ULTRA SECRETO

Your excellency,
The plan goes forward as intended, but there have been a series of events which surprised us and which might have the force to influence life in Loago not only in the Limestone Coast and the Walalands but also in the Fantelands.

Bulawayo, city in central Loago, divided by the Bena River, is currently the official seat of power of the United Tribes, the polity representing the Fante, friendly to the Federation. The city itself is divided in two sectors, the northern one, on the right banks of the Bena, up until a few hours ago under the command of the Maseru government, while the southern sector, on the left bank, under the sovereignty of the United Tribe.

Early this morning, rebels under the red flag and command of Masimba have attacked with artillery and mortar fire the northern sector of the city, rendering the northern barracks unusable and leaving the television tower on fire. While no damage was reported on the south side and from the Fante themselves, this is an important development as it clearly tips the balance from the Maseru Government over to the League of Communists in the Walaland.

The Wala fighters in the Loagan Security Forces have low morale and do not understand why they should be fighting for a white minority government that is ready to also send them to the high North in Caledonia to fight the communists there too, especially when the League of Communists states that they are fighting to create an independent, sovereign, Catholic and Communist Loago. Their low morale has shown today too as they have literally surrendered to the communist rebels after the mortar fire and thus have given the League of Communists the first city they will actually own, rather than be a rural guerrilla.

The Fante Tribal Council is concerned that should the LLC manage to defeat the Maseru government, they will turn towards the Tribal Union and they expect nothing but a genocide coming from the communists under the rule of Masimba.

While I understand the need of Natalia to see colonialism disappear from its backyard, I have a feeling that Operation Scarlet Gator must be aborted as it is too risky to have independent investigators create links between the LLC and Natalia, while at the same time, I feel that we might have created a monster and might have propped up the LLC a bit too much as things might seem to be spiralling out of control.

At the same time, I message you to convene the message of Ndidi Obey, the High Chief of the Fante Tribal Union who asks for us too keep the Bulawayo International Airport open and if needed even send some soldiers here to help defend the airport as it is an important lifeline not only for the Fante itself but for the Upper Bena Mining Union too. At the same time, he requests that we begin the 1st stage of operation Eileen and begin the arming and training of the Fante militias to defend themselves, as from the looks of it, the clock is approaching midnight for the Maseru government.

Best regards,
John Acton

TOP SECRET - CHAKAVAZINKA

Your excellency,

The defection of Seathan Forsaidh and his disclosures about the Caledonian re-colonisation of Loago has done much more than we could have even hoped for. Pressure is now put on the Caledonians to retreat. While we expected Azraq and Pelasgia to do it, we must make sure that there are no other actors but the Loagans and us here when Operation Eileen will finish. That will represent the true success of our mission.

As of yet, our pre-Eileen mission has gone very well. I can proudly state that the Fante Tribal Union's armed wing, the Mai Mai are fully equipped with Natalian made Vektor R4 and old Burgundian made FN FAL rifles, 50 old Mamba APCs, 20 Ratel IFVs and even 5 Oliphant mk3 tanks. After my initial observations, should operation Eileen begin, we might be able to provide an aerial bridge to supply Bulawayo with everything it needs to push for the complete liberation of Loago. The current arming of the FTU has cost up around 900 million NAP.

Initial reports show that the LLC use technicals, especially improvised pick-up trucks with a machine gun put on them to form their mechanised units. They lack armoured units and aerial support, but they have managed to become the biggest and most important dissident group among the Wala people, and thus a push of the FTU towards the coast won't be seen by the Wala as a liberation from Maseru, but as an invasion from inland. Should we not strike with sufficient power during Operation Eileen, we might see Loago broken in two countries, a tribal Fante state and a communist Wala one.

On the other hand, the Security Forces, loyal to Maseru still have the Drachenfels Regiment aligned to them. They use Caledonian name weapons and are believed to have around 300 APCs, 70-100 Infantry Fighting Vehicles, around 30 helicopters and 20 or so jet fighters. The main problem of the security forces is the lack of resources and spare parts. Since the coup, Maseru is struggling to find the necessary oil on the market as it has been blacklisted by all nations that did not recognised the military regime. All but Eiffelland. Hence, they are dependent on the black market for fuel and spare parts, but they are extremely vulnerable to the successes of the smugglers to bring them their supplies. From what I have understood, around 60% is not even more of their equipment is inoperable. Hence, they actually depend on the Drachenfels Regiment to provide them with aerial domination.

Considering the animosity between the Caledonian Toseach, Olibhia MacAnndra and the Toiseach of Loago, Calum MacMhaoilin, it is clear that the Caledonian peacekeeping force isn't coming to prop the Maseru government, but to form a national unity one, and thus create something that will attract the Wala from their loyalties towards the LLC but also befriend the FTU. Ndidi Obey has stated that the Tribal Union has no reason to support this idea of national unity government. With the international pressure on the Caledonians, we believe that they will retreat soon and thus it will be a matter of weeks, if not days before the Maseru regime will collapse and the LLC will overwhelm the Limestone Coast.

The Mai Mai have been put under the command of your fellow colleague and alumni of the Harton Military Academy, Cornelius Holden Ndjoba. He stated that you two know each other as you both hunted for Rhinos in the Golden Plateau back in the day. I do believe he is competent enough to be a commander in Operation Eileen.

Best Regards,

John Acton

TOP SECRET - CHAKAVAZINKA

Your excellency,

While we understand that Operation Eileen has started and might be a bit hard to do the following, considering the recent developments, the Federation is interested in opening a Permanent Mission in Maseru too, so it can have a liaison between Florida and the National Unity Government. Considering the way we set up and have been the main sponsor and supporter of the Fante Tribal Union, we will not close our Mission in Bulawayo, but we will reduce our presence there.

Recent information we have received has shown that the Empire of Azraq is interested in gaining the upper hand in influencing the policies of the FTU and they might be successful as there are many elements in their culture and religion that makes them very similar to the Azraqi, especially Dawamalians. Natalia does not have its soft power designed to combat the religious influences of a country which represents the main defender of the Islamic faith, especially seeing how close the Fante are geographically with the Empire. Thus, we need to create a plan B, should we lose our influence in the FTU.

We thus want to set up a new Permanent Mission, as we are not recognising neither regime in Loago, in Maseru and we need our best diplomat and Loago specialist there. You are to contact the National Unity Government and start proposing to them a path towards complete independence which is offered by Natalia which will make Loago a part of the big league in Himyar and see the H3 become H4, with the condition that the Caledonians completely leave the country and PACFOR is disbanded.

You are to reach to the PM of Loago, Mosi Kamara and promise him Natalian spare parts for the equipment of the Security Forces and oil and petrol to be imported to the country, from Shaeioumlah, through a Natalian intermediate, so it can avoid much of the embargoes and sanctions that the country was put on since the military coup.

You are to promise him that Natalia will fully support the NUG and Loago with both military and economical aid programs only if and when PACFOR is disbanded and Maseru declares complete independence. Natalia will then recognise his government as the sole legal representative of the country and people of Loago, be them Wala, Fante, Caledonian, Gunnish or Engells as long as their rights are respected and Loago continues to be a welcoming home for them.

New code for this: Operation Savanna.

We are expecting a white drain from the country. While Caledonia will be a natural destination for the Celts, Port Stanley for Gunns and ETCOS for Engells, you are to present Natalia as a closer and much better destination for them all, which welcomes them and does not see them as 'returnees'.

Subject: Rhinos in Loago
TOP SECRET - CHAKAVAZINKA

Your Excellency,

Our service has received quite a surprise message a few days ago from one of the agents which we have thought of to be dead in the chaos that currently is Loago. It took us some time to fully analyse it to be sure that it came from him, but it seems that Agent Zebra is active again. He has sent us a message from around Baki, Cabaon where he has colluded with a Cabaonian dissident group led by Fela Kazi, the National Democratic Front for the Liberation of Cabaon (Ahmari).

He has managed to secure the trust of their main commanders, an Urudoah woman named Zahira el-Javid and a Cabaonian man, Abdallah Mohammed Kamil. He has stated that the Ahmari have are have been allied with the LLC when both Loago and Cabaon were under Caledonian administration and that both were holding training sessions in a region of Loago close to Lake Kubwa, under the supervision of the Burukova Syndicate. It is our belief that while it is possible for the League of Communists to try to find allies in other Himyari colonies, we don't believe that such great training camps can be set up bringing all the dissident groups that the Ahmari told him about together.

Even so, it seems that the Rhinos have been active in Loago and the NDFLC has trained together with them under the supervision of the LLC. Agent Zebra has sent up the coordinates for three potential training camps set up by the LLC where the Cabaonians state that the Rhinos are currently training and preparing to resume their guerrilla campaign in the Captaincy-Major of Loda and Rozvi.

Our main contact within the NDFLC, through Zebra is Zahira el-Javid and she has promised to show us the full extent of the Rhino alliance with the LLC, potentially with RANU too if we help them set up a new government in Cabaon, as they fear that the void left by the Caledonians will be filled with pro-Azraqi Cyanopians, leading to annexation.

My service has decided to go forward with some limited support for the NDFLC and we have receive a green light from Casa Azul to start arming the group with small arms and fund them, even offering them political support in recognising them as the sole liberation movement in Cabaon.

I do recommend a series of surgical strikes against the three camps that have been revealed to us by Zahira el-Javid, as we have observed increased activity at the three coordinates, including armoured vehicles. Until then, I must investigate and understand clearly why the NDFLC broke away from their alliance with the LLC. The last thing we want now is to arm them in the hopes that we would win influence in the region, only to have them flush the funds and weapons to the LLC or use them to turn against us.

Signed,
Thomas Burns

Natalian Defence Force

Council of National Defence
From; James Woodward, Supreme Commander of the NADF
To: General Peter Mariano Perez, Commander of the NaEAC in Loago
Subject: Operation Grapple
TOP SECRET - CHAKAVAZINKA

General Perez,

As per our latest discussions, the Council of National Defence has come to the decision to treat the tips received by the Directorate of External Reconnaissance as being truthful. After a series of screenings of the informers that we have in the interior of Loago, we have come to the conclusion that there is quite a large group of Rhinos what wish to defect as they feel that this time, there really is no chance to start the long promised national religious insurrection in Natalia. The growing lack of dissatisfaction within the ranks of Rhinos and Loagan Communists can be traced to the victories at Luboya, Moyo and the success of the Bloody Zebra offensive in Loago, but also by the coming to power of the Ahmari in Cabaon, leaving them without their only ally. With expect more and more defections to follow, especially now that we have issued a promise of amnesty to everyone giving us viable information that leads to the capturing or killing of either the Warlord Mutupo Sibanda, the leader of the Rhinos or of Masimba, the leader of the LLC, plus the offering of monetary rewards on their heads.

Attached to this message are the signed orders for Operation Grapple, set up for a quick mission which can fully cut the head of Rhino leadership and thus end any threat of a second Natalian Bush War without it even beginning.

Operation Grapple
  1. Situation
    1. Enemy Forces: Expected 2,000 Rhino and LLC forces garrisoned at the target (Kipande Farm), with up to 5,000 reinforcements expected to swarm from all over the place once the attack commences.
    2. Own Forces: A total of 50 helicopters (25 NAAF Atlas Oryx transport version, 15 LAF Hueys, 5 ETCOS Jayhawks, 2 NAAF Atlas Oryx gunship version), plus two AC-130 Spooky gunships provided by the NAAF;
    3. Terrain: Coastal, along the southern shores of Lake Bado, 30km N-W of Mulume. The whole region is marshy as the dry season is reducing the quantity of water in the lake. The Kipande Farm has been the main headquarters of the Rhinos and is expected to be surrounded by minefields.
    4. Population: 2,000 guerrillas and probably 500 labourers at the farms itself. Our intel states that Mutupo Sibanda has returned to the farm in the last days and every morning he starts his day by seeing a parade of his guerrillas in front of the Manor house. After the parade every day at around 11am, a convoy of 4 lorries comes and brings supplies, food and ammo. In the next week, the number of guerrillas is expected to grow by 5,000 as Kipande is seen as a stop on the way between the west and the coast. With the recent alliance between the PoBIS and the Rhinos, it has been reported that a PoBIS delegation will come to meet with Sibanda and he will most likely use those new units to show his new allies a grand parade.
  2. Mission: To capture of kill Mutupo Sibanda, his lieutenants, such as Tapiwa Chirau, Garai Mungoshi, Rud Mutambara, Tashinga Chimusasa and Munyai Mujuru. To disable as many Rhino, LLC and PoBIS cadres as possible.
  3. Execution:
    1. Task: There will be two diversionary attacks, the first one around Sebba, organised by the Kaffarrian Battalion and a raid on Koro Toro organised by the Mai Mai and the Azraqi Special Ops. As operations there will attract the LLC guerrillas towards those two towns, we will begin the main assault. In the first phase, we will have 10 Cheetah and Hunter jet fighters in the air, ready to begin the first attack. The operation will start with a DC-10 plane of the now defunct Austral Airways (the flag carrier airline of Loago) flying over the target. We expect the guerrillas to disperse, but as they will see it is a false alarm, they will return to their normal activities. The main point of attack will come after they resume their parade and/or training. In a first wave, the 10 jet fighters will launch a series of bombs on all forms of armoured cars, technicals, AA guns, or even tanks. Afterwards, the hellicopters will storm in, forming two perimetres, a big one around the whole farm, to keep the rebels inside the killing zone and afterwards to keep reinforcements from approaching the farm from outside and a smaller one, around the Manor House. 500 Natalian, 120 Loagan and 55 ETCOS Commandos will be transported in the helicopters and will get their feet on the ground by rappelling from them. The ones coming from the helicopters in the outer perimeter will provide covering fire for the ones in the inner one. The ones coming from the helicopters in the inner perimeter will assault the Manor House and try to capture and if not, kill the targets. The gunships will target the interior of the farm before the rappel and afterwards will move to provide covering fire against incoming enemy reinforcements. It is expected that around 200 technicals or more will swarm towards the farm once the attack commences. Once it has been reported that the targets have been captured or neutralised, the helicopters, three by three will land so that the soldiers can board them, while the others provide covering fire. Once all soldiers are on board the units retreat back to base.
    2. Coordinating instructions:
      1. Timing: On H-hour, D-day, raids will commence at Sebba and Koro Toro. On H+1, a DC-10 will take off from Maseru and will fly over the targets. At H+1.25, The Code name for the beginning of the operation will be given and the helicopters will take off. At H+1.45, the support jets and the gunships will take off from Maseru. At H+2.15 it is expected for the jets and the gunships to reach the target. At H+2.25, the helicopters are to reach the targets and start forming the perimeters. At H+2.30 the soldiers are to rappel. No later than H+3, are the soldiers to take control of the Manor House and neutralise their targets. Any delay represents a severe threat as the chances for the units to be overwhelmed by enemy technicals and soldiers increases. The loading of the helicopters must start no later than H+3.25 and be done by H+3.45 and by H+4.45 the helicopters are to be back to base.
      2. Assembly Area: Point Alpha at the Military Garrison Base in Maseru for the Natalian commandos, Point Tango at the Maseru International Airport for the Loagan and ETCOS commandos;
      3. Forming up place: Point Lima, 2km N-W of Maseru, where the Natalian, Loagan and ETCOS helicopters meet up.
      4. Start Line: Point Omega, 3km S-E of the target zone;
  4. Admin and Log:
    1. Weapons and Ammo: Vektor R4 with 5 mags of 5.56×45mm bullets for Natalians, FAL with 5 mags of 7.62×51mm bullets for Loagans and ETCOS, Atlas NTW Anti-Materiel rifle with 5 mags of 20×82mm bullets, Vektor SS-77 Machine Gun with 7.62×51mm bullets and Milkor Multiple Grenade Launcher with 12 40mm grenades for support soldiers;
    2. Resupply: Generally not needed as the operation will be short. 3 Litres of water will be given per soldier and each helicopter will be equipped with 20 MREs in case of crisis.
    3. CASEVAC procedure: Two Oryx and Three Jayhawk helicopters have been designated as CASEVAC helicopters and they will be ready to land if it won't be too hot to evacuate WIAs and transport them to the Field Hospital at Luboya.
    4. Dress: Savanna cameo uniform.
  5. Command and Signals:
    1. Command and Control: Colonel John Chitepo (NADF) will be the main commander, leading the units from one of the gunships.
    2. Radio Frequencies: 135.075 ICF VHF and 277.775 ICF UHF.
    3. Code Word for start of operation: Grapple for H-hour, Harmattan for H+1.25 and Poacher for H+2.25.

Directorate of External Reconnaissance

From: Thomas Burns, Director-General of the DER;
To: Yonela Ashleigh Dalasila, State President of the Federation of Natal;
Subject: Pelasgians in the South
TOP SECRET - CHAKAVAZINKA

Your Excellency,

As per our previous discussions, we have received our final reports from this stage of the operation and we can conclude that the anti-Pelasgian feeling is extremely strong in Nethian communities and has been observed by our associates not only in Natal but all over Himyar. This also comes together with a generalised antagonism against the political elites of the Bakeke and Bakintu for abandoning their people when they surrendered their sovereignty to the Pelasgian South Himyari Company. While we feel that this would be the perfect environment to push against Pelasgian hegemony and imperialism in the south, as we believe that the legitimacy of the government in power in Propontis is dependent on this avenue, and if this fails, we can see them waver from their position as hegemons of Himyar. At the same time, we cannot afford to openly criticise them and sour the relations with them, as we need to keep the Wadjet/Buto Sea clear and to keep trading with their gigantic market.

Hence, we will begin the following operations:

1. Operation "Kitara": Involving our cooperation with the Nethian Revolutionary Association and fund and even arm them so as they begin their insurrection in the Bakeke and Bakintu countries. As to not be criticised for directly arming them, we have created a network of weapon smuggling that starts from Loago and will bring them old weapons of the LNDF and weapons that we have confiscated from the LLC, mainly of Pelasgian production. While we let them go free in the islands of Southern Himyar, we will still keep them under supervision, if not even thoroughly infiltrate their ranks, to be sure that they won't go spreading Himyarist ideas that would threaten the racial concord of Natal and turn against us;
2. Operation "Mirror": Win international favour and world wide momentum by having third party allies of Natal join the WPC and start condemning the Pelasgian politics in regards to the southern territories. We believe that the World Permanent Congress is the best to do this as Pelasgia already has the image of a renegade after the rows it had with the institution itself and the World Zionist Congress.

We will create a series of networks so that any investigation organised by Propontis to find out where the funds from the NRA come will get lost, as we will move them through different banks in Loago, Cabaon, Kashtan, the liberalised economic zones of Kadikistan, Marsilia, and even Socialist Implaria (SWR).

Directorate of External Reconnaissance

From: Biria Mutezo, Director-General of the DER
To: Chael Iordanes Hadaatar, Lord Logothete of Nobatia
Subject: Himyari Report
SECRET - ⲙⲩⲥⲧⲓⲕⲟ

Your Excellency,

As per requested, this is the current situation in Himyar, along with details of the operations stated by your predecessor, Gabrielkouda Stratides. In general we observe a continuous deterioration of the image of Pelasgia in the Nethian communities across the continent as part of their colonisation of the Kingdoms of Keke and Kintu, whom they call the Far Southern Territories. We can see the slow development of nationhood in the peoples of the Dune Sea, which are against the current status the territory has between Pohjanmaa and Nedernesia. The following issues can be stated of the following:

Loago: Kanyembo Ntemena, the Mwene of the Loda and the southern forces are in control of about 80% of the country, with 15% being occupied by the friendly, albeit Azraqi aligned Fante Tribal Union and the rest being the communist resistance in the Alfajiri and the Post-Delegationists. The PDists are receptive to the idea of the Loago of Communities so we don't expect any issues. Slowly but surely Maseru manages to reaffirm it's sovereignty over the territory. There are still 3000 soldiers from the Expeditionary Army Corps, but they are part of the EHTO base around Maseru. Their number will be reduced to 1,000. There are about 500 gendarmes in the country part of the training mission to create a Loagan civil police and gendarmerie. About 2,500 Nobatian mercenaries from the Green Phalanx are present in the west, pacifying the country together with the Loagan National Army. We have advised both Maseru and the Phalanx to not move directly into the Alfajiri as we expect a strong and determined resistance from the communists. Under Ntemena, Loago is to be seen as a very friendly nation and a full member of the EHTO.

Port Stanley: The Stanleyan attack on Loago was a gamble that Chidne has managed to hit the jackpot with. The Commonwealth has been pacified since the leaders of the RANU group have been annihilated and their main supporter, Lev Burukova has been arrested. Even so, we still are to investigate to see how much the Chidne authorities have profited from the wave of refugees coming from western Loago, by providing them for certain sums of money with free passage to the west. Port Stanley is to be seen on friendly terms, as it is an associate member of EHTO, but with some concern, as they act brazenly during the war in Loago and we don't think we can actually put faith in their commitment to the organisation.

Dune Sea: The Dominion is dependent economically on Nobatia, as it's main partner, although trade with Port Stanley and Azraq is increasing too. We believe that Nobatia can pitch the fact that it is the main security provided for the Dune Sea, especially with the war in Loago and the closer NRA being active. We see hints of nationhood development in the different native peoples so we believe that it is a matter of time until the colonial status of the Dominion is put into question. We suggest opening a dialogue with Nedernesia about the future of the Dominion.

Azraq: The Empire is still reeling from its political crisis. We do wonder how much the Pan-Phutic ideology that keeps the country together can still rise up to the occasion especially with such a prolonged crisis and now the country preparing for it's 3rd election in only two years. The Empire has shown itself weak during the Loagan War and this concerns us, because it might end up as a hotbed of separatist activity, ready to break the plurinational country. Jugol is to be seen as a reliable partner, both economically and politically, but their hesitation in military matters has been observed. We should trust them, as associate members of the EHTO, but not put hopes in their support for the organisation.

Keke and Kintu: The old Benue kingdoms of the Keke and the Kintu have been taken over by the Pelasgians, namely the Pelasgian Southern Himyari Company, which with the help of Propontis is moving in settlers in extremely large numbers, generating racial, religious and political tensions. We can only describe the atmosphere as being resigned, as the Keke and Kintu peoples have been all but surrendered by their tribal authorities to the Pelasgians. Given time, we will see this resignation turn into rage. The territory is a powderkeg as it is and we feel that soon, the fuse will be lit. The settlement program in which Pelasgians cession the lands from the natives shows signs that it starts a refugee crisis with many of the locals coming to Nobatia, especially in the lands of the Rozvi, Loda and Mbunda. We suggest the government to put pressure on to Pelasgia to end the settlement program and to leave the territories.

Operation Kitara: The operation ordered by your predecessor is going quite well. We have completed step 1, making contact with the NRA, step 2, pushing the NRA into seeing Nethian liberation in Nzadiland, and the Far South rather than Nobatia and now with step 3, we have started arming them. Our aim is too have them start a liberation war in both territories so that the torch of liberation doesn't come from communist groups but rather from more traditionalist, royalist and nationalist groups, more in line with the traditionalist views of Himyar's politics. We have supplied weapons from Loago that have been captured to the NRA, with even of Pelasgian make, so that Nobatia can have deniability.

Nzadiland: The old Tyskonian colony has been the grave of the Germanian Kingdom's late monarch. There is currently a Marxist Leninovist group fighting to liberate the land from the colonists, but the fight is in a low intensity phase currently. The fight already generated a refugee flight, many going overland to Pelasgia, but some crossing the Anaxandros Channel into Nobatia. We strongly suggest the infiltration of the NRA into Nzadiland too, not only the Far South, so as to create an anti-communist front that fights for liberation too. If chaos ensues in the territory, we fear that another Expedition might be necessary, to at least create a pro-Nobatian buffer state, as per our forward defence policy, Nzadiland is too close to the homeland for us to let it slide into chaos and throw the region into an unstable battleground.

Pelasgia: The old Empire is going through it's own political crisis as the previous regime leader was assassinated by a radical group, we believe either Post Delegationist or just generic republican. Because of the SQT, there are no reasons for us to believe that the DKKP would have had a hand in the assassination in Sindos. Even so, the crisis ended with the restoration of the Empire under the Laskarids. Sadly, Pelasgia still has the audacity of thinking that it owns the continent, an idea that came after Kadikistan recognised it as such by inviting them to sign the SQT. This view of Dominion over Himyar is seen by the colonisation of the Keke and Kintu lands. Even so, Pelasgia is making efforts to increase cooperation between Himyari nations, as it just invited Azraq and Nobatia to an economical forum. We can see them as friendly, as they are Leontian cousins of Nobatia, and are associate members of the EHTO, but we must do something to stop the colonisation in the south, as besides problematic of the whole degenerate concept of colonialism, it is also a problem of Nobatian security, especially if it pushes refugees in our way and is ready to start a pan-Himyari Nethian indignation that can target us too.

Your excellency,

As previously reported, the current situation in Nzadiland is as chaotic as ever, but with a slow trend of stabilisation in sight. What I believe is that we see the creation of a series of warlord cliques, which in my opinion is a good development as it will soon replace the current chaos and 'everyone against everyone'
civil war with better fleshed out factions that will be ready to also start a process of nation building, rather than just living from a looting economy, like a horde from the middle ages.

After Operation Panga, we have observed that besides the initial success of destroying the training bases of the HPU, we have recorded an unexpected victory in having the HPU begin a trek from from the eastern coasts of Nzadiland towards the west. This is good news as we believe that it might mean that they would concentrate more on the continental regions of the Pelasgian Far South and into Serenierre, rather than Natal. While I don't believe the move itself comes directly from our bombing run on their camps, my reports from Nzadiland do state that the relationship of the eastern warlords with the HPU leadership has soared. An agent of mine, has reported that a meeting of Immanuel Aburu, the chairman of the Nzadiland chapter of the HPU with Blaise "the butcher of Mzembe" Bolasie and his militias went extremely sour, with even a stand off being close to explode in a gunfight taking place, before Aburu decided to back off and leave.

I've had some agents of mine approach some of those warlords, and I have found four of them with influence in the eastern coast, that would be ready to cooperate with us and become a de facto buffer state between Natal and the chaos in the centre and west of Nzadiland. Those are Blaise "the butcher of Mazembe" Bolasie, Cédric Mbemba, Issama Badibang and Yannick "One-Eye" Masuaku.

They have been very receptive to the idea of Natalian funding and arming so they can defend and if needed go full on the offensive and expand their domain. While they are in some views as barbarous and as chaotic as the others, with Natalian funding as the glue that brings them together, they are ready to cooperate, especially if the said funding is conditional to their cooperation. This Eastern Nzadiland Clique or the Uele Clique, after the name of the eastern coastal province, will need to have us and the diplomatic corps do more work to move them towards the position of respectable nation building, but I am quite optimistic that it can be done and even if we won't turn Nzadiland as a whole as an ally of ours, we will be sure that the coasts of the Westcott Channel are full on defended from both banks by pro-Camp Hill forces.

I will thus make three requests, first would be the creation of an Uele Clique fund, I think a 15 million NAP for each of them as a start to bring them together would be good, and then to have some Vektor weapons and Hartnett Defence vehicles, together with the necessary supplies would be a 2nd step. I will also request to have John Acton, the veteran diplomat from Loago, move here too, as he is the best at his job, and form a Natalian permanent mission in Uele and be our liaison with the clique.

P.S. I must have a talk with Issama Badibang to make him delay an attack on Fort Dorothea. Being the 2nd biggest city from Louisville and in rage for him, it makes the city a gem that he covets. I don't want to see him and the Uele Clique itself waste their soldiers fighting the soldiers of the Dual Monarchy still stationed there, when it's clear that they departure is a matter of 'when' rather than 'if'.

Best regards,

Your Excellency,

John Acton, as always is doing his magic as always. I can say that with the start of the Great Uele Conference, which he presides, the chances to see the Uele Clique become a real united movement in Nzadiland becomes more tangible by the hour. The main issue in this whole scene is Jean-Paul Cornet. He leads a region that was quite... shall I say... rich... in Tyskonian and Gallian tea and coffee planters, and after looting most of the ex-colonial mansions, he gained a taste for Gallo-Germanian luxury, that he would like to enjoy too.

Rumours have it that he was visited by some Pelasgians who promised him a crown, anointed by none other than the Patriarch of Propontis and recognised as by the Pelasgian Emperor. Of course, he was a bit unimpressed, for as much as he loves his pomp, he quite understands the environment he plays around and knows that without the support of others, there will be no chance he himself will manage to take the crown of the whole Nzadiland, without antagonising literally everyone else. Myself and Acton have also send him some messages and proposed the following:

i. An initial 10 million Natalian Pounds as a gift for his time and for listening to us;
ii. A crown, not for the whole of Nzadiland, but over the Southern Uele province, which would work, as a sub-state inside Nzadiland as the Rozvi Kingdom does inside Himyar.
iii. Being anointed as King of Southern Uele by the Tateguru of the Utatu Orthodox Church and recognised as such by the King of the Rozvi, the Paramount Chief of Engaruka, and the Chief of the Loda;
iv. Arming and training his militia and helping him secure the southern regions of Uele, down to the border with the Pelasgian colony of Antiperama.
v. After the war, the construction of a palace similar to Kraal Mzuzu, the hope of the Rozvi King, whose maintenance will be funded by Natal, as a sign of goodwill.

We believe that he will be more open to us rather than the Pelasgians, because we do know how the Kintu and Keke monarchies have lapsed under the Pelasgian protectorate into being nothing more than vassals of a colonial corporation, whereas we put him in the same league as a series of successful Nethian monarchs, above which, maybe only the Azraqi Emperor could hope to stand.

It is very important to keep Cornet pro-Natalian and have him be part of the Uele Clique, as it gives us complete domain over the eastern shores of Nzadiland and widens the boulevard of weapons and supplies in transit from Natal to Nzadiland. By now it should be seen by all of the potentates in Nzadiland, that Pelasgia wishes to impose their stooge as the leader of a future to be Nzadiland that would share the same horrid fate as the Kintu and Keke Lands.

As for the rest of the Uele Community, we have already send a first shipment of 500 Vektor submachine guns to Yannick Masuaku, with the rest receiving weapons once the conference ends. With the Pelasgians creating a government in exile in Propontis, I begin to see that probably not the pro-communist potentates would be our main problem, but rather, the ones that will be following the line of Propontis. I do believe a three way war would be about to break out in the region.

Thomas Burns

Members of the Board,
The recent happenings both in Himyar but also in Gallia and Germania have pushed us to further reduce our resources in Toyou, Scania and Westernesse/Occidentia to nothing more than a skeleton service and concentrate on the main issues at hand. Forward Defence of Natal as a priority in Himyar, and the containment of Marxism-Leninovism and the Kadikistani influence in Gallo-Germania without the direct start of a conflict. Hence, an amended budget and a new table of operations has been issued by the government
Commissariat for Himyar: 69.5 million Central Himyari Pounds (CHP);
  • Operation Panga: Bringing together the military potentates of the Uele Province in Nzadiland and push them to create a government that would be friendly to Camp Hill. As of yet, the initial bribes of 15 million for each have been coming directly from the Government under the form of the Uele Clique Fund, which we have consumed. Ten (10) more million have been used as a further bribe to Jean Paul Cornet. Fifteen (15) million have been used to requisition the promised weapons and to transport them to the Uele Clique and armed the militias of the aforementioned potentates. TOTAL COST from DER funding 25 million CHP. COST OF THE UELE CLIQUE FUND: 45 million CHP.
  • Operation Poacher: The hunting of the Himyari People's Union, especially the Natalian Chapter of the organisation. Current phase: Intelligence gathering on the positioning of new HPU bases within Nzadiland and the Pelasgian Far South. Current Cost: 17 million CHP, taking into account the previous phases and the NAAF bombing run over the terrorist bases in Uele. TOTAL PROMISED FUNDS: 30 million CHP.
  • Operation Grapple II: The hunting of Masimba, leader of the Loagan League of Communists, and his followers. Part of the operation includes the training of the Loagan National Defence Force to fight the asymmetric style of conflict against guerrillas. Current phase: Intelligence gathering for the Loagan Air Force. TOTAL COST: 19.5 million CHP.
Commissariat for Gallia: 25 million CHP;
  • Operation Red Wine: Aid the Aurarian and the Ducal Burgundian authorities in their operations to help Burgundian refugees escape the BPR. A system of rewards for each refugee and their importance in pre-revolutionary Burgundian society will be very soon implemented. TOTAL COST: 20 million CHP;
  • Operation Rotten: Intelligence gathering on the position of the Grand Duchy of Furlanie in regards to the ODS. Bribes to liberal politicians to criticise the government its pro-Kadikistani policy. TOTAL COST: 5 million CHP;
Commissariat for Germania: 20 million CHP;
  • Operation Sathmar: Intelligence gathering on the People's Republic of CBS and their governments potential hostilities to the Federal Kingdom of Etruria. Building of an anti-communist resistance network in CBS; TOTAL COST: 17 million CHP;
  • Operation Torque: Training with the Etrurian and Eiffellandian intelligence services, with the final goal to offer them the know-how for creating a stay behind army that can be activated in case of Kadikistani occupation. TOTAL COST: 13 million CHP;
Commissariat for Kadikistan: 15 million CHP;
  • Operation Family: Intelligence gathering on the current situation of anti-revisionist and rejectionist elements within the Communist Workers' Party. Building a network of supporters which would be ready to fight for the return of the clans, against the new order and the RYL. TOTAL COST: 15 million CHP;
