To His Excellency Alcides Cabello, the Foreign Minister of the Aurarine Republic, the Res Publica sends her sisterly greetings.

Your Excellency,

My missive shall certainly come as little to no surprise given the current degree of hostilities permeating the littoral of the Mare Retalium and Mare Longum.

As our Commonwealth is located at the cross roads of interests, it is important to ensure that all interests remain mutually beneficial across the wide spectrum of players in the region.

We have seen the public face of the current trends, we have heard the private whispers, yet it is our desire to deal in all honesty with our neighbours.

From thereon, I wish to enquire whether the Aurarine Republic sees any potential for hostilities in the Mare Retalium and the Mare Longum between the Aurarine Republic and her ODS allies on one side and the Grand Duchy of Furlanie on the other.

I would also like to enquire the Republic's position regarding the needlessly aggressive means with which the DDI undertakes their Freedom of Navigation missions through the Mare Longum. For, whilst the freedom of navigation is a right of all nations, it is the firm belief of our Commonwealth that gunboat diploacy should be confined to the darkest pages of history in a book best left shut forever.

And whether such pages, if left unturned, may indeed be provoking the current degree of hostilities in our region.

Dear Director Flangini,

Thank you for your correspondence allowing the Aurarine Republic the opportunity to share its views on the current situation concerning the Grand Duchy of Furlanìe and the Organization of Democratic States. First, before I go any further, let me state clearly and directly that the Aurarine Republic will not initiate hostilities against the Grand Duchy of Furlanìe unless the country poses a clear and present danger to the health, safety, and prosperity of the Aurarine People or their allies. Our commitment to peace remains uncompromising.

The relationship between the Aurarine Republic and the Grand Duchy of Furlanìe has, certainly, gotten more tenuous over the last several months. The cause of this tension is due to the Government in Grau's insistence on acting unilaterally and without regard for continental security. Consistently, the Aurarine Republic has supported efforts to bring the continent of Gallia together to support larger initiatives and work to redress the grievances that have kept our peoples apart for so long. Furlanìe made its intension to rebuke the goals of Solis clear when it sent a delegation to the Second Gallian Summit for no other purpose than to insult the Aurarian Delegation in front of all of Gallia, in our own soil, and promptly leave the Summit.

Further, the Grand Duchy snubbed attempts at Gallian Unity by independently and unilaterally negotiating a Status Quo Treaty with the Kadikistani Union, and by extension, the Rurikgrad Pact that it then extended to all of Gallia. Certainly, no country outside of Kadikistan, its vassals in the Rurikgrad Pact, and the Grand Duchy recognize the legitimacy of the Grau-Ivar Agreement. From Calidia, Milesia, former Trivodnia, Crotobaltislavonia, Ostmark, to even the Grand Duchy of Bourgogne - the borders of the Rurikgrad Pact have expanded ever farther and ever closer to the Gallian heartland. Now, a coup d'etat has been arranged in Crotobaltislavonia and the Grand Duchy of Furlanìe remains silent.

During negotiations between Grau and Secretary Vavi of the ODS, the Furlan delegation continiously insulted the Secretary and ODS member states. Further, they would not continue negotiations until they received permission to do so from Ivar - bringing into question the ability of the Grand Duchy to continue to act as a sovereign nation. Recently, the Organization of Democratic States moved beyond the protests of Auraria and Eiffelland-Retalia to vote on the Grand Duchy's application for a Non Aggression Pact prior to the Grand Duchy responded to the coup d'etat in Crotobaltislavonia. However, perhaps Grau's silence is answer enough.

In conclusion to the matter concerning Furlanìe - the Grand Duchy's actions are increasingly rogue and ever more threatening to continental stability. Nevertheless, Solis is committed to maintaining peace in the region and will continue to use diplomacy to ensure that remains. So long as Grau continues to have an open door, so too shall Solis.

In regard to the Democratic Defense Initiative's Freedom of Navigation Operations - these have been contentious historically and will likely remain so. At their core, the Freedom of Navigation Missions are a commitment on the part of the DDI to ensure that no one nation claims hegemony, or attempts to use its own superior naval capacity, to control the Long Sea and thus dictate global trade.

I believe there is a possibility of creating international cooperation that ensures democratization of the Long Sea and will work to deescalate the tensions that constantly permeate in the Long Sea. The DDI is not interested in using the extensive resources required to patrol the Long Sea in the way that it has, but it feels under the current struggling situation that it is compelled to do so. Recently, the Republic has engaged in talks with the Continental Republic of Sylvania concerning the matter and it will soon engage with the Anti-State and other actors.

These talks are in their preliminary stages, but they show promise of a permanent, peaceful solution.

I do hope that this sufficiently answers the inquiries expressed in a transparent fashion. The relationship between Auraria and Remuria remains close to the interests of Solis.

I am of course humbled by your honesty and I haste to reassure you of the Res Publica's cordiality towards our Sister Republic.

We understand now better the concerns surrounding the interactions between Solis and Grau yet, and I pray that Your Excellency does not take this to his detriment, we shall better leave the issue of insults aside. For if indeed Grau was insulting towards Solis, we understand it to be fully within the competence of Solis to deal with such in a correct and civilized way, just as the Aurarine Republic has always done. This is not something the Commonwealth may provide value in, aside from arranging, moderating and arbitrating talks on neutral grounds. Should such be required, we'd be happy to assist.

I see there potential then for a continued deterioration of relations across our littoral, which alarms the Commonwealth, as we have a key asset of the Grand Duchy of Furlanie directly on our flanks and the assurances of the Aurarine Republic help in assuading our fears of being sealed in between conflicting parties.

As always, Auraria shall find in Remuria a listening ear and a ready partner.

On the issue of the DDI, we are as well happy to hear that the Aurarine Republic is at the forefront of diplomatic efforts to appease the tensions in the Mare Longum.

Whilst we remain sceptical of the need for gunboat diplomacy demonstrated by the DDI, we are happy to support any initiative that would seal without doubt the right of all nations to commerce freely on the seas, thus rendering any arguments about naval might in a given body of water secondary at least and useless at best.

Yet again, if this is something the Commonwealth can provide added value in, we shall be happy to do so.
