you are aware, Bourdignie has an amount of debts at this moment. Would it be possible that San José takes over these debts?

The people of San José and His Excellency, Presidente José Constanza, rejoice at the news of the Federal Assembly's wisdom and righteous focus on improving the lives of its people in their willingness to accept our proposal. We shall discretely send representatives from the Ministry of Defense, Ministry of the Treasury, and this Ministry of Foreign Affairs to Versoix, empowered and mandated by El Presidente to work out the details of future Josefino aid packages in the form of military equipment, loans, and trade deals with their counterparts in Bourdignie, as well as coordinate the transportation of Josefino security and bureaucratic personnel to Novara, Sankt Katharina, in order to execute a swift and efficient transfer of power that cannot be disputed or halted by hostile powers. In addition, we shall begin a gradual process of taking over the debts of Bourdignie strictly related to their active struggle for independence against Pannonia, that is before a successful peace and mutual recognition was signed between Csgenia and Bourdignie and in relation to the acquisition of funds, supplies, and military equipment geared towards securing independence.

President Constanza once more praises the Federal Assembly for its farsighted outlook, and looks forward to further cooperation that secures the peace and prosperity of both San José and Bourdignie for years to come. We are honored to call you our friends.

To the collected peoples and patriots of Bourdignie, its government and Confederation, and its brave, stalwart defenders: the sincerest of warm wishes go out to you; despite the travails of this past year, and likely much more struggle to come.

It brings me great pleasure to announce that the Most Serene Republic & League of Solléga will be formally recognizing the Bourdignian Confederation, effective immediately, and committing towards establishing formal diplomatic channels between our two states.

Of course, the sword of Damocles hangs overhead. Forces from the Holy Frankish Empire have illegally crossed the frontier, and brazenly proclaimed their intent to outright annex the Confederation. As it stands, the Republic & League are not yet prepared to contest this invasion directly by force of arms: though it is an option that is being weighed heavily.

Even so, we here in Solléga have a long history of stubborn resistance to Imperial machinations. Every effort will be undertaken by myself and my colleagues to guarantee the independence of the Confederation against Imperial forces, and to foster its resistance. Foremost in this will be assistance provided to the Confederation in the form of direct financial aid, as well as the procurement of surplus military matérial for the upcoming war effort. Perhaps more importantly, Solléga will commit formally to agreeing to serve as a transit point for foreign forces on their way to the Bourdignian Confederation from such actors as the Republic of Remion or other involved parties that support Bourdignian independence.

Further, any attempt to restrict Bourdignian access to the Serault Canal - or any restrictions on traffic thereof - will be met by the harshest possible response on the part of the Republic & League.

Know that we will be observing the unfolding situation carefully.

It is indeed in dire times that we have contact with each other. The Empire is clearly seeking to annex us, a move it did not dare to conduct when Pannonia still existed.
