PANNONIAN PEACE PLAN
- for central Gallo-Germanian peace, stability and human rights -
- designed by Demetrio Verdugo, inspired and based on the plan designed by Cristian Galán Correa -

PREAMBLE
Understanding the need of the peoples of the world to achieve self-determination and the liberty to perpetuate their own cultures and traditions without fear of assimilation, oppression, suppression or imperialistic aggression, the Pannonian peace plan is designed in such a way to recognize the self-determination of the peoples of Pannonia by offering the Franks and Zarans the same rights as the Bajorans through sovereign independence, the right to perpetuate their respective cultures and languages without fear, and the right to seek happiness and joy in a safe, secure environment which does not impede on their lives.
Desiring the avoidance of unnecessary bloodshed is a must and a goal of the European Forum, and thus it should be the duty of all member states to offer aid to less fortunate states and their peoples in dire need by providing not only supplies like food and medicine, but also administration and peacekeeping. It is thus in our opinion that the nations of the European Forum must set aside their political differences and band together in this project, should they want to avoid turning Pannonia into a battleground in a three way continental war.
PEACE PLAN
  • The Bourdignie Confederation and the Eugenian Republic shall be recognized by the European Forum as sovereign, independent states with their current de facto borders, and shall be required to enter into an immediate ceasefire with the Pannonian State.
  • The Bourdignie Confederation and the Eugenian Republic shall be required to observe strict diplomatic and military neutrality in the realm of foreign affairs, whereby they are prohibited from entering into any military alliances or seeking of legal unification with other foreign powers.
  • A special council of guaranteeing powers made out of representatives of the Federation of Westernesse, the Kingdom of Eiffelland, the Republic of Remion, the Empire of Tarusa, the Rus' Peoples' Republic and the Union of Pelasgian Republics, will ensure that social concord and peaceful cooperation between the newly independent states and the Pannonian State is established (henceforth to be referred to as the Council of Guaranteeing Powers).
  • The Council of Guaranteeing Powers will ensure that the borders of all states are respected by all neighboring powers.
  • The Council of Guaranteeing Powers will observe and enforce the disarmament of groups within the Bourdignie Confederation, the Eugenian Republic, and the Pannonian State, be they state or non-state actors, who refuse to respect the terms of this peace plan.
  • The European Forum will provide a multinational peacekeeping force that will be stationed in the country for the period equal to the length of the Council, with at least half the soldiers provided by nations which are not part of the Council and who may volunteer or be invited by the Council of Guaranteeing Powers through a simple majority vote by the Council of Guaranteeing Powers.
  • The Council of Guaranteeing Powers will exist for a period 5 (five) years, after which it will be either disbanded or renewed on a yearly basis.
  • The vote of the renewal or continuation of the Council of Guaranteeing Powers will be completed within the European Forum with input from the Bourdignie Confederation, the Eugenian Republic, and the Pannonian State.

The member states are invited to vote on the peace plan.

Esteemed colleagues,

I want to thank His Excellency Mr. Verdugo for his work on this proposal. My government commends the government of San José for taking this initiative.

As I said during the debate on the Galán plan, it is pivotal that we reach a peace in Pannonia. We also understand that the People's Republic of the Rus and Tarusa need to be involved in the peace plan. The Verdugo-plan foresees in this.

This plan also foresees in granting Eugenia, Bourdignie and a future Bajoran country independence. As I indicated in my statements about the Galán peace plan, it is impossible to go back to a united Pannonia. Too much has happened for that. But Eugenia, Bourdignie and the future Bajoran country can develop themselves towards a friendship. The Verdugo plan has a much higher chance on peace in Pannonia than the Galán plan.

Eiffelland votes FOR this proposal.

I commend the effort of all the proposals laid before us, but as per direction from my government as this proposal has not considered the opinions of the Pannonian State, I must vote NAY and therefore against this proposal.

Esteemed Colleagues, the United Pelasgian Republics will vote in favour of this proposal. As stated before, Pelasgia supports any initiative that will settle the conflict in Pannonia peacefully, so we will lend our support to this peace plan as well, and hope that it succeeds.

In response to the arguments of the Honorable High Commissioner of @Vrijpoort and his subsequent vote against this peace plan, I wish to address his government's concerns and objections.

First, in regards to Vrijpoort's desire to take an active role in the European Forum's peacekeeping operations, there is opportunity for that in the provisions of the peace plan, specifically the following section:

  • The European Forum will provide a multinational peacekeeping force that will be stationed in the country for the period equal to the length of the Council, with at least half the soldiers provided by nations which are not part of the Council and who may volunteer or be invited by the Council of Guaranteeing Powers through a simple majority vote by the Council of Guaranteeing Powers.
It is the view of the Archipelagic Collectivist Republic of San Jose that Vrijpoort's participation in the peacekeeping force is essentially guaranteed, if not explicitly by representation in the Council then at minimum implicitly through this section and with the legitimate arguments presented by the Honorable Representative Howell.

Second, regarding the request for referendums for the statuses of independent states, in this case we assume the Bourdignie Confederation and the Eugenian Republic, we feel as though the de facto statuses of these states through their declarations of independence, organization into functional governments, and on-going success against external and internal challenges to their sovereignty render the call for de jure establishment of independence already met. In other words, were a referendum organized in the Confederation and Republic at this very moment, San Jose is certain that the outcome of such referendums are already guaranteed, and therefore their inclusion as an amendment to this peace plan is not necessary.

We therefore call upon the Honorable Representative Howell and the government of Vrijpoort reconsider their vote and join the movement towards peace, rather than obstruct and delay and, therefore, prolong the chaos engulfing the region of Pannonia.

Additionally, Honorable Representatives of the European Forum, San Jose moves that voting be concluded by the end of tomorrow, a full week since this proposal was brought to the floor for a vote, and the results recorded and archived in the European Forum records.

OOC: As detailed in the other thread, this is certainly retroactive and without precedent, but I ask for this with the intention of moving things along storyline-wise and not get too bogged down.

We cannot support the proposal as tabled. The Leader is prepared to acknowledge the representatives of the self-declared entities Bourdignie and the Eugenia, to acknowledge the facts on the ground in regards to the territory and to acknowledge their representatives in this Federation, but at this point, he is not prepared to extend to them recognition as sovereign states. It remains to be seen if either of these statelets have any genuine independence - or any genuine commitment to resolving this civil war.

We propose the resolution be modified to clarify the provisional nature of these entities recognition by the European Federation. How your governments, my esteemed colleagues, choose to engage with them is of no consequence to the Leader.

Like indicated by our esteemed colleague from Remion Mr. Udinese, we cannot amend a proposal under vote. What we can do after it passed, is putting an amendment to vote. Eiffelland does not oppose the request put forward by the representative of the Rus Mr. Zakharov.

Honorable Representatives of the European Forum, as no explicit objection has been raised to our motion to conclude voting regarding the Verdugo Peace Plan after a significant grace period, San Jose considers this vote to be officially concluded, with seven votes in favor of the European Forum adopting the Verdugo Peace Plan, and two votes against, with one abstention. The peace plan has achieved well over a super majority of 77.8%, and as such it shall be adopted by the European Forum.

We request the Archivist of the European Forum record the results as they stand today for the archives of this venerable body. Additionally, we invite Representative Zakharov of @Hradreych to submit an amendment to the Verdugo Peace Plan for a vote, as similarly to the Honorable Representatives of Eiffelland and Remion, we do not object to such a submission.

As promised before, Pelasgia stands ready to assist with organizing such a force. We invite third parties, such as @Natal, @San Jose and @Corrientes to also participate, to ensure the neutrality of EF forces in the area. As Pelasgia's considerable military is not currently engaged in overseas operations, and as we were preparing to intervene in Pannonia up until very recently, our General Staff is ready to tackle the logistical tasks of organizing such an endeavour.

While the work done here is admirable, developments in the region are always changing. I have been told by General Horvath to inform you that the people of Csengia and the Two Zaras will not accept this theoretical peacekeeping force. Any nation that sends men to be part of it will be committing an act of war upon my nation and that will result in hostilities.
