The Tarusan capital was quite brisk, but it was beautiful. Annabella liked their architecture. The limousine swept past center city after leaving the airport. She had rehearsed her lines, questions for the Tsar. What had her most curious was what kind of person Yuri really was. His hobbies, interests, etc. She had on a wonderfully form fitting blue dress, white furs for the weather, white heels, & gold jewelry. Very patriotic. She darted a quick glance at her Imperial Guardias beside her. The only thing reminding her of home right now. Then to the Tarusan palace reps kind enough to arrive to liase with her.

Annabella said a quick prayer for herself & her son. She also decided she would like to meet with the Justosian Ambassador to Tarusa. She would summon him once enough of the important business was concluded at the palace. The motorcade was close now.

It was not often foreign dignitaries or even heads of state made their way to Kremlyov. The Tsar as his predecessors was a private man, he had just recently made his first international trip to Chagny which had been the first in many years. He had been notified of his guests arrival at the airport and finished some of his more pressing business while the motorcade made its way thru the city streets towards the Imperial Palace. As it neared he left his state room and made his way towards one of the formal rooms where he would greet his guests when they arrived, with his advisors at his side putting some finishing touches upon something he had been working on.

As the motorcade arrived at palace square a group of servants waited outside to bring the guests to the Tsar.

Annabella ascended the staircase. As they were brought in by the servants she took her measure of the Tsar. He is 2 inches taller than her. The exterior of a hard working elder. Respect for the aforementioned is a big thing on the mainland. For sovereigns chosen by God, there's only one proper greeting when meeting one another.

"Your Imperial Majesty."

She held out her right hand after a regal & respectful nod.

"Your Highness" as the tsar responded back towards the Justosian Queen extending his own to greet her.

"Please have a seat. We have guest quarters as part of the palace so you will be welcomed to stay in these accommodations as long as your trip lasts. If there is any part of the city you wish to see we can arrange aerial or boat transport to the various portions of the city. I recommend those as they are the quickest depending upon the part of the city and the easiest to provide security for."

He paused, signaled over one of his chief advisors handing them the folder which he had been writing in. The advisor briefly looked before scurrying away to take care of his Tsars wishes.

"I will apologize now before we get started, the odds are great we may be at times interrupted as we carry on meetings over the course of your stay. The Empire must stay moving to stay ahead of its enemies, we have achieved as much as we have by our cunning aptitude to stay ahead of our enemies on as many fronts as we can in the diplomatic arena. However my advisors and members of cabinet have been instructed to do their best to avoid the times we are meeting."

After observing the room & absorbing the Tsar's words, she sat.

"Thank you, Your Majesty. When Justosia came out of its period of isolationism in the mid nineties, we struggled when we hit the ground running and to achieve that in all fronts. Any front really. My late husband ascended to the throne in nineteen ninety five, he laid the groundwork for the modernization & revitalization of our armed forces. Though this remains incomplete. That plan was executed three years ago. We've made such progress. Though it's nothing compared to what your behemoth industrial sector is capable of. I say this all because I believe we have mutual interests, even mutual concerns to our national security. The enemies you speak of, the dare I say, Neo Communists of the west. What I believe they ultimately seek is the annihilation of our way of life. I'm so happy to be here today because I believe our two nations can be instrumental in the defense of eastern civilization. Both economically and militarily."

She figured that was enough to lead her part of these discussions with. She awaited Yuri's reply.

The Tsar listened to what she had to say and to say the least he believed he had figured out what she was getting at by the end of her statement.

"It is true that we do see some of our interests and concerns aligned, that is a fact that I cannot deny nor would I. Our partnerships can in fact continually keep growing, as seen with the agreements reached where a large percentage of our future support fleet is being built in shipyards around your nation, and if you wish you can see in our largest shipyard in Kremlyov along with others we have laid down hulls to multiple warships, part of an ambitious and secretive project to strengthen our position across the region. It is these common interests that had aroused the prospect followed by discussions with our counter-parts that led to the addition of an affiliate status for the Pressburg Pact and the invitation of the Continental Empire to be the first affiliate.

Those in the west that have been a bothersome force could be classified as enemies, but that would be granting them a rank of being worthy of being considered a threat. They, specifically El-Presidente is more of a nuisance than he is a credible threat. The multiple failures of the Western nations in attempts to curb our perceived aggression have been failures, that have led to instrumental victories for ourselves and those we support. One only needs to look at the Kingdom of Csengia, it has managed to secure roughly 2/3rds of the former Pannonion territory only solidifying its position as the successor regime. All of their attempts have only backfired, and led to our successes, one could almost thank our enemies for giving us these victories."

Annabella listened intently. Nodding in natural agreement. She literally couldn't afford to beat around the bush. Her response would be multi pronged.

"Affiliate.....we are honored. However I would like to take this opportunity to inform you, as sovereign of the Continental Imperio de Justosia, that the government in my name is interested in full membership status. This would give the Pressburg Pact access to the deep southern Thaumantic and Index seas through our navy. Furthermore, my Defence Minister has informed me that your nation might be planning to soon put to market a couple of your soon to be last generation missle submarines. My Defence Ministry is keenly interested. During our aforementioned buildup, our submarine fleet was sadly neglected. I wouldn't be doing my duty if I didn't rectify this. I believe our ministries can liase further if you're inclined to agree.

There are a few left leaning....democracies in the west that seek to spread their brand of collectivist and post delegationist contagion across Europe. They should be stopped. United as one in the pact, I believe eastern civilization can be more easily safeguarded."

Annabella wasn't exaggerating. Five submarines was woefully inadequate for coastal, general maritime, & aerial perimeter defence, however she wasn't about to beg. Before any temporal being. She awaited the Tsar's reply.

"I had been anticipating you bringing forward this very question with the leaning of your words about joining the pressburg pact. It is not my decision alone that grant full ascension into the alliance but requires the vote of confidence of the other members as well. It is something I can have brought forth by delegation with the other members in coming time. The Pressburg Pact was born out of necessity for pan-slavic brotherhood between the Serboves and ourselves and incorporating those whom were most in urgency of needing our protection that were aligned with ourselves. It was born of a design to be more than a defensive agreement, it is one that seeks mutual cooperation on multiple fronts for our peoples. However I shall forward your request so it may be discussed when the delegations have time for its discussion.

We do have a a wide variety of weaponry that is available for export, and for decades we have always remained tightly in control of our arms market to keep proliferation of our systems to an absolute minimum. This policy is still very much in effect however we have changed slightly in that we are opening the doors for these export models to in fact finally be exported on a situation basis. Your government has met this basis on its continued cooperation with my own and desires to continually keep growing the bonds between our nations, which shows that the odds of said weapons systems falling into the hands or being utilized by our enemies for testing purposes is less likely. Our design bureau does in fact have an few variants for export models of one of our diesel electric submarines that we currently have not entered production domestically as we have chosen to stay with other designs."

 

[Justosia]

"I shall not mince words Your Majesty. We are keenly interested. If we're agreed, I believe our defence ministries can liase from here."

Annabella wasn't so much mincing words but being colorful. Neglected was technically true, but in reality the Defence Ministry had simply run out of money during that part of the buildup. The navy chose its pride, its Air Defence Missile Frigates, first. Truthfully some parts of the economy HAD crashed back then. Thankfully some maneuvering by the then Finance Minister saved a depression & run on the banks.

Annabella awaited his response & where the Tsar might take the conversation next.

"We are most willing to allow for a licensed production run of said vessels in the Continental Empire. We would build them ourselves but our shipyards will be busy carrying out the work we have requested of them to meet domestic demands for several years to come. How many and the logistics will indeed be best left to those in charge, but the sale has my blessings.

In the interests of cooperation a squadron from here in Kremlyov will be setting sail for a routine deployment, however it will be going to farther lengths than we normally have such craft and exercises carried out in ambitions of a show of force to the world. I would suggest that while the itinerary calls for a port stop for resupply in the Continental Empire that the opportunity be used for a couple days of joint exercises between some of your nations vessels and our squadron. The first stop will be in the Frankish Empire for a simply visit, they will then proceed towards the northern waters of your nation, the last official stop on the tour is in the west again in territory of the Franks where they are scheduled to partake in a two week exercise with the Frankish western squadron of the Emma Isles."

 

[Justosia]

"That sounds logical. We could have one of our vessels lead then into port if the need should arise. Barceltia's naval ports should do nicely."

Imperial Navy Serpiente Class missle submarines were more than adequate specimens. Built in a consortium between Imperial Naval R&D & shipyards, & the mainland's top maritime vessel construction companies. Trouble was they were expensive. So only five. To be hidden. Kept in protected port. Unless war or another sanctioned deployment. They haven't left port in years. The government was keen to measure them up against a foreign class & to expand the fleet through possible cheaper means.

The conversation drifted into general economic & cultural subjects & questions as the delegation enjoyed their stay.
