The Leader wishes to communicate to Eiffelland some points so that his will with regards to Pannonia and Bajororszag be more clearly known:
  1. The territorial integretiy of Bajororszag is a core interest of Hradreych.
  2. The Leader acknowledges that the constitutional arrangement of Pannonia and Bajororszag may be unsuited to the character of its people. Though we cannot suffer a hostile state on our border, the Leader desires to impose no particular regime or ideology.
  3. The government of Prime Minister Kovacs is derelict in its duty to defend the order and integrity of the state. Whether or not it continues to hold power is of no special interest to us.
Though the Leader is gravely disappointed by Eiffelland's harmful, ideologically motivated, assault on the integrity and sovereignty of Bajororszag he remains optimistic that is possible to achieve consonance between our state interests. He hopes you will reconsider the folly of unilateral action.

Dear Ambassador Kovalev,

Let it be known that our decision to recognise Eugenia, Bourdignie and the USSR was based on a thorough decision process during which we weighed all the arguments pro and contra. It is not our fault that Pannonia is currently falling apart. The only thing we are doing, is trying to make sure that the desintegration process goes by as orderly and peaceful as possible. This is also in the interest of the Rus People's Republic.
We have full understanding for your safety concerns. These concerns can be mitigated best by stabilising the area of former Pannonia in such a way that we are not sowing the seeds of the next war. This cannot be achieved by forcibly keeping Pannonia together under Prime-Minister Kovács; that would only lead to an unstable Pannonia. The only way to bring peace back to former Pannonia is to give the republics emerging from it a firm base to develop from. That is what we are working on.

Dear Ambassador Kovalev,

I am contacting you in response to the recent developments in Pannonia, to be precise the most recent announcement by the Tarusan govermnent.

Within the Council of Guaranteeing Powers and during the discussions in the European Forum, Eiffelland has taken the interests of the People's Republic of the Rus into account. We listen to your government's arguments, and we make sure that the representant of the People's Republic of the Rus is listened to. Your government must have noticed that.

The Tarusan Government has indicated that it is intending to send a tank division to Pressburg through your country. Herewith I ask your government to forbid the Tarusan armed forces to transfer troops to former Pannonia through your country, your country's waters or your country's airspace.

Please realise that it is not in the long-term interest of the People's Republic of the Rus that Tarusa builds up an ally on your western border.
