THE RIGHT HONOURABLE SPEAKER OF THE FEDERAL ASSEMBLY: President Vlahovic, for the Provisional Government of the Federal Republic of Nova Srbja, is entitled to speak.
PRESIDENT FILIP VAHOVIC: Thank you Right Honourable Speaker. Today we honour the peoples of this nation. We reflect on their past mistreatment. We reflect in particular on the mistreatment of those children who were denied a normal life during this war — this horrendous chapter in our nation’s history. The time has now come for the nation to turn a new page in Nova Srbja’s history by righting the wrongs of the past and so moving forward with confidence to the future.
We apologise for the hostilities that have inflicted profound grief, suffering and loss on our fellow citizens. For the pain, suffering and hurt of these children of war, for their families left behind, we say sorry. To the mothers and the fathers, the brothers and the sisters, for the breaking up of families and communities, we say sorry. And for the indignity and degradation thus inflicted on a proud people and a proud culture, we say sorry. We, the Provisional Government of the Federal Republic of Nova Srbja, respectfully request that this apology be received in the spirit in which it is offered as part of the healing of the nation.
For the future we take heart; resolving that this new page in the history of our great nation can now be written. We today take this first step by acknowledging the past and the present, and laying claim to a future that embraces all the people of Nova Srbja. A future where this Parliament, which should carry the banner of the democratic ideals and represent the people of Srbja and Novosad, resolves that the injustices of the past must never, never happen again. A future where we harness the determination of all Srbjans and Novosadians, to close the hostilities that lies between us, and have kept us apart for over a decade.
There comes a time in the history of nations when their peoples must become fully reconciled to their past if they are to go forward with confidence to embrace their future. Our nation, Nova Srbja, has reached such a time. That is why we are here assembled with the representatives of the Republic of Novosad: to deal with this unfinished business of the nation, to remove a great stain from the nation’s soul and, in a true spirit of reconciliation, to open a new chapter in the history of this great nation.

THE RIGHT HONOURABLE SPEAKER OF THE FEDERAL ASSEMBLY: Mr Dragan Milutinovic, for the Government of the self-proclaimed Republic of Novosad, is entitled to speak.
GENERAL DRAGAN MILUTINOVIC: Thank you Right Honourable Speaker. In the past i've said that there are two axes: the first is the right self-determination of the people of Novosad; and this is not subject to any discussion, and we don’t have any other choice in protecting our identity and our culture. The other axis, the political one, includes two points: first, dialogue with the different political forces over the future of Nova Srbja; and second: national reconciliation, in the sense that we want to negotiate with His Excellency President Vlahovic a reunification of the lands of Nova Srbja, in a new confederation that will share a foreign policy, a defense policy, an economic policy, while protecting and enriching the ethnic and cultural identities of Nova Srbja. The objective of this theorical confederation and therefor a national reconciliation, is for Novosadians and Srbjans to lay down their weapons and receive an amnesty from the state, and consequently return to their normal life. These are the axes which we can work on in order to find a solution to this sad chapter of our nation's history.
There must be a dialogue between Novosad and Srbja, there must be meetings, and people must live with each other, without any real barrier. The problem now is that whil we make steps towards a solution and regaining stability, the traitors of the Srbjan Communist Party receive more money and weapons from their Kadikistani overseers in order to blow the situation up. That’s why I can say that the solution should be reconciliation and confederation. Rest assured that Srbja and Novosad, united, will be then much stronger than they were before the war. I call upon His Excellency President Filip Vlahovic and the representatives of the Federal Republic of Nova Srbja here in this parliament, to consider the creation and establishment of a new union, a State Union, the State Union of Srbja and Novosad."

THE RIGHT HONOURABLE SPEAKER OF THE FEDERAL ASSEMBLY: Order, please! His Excellency President Vlahovic is entitled to speak.
PRESIDENT FILIP VLAHOVIC: You are correct Mr Milutinovic. The more delay we have, the more harm and destruction and killing and blood we’ll have within Nova Srbja, that’s why we are very eager to achieve a solution, but how and in which way can we form a State Union? I agree we need to have two parallel ways: the first one is to adopt a common flag, a common defense force, a common foreign policy, a common currency and also a federal legislative body. The second one is to uniform the systems in Srbja and Novosad. Such systems have many different aspects; you have the political one, which is related to the future of single entities; what political system do you need, what kind? I believe a Republic of Srbja and a Republic of Novosad, could coexist each with a national parliament, and a national police force, while sharing a defense force, a currency, a foreign policy, federal legislative and executive bodies, and a federal law enforcement agency, while respecting the opinion of the self-governing bodies of each political entity of this proposed State Union: the Republic of Srbja, and the Republic of Novosad.
But we must also join our efforts to try to bring many of those people who were affiliated to the paramilitary groups, or who committed any despicable acts to go back to their normality and lay down their armaments and to live normal life in return for amnesty that will offered by the government. So, actually, if you want to talk about the real political solution since the beginning of the crisis, of the war in Nova Srbja, till this moment, i agree that the only solution is the reconciliation between our peoples, and the establishment of two separate national parliaments, coordinated by a President of the State Union of Srbja and Novosad, and a Federal Assembly to propose and vote federal laws, in the interest of the people of Srbja and the people of Novosad.
General Milutinovic, we must give peace and reunification a chance. The war must end now.
GENERAL DRAGAN MILUTINOVIC: Actually, yes. We can say yes, because this meeting is the first time to reach - because you know we had many dialogues before – this is the first time to reach an agreement upon some of the principles that could make the foundation for the next dialogue between the Srbja and Novosad and the creation of a State Union of Srbja and Novosad. We haven’t finalized it yet, because the schedule of this meeting isn't very comprehensive. It isn't enough to finalize the schedule, but because when you have a breakthrough, even if it’s a partial breakthrough, it means that the next meeting will be promising in reaching a full agreement about what are the principles of dialogue that will bring a shared Srbjan and Novosadian, let’s say, solution to our division.
Let us join under one flag, one hope, one future. President Vlahovic, the war is over. Long live the people of Nova Srbja.
