Dear Representatives of Remion, The Federation, Pelasgia, Tarusa and the People's Republic of the Rus.

After the passing of the Verdugo Peace Plan, I think it would be wise if we discuss how to proceed.

The Csengian Republic does not allow foreign troops on its soil. We can choose for enforcing the Verdugo Peace Plan, but then the question emerges: How? Militarily or by means of economic and diplomatic sanctions?

"The first question, Honourable Representatives, is precisely what issues face the enforcement of the Peace Plan. If the issue is primarily military, then we must use force; if the issue is humanitarian, we must use humanitarian means, and if the issue is diplomatic, we must use diplomacy.

"However, we must all do this together. If, for instance, the Rus send troops into Pannonia to oppose the deal, while Remion supports entities that oppose the deal, we can have no deal. I do not mean to target any countries or to allege that these Members are doing so, I am only giving an example. At any rate, in such a scenario, the Peace Plan would unravel at once. Therefore, whatever we are to do, we must do it together.

"My recommended solution is simply: we must announce the Verdugo Peace Plan as adopted and legally binding upon all parties, and we must state that the European Forum expects all parties to abide by it. Then, we must refuse recognition or economic aid, and otherwise pressure non-conforming entities to abide by it. Moreover, we must send in international peacekeeping forces to separate any areas of conflict, to avoid any derailment of the plan. I think that these rapid first steps would tie the hands of any party wishing to bend or ignore the plan for individual benefit, as it would find itself isolated and facing far graver consequences for such action than any benefits it might incur from non-compliance.

I totally agree with you, Mr. Antoniou. Whether we could use force really depends on the size of the forces we contribute. But indeed, we need the input of others. We need to get consensus among us on how to proceed.

First I will state my country did not vote for this peace plan, even if we were given a powerful say as a guaranteeing power over the Pannonian crisis. It is also noted that the Pannonian state voted against said peace plan, so enforcing it would require actions by the powers who voted for it to act militarily to enforce it, as well as some of the rebellious factions in the conflict disagreeing with the peace plan.

As such, we have no desire to enforce a plan that was voted against by a nation with which we have friendly relations and throw away lives of the Empire against a cause which we do not support. As it currently stands, we can see even now this council will be divided along the same lines of those that support the Pannonian regime, and those that have stood opposed to it and carved it up.

As even now with this "peace plan" that was pushed forward, we still see a no fly zone enforced, but only against certain parties, not against all. We have seen the Eugenian rebels race to the sea seizing more territory with no action taken to prevent such actions by those in this very council that supports them, so where would these "borders" be drawn? Obviously a bias by the more dominant numbers of the pro-rebellious factions would want to define the borders as where they are now, not at the time of the peace plans passage.

The peace plan as it was passed, was, and is, a diplomatic failure as none of the parties involved will accept it as it is written, and as such we will not attempt and enforce it, without the support of parties on the ground, this will be a conflict that never ends, and we will simply be committing lives of our countrymen to a cause that is a failure, and not supported anywhere except by those who have forced the nation into collapse.

It is a pity that no representant of Tarusa was present during the discussions on the Pannonian Crisis that took place here at the European Forum, because then the plan could have been more in line with the wishes of Tarusa. Though we continue to harbour doubts about this plan the Leader has determined it is the most promising diplomatic avenue open to us now. I further concur with the representative from Tarusa. It is imperative that all sides in this conflict cease to advance. We suggest the council enforce a no-fly zone over the former territory of Bajroroszag - we are prepared to contribute.

Another question to you all: I also have something else to mention. The government of Ostmark indicated to us that it wants to contribute to establishing peace in Pannonia by means of contributing to the peace corps. What are your thoughts about that?

The Republic of Remion does not promote any country that wants to destabilize the peace accords, these are mere misinformation. We recognize the national borders of the areas under the control of the local Republics at the end of the vote of the Verdugo peace plan. In full compliance with the agreements of the European Forum.

It is in our interest to draw attention to the illegal occupation carried out by the city-state of Vijpoort in the Zaran area. We ask those occupying forces to withdraw and leave room for the restoration of the law through the allocation of international forces.

Remion does not oppose the non-fly zone, we are already conducting our operation since the beginning of the crisis on the Zaran regions. With a clear map of air area divisions to be controlled by individual member of the Council of Guaranteeing Powers, it would be helpful.

It is our view that Vijpoort is acting no differently than that of several of the "Guaranteeing Powers" and acted as they saw fit, just as several of the "Guaranteeing Powers" here saw fit that led to the destabilization of Pannonia. I would say that if Remion wants the troops withdrawn back to the city states borders, than it too must quit attempting to enforce its no fly zone.

Since we are on the subject of "No Fly zones" I will state our objections to carrying out such a thing as well. We will not endanger our men in uniform for a cause we do not support. We vehemently reject the notion of justifying what we have been pushing back against for months by simply slapping it under an EF banner. If, and I say strongly IF, there was to be any support for a no-fly zone over Pannonia from the Empire it would have to come from nations with no stake in the Pannonian nation, which none of the Guaranteeing Powers can fit the profile of.

Your Grace Baron Bakhmeteff, I have the impression that Tarusa is not willing to cooperate with a peace plan for Pannonia. Your country has the right to take that decision. However, the other countries in this room have the intention to let a peace plan for Pannonia work.
A return to the former Pannonia is impossible, and would also have been impossible if Remion, The Federation and Eiffelland would not have involved themselves. You and your country would do more good by contributing to the solution of the problem than by continuously repeating that your country won't contribute any troops and that you hold Remion, The Federation and Eiffelland responsible for the situation.

Back on topic. As far as I know, this is the current map of Pannonia. I could be wrong though.

Mr. Udinese, as far as I know, Remion maintains a no-fly-zone basically above Southern Pannonia, i.e. Eugenia, West-Zara, and the area coloured turquoise (apologies for my lack of knowledge of the geography of Southern Pannonia).
Vrijpoort is currently active in the reddish area under West-Zara and the area coloured turquoise, but without planes.
Eiffelland and The Federation are currently controlling the air above Bourdignie (the red and reddish parts in Central, Western and Northwestern Pannonia), Hohensee (the yellow part in Western Pannonia), which indeed is a part of Bourdignie, and Bécs-Altstadt. Bécs-Altstadt is a special case. It is an independent city-state inside Bourdignie. That geographical reason, and the fact that the government of Bécs-Altstadt repeatedly asked Eiffelland for support, are the reasons why we control the airspace above Bécs-Altstadt as well.

I would propose the following.

Please apologise my lack of drawing skills. My suggestion would be to let Eiffelland and The Federation apply a no-fly-zone in the purple-surrounded area, Pelasgia and Ostmark (or Ostmark alone if the situation in Pelasgia escalates further) apply a no-fly zone in the yellow-surrounded area, Remion to apply a no-fly-zone in the green-surrounded area, and the People's Republic of the Rus in the remainder of Pannonia.

What are your thoughts?

The Republic of Remion condemns the actions of the Empire of Tarusa, which, in violation of the agreements reached in this seat, deliberately decided to attack the Republic of Eugenia. Such behavior by who should be the peacemaker in the area is unacceptable and undermines any possible peace negotiation and normalization in the area. San Lucia, was in the hands of the forces of the Republic of Eugenia de jure and de facto, at the entry into force of the peace agreements. This is not an opinion, but an objective fact.

The Tarusa Empire, with its actions has deliberately attacked a sovereign, independent and neutral nation, as written in the peace plans of the European Forum, the Republic of Remion, will take action to ensure that Eugenia's borders are respected by the aggressor, deploying its own army in defense of the Republic of Eugenia.

I do not see any signs from all parties in the internal conflict between Pannonians having agreed to this peace plan and as such is first and foremost a peace plan that wouldn't last but mere days to weeks before conflict between parties would have renewed. This is nothing more than a plan to "formally legalize" in the eyes of the aggressors against Pannonia to their people and the world their actions, as I view it, and as my Tsar views it, this peace plan is no different than what was attempting to be forced upon Pannonia in the first place by the aggressors. If you want a true peace plan, it must be acceptable to all parties on internally involved in the conflict, which this is clearly not so, so I would recommend making a much more solid plan that is acceptable to all parties, without as many loopholes.

Secondly the voted and passed plan never specifies what borders of what date. That leaves this open to interpretation as anybody see's fit, not a very solid plan. In accordance with our own views, and that of the Csengian state, Sankt Viet, San Lucia for you folks, was still and will remain still sovereign Csengian soil. Our peace keepers have not moved further east than a few miles from the city boundaries of Sankt Viet and have taken it upon themselves to secure a corridor to Thaglau. It was Eugenian forces seizing Sankt Viet and the surrounding region from Csengia when the peace plan was proposed, propped up and pushing aggressively to seize as much territory as possible by non-other than Remion.

It was our peace keepers that were illegally and unjustly attacked by those of the Remion Air Force. It is also the Republic of Remion that looks to impede upon Tarusan shipping in the Thaumantic, acting once again as if it is the father of the household. If supplies are interrupted to our forces in the region that are there carrying out their duty as a Guaranteeing Power, or any commercial shipping of the Empire is harassed our illegally detained, searched, or seized by the unilateral actions of the Republic of Remion which has looked to constantly undermine its neighbor and attempts to justify its actions no matter the means, we will be forced to act in accordance.

The click-clack of the wooden heels echoed along the corridor as the middle-aged man rushed to the room where the proposed peace plan was being discussed. He was a mid-level diplomat from the Vrijpoort High Commission to the EF and had rushed over once he had heard from an informant in the catering staff that this meeting was taking place.

*bang bang bang* he slammed his fist against the wooden door of the conference room, the sweat from his brow dripping into his eyes and stinging.

'You will let me in at once, I say! At once!' he blabbered in loud and exasperated German.

The server whose tray had tumbled when the diplomat blew past him was busy mopping up the spilt tea and biscuits while two security guards were attempting to calm the Vrijpoorter down.

'If you don't let me in this moment you'll be certain my superiors hear of this and react!'

The scene presented before him has something comica, but the man kept his gaze serious and in a monotone voice asked: "What are the problems here?"

He turned to Master Baron Boris Bakhmeteff, the representative of Tarusa.

"Your Grace, what exactly are you doing here?" he asked. "With all due respect, both you and your government are acting like a stamping child. Please stop with that. I already have two children at home who constantly bicker and fight; I am really not waiting for trying to raise a bunch of adult children on top of that.
The only thing we hear from Tarusa is 'nyet' to each and every attempt to bring peace to Pannonia that does not follow Tarusa's ideas. But we don't hear what Tarusa has in mind, after I repeatedly asked you to voice alternative plans. We only hear 'nyet' from you, nothing more.
The Verdugo Peace Plan was designed to follow what the majority of the former Pannonians want. The voting lasted almost a week. Nine representative voted on it; the remainder withheld their votes. Including you. You yourself, currently even a more vocal opponent of the Verdugo Peace Plan than the government of former Pannonia, did not make the effort to vote against the plan. You even let the chance to amend it pass. And now, we hear nothing else but 'nyet' from you.
On top of that, while the European Forum tries to bring peace to Pannonia, your country decides to start a fight and put the lives of hundreds of thousands of people at stake by besieging San Lucia. The stamping child starts a fight at the schoolyard.
Your Grace, whatever you call the current actions by the Tarusan armed forces in Pannonia, your country is acting against a resolution of the European Forum, and against what the majority of the former Pannonians want. The Eugenians, Zarans, Thalgäuer and Bourdignians do not want to be governed by Kovács 2.0, but that is what your country wants to impose on them. Your country is not acting like peacekeepers at the moment, so your armed forces cannot be considered peace keepers. It is fully understandable that the armed forces of Remion lost trust in the Tarusan armed forces Consequence of that is that Tarusan ships are checked and denied entrance to the waters directly south of former Pannonia. If your country wants to change this situation, its soldiers have to act like peacekeepers
."

The diplomat started to raise his finger to Udinese while catching his breath. The words began babbling out.

'These discussions must be open to the...the forum...we need to ensure all parties involved...oh...otherwise misunderstandings...*gasp*...and that means death!' *gasp*

The man suddenly collapsed and lost consciousness. Security called for an ambulance and began administering CPR. An aide to the diplomat who had caught up from down the corridor pulled out his mobile and rang the High Commission.

It is quite simple, the peace plan laid out was quite rough and did not have any solid foundations to what "established" borders were open to interpretation. If you wanted a solid lasting peace the plan laid out and "approved" was make-shift at best and was guaranteed to not last, as some of those who voted for it would have hoped for. A peace plan that has not had the voice of the nation that is being broken apart is not a peace plan at all, and that is the first point where it failed, the rest are just part of the domino effect of why this failed. You can keep beating this horse until it is dead that this plan is only failing because of us, no this plan is a failure for multiple reasons.

Our Proposal, we do not have one at this time. We have ideas, but we will not push thru some self justified proposal without the input from the voice that matters the most on the matter, that of the Csengians.

Well then, Your Grace Baron Bakhmeteff, it is clear that you and your country don't want to cooperate with the Verdugo Peace Plan. But a workable alternative you don't have, either. Then why are you here? If you and your government don't agree with the Verdugo Peace Plan, then why doesn't Tarusa step down from its role in the Council of Guaranteeing Powers? You are not obliged to be here. You have nothing to contribute, and Tarusa wants to draw its own plan anyway. so no-one will hold you when you leave.

No plan thrown before any members of this council will ever work, as it will not include the principal combatants on the ground, especially the most important of all the Csengian state. I have no problems sitting here playing the devils advocate about how terrible this plan is, I can do this everyday of every week for however long is necessary. No it would only benefit your nations, and your own goals for The Empire and myself to walk away from this, then it silences the only member of the "Guaranteeing Powers" who seeks true justice for the former Pannonian nation and not just its self serving goals. Why else would we have been included in the plan anyways, it surely was not to rubberstamp the process of those seeking to carve up its neighbor? No it is to bring about a balancing force against the aggressive stance of those whom were the aggressors against the former Pannonian nation.
