DEAR SIR(S)

No doubt the Kingdom of Elben is keenly aware of the delicate situation in Crotobaltislavonia, and the hugely damaging consequences of what a Kadikistani aligned regime in Banja Luka would mean for the region.

On that basis we call for Elben to ignore any previous disagreements between our nation and work closely together for peace.

In practice that means supporting a diplomatic resolution to the internal conflict in Crotobaltislavonia, and prevent any move that may undermine such an outcome.

Given the existence of a hitherto secret defence treaty between Crotobaltislavonia and Kadikistan, we believe it highly likely Ivar will look to deploy military forces to Crotobaltislavonia, which will undoubtedly evolve into a permanent armed presence that would give Kadikistan a forward base beyond the Polesian Sea and greater military reach.

For obvious reasons, Ivar will not approach Amstov to guarantee the passage of military units to Crotobaltislavonia, but our fear is they will turn to Elben.

We trust Elben will see the long term negative effects of a Kadikistani puppet state in Crotobaltislavonia and act accordingly.

The message delivered by secure courier at the embassy was quickly scanned, encrypted, and then emailed to the foreign ministry's "most urgent" address in Eschenbach. There, it was unencrypted, printed out, and placed in an attache case handcuffed to a senior-level diplomatic officer who was escorted through certain underground tunnels dating from Medieval Times to the New Palace where His Majesty, Graf von Schlabrendorff, and several senior officers of the Army waited, having been informed of the incoming message. There was talk. Maps were consulted. More talk. Despite the criticality of the situation, everyone remained calm. HM dictated to his personal secretary a reply and the process then went in reverse as it made its way back to the embassy in Amstov and then by courier to the office of the president...

Dear sir,

Having read your letter just now, we have consulted with our advisors on the current crisis. We have felt its consequences very keenly as our subjects have sought to give aid to the many refugees from Crotobaltislavonia who have sought shelter in Elben. Our interest is to see these people returned to their homes in peace and security. A diplomatic solution would serve our interests and those of the refugees the best. As to military forces from Kadikistan entering Crotobaltislavonia, we do not wish to see a communist regime to our south as well as our east. Kadikistani air assets have overflight rights according to existing agreements. Elben will of course not allow military weaponry to cross our land borders. We will do all in our power to maintain the status quo in the Middle West and your three-seas region. May the angels and saints pray for us.

While we sympathise revoking existing air passage rights to Kadikistan risks a diplomatic spat with Ivar, we think the short term strategic aim of preventing a Communist sympathising regime in Crotobaltislavonia must take precedence.

With land routes out of the question, aerial military transportation is clearly the most viable option for Kadikistan. If enough forces are deployed, Raoul Farrago will be secure, and an Ivar aligned Banja Luka guaranteed. Elben clearly has a major role to play here in preventing this.

We urge you to reconsider your current passive position and join us in taking a more active role in stabilising the situation in Crotobaltislavonia.

Firstly, I must express surprise, confusion and slight dismay that Elben seems to be affording the Kadikistani military aerial passage rights above your territory while simultaneously, if our intelligence reports are to be believed, you are also organising a monarchist resistance force against Raoul Farrago.

In supreme confidence, we are working with General Alexander Radek to limit Kadikistani influence in Crotobaltislavonia. In our opinion, there is no point duplicating resources when we are trying to achieve the same goal: removal of Raoul Farrago.

We are incredibly pragmatic when it comes to he future of Crotobaltislavonia. Our only strategic interest is uninterrupted land connections with Burgundy, which Raoul Farrago and his Kadikistani benefactors will not allow.

I am sure General Radek will be similarly flexible about his future role within the governance of Crotobaltislavonia, and may be willing to to accept the return of Queen Victoria in return for a guaranteed amnesty for the General and his men as well as a genuine role in any future government beyond that of Farrago.

To that end, I propose closer cooperation between our nations regarding the future of Crotobaltislavonia to ensure Banja Luka is not enslaved to Ivar.

Having received your missive from this morning, we have consulted with our aides. Our envoys have consulted with Queen Victoria and she does has not yet informed us of her intentions regarding her place in Crotobaltislavonia. The Free Slavonian Army to which you refer is not something for which the Kingdom of Elben can take credit. When the time is right and that army's training has reached a point where it is capable of independent operations, it will no doubt seek to contact General Radek's forces. We will of course do all we can to facilitate their communication through channels such as this one. May the angels and saints pray for us.

No doubt you will have read news of Trivodnian forces successfully preventing a Crotobaltislavonian invasion that was part of a three-pronged assault by the Rurikgrad Grad Pact. This is a great victory for peace and stability in the Three Seas region.

Free State Intelligence Bureau assessments and our repeated failed attempt to reach out to the Crotobaltislavonian government we believe there is rapidly growing power vacuum in Banja Luka. This represents another security risk.

Likely contenders to takeover include remnant Farragoists, the Xinhai-backed Otpor League, General Radek loyalists, Yiddish self-defence groups and indeed monarchists faithful to exiled Queen Victoria.

We have always been open we have no designs on Crotobaltislavonian territory and only hope for a democratic, friendly or neutral government in Banja Luka.

We are willing to cooperate to achieve this.

I request urgent clarification on the views of the Kingdom of Elben regarding Gunnish intervention into Crotobaltislavonia.

Windhaven has long been a source of poisonous anti-Semitism and in our view an all too willing handmaiden of Kadikistani imperialism, which is why we watch the current military action with grave suspicion.

The Burgundian offensive through Crotobaltislavonia is the best hope the Free State of Trivodnia has in forcing a peace with the Rurikgrad Pact. Right now we're the only defence against a Kadikistani-dominated Lake Elbe and Polesian Sea. I should not have to remind you of the strategic threat that would represent to your kingdom's sovereignty, territorial integrity and even independence.
