Preparations for the 1st Summit of the Western Brotherhood (WOTO) have started long before the invitations were sent. First preparations were started since the organisation were first created and now, Santa Fe was preparing to host the delegations from the full member nations, but also Scanlaw, Sollega and Caria. In the past week, everything was being sorted, going as far as having the Avenida Nacional being pressure washed and repainted. Casa Verde, the capitol building of Natal ,where the government, supreme junta (presidential directorate) and parliament all convened, has been prepared too. Delegates were received by Presidenta Linda Campos Restrepo and the rest of the Junta, but after an opening ceremony in the halls of parliament and an opening speech by the Presidenta, the delegations were led into the conference room.

Each national representative or leader was sat at a huge round table made of Natalian redwood, sitting behind the Sollegan language labels of the name of their nations and a small 20 cm high flag. At this round table, with the Natalians sitting at 12 o'clock, they were followed on a clockwise manner by the Josefinos and Gran Occidentians, with the Mompra sitting at 6 o'clock, and then on the other side of the table, the affiliated members and observers, the Carians, Sollegans and the Scanians right on the left side of the Natalians.

The delegates each had a translator behind them, especially for the non-Sollegan speaking nations.

"Esteemed representatives and colleagues. I am glad to have you all here in Santa Fe, for the 1st ever summit of the Western Brotherhood. I want to welcome first and foremost our full members, and our affiliates and I hope that this forum will become the perfect channel of communications that will bring further cooperation and development for our nations. After your initial remarks, I would like to start with the first item on the list, with the election of the new collective presidency of the Organisation," said Linda Campos.

The Caudillo sat awkwardly readjusting his uniform, ordinarily he would have worn a civilian suit but he was not simply here as Enrique Martinez-Roca the man he was representing Gran-Occidentia and the Integralist ideology and such he was dressed in full party uniform, bottle green tunic and trousers with knee length black leather boots he had omitted the hat. It makes me look like some tin pot dictator...which I suppose I am come to think of it. All around him sat similarly garbed men who wore their party uniforms like a second skin lean hatchet faced men with inscrutable expressions under the brim of their military caps.

He cleared his throat..it looked like he would be the first to speak "Brothers...sisters. This is truly a most auspicious day here we all are, gathered from across the globe united in our love of freedom and our willingness to defend it. I am profoundly honoured on behalf of my nation that we were accepted to join such a noble organisation of brother nations such as this. Our fair nation has been through many trials but thanks in part to the fellowship shown by the WOTO we have emerged triumphant, a beacon of hope and change throughout Occidentia and indeed the world. However there remains much to be done, not simply in Gran-Occidentia but across the entire world. The forces of corruption and autocracy are on the march and we must remain ever vigilant against these threats. The WOTO must be prepared not just to talk but to actively combat these forces, the WOTO must become the sword and shield of the free world!"

At this the party men obedient as ever assembled behind stomped their feet in unison and clapped.

El Presidente José Constanza looked magnificent. True, some pompous self-preening factored into the self-assessment, but he had noticed the heads turning when he arrived leading the Josefino delegation to La Casa Verde in Natal, and that was by design. He made sure his Occidental tan contrasted brilliantly with the stark white silk business suit he wore, complete with a matching white fedora that he had placed on the table in front of him. His suit was otherwise devoid of any official regalia or color save for his blue tie with red polka dots, the Josefino Cockade on his lapel, and of course the Josefino Presidential Sash; two bright blue stripes with a central white band, the red circle within the white stripe embracing the gold Josefino twelve-ray sun and the Collectivist three-pointed star nestled within draped over his shoulder. Was it over the top, perhaps a bit too much? Yes, but that was the point. It was who El Presidente was, and he would not disappoint his audience. Nor would he let the spotlight be on anyone other than him. The other Josefino representatives were notably dull in their grey, black, and navy business suits, essentially vice ministers that would support the true star of the show. And they did so with muted enthusiasm.

Nonetheless, despite the visual attention hogging, he allowed the Caudillo of el Estado Popular de Gran Occidentia, Enrique Martinez-Roca, to be the first to speak after La Presidenta Linda Campos opened the proceedings. The Head of State and Government of his fellow Occidentian nation still needed to establish himself as the leader of Gran Occidentia, a man of reform, of reconstruction, of realignment of what was to that point an objectively repressive regime. Presidente Constanza would support these reforms and support his fellow leader to the best of his abilities, including allowing him to make his short speech in support of the aims of la Hermandad Occidental, as well as the need to support diplomacy with military force. He politely applauded after the Caudillo concluded, his show of support drowned out by the Gran Occidentian party men, but allowed it. He would not be drowned out for long.

He leaned forward to speak. "Señores y señoras, mi amigo Caudillo Martinez-Roca speaks the truth in calling this a most auspicious day, not just for la Hermandad Occidential but for all the peoples of the Free New World. It is we in la Gran República Archipelágica de San José who are honored to welcome el Estado Popular de Gran Occidentia to the ranks of our alliance, standing proudly alongside la Republica Occidental de Natal and le République de Mumpracem. Together, we are a force to be reckoned with, and the Corrupt Old World, held under the thrall of the Global Exploitation Conspiracy has been put on notice that their unchecked reign of terror and exploitation shall continue no longer." The delegation behind him applauded in support. "The bastions of hope in the Old World seated across from me, the Scanians, the Carians, the Sollegans, they too must be applauded for their support for our cause, for the cause of all peoples in the world toiling under the yoke of oppression and extraction. They too are most welcome here." Further applause, this time mostly directed towards the observers.

"
Mi amigo El Caudillo is also correct that we must remain vigilant. Diplomacy and a love for peace can only bring us so far in our war against the Global Exploitation Conspiracy, we must also be prepared to act with force. That is why San José organized the joint naval exercise alongside Natal and Gran Occidentia within Josefino waters, to show the forces of the Tarusan Tsardom that we shall not be intimidated, and we shall not bend or buckle to their blustering or saber-rattling. I am pleased to report that, per the Admiral of the Archipelagic Navy, Catarina Sevilla, the exercises were a success, and we will easily be able to build upon this success with further exercises and coordination between the armed forces of our great powers." Applause again, seemingly timed to establish a rhythm for the Josefino President's speech.

"This leads me to properly address the first point on our agenda: the election of a Collective Presidency for la Hermandad Occidental. It is my humble opinion that we must have an equal balance of statesmen and military personnel, so that we can respond as needed to whatever crisis pops up in the world, and ensure our response, whatever it may be, is properly coordinated. Therefore, I propose each member state would be obliged to present both a seasoned diplomat and a respected member of the armed forces as their joint representatives. I believe also that this Collective Presidency must be composed of Permanent Representatives, perpetually in session, so that our response to challenges is swift and decisive. Within the Permanent Representatives they may have a General Secretary, selected by rotation among the full member states, whose role is to preside over the meetings and ensure they are conducted with utmost efficiency and precision. During meetings there shall be no voting, a spirit of unanimity and common accord must prevail in our decisions and policies, so that subsequent action is coordinated and without any room for the Global Exploitation Conspiracy to sow division and discord."

He paused for a dramatic breath, as well as for the translators to catch up to his speech. "This is my proposal, and I encourage those assembled here to build upon it, flesh out the details, and ensure any discrepancies or potential problems are addressed so that we may conclude this topic with complete satisfaction and prepare to move on to the next pressing topic of this summit. I thank you all for your patience, and I hereby yield the floor."

The Josefino delegation matched the Gran Occidentians in their show of support for El Presidente, enthusiastically clapping and stomping their feet. Allies they certainly were, friends without question or hesitation, but nobody would out-peacock El Presidente. Not on his watch.

Paofai Coulomb is a Mompracem politician who is starting to show his age. When he was a young politic he was called; the tiger of mompra, for the ferocity with which he conducted his political campaigns and administration. At the street rallies, he favored resolute and swift actions. For this reason, the pomposity of President José Constanza, with his interventions alternating with applause from his audience of domesticated monkeys, was a very nauseating spectacle.

On the other hand, Enrique Martinez-Roca's intervention was also quite memorable, if we can define it as a soldier who got lost in a convent of political snakes. Coulomb could not help but notice the military uniform worn by the representative of Great Occidentia. Perhaps it is the first time that Coulomb has seen a military representative uniform.

"Mesdames, Messieurs
I thank you all for your intervention, and I thank the nation of Natal for hosting the first Woto congress in such a distinctive and fascinating place. Having said that, the republic of Mompracem is looking forward to being able to start following the agreed points of the congress. With respect, our person is nevertheless required to inform our colleagues that we have enormous doubts towards points three and four, which would concern the military part of the Woto agreements.
I am sure that when the time comes to discuss the points in question, the Republic of Mompracem and the WOTO organization will find an agreement that does not damage our constitution and an iron will not to arm ourselves with an armed force. "
The man finished his speech with a slight smile on his face, before turning off his microphone.
