To whom it may concern,


In light of recent internal political developments, which could soon entail taxation of Pelasgian nationals abroad, the Pelasgian Union announces its interest in and willingness to enter into tax treaties with any foreign country so inclined. Such treaties could facilitate tax information exchange between our countries, so as to reduce instances of double taxation, as well as tax evasion and other illegal activity.
Such as treaty with the Principality of @Vrijpoort would be of particular interest to the Pelasgian Union, given recently voiced concerns by the local Pelasgian expatriate community about double taxation, in spite of various provisions to avoid such an occurrence in proposed legislation for overseas citizens' taxation.

The Brotherhood greatly regrets to hear the news that a Manx flagged vessel has been sized over suspected smuggling. We like our lawyers to have unfiltered access to the all the ship's crew in order to represent them and ensure they receive fair treatment.

We like to stress that we have a zero-tolerance policy on drug use by members and report anyone who we believe are par taking in criminal activity to the relevant authorities. Saying that we must highlight that in previous cases of smuggling we have found that seafarers have been coerced through blackmail, death threats against family members (whom they may spend months away from) by criminal organisations or it may be one crew member that is involved.

That is why we ask you to allow a full investigation to take place on the ship's crew & company before any judgement is made.

Dear Mr. Hannigan,

We assure you that, as a state governed by the Rule of Law, Pelasgia requires full and impartial investigations to take place before any criminal charges are laid and, indeed, before the Court enters any convictions. In this case, the First Instance Procuratorate of Hagios Andreas has undertaken to investigate the matter so as to present relevant evidence to the Criminal Court of First Instance of Hagios Andreas. In the Pelasgian legal system, procedure is inquisitorial, not adverserial; that is, the purpose of all parties, including the Prosecution, is to ascertain the truth of the matter, and not to win or convict the defendants.

In so far as an investigation by your organisation's lawyers is concerned, we must notify you that the ship has been seized by the National Port Corps, Pelasgia's maritime police, pending an ongoing investigation. Likewise, the crew themselves are detained pending criminal proceedings. Your lawyers may only be authorised access to either if the defendants allow them to act as their defence counsel. This is a matter between your organisation and the defendants, who are allowed their choice of attorney; if the defendants allow it (and if your lawyers are qualified to practice law in Pelasgia) we have no objection to your lawyers' participation in this matter, including their examination of evidence, subject to the pertinent legal rules.

Finally, I wish to assure you that the presumption of innocence is well respected in Pelasgia, and that the defendants' rights are being respected and will continue to be respected.

On behalf of the Serbovian government and people, it is my most unfortunate but necessary duty to convey our sincere condolences to the family of police sergeant Alexandros Petropoulos. In addition, we express our wishes of speedy recovery to all the Pelasgian citizens injured in the course of the attack.

I would like to thank the Pelasgian police forces for their swift efficient response to dealing with the incident at our embassy. These men and women truly represent the finest of their profession and have earned our gratefulness for their bravery in the face of danger brought upon by Socialist bandits and murderers.

The sacrifice of Sgt. Petropoulos, killed in the line of duty while defending our embassy from this ruthless band of killers, reflects highly on the entire Pelasgian police forces. Accordingly, I would like to notify that I have decided to grant him the posthumous award of the Order of Civil Bravery. In our honors systems, it is the highest official commendation that can be bestowed to a foreign citizen for acts of conspicuous bravery that have taken place outside of war or other military operation.

The commendation will be presented to the next of kin of Sgt. Petropoulos by our ambassador to Propontis, as well as our military and law enforcement attaches.

Dear Minister Kassiopoulos,

First of all, I would like to mention that I am not aware of your academic and military titles, so apologies if I don’t use them while addressing you.

I would like to discuss the Pannonian crisis with you.

As you are aware, the situation in Pannonia changes by the day. The government of Eiffelland considers Pannonia to be in civil war. We also see many signs that the situation is teetering on the brink of a full-blown war. We think that such a war is in nobody's interest.

We heard various opinions on autonomy or full-blown independence for ethnic minorities. Discussions regarding this topic traditionally emerge when a group within an ethnic minority stands up to point at what this group considers discrimination against its ethnic minority, and when that group becomes loud enough. Then mostly the argument that ethnicities have the right to self-determination is used. We ourselves consider that a difficult argument that can be easily abused. Furthermore, it is not always in the interest of an ethnic minority to split off the country it belongs to.

And of course there is the legal argument: Is it legally correct that an ethnic minority declares itself independent? This is a question the government of Eiffelland considers difficult to answer. Strictly speaking, the answer is no. But there are situations in which a unilateral declaration of independence by an ethnic minority is justified. An example of such a situation is, that the ethnic minority in question is discriminated against.
Another example is the current situation in Pannonia. This country used to be the school example of a multi-ethnic nation in which all ethnicities lived together in harmony. This has changed dramaticly. From our point of view, Prime Minister Kovács is responsible for this. He had all the right to act against the ZLA after the terrorist attack on the Kispest underground. However, he overreacted dramaticly, and that led to the current situation. Basically, the wish for independence of the various ethnic minorities emerged, because the people belonging to those ethnic minorities want to escape Prime Minister Kovács's way of governing the country.

We believe that there is no future for a unified Pannonia. Too much has happened that prevents the various ethnicities to live together peacefully in one nation. Therefore, the splitting of Pannonia is inevitable.

I would like to ask you to help the international community with working towards a peaceful solution to the Pannonian crisis, and turning Pannonia into a region in which various nations cooperate harmoniously.

Honourable Dr. Schmelzer,


I am pleased to confirm receipt of your letter. I have no titles, other than my Cabinet rank, that would be written into a letter based on Pelasgian norms; therefore, you need not worry about addressing me properly, as you have already done so.

Regarding the Pannonian Crisis, I must respectfully make it plainly known to you that Pelasgian wholeheartedly rejects Eiffelland's assessment of that issue. In our view, Prime Minister Kovacs acted well within his rights as a democratically elected official in suppressing a terror group that threatened the public safety and national unity of Pannonia. That a faction within Zara, which never liked Mr. Kovacs administration anyway, used this as an excuse to secede is illegitimate. Indeed, the fact that one does not like their country's elected officials does not give rise to a right of secession. Those in Zara who dislike Mr. Kovacs should have merely waited for a few years, until the next Pannonian election.

This is our position regarding all ethnicities in Pannonia, as many groups have taken advantage of reckless foreign meddling in that country's politics to attempt to carve out a fief for themselves in the name of some ethnic group, no matter how small and non-viable. Indeed, it is not a question of whether many in Pannonia wish it to exist; Pannonia has a right to exist and to defend itself, until and unless it is dissolved as a state, subject to the rules of international law.

Pelasgia is more than willing to work with our international partners, Eiffelland in particular, to resolve this crisis. However, we are not willing to accept as a precondition the abolition of Pannonia, and, with it, of the principle of National Sovereignty. Surely Eiffelland can see why that would be an issue for us, and why, at any rate, it would not allow us to enter into negotiations having already conceded that our own position is untenable.

Nevertheless, I am pleased to learn of your Government's willingness to help in this regard, and would be willing to offer Propontis as a venue for all interested parties to discuss this matter, or, in the alternative, to assure you of Pelasgia's willingness to be represented in any discussions to resolve the Pannonian Crisis, wherever they may take place.

I acknowledge receipt of your commendation and thank Eiffelland for its pivotal role in diffusing this situation. I hope that Eiffelland will continue to play a mediating role as this crisis continues to unfold. Moreover, it is the distinct hope the new administration that relations between Pelasgia and Eiffelland could be ameliorated to ensure closer ties between our countries.

If it would be amendable to you, I would recommend a meeting between our governments in the near future. I would also recommend the Federal City of Nymphaion, Pelasgia's new capital, as the location of the said meeting; given that Eiffelland would be one of the first nations to be hosted in a formal visit in Nymphaion, it would send a strong message to the world regarding the relations between our nations.
