The Supreme High Command based in Dun Eidynn is probably what you're looking for, and for ease of communication, just send a diplomatic communique to my foreign affairs office, as I'm technically the head of said coalition.
 
By the way, can folk chime in here if they have any Caledonian refugees, and if so, approximately how many? Please keep in mind that the prewar population of Caledonia was 27 million, so let's not get too terribly crazy. I'm thinking 3 million total refugees sounds more or less right, but we can alter that accordingly.

EDIT: Adding a tally of sorts so we can better keep track.

Let’s say we have 10-15 thousand maybe 20 thousand cuz Istavania kinda likes taking Christian refugees. We sent aid that reached hundreds of thousands so we did a lot without letting in many immigrants

Pelasgia got 100,000 as part of the official programme and probably a few more before the official programme got going. So I'd say around 110-120,000.

Somewhere between 600K and 900K, possibly more. I made a post about trying to integrate them into society and also about how they were being helped to get there, but I also said I was taking Justonian refugees.
