On behalf of Su Majestad Imperial, el Emperador de los Josepaños José David Francisco Juan Luis Constantino IV, President of the Congress Gustavo Castillo, and the government and people of Josepánia, el Departamento de Asuntos Exteriores of the Imperio Josepaño sends warm greetings and salutations to Su Santidad Pope Leo XV, Su Eminencia Foreign Minister Juan José Angel Cardinal Vargas, Su Eminencia Secretary of State Karl-Heinz Cardinal Klossner, and the government and people of the Patrimonio de San Pedro.

Su Majestad Imperial's government wishes to be the first to congratulate Su Santidad Pope Leo XV for his ascension to the throne of San Pedro, and our immense relief that God the Father, His Son Jesus Christ, and the Holy Spirit saw fit to guide the Conclave to this excellent choice to lead the One True Church in the face of extremist traditionalism, divisive blasphemy, and such strife and destruction that threatened God's flock on earth. We are reassured that, under Su Santidad's wise guidance, peace, piety, and prosperity shall return to the world, and God's Will shall be rightly and justly enacted.

Additionally, Su Majestad Imperial's government humbly beseeches Su Santidad's government to allow for Su Majestad Imperial to travel personally to Tibur, so he may pay his personal respects to Su Santidad, and ask for his blessing in the wake of recent, devastating events that have impacted him personally and the Imperial House of Constantino. He further intends to embark on a pilgrimage to the Holy City of Hierosolyma immediately afterwards, to pray for guidance for himself, and peace, piety, and prosperity upon both the Imperio Josepaño and Caledonia, indeed upon all God's children, from this day forth.

SUBJECT: Request for Su Majestad Imperial to Pay Respects to the Holy Father;

Dear friends,

We thank his majesty the emperor and his most loyal government and citizens for the support and show of respect towards the Vicar of Tibur and the Pontifex of the Tiburan Catholic Church, his holiness, Pope Leo XV. Under this new administration, the government of the Papal States wishes to be more present in the international scene, defend the interests of the Church and the Christian community in the name of the faithful and of our Lord and to return to provide soothing for the people in need.

With this, we plan to fully cooperate with the CDL and other Catholic and Tiburan nations, while also with nations of other faiths that are open to dialogue and cooperation, but will not tolerate foreign actors that take the name of the lord in vain by using all sorts of pseudo-christian rhetoric only to attack the Universal Church of the Lord, created by Saints Peter and Paul, and to proselytise against the true faith.

To continue this fight and to keep the flock together, we wish to begin a campaign of improving the relations between the Holy See and the Catholic nations first, and then the rest of the christian nations, followed by non-christian nations and thus, we will be delighted to receive in Tibur, his majesty, the Emperor of Josepania. We will also be interested to invite to Tibur his majesty, the King of Meridia, the Prince of Cervia and Grand Duke of Saxe-Franken & Landshut and representatives of their governments.

Further summits state visit invitations will be sent in due time.

Encyclical Letter of His Holiness Pope Leo XV
To the Bishops, Priests, and Faithful of the Whole Catholic World:
On the Dignity of Man, the Rejection of Atheism, and the Call to Solidarity
Venerable Brethren and Beloved Children, Health and Apostolic Benediction,
  1. The Cry of Humanity in a Disordered Age
    In this hour of history, as the world turns ever more swiftly upon the axis of progress, We hear the anguished cry of man, created in the image and likeness of God (Genesis 1:27), yet subjected to new forms of servitude. The exploitation of the human person—through unjust labor, the commodification of life, and the relentless pursuit of profit—has wounded the dignity bestowed upon every soul by the Creator. At the same time, a creeping atheism seeks to sever the bond between man and his divine origin, casting society into a shadow of despair and isolation. It is Our solemn duty, as Shepherd of the Universal Church, to raise Our voice against these evils and to summon all people of goodwill to the work of renewal through solidarity and charity.
  2. The Exploitation of Man: A Modern Slavery
    The advances of industry and technology, gifts of human ingenuity under God’s providence, were intended to lighten the burdens of toil and elevate the condition of the worker. Yet, too often, they have become instruments of oppression. Workers are reduced to mere tools of production, their wages unjustly suppressed, their rest denied, and their families left vulnerable to want. The weak and the poor, whom Christ called blessed (Matthew 5:3), are exploited by systems that prize wealth over human worth. This is a grave sin against the natural law and the Gospel, for “the labourer is worthy of his wages” (Luke 10:7). We condemn this exploitation and call upon all—governors, employers, and citizens—to restore justice, ensuring that every man and woman may labor with dignity and live in security.
  3. The Atheisation of the World: A Loss of Eternal Hope
    Worse is the wound inflicted by the rejection of God. In an age that exalts human reason above divine truth, many have cast aside the faith that once illuminated the path of civilizations. Atheism, cloaked in the guise of freedom, proclaims the sufficiency of man alone, denying the Creator who sustains all things (Colossians 1:17). This rupture does not liberate, but enslaves; it does not enlighten, but darkens. Without God, the human heart grows cold, and society—bereft of its transcendent purpose—descends into division and despair. We solemnly warn that a world without faith cannot endure, for “unless the Lord builds the house, those who build it labor in vain” (Psalm 127:1). We exhort the faithful to proclaim the Gospel boldly, that the light of Christ may pierce this darkness.
  4. The Call to Solidarity and Community
    In the face of these twin evils—exploitation and godlessness—the Church offers the remedy of solidarity, rooted in the love of neighbour and the unity of the human family. As the Body of Christ (1 Corinthians 12:27), we are called to bear one another’s burdens (Galatians 6:2), to labor not for ourselves alone but for the common good. We urge the faithful to renew their commitment to community work: to feed the hungry, clothe the naked, and welcome the stranger (Matthew 25:35-36). Let parishes become beacons of charity, where the rich and poor unite in mutual support, and let every Christian home reflect the harmony of the Holy Family. Governments, too, must foster this solidarity, enacting laws that protect the vulnerable and promote the flourishing of all.
  5. A Vision of Renewal
    Beloved children, the task before us is great, but greater still is the grace of God, who strengthens us for every good work (2 Corinthians 9:8). Let us reject the spirit of individualism and materialism that divides us, and embrace instead the eternal fraternity to which we are called. Let employers treat their workers as brothers, not as servants; let the wealthy share their abundance with the needy; let the learned guide the ignorant to truth. Above all, let us turn our hearts to prayer, seeking the intercession of the Blessed Virgin Mary, Mother of the Church, that she may lead us to her Son, the Prince of Peace.
  6. Conclusion and Apostolic Blessing
    With paternal affection, We impart Our Apostolic Blessing upon you, Venerable Brethren, and upon all the faithful entrusted to your care. May the Holy Spirit inspire you, and may the love of Christ compel you, to build a world worthy of the dignity of man and the glory of God. Given at St. Peter’s, in Tibur, this fifteenth day of March, in the year of Our Lord two thousand and twenty-five, the first year of Our Pontificate.
