Treaty of Fraternal Friendship and Strategic Cooperation
Between the Republic of Azilia and the Directorate of Averin
Preamble
The
Republic of Azilia and the
Directorate of Averin,
Recognizing their shared history of cooperation, including decisive collaboration during the Liberation and Reorganization of Montelimar;
Affirming their status as the two sovereign pillars of order and stability in a world dominated by monarchies, liberal democracies, and the global ambitions of the communist power;
Acknowledging the mutual benefit derived from coordinated development in industry, security, science, and national progress;
Desiring to renew and strengthen the friendship which served as the foundation of past victories and future achievements.
Article I — Formalization of Friendship
- The Republic of Azilia and the Directorate of Averin affirm a relationship of friendship, mutual respect, and sovereign equality.
- Both Parties commit to deepening cooperation in all political, economic, security, scientific, and cultural domains.
- Neither Party shall support, harbor, or encourage dissident groups, counter-revolutionary elements, or exiled factions hostile to the other.
Article II — Five-Year Non-Aggression Pact
- The Parties solemnly agree that no military, paramilitary, intelligence, or indirect hostile action shall be undertaken by either against the other.
- This Non-Aggression Pact shall remain in effect for five (5) years, automatically renewable unless one Party provides notice of intent not to renew at least six months prior to expiration.
- The Parties shall resolve all disputes exclusively through diplomatic consultation, high-level dialogue, or the Joint Commission established under Article IX.
Article III — Intelligence Liaison Exchange Program
- The Parties shall exchange two senior intelligence officers each, stationed permanently within the counterpart’s national intelligence headquarters as embedded liaisons.
- These officers shall be empowered to:
a. Facilitate instant intelligence sharing on threats to national stability;
b. Assist in monitoring, locating, and neutralizing dissident groups;
c. Coordinate counter-espionage operations, foreign and domestic;
d. Support joint action against subversive organizations operating across borders.
- The Parties shall establish secure communication channels to support this cooperation.
Article V — Space and Scientific Cooperation
A. Student & Technician Exchange Program
- The Republic of Azilia shall welcome Averinish academicians and technicians into the Azilian Space Agency (ASA) and affiliated universities for advanced training.
- The exchange shall operate on a rotational basis, with a maximum of 50 students and technicians per year per the ASA & Universities.
Article VI — Protection of Scientific and Industrial Assets
- The Parties condemn any sabotage or theft by foreign interests targeting national industries or space programs.
- They pledge to provide mutual assistance in identifying, exposing, and neutralizing hostile foreign actors.
- Historical acts of sabotage committed against Averinish facilities before their reconstruction shall be recognized as a shared grievance.
Article VII — Security and Stability Cooperation
- Joint operational planning may be initiated when mutually agreed to enhance border stability, maritime security, or protection of strategic infrastructure.
- Both Parties shall notify one another of significant military exercises conducted near shared borders or maritime zones.
Article VIII — Cultural and Scientific Exchange
- The Parties encourage academic, cultural, and technical dialogue between their peoples consistent with national values.
- Exchanges shall focus on fields that reinforce national strength, discipline, social order, and the advancement of technology.

Article IX — Space & Military Space Cooperation
- Covert Launch Support.
Azilia’s NovaLink Systems and ASA shall quietly assist in:
- Calibration of Averinish launch guidance systems
- Redundancy systems for upper-stage ignition
- Development of secure encrypted telemetry
All cooperation will be disguised as “civilian research exchange.”
- Contingency for Rapid Satellite Replacement.
In event of wartime loss, both Parties agree to expedite emergency launch capability for the other, bypassing standard regulatory and space-range clearance procedures.
Article X — Directed Influence and Foreign Operations
- Coordinated Political Influence.
The Parties shall avoid interfering with one another’s networks in foreign states, except by mutual approval.
- Actions in the communist superpower are limited to intelligence collection and asset monitoring.
- Information Warfare Cooperation.
Both Parties will:
- Share state-media narratives;
- Co-produce disinformation streams targeting dissident diaspora groups;
- Conduct joint monitoring of foreign digital platforms for anti-regime content.
- Protection of Regime Leadership.
The intelligence services shall coordinate to detect foreign plots against the Caudillo or the Director.
Article XI — Extreme Measures Clause
This clause is to be hand-copied, not digitally reproduced.
- Should either regime face existential internal revolt, the other shall:
- Provide covert material assistance;
- Supply intelligence on foreign backing for the revolt;
- Facilitate the transport of auxiliary security personnel disguised as civilians or technical workers.
- Should either regime be overthrown:
- Prearranged evacuation routes for leadership and archives shall be activated;
- Surviving loyalists shall regroup in the territory of the other;
- Plans for political restoration shall be jointly developed.
