To whom it may concern,

The Ministry of National Defence of the Pelasgian Union seeks to purchase between 21 and 42 carrier-based aircraft. The aircraft are intended to be multirole, but their primary purpose is to be fighters. All aircraft must be capable of vertical take-off and landing (VTOL), with an very strong preference for short take-off and vertical landing aircraft (STOVL).
Tenders will be evaluated based on the following factors:
  1. Ability to be operated from a helicopter carrier;
  2. Operational range;
  3. Multirole capacity;
  4. Other technological factors (e.g., stealth, electronic warfare or STOVL capabilities); and
  5. Other technical factors: thrust, thrust to weight ratio, minimum turn radius, maximum turn rate, fuel load, maximum combat load.
Moreover, the number of aircraft purchased will be based on unit cost and/or the possibility for a part of the tender to be domestically produced in Pelasgia under licence. Offers should be addressed to:

The Eiffellandian aircraft carriers are relatively small, and were designed with our most modern fighter, the , in mind. We will investigate whether we can deliver that plane in a VTOL version.

We can give you some additional information on the . It cannot land vertically, but the Naval version is fully capable to land on an aircraft carrier.
The Eiffellandian Navy uses the Fallwind on aircraft carriers equipped with launching catapults, but it was also tested for use on a carrier., i.e. it can take off from a ski-jump. Because it cannot land vertically, it needs arrestor wires on the aircraft carrier, but it is equipped for that. The minimum landing speed is 115 knots / 213 km/h.
Maybe good to know: The Eiffellandian Navy currently uses aircraft carriers of 262 meters long.

This note constitutes notice that your submission has been shortlisted by the Ministry for the tender published on 30 January 2021. Your submission has been forwarded to the National Security and Foreign Affairs Council for evaluation.
The Ministry of National Defence is interested in the Fallwind due to its proven record as a carrier-based fighter, its versatility, and its latest generation technology. With this in mind, we will inquire with Pelasgian Shipyards S.A. whether the Thalassinos-class helicopter carriers can be converted to employ a catapult that fits the Fallwind.
In the meantime, we would like to inquire as to whether a deal could be reach for a part of the order to be constructed in Pelasgia; if that is the case, the Ministry would be able to purchase the maximum amount of aircraft envisaged by the tender, 42 aircraft, based on Government regulations and legislation for foreign arms purchases.

Based on the information you have provided, the Ministry of National Defence is willing to move forward with the selection of the Fallwind and to place an order for 42 such aircraft, to be partially constructed in Pelasgia.
The Ministry of National Defence will be in contact with Rheinmund Schiffbau to establish cooperation between them and Pelasgia Shipyards S.A., the constructor of the Thalassinos-class regarding the conversion of the helicopter carriers to accomodate a catapult suited to the Fallwind. Pegasos Heavy Industries S.A. has already provided the Ministry with a design that would integrate a catapult, but Rheinmund Schiffbau's unique expertise would be needed to ensure its compatibility with the new fighters, given the said company's experience with the Fallwind.
