The need to prevent uncontrolled migratory waves that would have severe humanitarian and security consequences.
The urgency of alleviating the suffering of the civilian population caught in the conflict. Our nation has gained significant experience in managing complex humanitarian crises, as demonstrated by our recent commitment in Justosia, and we are prepared to place this expertise at your disposal.

The Tiburan Union does not intend to remain a passive spectator. Therefore, we are prepared to offer direct military assistance to accelerate the restoration of order. Our offer includes the possibility of deploying a support contingent of the Tiburan Armed Forces, with men on the ground, for security missions and to ensure the safe distribution of humanitarian aid.

I have a request to you. As the situation in Matambaland is developing, we would like to set up an evacuation operation of foreigners from there. It is our intention to evacuate Eiffellanders, Josepánians and Sylvanians from Matambaland, but also citizens from other countries, like for instance Ranrike, Istavania, Ostmark, The Hanseatic States, Serenierre and Azilia, and also other countries. In order to do so, I would like to request access to the airspace of Matambaland for our tactical aircraft. We are using tactical aircraft to be prepared for the case that the airports in Matambaland are in a suboptimal condition.

We can also deliver the needed military equipment to you to handle the crisis. Like for instance the Magarus P4A8 tank that we presented on the military show in The Konderland earlier this year, but also other equipment. Or ammunition.

It is with grave concern that we observe the deteriorating security situation in Matambaland. While The Great Desert separates the Swart Baai Goudkust Dominion from Matambaland, our many years of human intelligence has shown that nefarious forces find a way to smuggle weapons, goods and people through the Great Desert. We are wary of rebellious forces in our respective territories making contact with each other and supporting each other through this difficult to police, lawless area.

For the immediate future, we wish to place our intelligence services at your disposal. The Buro op Staatssekerheit / Bureau of State Security (BOSS) and the Signaledirektoraat Swart Baai (Signals Directorate Swart Baai) can provide immeasurable assistance in both signals and human intelligence, especially if given access to Matambaland's telecoms infrastructure and territory (for human intelligence).

The Royal Swart Baai Expeditionary Force is currently engaged in operations against Hames (Himyari Alliance for a More Equitable Society), a terrorist organisation. Due to this we have a large contingent of our Sky Force on the continent conducting transport, aerial refuelling, intelligence and attack sorties round the clock. Perhaps your armed forces could use some air power assistance?

Matambaland is only a few hours across the Great Desert from northern Goudkust. With our tankers, our fighters would be able to reach all parts of Matambaland should your forces require assistance. If The Konderland would make air bases in the region available to our Sky Force, more efficient and faster response times would be available.

We wish you and your people strength and unity during these trying times and hope to receive a response to our offer post haste.

Similar respect is also conveyed to the Government formed in the name of Her Majesty Aleksandra III Queen of The Konderland, Matambaland and Tiwumbia And Autocrat of Ossentia, including Her Majesty, Queen of The Sheepites, Erin I, to the excellence of the Head of foreign Diplomacy, Edward Talsha, and the excellence of the Prime Minister, Lionel Mandrake. The Chambers writes to express in good faith the opinion of the Imperial Court in coordination with the Fire Dragon Pavilion and Imperial War Office, that with immediate urgency, the declaration and enforcement of a No-Fly Zone, is now necessary, over the current war-torn areas of Matambaland and possible future conflict areas, the latter to be determined in coordination with General Katof. The placement of such zone, with enforcement from Yuan Guo Aerospace assets would benefit the peacekeepers immensely, as it would prevent the possibility of an unexpected interference by a potential nation-state ally of the insurgents. The concern and urgency follows a recent study and wargames, affirming the believe that the further expanse and escalation of the conflict may further realise the introduction of unwanted elements in conflict areas, where the situation may cause greater difficulty for peacekeeping operations so scheduled and operating in Matambaland and the areas so concerned.

The Chambers also expresses that it is important to ensure that vital aid and supplies reach the areas where refugees following an insurgent attack, would require urgent medical attention including other survival necessities. And further, to enable the Diarchy to fight against potential malicious foreign propaganda that the situation is one of imperialism, the Chambers intends to enter into a joint programme with the Diarchy and its Government to furnish a better reputation for the current situation. The Chambers seeks to establish a joint Relief Programme for war refugees in Matambaland and the Kimyari areas so concerned. The programme would encourage focus on the relief efforts instead of the otherwise brutal war, the programme would also benefit the Kimyari peoples directly by encouraging the odds of their survival and ultimate triumph.

The Chambers looks forward to communication on these matters, and wishes the Diarchy well, in Peace, Prosper, and Friendly Power.

While the Federal Althing deliberates on state-level intervention, the Hansa of Guilds has moved with characteristic speed. The plight of the faithful and the stability of the region have attracted the attention of a few of our most capable private entities.

After securing an Aggregate Contract with a third-party Client [Identity withheld under Bureau protocols; financial surety verified], these enterprises have formed an Armed Joint Venture and dispatched purveyors of the relevant service to Matambaland.
