Dear Minister Abasolo,

It is with sadness that we see your country leave CETO. Please know that there is no bitterness or rejection towards your country among CETO, neither before nor after your decision.

However, I do want to react on your statement that no CETO-country gave a statement of support. On 15 August, I sent you a message with our internal reference number 2022-08-15/002, in which we indicated that we recognise your government as the legitimate government of Gran-Occidentia, and did voice our support to the people of Gran-Occidentia. Did that message reach you?

Esteemed Representatives,

The United States is extremely concerned by the rumours regarding the Integralist uprising in the south-western provinces of the Republic of Gran Occidentia and condemns the unacceptable increase in violence in the areas by the borders of the Estado Selva and the Free State of Los Altos. Callao stands, as always, in support of a democratic and social government in Puerto Angeles and it is our greatest aspiration to see the republic to our north finally mature into a democratic state respecting human rights.

It is, as such, extremely disappointing to us, when reports have stated that the governmental forces used chemical weapons against the rebels. Should those reports be true, as we did not start an investigation yet, and the nature of the conflict and the isolated region makes it extremely complicated, we would be shocked to hear that the government in Puerto Angeles would violate a taboo which not even the integralist government had the courage to do. It would be an immense mistake that would only exacerbate the conflict and show the world and the Occidentian citizens that the government does not care of the welfare of its citizens, should it use weapons of mass destruction on its own people, even if they are rebels.

Even so, we are not jumping to conclusions nor throwing rocks. Corrientes is a partner of Gran Occidentia and of San Jose, both in times of peace and stability, but also in crises, such as the one in Monterrey and now this. We would though ask the government in Puerto Angeles to issue a statement regarding this and begin an investigation, for if chemical weapons were used, it is an extreme violation of either human rights and the rules of warfare or the sovereignty of the Republic, both equally damning.


Should the government in Puerto Angeles need help in ensuring its sovereignty over the land, the United States is here and will always be ready to lend a helping hand, to begin a process to modernise the economy and the state apparatus and also improve the efficiency of the security forces. Our partnership can and will make Occidentia a strong continent and maybe even lay the foundations of the political project of President Jose Constanza, the United Republics of Occidentia. We ask in return the organisation of the aforementioned investigation and its transparency.

The government and people of the United States of Corrientes are concerned in regards to the recent events in Gran Occidentia, especially as we ourselves reorganise the nation after a failed military coup d'etat. We know that the interim government in Puerto Angeles has failed to rise up to the ocasion and expectations of the people, especially as it tainted itself through the use of WMDs against rebel elements in the country.

We will ask the military to refrain from destroying the status quo in the Republic and request to steer away from a return to Neo-Integralism and the defunct People's State. We will also request the military to respect the people and the foreign embassies and citizens which are currently in Gran Occidentia.

This government will continue to follow the situation developing very closely and will be in touch with any government forming in Puerto Angeles, with the hopes that stability and peace can return to Occidentia and that the new government will be legitimised through popular suffrage and it will respect the will, rights and duties of the people in a modern nation state.

With the world very close to be disrupted by great conflicts, now it is not the time for Occdentians and Tiburans to fight each other and to turn brother against brother. We hope that in the future, both Corrientes and Gran Occidentia will manage to escape the vicious circle of our past rivalry and develop more constructively.

Esteemed Representatives,

The United States of Corrientes salutes their northern neighbours in hopes for the development of a lasting peace and stable environment for all of Occidentia. We have been in talks with President Jose Constanza of the Archipelagic Republic of San Jose and are in full knowledge of the political project of his excellency, namely the creation of a political and economical union of the Ebriano speaking nations of the west, a so-called Union of Occidental Republics, something that we feel to be necessary, following the model of the Meridian Union, as in such trying times when global war is looming, nations coming together is necessary as they are stronger together than isolated and alone.

We might not share the same political aspirations of the newly proclaimed government in Puerto Angeles, nor their views on economy and social developments, but we do understand that the continuous stagnation of the Integralist Regime followed by the disastrous interim government that followed have created extreme instability in the Republic of Gran Occidentia and considering its size, it will create a wave that will touch most of our neighbouring republics too.

To avoid a disastrous refugee crisis, the government of the United States has decided to extend the olive branch to its northern neighbours and aid them in such times. We need to ensure that as much as we have our differences, both Corrientes and Gran Occidentia are two pillars of Occidentia, and should any of them collapse, the other will too.

For this, we offer the following proposal to the government in Puerto Angeles:
  • The United States of Corrientes will recognise the Movimiento as the sole legal governmental body of Gran Occidentia, hereby restarting its commercial activities and ties between the two nations.
  • The United States will create a development fund in which it will initially deposit 10 billion Quris, which will be open for Correntine, Josefino and Occidentian economic initiatives and will invite San Jose to participate in it too.
  • Part of that development fund will be directly offered to Gran Occidentia, as an aid to fund its imports and capitalise it with foreign reserves so as it can continue to function through this trying times. We will be open to investing one billion Quris into the expansion and development of the gas extraction industries of Gran Occidentia.
  • In exchange, the government of Gran Occidentia is invited by us to be as little disruptive as possible to the lives of its own people so as to avoid a refugee crisis, which will affect both your nation and ours.
  • We will also invite the government of Gran Occidentia to aid us in bringing a final end to the situation in Monterrey. In exchange for the aforementioned aid and recognition, we will like to see the disbandment of the Province of Tapenaga and its integration in the Free State of Monterrey. The government of the United States will ensure that Pablo Prats and the other National Liberation Movement leaders will not ostracize and discriminate, but rather integrate and offer the right bank of the Acahay River ample autonomy and space to develop.

We hope that this very important step will be seen with good eyes and acceptance by the new government in Puerto Angeles and that we can work together in stabilising our continent.

We in the Republic of Gran-Occidentia also wish for peace and stability in Occidentia, and that is what the El Movimiento para el Rejuvenecimiento Nacional will provide. The proposed idea of a Union of Occidental Republicsm is certainly an intriguing one and one worth considering in this time of conflict and strife. In the spirit of Pan-Occidentian friendship we are prepared to accept the terms of your proposal with a few minor caveats.

The United States understands the reserves of the Gran Occidentian provisional government in regards to the Monterrey issue, but it must also be understood that a unified an stable Monterrey is extremely important for the forward defence policy of the United State, hence a position of Co-Presidency that has veto rights in the functioning of the Free State of Monterrey is contrary to our security policies as it leaves the state vulnerable to political blockages.

We thus come with the following: The constitution of Monterrey is to be amended so that the position of Vice-President will be created and will be always given to the regional governor of Tapenagá. While not having veto powers, it will have the power to appoint 4 out of 10 cabinet members. We will also create an Equity Court, which will be the equivalent of a supreme court, and it will be made out of 3 Altaño and 3 Tapenagán judges. Its role will be to ensure that any bill proposed by the government will be equitable towards both halves of the nation.

He hope this will be acceptable for the government in Puerto Angeles. For that we will also invite them to redirect 2 billion Quris from the Correntine deposit into the development fund for the reconstruction of Embarcadero, from the aftermath of the Guerra de los Farrapos and the Integralist uprising. We also call the government in Puerto Angeles to invite the government of San Jose to offer aid too, by depositing capital in the continental investment fund.
