I am proposing an update to Xen's stickied rules. Some changes have been made.

Technology

Nukes

Nuclear weapons do not exist. Scientists consider the practicality of any such device to be highly doubtable, and concerns remain that such a weapon could set the atmosphere ablaze.

Gear and Technology

We are hoping and expecting the playerbase to be reasonable in its approach to technology, and that each and every member ponders carefully before utilizing a technology, especially an advanced technology. We reserve the right to address perceived abuses and imbalances that might appear under this provision as they appear.

Players should consider that for more advanced technology, a nation should be more advanced. This requires RP. Simply put, don't automatically expect to have the latest and greatest of everything. If you are playing a nation equivalent to Honduras, it would be mighty dubious to have the world's finest space program.

Nations and Map

'Ethnic Clustering'

Players are asked, within reason, to ensure that the ethnic makeup of their nation coincides with the general trends among the community and the geographical boundaries laid out in the map.

Freedom of Expression

Players are free to roleplay a human society of an inclination to their liking and interest, as liberal or conservative as they desire.

Other

Time

The in-game date is the current date.

Proposition 10

Players retain ultimate authority over their nation (except for administrative interference). Other players however are allowed to reference, influence and interact with other nations, for example through playing pressure groups or characters or mentioning architectural features. Coordination with other players on these issues is encouraged. The original creator has the right to veto any such involvement with his nation.

Optional Continuity

Players are encouraged and offered, but not forced, to continue their RP that existed previous to the implementation of modern era from their 1950's position.

Conflict involvement

Previously, one had to be a member of the forum for a set amount of time before joining a conflict. This should be reintroduced. For example, Nation A would not have invaded Nation B if Nation C had existed a week prior. Additionally, this previous rule ensures nations established themselves through quality RP before launching into conflict.
