The Federation representative had been quiet until this point, preferring to observe the proceedings then speaking, the Federation's belief in the effectiveness of the EF was tenuous at best and the Remion Representative had done well enough, but there was a moment for the Federation to add on.

We did discuss the formation of a peace-keeping force in Pannonia, but I don't think we already discussed which countries would deliver troops to the peace-keeping force. I haven't discussed a response with my government, but I have the very strong feeling that in this case the Tarusan and Pelasgian mercenaries will be replaced with Tarusan and Pelasgian regular troops. I understand that Prime-Minister Kovács wants to to have a say in the countries contributing to the peace-keeping force, but a peace-keeping force that solely consists of troops from countries that support Prime-Minister Kovács's stance on the situation cannot be considered a neutral peace-keeping force.

We are witnessing the formalization of the dissolution of the regular armed forces of Pannonia, with external personnel inserted in the ranks of the "new army". It is clear that the government of Prime Minister Zoltán Kovács is aiming for foreign support to maintain power in an empty castle. We honestly expected a strong stance from the presidency office, dissolution of parliament and call for new elections by the President of the Republic of Bajorország, Paul Edgar von Löwenthal. But at present, there seems to be no other solution than to accept the demise of the Bajororzság state entity.

We are tired that our openness to political dialogue and waiting is seen as a weakness to be leveraged to gain time and strengthen the position of the Kispest government. In the next few hours, the Tibur government will release a brief announcement through its press on the situation in Pannonia.

Honorable Representatives of the European Forum, before we get too caught up in the latest shadow games of the government of Prime Minister Zoltán Kovács in regards to peace keepers and hiding foreign mercenaries on Pannonian soil, San Jose wishes to remind you all of a rather jarring statement made by the Honorable Representative Bonifác Nagy in regards to peace talks, a statement that leaves us troubled there will be no real peace if current conditions continue.

The statement in question is that, because the government in Kipest refuses to recognize any of the separatist republics, republics that have already gained rather significant recognition from abroad, they shall not be invited to any peace talks whatsoever. This is a preposterous, petulant, and unacceptable stance being made by a government led by an increasingly preposterous, petulant, and unacceptable Prime Minister. How can there be peace within Pannonia if one side within Pannonia is completely unrepresented?

San Jose, therefore, insists that these groups: the Franks, the Zarans, the Germans and the Serboves must be represented in any peace talks. No matter how much the Honorable Representative Bonifác Nagy denies reality and implies this is a conspiratorial sabotage by foreign forces, the reality is that this has come about through the incompetence of the Kipest government and a failure to govern in a democratic fashion. This is a miscalculation and overstep by the Global Exploitation Conspiracy within Pannonia that has met unexpected resistance and strength from the people there, and these people shall not be abandoned or silenced by San Jose. We hope that the rest of the European Forum joins us in doing the same, and ensuring that these oppressed people will not be silenced.

Esteemed Representatives,

Again, the Government of Pannonia does not recognize any of the suggested so-called Republics that have been declared. Again, we will not negotiate with entities that do not exist. We are open to settling the matter on the floor of the European Forum here and now however. This location being perfect in that none of the so-called Republics are recognized members of the European Forum.

The situation on the ground spirals out of the control and there are worries in my Government that Eiffelland and Remion prepare for an invasion. In order to reduce the chance for conflict Pannonia wishes to establish set borders that should be crossed by units. Clearly we recognize that there are foreign units on Pannonian soil that exist there without our permission. It is our hope that we can determine what borders within Pannonia that cannot be crossed.

First, we have recognized that there is a clear threat to our republic in Western Pannonia. It is clear that foreign governments have propped up puppet government in this region. Armed militias of this puppet have stormed to the Eiffelland border and could have caused immediate hostilities. We hope to establish firm borders in which both the Western Puppet Government and Pannonia may abide to until the conflict is settled.

Second, such boundaries have already been set unilaterally by the Republic of Remion. It is our belief that their actions have caused bloodshed in this region as Csengians, Germans, and Zarans fight each other in small scale with armed militias indiscriminately killing people. Our inability to work in this region under the threat of bombs from the coalition forces has caused death to civilian populations. We desire codified rules of engagement in which the European Forum recognizes when Remion is justified to attack, or when Pannonia is acting lawfully within its borders.

Third, Kispest wishes to call for an end to the militarization of the breakaway zones. Increased arms to the region increases the likelihood of armed conflict or war between nations.

My honorable friends,

I will start by apologizing to my honoured colleagues for my tardiness, the most unexpected... departure of my predecessor caused some upset in our diplomatic mission. This being said, I must express our wholehearted support for the words of the esteemed Representative Nagy. Hradreych is deeply concerned by the ongoing separatist movements in Pannonia, the continuing escalation of banditry and even more so by the whispers that foreign states seek an adjustment of Pannonia's borders to their own benefit. We are well aware of the complexities of the situation but at this time there is one point we must emphasize: Whatever the outcome of the Pannonian crisis Hradreych will never recognize annexation of any Pannonian territory to a foreign state, notwithstanding in the name of who or what it is done.

Hradreych would back the creation of a European Federation Peacekeeping force with the provision it was mandated to protect the peace AND territorial integrity of Pannonia within its legally recognized borders.

Honourable members,

I must echo the statement made by the honourable representative of Pannonia. These regional breakaways have acted illegally without any due process or attempt at democratic reform. While violence on the streets is regrettable, the process must be followed or we all fall to anarchy. The rebels must be brought to the negotiating table with the legitimate Pannonian government, ideally with a neutral mediator, and the differences can then be discussed and sorted out. Perhaps some sort of confederation might be an idea.

Nevertheless, the facts on the ground cannot be ignored and a pragmatic approach should be taken. I also agree with my honourable friend from West March. Vrijpoort will look very poorly on any country that attempts to annex Pannonian land. We already find the unilaterally declared no fly zone in West and East Zara to be outrageous and dangerous. The ZLA, a terrorist organisation that cares nothing for the lives of innocent civilians, is now free to roam the region spreading terror and fear, forcing people into its system and feeding lies to frightened people. The Pannonian military is limited in its ability to track and fight the ZLA with this NFZ.

Vrijpoort is particularly concerned with how the situation in West Zara might develop in the coming days, weeks and months. West Zara is home to hundreds of thousands of people who commute daily into Vrijpoort for work. There are also many offices, warehouses, factories etc. that operate in West Zara, but are closely tied to the infrastructure, such as the ports and airport in Vrijpoort. This is our backyard. We share many cultural and historical links to the people of West Zara.

Before the ZLA and its supporters can gain a foothold in West Zara, Vrijpoort would like to suggest that a peacekeeping force enter the area to prevent infiltration by the ZLA. This force would have a very simple mandate: prevent inter-ethnic fighting, prevent chaos such as military units of any stripe harming civilians, preventing the ZLA from entrenching itself in the region and, lastly, protecting southern Gallo-Germania's largest economic region, which crosses many borders.

With such a peacekeeping force, the no fly zone might actually achieve more if operated in conjunction with ground forces. We propose that Vrijpoorter as well as other troops from nearby countries, such as Vistarika, Eiffelland, the Holy Frankish Empire and Remion compose the peacekeeping force.

Allow myself and my government to be very clear: we do not envision such an international EF-mandated peacekeeping force to support a side. If the West Zarans vote to remain within Pannonia, fine, if they vote to become independent, best of luck to them, or perhaps they have another desire. The peacekeeping force would not impede legitimate democratic efforts of change, but simply keep calm, peace and stability in the immediate region, thus allowing life, commerce, trade to continue as normally as possible given the situation.

The Rus representative speaks of peacekeeping forces and the intervention of foreign states and yet makes no mention of their plan to invade the entirety of Pannonia. The Federation will not tolerate violent incursions into Pannonia and will not support any peacekeeping forces made up of nationals from nations that make bold threats, infiltrate mercenaries into the Pannonian forces and offer weapons freely to the madman, Kovacs. The Federation no longer recognizes the legitimacy of Pannonia, their government ceased to be the legitimate governors of the people when they began killing protestors, an act that has stoked the separatist movements, not outside influences.

The Federation demands that Pannonia recognize the borders of the separatist states, yearning for their freedom from the tyrant Kovacs. The tyrant Kovacs must step down and allow for the creation of a new government in the remnants of Pannonia and let Bourdignie and Zara determine their own fates.

Whose forces are in Pannonia, now? Ours? Or yours? This is a word game. The Federation is the aggressor. Eiffelland is the aggressor. Remion is the aggressor. Our so-called aggression is to demand you act according to the law and justice and abandon your attempts to carve up a sovereign state. We are prepared to strike, but only in defence of Bajororszag and in defence of ourselves. I reiterate: abandon your efforts to dismember Bajororszag and support the creation of a European Federation mandate to bring an end to the conflict.

We are prepared to commit whatever forces are necessary to restore stability in the country under a European Federation mandate, or without it. Furthermore, we pledge to support a constitutional convention after the cessation of fighting, so that the genuine will of the nations of Bajororszag may be heard. Should we be forced to act unilaterally we pledge unconditionally to preserve the borders of Bajororszag in their entirety.

Dear colleagues,
but above all, dear Zakharov, I invite you to moderate and to choose carefully the words you use in your war statements. Because in fact, your statements and the actions of the government you represent speak very clearly and leave no room for interpretation.

Therefore, allow me to make it clear that the first victim here is not the political entity represented by Prime Minister Zoltán Kovács, but the peoples targeted by his same political group now de-legitimized by its popular mandate, and by an empty parliament.

NFZ remains active, as is our recognition of the new republics. I hope that the Rus have understood this, and that they are clear that their unilateral actions within the NFZ or territories recognized by us, will lead to a reaction, even preventive, to guarantee the safety of our friends, allies, military personnel in the sky and that civilian on the ground.

Esteemed representatives,

As we understand that the tensions are high and are escalating even more especially now with the conflict slowly becoming a part of the wider rivalry between Eiffelland and Remion on one side and the Rus' Peoples' Republic on the other. We thoroughly invite all parts to use this forum as an avenue of bringing peace, instead of snipe remarks, while they slowly mobilise and weaponise in preparation for war.
Let us not forget why we are here. The Forum exists to make sure that useless loss of life, like a war is avoided. We are here to negotiate and offer the people of Pannonia a way out of their crises and problems. Let us not forget that. If we are ready to fight each other for any of the camps, we will be turning the Pannonian basin into a lake of blood spilled from the citizens which are Bajoran, Franks, Zarans, Serboves or others, undoing everything we have done here.
As much as the proposals of the representative of the Ruthenians have been ignored, we would like to call up on them again as he himself has proposed the creation of an EF mandate over Pannonia. I for one comment this plan of action. What the abovementioned populist camp, fighting for the peoples under the Pannonian flag propose, is to end the policies of Kispest which wage a war against the non-Bajoran people. I believe it is quite easy to track from where those policies come from and should this element be removed, Pannonia as a state could return to stability.
Of course, that will take a lot of time and wounds will have to be healed. But look at the other mandates, slowly developing and building up their institutions for the final step towards sovereignty. It is possible and they can be success stories. We don't need to give Pannonia to a single state like the colonies of old, in the aftermath of the Great War, but rather, like Monterrey, have Pannonia be administered by a council of guaranteeing powers, which in my opinion would be Eiffelland, Remion, the Federation, Tarusa, Pelasgia and the Rus. They will ensure that the social concord is being kept and administer a multinational force of peacekeepers which will be manned by soldiers coming from all nations of the European Forum.
This force will stay in the territory and the mandate status will be kept until the Pannonian state should be reorganised into a federation that gives enough autonomy to its ethnic groups to keep them content, while still keeping the semblance of a unified state in the larger geopolitics of the region. With more and more nations joining either faction and mobilising for war, this is in my opinion the only plan that can bring peace in the area, and partially fulfils the aspirations and goals of each camp. It is in my opinion that this plan should be forwarded to a vote, as too much time is being wasted on this with nothing done.

Honorable Representatives of the European Forum, San Jose would like it stated for the record, so that there are no accusations of hypocrisy or misunderstandings about our intentions: we are not in favor of annexation of Pannonian land or separatist lands by foreign powers, regardless of their origin and stance on the dissolution of Pannonia. We do not support imperialism, nor do we support mandates that are essentially treated as colonies under a different name, as has been too often the case in the history the European Forum.

What San Jose does support is the independence of the Bourdignie Confederation and the Eugenia Republic, genuine independence for these peoples, free from the occupation and exploitation of other powers, be they Pannonian, or Eiffellander, or Westernesse, or Remi, or Rus, or any other power, even Josefino in the most absurd of scenarios. These are peoples who have made it clear that they do not wish to be ruled by Kispest any longer, and they have earned that right through their resilience and relative stability.

San Jose is, instead, in favor of a peace plan that recognizes the legitimacy and sovereignty of the Bourdignie and the Eugenians based on their current, de facto borders, but also their permanent, legal neutrality with all other regional powers, and protection from annexation or unification with other regional powers. That way, they are allowed to flourish as independent states, free of exploitation and oppression by their neighbors, and allowed to coexist on their terms with their neighbors. If a peacekeeping force is necessary, then let it be a multinational force with a clear mandate to keep the peace between Pannonia, the Bourdignie Confederation, and the Eugenian Republic.

We hope that other interested parties involved in this crisis are also in favor of this peace plan.

I echo the statements made by Mr. Cristian Galán Correa of Corrientes. It is incumbent upon all of us to recognize that the situation in Pannonia has spun out of control, and that the Pannonian Government, though it may be the lawful government of that territory, is now incapable of enforcing its own laws. It is, in effect, a failed state. Instead of pointing fingers, the United Pelasgian Republics urge our colleagues to deescalate and to focus on peacefully resolving this crisis, so as to avoid the bloodbaths and sectarian wars that followed the breakup of Europe's major colonial empires in the previous century. We must all remember that the objective of law, both domestic and international, is the peaceful coexistence of people and peoples, and the prevention of preventable evil. Here, esteemed Representatives, we have the chance to prevent such evil.

Already, Pelasgia is in the process of withdrawing the forces and materiel sent to the region by the previous administration, a process which we estimate will be complete by the end of the week, at least in so far as leaving Pannonia itself is concerned. We urge all our colleagues to do the same. Moreover, we entreat all those present to heed Mr. Galán Correa's recommendation of a European Forum Mandate in Pannonia. Such a Mandate would not abolish the Pannonian State and any of its potential Successor States, nor would it be permanent; instead, it would allow the international community temporary oversight to ensure a peaceful and lawful transition of power in Pannonia. Under the auspices this Mandate, the various ethnic groups of Pannonia could peacefully negotiate their future and determine their destiny through internationally observed referenda; moreover, any population transfers or other complex arrangements needed to ensure peace could take place under the watchful eye of the international community. The intertnational community itself would not be disarmed or reduced to the status of an observer. Indeed, the presence of a peacekeeping force, as that recommended by the Representative of Corrientes, would be pivotal in ensuring the Mandate's success and that of Pannonia's transition. The United Pelasgian Republics stand ready to assist in such a force, though we are open to any composition--with or without Pelasgia--as long as it ensures the force's neutrality and its effectiveness and acceptability in the eyes of this Forum.

Let it be clear that the main focus of Remion, The Federation and Eiffelland is on the well-being of the people of currently-former-Pannonia. Let it also be clear who is responsible for the current situation: Prime-Minister Koväcs. Like Minister Dr. Schmelzer repeatedly indicated, and I myself as well: Prime-Minister Kovács reacted far too harshly on the terrorist assault by the ZLA. The Zarans perfectly understood that actions against the ZLA were justified, but it became a war against the Zarans in general. No wonder that the Zarans wanted to break away. And no wonder that the Bourdignians and Hohenseeers didn't want to be associated with Prime-Minister Kovács any more. My government had the hope that the disintegration of Pannonia could be prevented, but at a certain moment it appeared that this was not the case. Of course we don't know yet what the possibilities are when the current government in Kispest steps down, but at this moment a peaceful united Pannonia is impossible.
Regarding accusations of imperialism pointed at us, the ZLA and some other groups are actively campaigning for Zara joining Remion; Remion rejects that. Bécs-Altstadt wanted to become an autonomous region under Eiffelland; my government rejected that. Again: Our focus is on the well-being of the people of currently-former-Pannonia.
We have understanding for the fact that the government of the Rus wants to take care of the security of its country. We also value the fact that the government of the Rus is concerned about international law regarding the integrity of sovereign states. However, it has to be said that the recent actions taken by the government of the Rus mainly led to more expressive requests for help by the governments of Eugenia and Bourdignie. And those requests for help went to Remion, The Federation and Eiffelland. The position that the government of the Rus is currently taking, mainly hardens the yearning for independence of the Bourdignians and the Zarans. Even if Remion, The Federation and Eiffelland retract the recognitions of Bourdignie and Eugenia and withdraw the support of these new countries, Pannonia as it was will not return. At best, it will become an unstable state. At worst, it will fall into civil war.
I commend the governments of Corrientes and San José for their proposals to solve this crisis. My government will discuss it to form an opinion, but at this moment we don't think that the European Forum should strive for getting Pannonia united again.
