POLITICAL QUIRKS

Campanilismo:
By Campanilismo is meant the cultural habit of the inhabitants of Cervia to cling, even in a morbid way, to their own traditions and to be hostile, sometimes even beyond simple joviality, towards cities perceived as different. This attitude is also represented and highlighted in local politics, where cities tend to rally around local politicians rather than seek common ground. Creating the conditions for the most populous cities to be the center of political power in the area.
The Cult of the Prince: The Machiavelli family, in power since the founding of the Principality in 1024, has enjoyed throughout history constant, with the exception of isolated episodes, support from the local population. This kind of closeness, over the centuries has transformed into a kind of adoration towards the royal family that can be admired even today. Although the royal family's powers are limited by the constitution that the royals themselves imposed (1820) to regulate themselves, today, the prince's opinion is considered political advice not to be rejected. To date, the royal family has only once dissolved the Common House early (1891) .
Una faccia, una Razza: One Face One Race is a local saying to affirm the connection with other populations of Tiburtan origin. A kind of Pan Tiburanism. Nevertheless, the union that the saying recalls is more ideal than pragmatic. Every citizen of Cervia feels like a Tiburan, but that does not mean being willing to give up their political independence in favor of their brothers to the South. It is more of an invitation to form a common front against the abuses and interference of "barbarian" peoples, not Tiburans.

POLICIES:

Religious Freedom:
The Constitution Guarantees freedom of worship. The Church of Tiburan is every present on the territory and its proliferation even at the local political level has made it completely impossible for other cults to proliferate by acting on local building policies preventing the construction of places of worship "different" from the traditional ones, such as churches, with the excuse of safeguarding the architectural heritage.
Freedom of Speech: Freedom of Speech is guaranteed by the constitution, the state can no longer intervene with any form of censorship. Some exceptions are applied for conditions of war and public safety. The state has a public network, with a channel and radio. The network is obliged to respect rigorous standards of political neutrality.
LGBT Policy: Any form of discrimination on the basis of sexuality has been banned since the introduction of the constitution, 1820. The country has had a law guaranteeing civil unions for same-sex couples since 1999. Adoptions are still prohibited for same-sex couples.
Firearm Policy: Very hard to get a gun license if you aren't a hunter or living in some remote highlands.
Foreign Aid: The country is open to contribute to foreign aid in drought, epidemic or war afflicted regions.
Abortion Policy: Abortion is permitted within 9 weeks of gestation in adequately equipped public outpatient facilities, free of charge and completely anonymously. The newborn can be left with the facility that will take care of it and initiate the adoption process.
Immigration Policy: Score based immigration system, which targets especially people of Tiburan ancestry. It has been described by many to be generally lax.
Drug Policy: The previous law on soft drugs was declared unconstitutional due to its drafting, currently the use and sale of soft drugs is not legislated and criminalized. Hard drugs are prohibited and simple possession is severely punished.
Labour Unions: The majority of the workers are unionised.
International Trade: Protectionist with a series of key industries, but other than that open for free trade.
Military Service: In Cervia, starting from the age of 18, all male citizens are called to serve in the Armed Forces. Training does not exceed one year, after which one automatically becomes a reservist and remains so until the age of 50.


The Role of Chivalric Orders
Between Honor and Power.

In Cervia, chivalric orders are not merely a historical legacy, but an active and influential presence in the social and political life of the principality. A clear distinction is made between two types of orders: honorary and military, each with a well-defined role. represent prestigious recognition for merits acquired towards the principality. They confer titles and privileges upon their members, but do not necessarily imply the exercise of military or governmental functions. These orders are often linked to centuries-old traditions and values such as loyalty, courage, and dedication to the common good.

Military orders, on the other hand, constitute the prince's personal armed force, loyal and ready to intervene in defense of the principality and its interests. Unlike regular armed forces, these orders are not part of the country's official military structure, but operate autonomously and report directly to the prince. Their origin often dates back to the founding of the principality itself, when the royal family needed a bodyguard and a personal army. These military orders play a crucial role in the security of the principality, protecting the prince and his family, ensuring public order, and intervening in emergency situations. Their presence is an element of stability and deterrence, but also a symbol of the prince's power and authority.

The chivalric tradition in Cervia is therefore a living and dynamic element, adapting to the needs of the present while maintaining its firm roots in the past. Both honorary and military chivalric orders contribute to defining the identity of the principality and strengthening the bond between the people and the royal family. Furthermore, it is important to emphasize the significant political role that knights, together with nobles and other honorary knights, play within the parliament of Cervia. Their presence contributes to defining a hybrid political system, in which elements of democracy blend with aristocratic and chivalric traditions. This unique system allows knights to influence government decisions, ensuring the continuity of secular values and traditions within the institutions of the principality.


Notable Noble Families of the Principality of Cervia


In addition to the ruling House of Machiavelli, in power since 1024, the Principality of Cervia is home to several other noble families whose influence is manifested in politics (through reserved seats in the House of Commons and Knights), in the economy, in the Tiburan Catholic Church and in the armed forces, including the Orders of Chivalry. The relationships of these houses with the current Prince, Vittorio II Machiavelli, are varied.

House of Savoy
A family of ancient lineage (a Duchess Eleonora of Savoy founded an order in 1776), currently very prominent thanks to the office of Prime Minister held by Baldo Savoy. Given their position in the parliamentary government, the relationship with the young Prince is pragmatic and complex, based on institutional collaboration but potentially characterized by a cautious management of the monarch's personal influence with respect to government prerogatives.

House Medici
Historically linked to military figures such as General Alessandro de' Medici (founder of the Order of the White Wolf, 1689), the Medici today represent a consolidated power in high finance ("old wealth"). Their attitude towards the young Prince is detached and at times skeptical, more focused on maintaining their socio-economic status and cultural influence (patronage) than on open political support or opposition.

House of Visconti
Historically connected to the Church through figures such as Cardinal Giovanni Battista Visconti (founder of the Order of Saint Stephen, 1542), the Visconti probably embody the influence of the powerful Tiburan Catholic Church within the aristocracy. They hold high ecclesiastical positions such as the Bishop of Cervia in the Supreme Council of Constitutional Justice. Their support for the Prince is probably aligned with traditionalist values, but conditioned on respect for the authority and morals of the Church.

House Corvus
An example of "sword nobility", whose importance derives from loyal and direct service to the Prince within the Military Orders of Chivalry. They are characterized by an iron loyalty to the person of the Prince and his power, they support a strong monarchy. They are viewed with suspicion by both the most ancient houses and by the leaders of the Regular Armed Forces as they are considered the "dog of the monarchy".

House Orciati
This house represents the powerful regional noble interests, rooted on the continent in the area of Orciatico. Embodying the strong Cervia "Campanilismo", their priority is autonomy and local influence. The relationship with the central power of Cervia and with the Prince is opportunistic or distrustful, varying depending on whether central policies favor or damage their territorial interests.

The Armed Forces of Cervia were officially born as a land force in the year of our lord 1451, when their presence was made official in favor of mercenary forces, common in the medieval period. The Prince holds the role of commander in chief of the land, water and air armed forces. The current head of the Armed Forces of Cervia is the current Prince, Vittorio II Machiavelli. The F.A.C. are divided into three main branches under the control of the Ministry of Defense. In the Principality of Cervia, due to its modest size, territorial defense and the preservation of its independence is a crucial factor even today, when relations with neighboring and culturally similar countries are extremely positive.
In Cervia, starting from the age of 18, all male citizens are called to serve in the Armed Forces. Training does not exceed one year, after which one automatically becomes a reservist and remains so until the age of 50. A citizen, a conscientious objector, can opt for alternative civil service with the same duration as military service.

Interforce Relations and Rivalry in the Principality of Cervia

It is reminded that this structure and these numbers refer to the regular Armed Forces. The Military Orders of Chivalry (Silver Scythe, Wolf Guardians, Lighthouse Knights, Stone Sentinel, Green Flame Knights), with a total of approximately 5,000 members, are separate, elite forces, highly specialized and under the direct command of the Prince, with specific equipment suited to their roles.

The defensive structure of the Principality of Cervia presents a peculiar characteristic: the coexistence of the Regular Armed Forces (FAR) comprising the Army, Royal Navy and Royal Air Force, dependent on the Ministry of Defence and subject to parliamentary control, and the ancient Military Orders of Chivalry (OMC). The latter are elite bodies (about 5,000 members) that operate with broad autonomy and respond directly to the personal command of the Prince. Although cooperation between these two entities is possible and probably practiced, this dual structure creates fertile ground for significant tensions and institutional rivalries.

Legislative Power

Legislative power is vested in the Parliament by the Constitution. The House of Commons and Knights (Domus Communium et Equitum 1679) is the single-chamber parliament of the Principality of Cervia. It is composed of 135 members, of which 115 are elected by universal suffrage among all the subjects of Cervia who have reached the age of 16. The remaining 20 seats are reserved for subjects who have a noble or honorary title of knighthood recognized by the Principality, but they too must be elected by the subjects of the principality. The simple majority of parliament is 68.

Although the noble population is relatively small, they have considerable political power thanks to the 20 reserved seats in the parliament. These 20 seats, out of a total of 135, represent approximately 14.81% of the parliament. This means that, although they only make up 0.5% of the population, the nobles have a disproportionate amount of political influence. It is important to note that, although the 20 seats are reserved for the nobles, they must still be elected by the citizens. This introduces an element of democracy into the system, somewhat limiting the absolute power of the nobility. The actual political influence of the nobles will also depend on their ability to form alliances with other political groups and influence public opinion.

The current composition of the parliament is due to the past elections that saw the formation of a government of Center-Left alignment. Baldo Savoia is the Prime Minister who presides over the governing coalition composed of 3 parties.

Executive Power

Prince:
He is the head of state, with an important role and significant political influence. He has the power to dissolve parliament in exceptional circumstances. He has the power of absolute veto on proposed laws. In emergency situations or of particular importance (state of emergency or war), the Prince can issue decree laws, without the need for parliamentary approval. He has the power of total pardon, commuting or/and canceling sentences. He is the commander in chief of the Armed Forces.

Prime Minister: He is the head of the government, appointed by the Prince and responsible to parliament. He leads the government and coordinates its activities. He must have the confidence of the parliamentary majority.


Judicial Power

The Consilium Supremum Iustitiae Constitutionalis
(Supreme Council of Constitutional Justice) is the constitutional court of the Principality of Cervia, a crucial institution for the protection of the Constitution and the country's centuries-old traditions. The supreme court plays a crucial role in balancing the Principality's centuries-old traditions with modern constitutional principles, ensuring stability and justice in the country.

Main functions:
Verifies the conformity of laws and regulatory acts with the Constitution of the Principality. Annuls laws or acts deemed unconstitutional. Ensures respect for the rights and freedoms of citizens, as enshrined in the Constitution. Resolves disputes relating to the interpretation of rights.

Resolution of conflicts of jurisdiction:
Resolves disputes between the various organs of the State (Parliament, Government, Prince, orders of chivalry). Provides authoritative interpretations of Cervia's traditions, ensuring their compatibility with modern constitutional principles.

The Council is composed of:
8 Judges: experts in constitutional law, elected by Parliament.
4 Expert jurists: high-level academics or lawyers, appointed for their expertise by the order of judges.
2 Representatives of the orders of chivalry.
1 Representative of the Tiburan Church, Bishop of the diocese of Cervia.

The Council examines appeals and issues rulings that are binding on all State bodies. The rulings are motivated and based on the interpretation of the Constitution and Cervia traditions.

The order symbolizes the principality's strength and resilience, with the iron crown representing the determination to defend the territory. Over the centuries, it has become the highest award for military valor and loyalty to the crown.

Order of the Golden Rose (1387):
Founded by Count Richard of Amber, an enlightened patron who believed in the importance of the arts and sciences to the principality's progress. The Golden Rose, a symbol of purity and enlightenment, represents the order's commitment to promoting knowledge and beauty.

Order of the Peace of the Red Deer (1450):
Founded by Prince Victor I, after the end of a bloody civil war, as a symbol of reconciliation and lasting peace. The red deer, a majestic and peaceful animal, represents the will to overcome divisions and build a prosperous future for the principality.



Order of Saint Stefano of Cervia (1542):

Today, the order has been modernized and serves as a special forces unit, specializing in high-intensity combat, counterterrorism, and hostage rescue operations.

Order of the Wolf Guardians (1350):
Created to protect the borders of the Principality, particularly the wild and mountainous areas. The Wolf Guardians are experts in reconnaissance, ambushes, and combat in difficult environments. Today, the order is responsible for the surveillance and protection of the borders, with specialization in long-range reconnaissance, warfare in extreme environments, and patrol operations.

The Island of Torrea:
The island of Torrea, shared with the Kingdom of Meridia, represents an area of crucial importance for the Principality of Cervia, both from an economic and political point of view. Its geographical diversification, which ranges from the dense forests of the Region of Silva to the rugged coasts of the Region of Ferus, has favored the development of diversified economic sectors.

Silva Region: Political and Cultural Heart of the Principality: The Silva Region, located in the western part of the island of Torrea, represents the political and cultural hub of the Principality of Cervia. In addition to hosting the capital, Cervia, the region is distinguished by its rich biodiversity, with vast areas covered by ancient forests, which constitute an important natural resource and habitat for numerous animal and plant species. The Efesto mountain range, which crosses the region, offers breathtaking landscapes and opportunities for hiking tourism, but also poses challenges for infrastructure and transportation.

From an economic point of view, the Silva Region is characterized by sectoral diversification. In addition to tourism, which represents an important source of income thanks to the historical and cultural heritage of the capital, the region boasts an industrial tradition linked to the extraction and processing of copper minerals. Agriculture, although not the dominant sector, is present with quality productions, particularly viticulture, favored by the mild coastal climate.

Ferus Region: Strategic Industrial and Commercial Hub: The Ferus Region, located in the eastern part of the island of Torrea, stands out for its role as a strategic industrial and commercial hub. The capital, Porto dei Lupi, is an important port hub, which manages much of the principality's maritime traffic. The presence of a developed petrochemical industry, linked to the processing of raw materials imported by sea, has favored the region's economic growth, but has also raised environmental concerns.

The morphology of the territory, predominantly mountainous and with a jagged coastline, has limited the development of agriculture, but has favored the production of wind energy, thanks to the constant winds that blow over the flat areas. The strategic position of the region, close to the Gallo-Germanic continent, makes it a hub for trade and transport.

Ratio Region: University Center and Specialized Agriculture: The Ratio Region, located in the southern part of the island of Torrea, is distinguished by the presence of the city Ambra, an important university center, which attracts students from all over the principality and beyond. The region's economy is based on the advanced tertiary sector, with a strong presence of services related to education, research, and culture.

Agriculture, although not the dominant sector, is characterized by specialized productions, particularly fruit growing, favored by the more rigid and dry climate compared to the rest of the island, but also by the abundant water resources from the surrounding mountains. The Continent: The continent, connected to the island by the Strait of Wolves, but presents a significant productive specialization.

Viator Region: Agricultural Heart of the Principality: The Viator Region, located on the continent, opposite Porto dei Lupi, represents the agricultural heart of the Principality of Cervia. The predominantly flat territory and the presence of the Podere river, which irrigates the countryside, favor intensive agriculture, with the production of cereals, vegetables, and fruit. The capital, Deporterà, is an important marketing center for agricultural products.

The Cervia economic system is an interesting example of a mixed model: on the one hand it embraces free trade and international competition, on the other it shows a marked pragmatism through the strategic protection of some key industrial sectors such as defense, considered vital for the national interest, and through the significant role of some large publicly controlled corporations. The Chamber of Commerce of Cervia (CCC) monitors and promotes this dynamism, encouraging trade and the value of "Made in Cervia". The national currency is the Cervino (Cev), and the social landscape is characterized by a strong trade union presence that protects large sections of the workforce. One of the most fascinating aspects of the Cervinia economy is its pronounced regional specialization, which sees each of the five regions contribute in a distinct way to the national productive mosaic.

Primary Sector: The Roots of the Earth and the Mountain
Despite modernization, the primary sector maintains a fundamental role.
Agriculture and Viticulture: The Viator Region is rightly considered the fertile "granary" of the nation, with its plains irrigated by the Podere River that produce abundant harvests of cereals, vegetables and fruit. The Ratio Region, with a drier climate, stands out for its specialized fruit crops, while the hills of the Silva Region are the cradle of fine viticulture. Entities such as the Silvani Cooperative and Agrumi e Vini di Cervia testify to the vitality of this sector.​
Natural Resources and Extraction: The Cervia subsoil offers various resources. There is a historical tradition of copper ore extraction in the Silva Region, while the vast forests and mountains of the Obice Region provide valuable timber and other mineral resources. Also of particular importance is the stone extraction industry, which works with valuable materials such as marble, alabaster and granite.​

Secondary Sector: Motors, Molecules and Megawatts
The industrial heart of Cervia beats strongly in various sectors, from heavy manufacturing to technologically advanced manufacturing.

Nuclear Energy: A pillar of the national energy strategy, the nuclear sector guarantees Cervia considerable energy independence thanks to an installed capacity of 6.5 GW. This power is generated by three sites that host reactors of different generations: two older (1.5 GW and 2 GW of power respectively) and a new generation one ready for activation (3 GW). The management of this strategic asset is entrusted to the public company Gruppo Nucleare per la Ricerca e Sviluppo.​
Heavy Industry and Metalworking: The national steel produced by Acciaierie Consteel and the basic chemical products and fertilizers of the Solvetia Chemical Group form the basis for many other productions. The automotive sector stands out, with the production of vehicles and motorcycles by Gruppo Motori Gozzo and Ferrucio Motori, alongside the prestigious Maestrale brand, known for its luxurious and high-performance sports cars. An industrial giant is MetalNave, capable of building an impressive range of ships in its shipyards (located near large ports such as Porto dei Lupi): from immense container ships to sophisticated defense units, up to luxurious cruise ships. The petrochemical hub of Porto dei Lupi (Ferus Region) remains crucial.​
Defense Industry: Strategic and protected sector, with key players such as Armi Daitono Group (firearms and equipment) and the naval capabilities of MetalNave.​
Pharmaceuticals and Medical Technologies: The presence of companies such as MediCev (pharmaceutical products) and MedSalute (medical machinery) indicates a focus on innovation in the health sector and a high production capacity in high value-added sectors.​
Light and Technological Industry: Brands such as TorTech (electronics and computers) and Casonghi (appliances) bring technology and consumer goods into the homes of Cervians and potentially into foreign markets.​

Tertiary Sector: Advanced Services for a Dynamic Nation
The service sector is the driving force of Cervia's modern economy, pervasive and multifaceted.

Logistics, Transport and Trade: The port of Porto dei Lupi (Ferus) is Cervia's main maritime gateway, a vital logistics hub not only for connections between the island of Torrea and the continent through the crowded Strait of Lupi, but also for the Principality's international trade. Deporterà (Viator) plays a key role in the logistics and marketing of agricultural products. Air connections are guaranteed by the national airline CervAir.​
Communications and Finance: The modern telecommunications infrastructure is managed by operators such as Cervia Telecomunicazioni CT. The financial and insurance sector sees the presence of large private groups such as Assicurazione Cervia, supported by the Central Bank of the Principality of Cervia's activity for monetary stability and the unique Royal Post Office of the Prince, which combines traditional postal services with banking and insurance operations.​
Healthcare: Supported by a national pharmaceutical and medical device industry, the healthcare sector is well developed which has given rise to "medical tourism from neighboring countries".​
Tourism: The tourist offer is rich and varied, ranging from the ancient charm and cultural treasures of the Silva Region and the capital Cervia, to the alpine adventures and winter sports offered by Remuria and the Obice Region.​
Education, Research and Culture: The Ratio Region, with its university center in Ambra, acts as an "intellectual engine", fueling innovation, scientific research and the cultural life of the Principality.​
Renewable Energy: Alongside nuclear, wind energy production is well developed, particularly in the windy Ferus Region.​

Ultimately, the economy of the Principality of Cervia emerges as a complex system, territorially articulated but nationally integrated, capable of combining industrial tradition, technological innovation and valorization of local resources.

Status:
The Horn of Himyar is an overseas territory administered by the Principality of Cervia, but it does not constitute an integral part of it. It is configured as a Dependency directly under the Cervian Crown, represented by His Serene Highness Prince Vittorio II Machiavelli.
Location and Population: Situated in a region geographically distant and culturally distinct from the Principality, the Mandate is home to a significant population of 7.8 million inhabitants (composed of 3 main ethnic groups excluding the Tiburan Cervino).
Economy: It features a developing economy with a GDP of approximately 63 billion EuroMark (EM) and a GDP per capita of 8,100 EM, values significantly lower than those of the Principality. The territory is noted for being rich in raw materials, including uranium deposits, and possesses a large fishing industry.

Governance Structure:
  • Cervian Oversight: The Crown is represented by a resident High Commissioner, appointed by the Prince, who holds final authority over local laws (royal assent) and supervises reserved areas of competence.
  • Local Self-Government: An elected local Legislative Assembly of Himyar holds legislative power over domestic matters (health, education, local economy, internal public order, etc.). A Local Executive, led by a Prime Minister chosen from the Assembly (and approved by the High Commissioner), manages daily administration and answers to the Assembly.
  • Reserved Powers: External Defense, Foreign Affairs, Nationality, Currency and Monetary Policy remain prerogatives of the Cervian Crown, operationally managed by the relevant ministries and institutions of the Principality on behalf of the Crown.

  • Ultimate external defense is guaranteed by the Cervian Regular Armed Forces (FAR).
  • Internal public order is maintained by a Gendarmerie of the Mandate of Himyar (GMH), primarily locally recruited, under local operational authority but supervised by the High Commissioner.
  • A Himyar Territorial Defence Corps (CDTH) exists, composed mainly of natives but formally integrated into the Cervian Army, responsible for primary territorial defense and supporting the FAR, operating under Cervian military command and the High Commissioner's strategic authority.
The permanent security and defense forces of the Crown Mandate of the Horn of Himyar are recruited predominantly from the local population and funded directly from the Mandate budget (equal to 3% of the local GDP, estimated at around $1.9 billion annually). They operate under the strategic authority of the Crown High Commissioner and in coordination with the Regular Armed Forces (FAR) of Cervia. The combined local active force is estimated at approximately 35,000 personnel.
