BY ORDER OF HIS SERENE HIGHNESSE'S GOVERNMENT IT IS HEREBY DECLARED THAT:

the so-called organisation '24th of May Revolutionary Brigades', based in Serbovia, and all of its known members, affiliates and aides, is to be declared a terrorist organisation.

Sanctions and embargoes shall be put in place against all known members, affiliates and aides of the terrorist group effective immediately. All financial accounts in Vrijpoort and her Overseas Crown Colonies linked to the terrorist organisation and its members shall be frozen.

Legal and natural persons located anywhere in the world that send or attempt to send monies or other financial products to members of the terrorist group shall be in breach of these sanctions if the transactions start, end or pass through entities registered in or operating in Vrijpoort or her colonies. This includes Vrijpoort-registered subsidiaries of foreign entities or persons.

Furthermore, any transaction connected to the so-called '24th of May Revolutionary Brigades' that involves the Vrijpoort Florin currency, irrespective of the location of the bank account or institution, shall be considered a breach of the sanctions.

Legal and natural persons, especially banking institutions, that are knowingly or unknowingly complicit in aiding such transactions shall be considered in breach of the sanctions and will be prosecuted and/or fined according to the statutes set forth in the Seventh Anti-Money Laundering Directive 2020. Jurisdiction for such cases lies with the First Circuit Court of the Central District of Vrijpoort.

Legal and natural persons that are found to be aiding the terrorist group via non-Vrijpoort currencies and via institutions without connection to Vrijpoort or her colonies shall be put on the the Financial Conduct Authority's Sanctions & Embargo Breach Watchlist. Such entities and persons will be barred from entering Vrijpoort and colonial territory and shall be barred from conducting business or financial transactions that pass through Vrijpoort or her colonies. Natural persons on the FCA watchlist are liable for immediate detention by officers of Immigration & Checkpoints Authority Vrijpoort.


Financial institutions and banks concerned that they might be in breach of this new sanction should have their compliance department contact the Financial Conduct Authority posthaste for further consultation. Institutions are reminded that each transactional breach carries a minimum 1 million florin fine.

Overall financial policing of the FCA's sanctions and embargoes policies lies with the Financiële Garde (Financial Guard).

Full cooperation of the Serbovian authorities, and exchange of any information needed in the inquiry, will be given to the appropriate agencies regarding the recent arrest of four Serbovian citizens suspected of illicit money laundering. In particular, we are interested in the alleged links between the suspects and the 24th of May Revolutionary Brigades and any information relevant to the international fundraising efforts made by members of the group.

It is in regards to the situation that has devolved in the former state of Pannonia that we reach out to the City State for a mutually beneficial arrangement. For generations the aristocracy of Tarusa has used the flexible and sometimes questionable banking and business world of the city state to their advantage. It is with these ideals in mind and the immediate threat that we face together of the Republics threat of a greater scale against your own military personnel and our own.

The Ministry of Defense has asked that we use our personnel in the Embassy to relay this private message directly to his counterpart in your country. First and foremost you no doubt are aware of the threat to use search and seizure on our vessels traversing the waters on the fringes of the Meridian and Thaumantic seas that are destined for Csengian harbors. This has never been specified how or what type of vessels they will attempt to stop and seize, whether just military in nature or as we suspect, most likely commercial. How they will know the true destination of these ships without boarding them and acting illegally is a measure we do not yet know. Obviously we have commercial traffic that travels these sea lanes destined for Thrakia, The Noks Free State which are dependent upon us and are integral institutions within the Imperial framework.

With that in mind we have begun deploying additional naval assets which we will alert you to now into these waters to protect our shipping and attempt to stop the illegal boarding of our vessels, by any means necessary. These are not just limited to surface combatants, submersibles are being involved in the operations as well.

The next matter of business is, we would like to inquire about using the harbors of the city state to continue to supply our current forces and that of our allies in Csengia. The shipments will of course be sometimes of questionable items that would technically be "contraband" as it would be munitions and military supplies, the manifests of these ships will claim they are destined elsewhere, such as Thrakia, or The Noks Free State, or any number of locations and will be making a routine port call in the city state. Other shipments that would be carried out will be that of regular supplies, food, medicine, etc. These we can call "humanitarian" supplies, some of which may find their way to the people, but it is mostly to keep our units supplied so they do not resort to other measures against the populace to maintain combat capability. We will still be sending some ships towards the ports of Halaszbastya and Sankt Viet but these will be under naval escort.

Please accept sincere apologies for the delay in our response and the inability for our country to aid yours in a time of great need. Despite our delay, we are glad to see that, more or less, overall goals have been achieved. The hypocrisy of some states claiming to fight on the side of democracies is most distasteful. The disintegration of Pannonia began with undemocratic secessions backed by violence. There were no debates, votes or legal decisions made. But that has been done and not much can be done about it.

In the meantime, especially now that Csegnia's borders have been altered and shares a frontier with Thalgau, the ports of Vrijpoort would make an efficient and easy connection from the sea lanes to Csegnia's interior. While certainly the ports of Sankt Veit are in full swing, the addition of using Vrijpoorter ports will certainly aid in the distribution of goods to your military as well as civilian populations. The road and rail links that connect Vrijpoort to Thalgau and further on to Csegnia have the capacity to move goods quickly and in large volumes.

Given that the war has calmed down we do not see an issue with having Tarusan military and civilian supplies, as well as humanitarian supplies, pass through our ports. We are delighted to inform you that Jurong Port and Westpoort, two of our largest commercial ports, will be open for business and, may we add, at a special discounted rate. Jurong Port, operated by Standard Ports, and Westpoort, operated by World Ports N.V., will handle the scheduling and paperwork for imports, transit passes, etc.

The RVEF, which is manning border checkpoints between Thalgau and Csegnia for the time being, has been informed that trucks and cargo trains carrying goods bound for Csegnia, have been deemed satisfactorily inspected and approved upon departure from Vrijpoorter ports, meaning no further inspection will be required at the border.

Food, clothes, medicines, fuel, other basic goods and even munitions may transit. Larger weaponry, such as vehicles, however, should continue to be transported directly to Sankt Veit as we do not consider it prudent at this time to be moving heavy weaponry and vehicles through our territory.


We would also like to suggest that our armed forces begin exercises together, both locally and further afield, so as to better practise communication and cooperation in the event of war. We suggest the following:

- Joint patrols of the Emerald Straits and northern Meridian Sea between the Tarusan Navy and the Royal Vrijpoort Admiralty​
- Joint patrols of the Tarusan Air Force and the Royal Vrijpoort Sky Force over the same waters as well as over Vrijpoort, western Thalgau and southern Csegnia, including aerial refuelling and use of each other's air bases to practise inter-base usage for re-armament, crew changes, etc.​
-Larger-scale land force exercises between the Tarusan Army and the Royal Vrijpoort Ground Force at the Prince Lamberti Exercise and Target Range in the Overseas Crown Colony of Batavië​

While the reply may be late to the affairs and some parts of it have become irrelevant given the outcome of the situation we must still be wary of the situation and be prepared for any situation to possibly flare up and cause a resumption of hostilities as there are still certain issues that must be addressed from the conflict and from the outcome of the conflict.

We do look forward to and agree with the ideas of mutual cooperation and exercises between our armed forces to better help maintain the current status quo for the time being. We hope that with this growing cooperation we could come to an agreement on allowing Imperial warships the right of port calls in the territories of the Principality.

We also would like to in the near future reach out and begin discussions with leaders in certain sectors of industry and our own personnel with that of the Csengians, Serbovians, etc, to come to a plan for the reconstruction and re-establishing the greater economic well being of the new Kingdom of Csengia so that it may flourish greater than the Pannonian state as making the Kingdom back on its feet will be a benefit to all parties involved and bring back more normalcy for the Csengian people.

In accordance with Directive 276 executed on this day by the Senior Minister's Office, all civilian ships operating within the Bonaventura Bay, the Emerald Straits between Vrijpoort and Ebria and the Emerald Sea north of said straits, are hereby advised that the Royal Vrijpoort Admiralty will be conducting patrols in these waterways to protect civilian shipping, particularly ships coming from and going to Vrijpoort. Any ships under duress may radio for assistance and help will be dispatched if within reasonable range.

The RV Admiralty is ready and willing to cooperate with other naval forces in the region to protect unarmed civilian shipping.

Any naval or aerial threats to the ships of the RV Admiralty fleet will be responded to with lethal force. Any threats to civilian ships in the aforementioned area will be warned once before the fleet engages with weapons.
