In light of recent deterioration of security in Germania with the signing of the so-called 'Belgarsk Pact' between the People's Republic of Ostmark and the Kadikistani Union, significantly increasing the pressure of the aggressors in the Seven Days War upon the democratic remnants in the area, this Office wishes to issue a memorandum for your consideration about the potential of countering this aggressive move with a measured, appropriately sized response of our own that preserves the net security gains for the Grand Duchy of Lars that we have been keen to maintain in these past few months with our intensifying cooperation in the field of international security. The Anti-State continues to see your state as a key strategic security partner for our overall geostrategic objective of the containment of tyrannic regimes and the preservation of democracy.

We consider the following to be facts:

- The dual tyrannies of Serenniere and Kadikistan continue to be the greatest security risk for Gallo-Germania, seeking to aggressively export their respective variants of the same oppressive ideology to the free nations of the continent
- Their victory in the Seven Days War has emboldened these states to assume a posture of permanent aggression, capitalizing on the lack of an effective coordinated response by the democratic remnants of Gallo-Germania
- Conflicts between the non-socialist powers amplify this disparity
- The continued inner collapse of some of these entities promotes to positions of power irrational actors that seek to maintain domestic cohesion through adventurism abroad

This Office tenders the following considerations to the Grand Duchy of Lars and is open to amendments should some of these points prove untenable for the Grand Duchy:

- The Anti-State is willing to enter into a formal defense arrangement with the Grand Duchy of Lars, suggested to be triggered in strictly defensive scenarios
- Strategic Sky Command is prepared to permanently deploy an air wing detachment of fighters, accompanying signal intelligence, tankers and bombers to a location at the Grand Duchy's digression, to assist in maintaining the Grand Duchy's defense readiness and ability to safeguard Gallo-Germania for democracy
- Taking into account the principle of measured response and considering that the security situation on the ground has not changed at the Grand Duchy's borders, a brigade deployment of JTAC and artillery units working in unison with the fighters of Strategic Sky Command will provide a flexible ability to respond to regional threats without credibly being interpreted as an aggressive gesture
- This Office would defer to the Grand Duchy whether these units would best be handled on Larsian bases or on purpose-built bases operated by Anti-State military staff
- The opening of a port terminal in the Grand Duchy, chosen by the Grand Duchy, for the purpose of supply and troop deliveries by the Anti-State, with the explicit exclusion of submarine vessels from being allowed to enter port to respect the Grand Duchy of Lars' uninvolved position in the Long Sea crisis
- The offer by the Anti-State to make similar facilities available to the armed forces of the Grand Duchy in the Anti-State if desired as an act of trust building

The Grand Duchy of Lars, as a sovereign nation, ruled by a free people and represented by a democratically elected government, has observed your offer and has decided to make slight changes to it.

- The Anti-State is willing to enter into a formal defense arrangement with the Grand Duchy of Lars, suggested to be triggered in strictly defensive scenarios

>The Government proposes the transfer of land chosen by the Grand Duchy for the construction of a military base which may contain no more than 2000 units. The concession will have to be renewed by the Senate of Lars annually through a vote and it will cost 70 million euromark per year for the A.S.

>The Grand Duchy has stood the test of time because it did not desire the land of others, so we politely decline the offer of the anti-state.

It should be added that no soldier of the antistate, in free exit in the grand duchy, will enjoy any kind of immunity before the law. Lars is a country that repudiates torture and the death penalty, there is no reason to deviate from our laws if not mere political issues.
All the present armed forces of the anti-state present on the territory of the Grand Duchy must act in compliance with the laws and keep informed of operations external to their assigned base the armed forces of the Grand Duchy, which will grant or not the permits.

Gratefully having received your answer to our original memorandum, the Anti-State commends the people of Lars on the due diligence and wise moderation they have shown in their reply. While it was never in question that democracy in Lars was one of the bulwarks and epicenters of stability and peace in our world and particularly its region, the historic agreement we are reaching will cement the Grand Duchy's role and put our already deep friendship on an even firmer foundation.

Upon the reception of this note, we will instruct the respective sub committees of this Office to get into contact with their counterparts in the Ministry of Foreign Affairs to determine the best location of this newly to be constructed base, which shall not host more than 2000 service personnel at any given moment, and who will be liable to the statues of operations laid out by the Larsian state authorities. The Anti-State treasury via the Extrafree Trade Authority (ETA) situated in Siyang shall set up a yearly transfer to the Grand Duchy of Lars in the number of 70 million Euromark, designated the "Retalian Democracy Support and Protection Fund", which will be renewed on an annual base pending agreements between the Grand Duchy of Lars and the Anti-State that designate otherwise.

We also suggest the establishment of a permanent "red line" between the Central Opera in Shinkyô and the capital city of Lars to facilitate expedient coordination on defense matters in critical situations.

Cooperation with Lars will mark a milestone for security in Gallo-Germania. It is our sincere hope that from here on, the axis Shinkyô-Lars can lead the way in expanding the reach of democracy, human rights and peace worldwide.
