In response to the call by Her Excellency, President Roberto Colombo of la Seconda Repubblica di Remion, I am pleased to announce that His Excellency, El Presidente José Constanza shall confirm his personal attendance to this International Forum to address the most recent, brutal offensive by the Global Exploitation Conspiracy against the Pannonian region and its neighboring nations. As this violent attack is part of the larger world war by the Global Exploitation Conspiracy against all freedom-loving, democratic peoples throughout the world, la Gran República Archipelágica de San José will not stand idly as the people suffer. Rather, it will join forces with other like-minded peoples in resisting and defeating the forces of imperialism, oppression, and tyranny.

The crisis in Pannonia is only the newest example of the evils of exploitation that permeates Europe. The ideals expressed by Remion of freedom, democracy, and human rights are natural to the human condition and nonnegotiable. All actors that seek to infringe or expel these afformentied natural rights must be met with the fiercest of resistance from the global community. Further, it is the permanent mission and goal of the Cayabocani People to ensure that oppression does not return to the peoples of Pannonia - or anywhere - under the guise of a new, enlightened regime that offers limited natural rights in exchange for authority and illegitimate sovereignty.

Actors of the Global Exploitation Conspiracy have grown more than adapt at fighting for the ideals of liberty as a disguise for their true ambition of domination under a new name. This must be resisted. Efforts for the retrieval of the war dead of the Republic of Remion are still currently underway as we attempt to clear wreckage from outside the waters of Sankt Viet and bring to shore the dead that were left inside the burning hulks of the Republican naval ships that were sank. At current time we have retrieved roughly one hundred bodies from the various ships, and believe there are still more to be retrieved, possibly as many if not more. A listing of those sailors that are missing in action from those ships would allow us to tally and attempt to send the entirety of them home for military burial for their families.

We humbly request that a plane be dispatched to the airport of Halaszbastaya to retrieve the dead we currently have, and again make a return in the coming weeks as we finish our retrieval operations.

They condemn in unison the attack and the act of piracy against the merchant ship Oyleric. A barbaric and unjustified aggression, which endangered the lives of inocent citizens of Eiffelland, Ostmark, Serbovia, Csengia, Eugenia, and Remion. The Republic requires the immediate release of citizens taken prisoner during the attack on the Oyleric ship, their detention is against international law, besides being the demonstration of a barbaric and cruel act.

Tarusan's responsibility in aggression is beyond any doubt. The empire has decided to violate international laws and embark on an undeclared war against the Republic of Remion, emulating the behavior of a rogue state that targets foreign citizens to use them as political leverage for its own advantage. Tibur will not accept such blatant blackmail from a barbaric and violent state like Tarusan, we will remain firm and faithful in our beliefs and ideals of freedom, peace and democracy. We would not be frightened by Tarusa's armed aggression that endangers free trade by attacking merchant ships with its pirate submarine fleet.

The Presidency of the Republic also ordered the expulsion of 95% of the Imperial diplomatic staff from the soil of the Republic of Remion and Porto Tien. The Foreign Ministry declares that the closure of diplomatic relations between the two nations has never been so close. No new visas will be provided to citizens of Tarusa Empire until a date to be determined.

We would like to clarify that the Propontine Straits are Pelasgian territorial waters, and that Pelasgia can therefore deal with them as it sees fit, including by militarising them or limiting access to them. Though Pelasgia has long chosen not exercise this right, and does not indeed intend to do so anytime soon, it remains inalienable.​

Regarding the EF Mandates, Pelasgia is open to a diplomatic approach to terminating the Mandate of the Ispilistines and hopes for Remion's support in that matter. Nevertheless, we shall keep our options open, given that the people of Philistaea long ever more openly for their return to the Empire's fold. Given the situation in Eugenia, I am sure that you will understand our sensitivity on this issue.​

The Serbovian government issues its formal and public condemnation of Remion's attempts to have the Federal State of Serbovia, and its partner the Empire of Tarusa, dislodged from the European Forum. We call upon Tibur to cease and desist from its policies of warmongering and its provocations against the Serbovian people and its allies.

For the last twenty years, Serbovia has worked to reconstruct North Thrakia and to repair the physical and mental wounds caused by the Thrakian Civil War. This work has always been done in close cooperation and in agreement with our local partners in the region. For Remion to portray the Serbovian presence in Thrakia as some kind of a military occupation is not only a blatant lie, but an offense to all those Serbovians that have worked - sometimes at the cost of their own lives - during these two decades to help the Thrakian people recover from their destructive civil conflict.

Due to the work done by the Serbovian government and our Thrakian partners, North Thrakia now enjoys prosperity and peace and has truly become a region of harmony between different ethnic and religious groups. Serbovia remains committed to its responsibility of guaranteeing peace and stability to the Thrakian people, and stands ready to assume responsibility for the whole of Thrakia with the reduced presence of the Tarusans in the country. This process will be implemented in close collaboration with our local partners, and listening to the desires of the Thrakian people.

From the point of view of the European Forum, nothing will have changed, except the thin red line dividing North from South will be consigned to history and will no longer be an obstacle to Thrakian reconstruction. Remion now stands against peace and stability of Thrakia, and against the good of the Thrakian people. Their desire would be to return Thrakia to the status preceding the Serbovian-Tarusan intervention of 2003.

Remion would invite the horrors of civil war and genocide to Thrakia in the name of its own geopolitical advancement. Clearly, it is the continued aim of Tibur to generate regional instability for its own political gain, as we already saw in the failed Remionese attempt to seize control of the Zara region of former Pannonia. While that attempt was thankfully overcome by our Tarusan friends and their allies in Pannonia, the Remionese imperialist now rears its head again attempting to shut down the voice of Serbovia and to reignite the Thrakian Civil War.

Serbovia has always been on the side of peace, but will not hesitate to retaliate in a proportional manner against the aggressions and provocations of the malevolent regime currently in power in Tibur. We call upon the international community to recognize Remion as what it truly has become - the greatest threat to international stability and peace. Serbovia will not be intimidated by these Remionese actions, and we will continue to safeguard our interests and those of our Thrakian cousins against these imperialist plots. The line will be drawn here.

In light of the news of the sentencing of the 196 Tarusan soldiers for their crimes against humanity, His Excellency, Presidente José Constanza, fears for the safety of the 29 sailors of the merchant ship Oyleric who were kidnapped on the high seas and are currently being illegally detained in the Noks Free State. Specifically, he worries that brutal reprisals against these innocent men who were abducted by the pirate forces of the Imperial Tarusan Navy are imminent, and though la Gran República Archipelágica de San José was fortunate none of its sailors were unlucky enough to be part of this terrible situation, El Presidente cannot tolerate the actions of this insane Tsar and his evil empire any longer, whose ill will endangers all peace loving nations of Europe.

Therefore, I have been authorized by Presidente Constanza to reach out to this venerable office, per this top secret communication, to propose a joint special forces operation to rescue these poor souls from further torment, torture, and a slow death for crimes they did not commit. We are honored to provide agents from our special forces to travel to Remion for the purposes of training, gathering intelligence, and ultimately functioning as the vanguard in a discrete rescue operation within the Noks Free State, combining Josefino strengths of centuries of smuggling and asymmetrical warfare against agents of the Global Exploitation Conspiracy with superior Remi technological capabilities and recent experience in Zara.

We are under no illusions: this is a grave operation we are proposing, one where the risks are high and the punishments for failure severe.
