Further to initial back-room and semi private dialogues between our two countries conducted from this side primarily by the Minister of Trade, I am now of the belief that higher level talks must ensue between you and I in person.

After consultation with the Grand Duchy of Potenza, in particular Hr Gian Lombardo, the foreign minister, I would like to formally invite you to these talks to be held under the auspices of the Potenzan Foreign Ministry in San Salvo.

There are many areas that require addressing by you and myself, particular items including the following:

• Geopolitical operations with respect to the Occidentian continent and Thaumantic Ocean;
  
• Bilateral trade arrangements on to level of normality;
  
• Military operations in the Thaumantic including the formation of a joint rapid reaction force to common incursive challenges;
  
• Skovlandian operations in Agderrige and the impact it may have on local peace;
  
• Repatriation of the persons involved in the aerial mission over Skovland;
  
• Refashioning of international peace and orderliness for a new age with a New World Order;
  
• Faroerne as an uninterrupted pivot of Thaumantic power for the Danish kingdom and empire in order to place it in the responsible role of a guarantor of peace;
  
• A military and diplomatic High Concordat of the States with respect to mutually agreed, but realistic, force limitations in abutting areas;
• Zones of neutrality or mutual restriction upon agreed consensus;
• Cultural collaboration in order to promote Dano-Slyvanian history and genealogical connections;
• Concocted and drawn spheres of direction and protection upon the globe under a common address and proclamation between the Great Danish Empire and the Continental Republic of Sylvania, delivered, on agreement, from both President Rygaard and His Majesty the King and Emperor either in concert or in separateness;
  
• A direct telephonic 'hotlink' between Christiansborg and Charleroi in order to maintain uninterrupted communication at the grand High State direct between the Statsminister and the President;
  
• A Dano-Sylvanian colloboration on naval and aerial agendas with joint-input on a new array of weapons and heavy machinery to be used by both nations in what in Danish parlance would be classed as 'Phase V';
• A leading-up-to consensus on Dano-Sylvano-Frescano-Agderrigan talks and future operations;
• An understanding over Agderrige leading to commensurate and dignified withdrawal of claims of monarchical succession with reciprocal reductions of Sylvanian military forces

The Udenrigministeriet, the governing grace of His Majesty and myself personally, comprehend the irritation that has composed Sylvanian diplomacy of late and we also comprehend the 'playing to the gallery' of Sylvanian domestic discourse. We do not seek to change that but it is natural that splintering of views must be expressed in a manner catered with outwardly apparent strife. This may be always the concept of our mutual relations but, take it from me, I am a savvy operator of politics and can readily read the 'tea leaves'.

As I undertake separate talks with my counterpart of Frescania, Hr Maduro, I am similarly of optimism and commensurate nodding recognition. A nation of grand politicians attired in top hats, tails, and imperial sashes of state whilst seeming out of the thrusts of international floes, I can readily assure that we are not.

To: Minister Westerveld,

Myself and a delegation of policy makers and diplomats from the Foreign Affairs Department will arrive in San Salvo should discussions reach the next level. However, I am ordered by the President to deliver our counters to this 'list' you have devised, particularly these points:

• Bilateral trade arrangements on to level of normality;
  
• Military operations in the Thaumantic including the formation of a joint rapid reaction force to common incursive challenges;
  
• Faroerne as an uninterrupted pivot of Thaumantic power for the Danish kingdom and empire in order to place it in the responsible role of a guarantor of peace;
  
• Cultural collaboration in order to promote Dano-Slyvanian history and genealogical connections;
  
• Concocted and drawn spheres of direction and protection upon the globe under a common address and proclamation between the Great Danish Empire and the Continental Republic of Sylvania, delivered, on agreement, from both President Rygaard and His Majesty the King and Emperor either in concert or in separateness;

Our Counter-Points:

• There is nothing Danmark can offer that Sylvania does not already receive through trade with other more friendlier nations. Danmark will release any dreams of expanding its economies into Occidentia and will refrain from doing so.
  
• Sylvania has no interest in joint operations with Danmark and therefore this point is rejected.
• Danmark is not the world's police force. Danish military operations in Faroerne will be drawn down to a token force and the island will be protected under Sylvania's military protection over Occidentia.
• Your culture is not one Sylvanians care to understand nor do Sylvanians with Danish descent wish to trace it back. They fled your empire for a reason.
• Danish operations will be drawn down in Occidentia and the surrounding Thaumantic ocean.
• Any Dano-Sylvanian collaboration on military matters is a dream that will stay a dream. We will match Danish military growth in steel and fire and we will outpace you.
• Any understanding of Ostveg will be as such: Sylvania and Ostveg are allies. Danmark will accept Sylvanian military cooperation with Ostveg in Scania, our operations will continue.
• Danmark will release its claim to the defunct Agder crown.
• Danmark will recognize Ostveg as the legitimate government and there will be recognition of the Austwegian - Sylvanian alliance.

The rest of your list is negotiable should these preliminary communications become an actual discussion in San Salvo, Potenza.

I communicate my gratitude in receiving your return correspondence which was, in some aspects, most gracious in its details and style of delivery, but only in parts.

After discussion within the Imperial Foreign Ministry, I can offer our initial response to the Sylvanian counter-proposals which I will do in short sentences so that you may better understand.


Counter-proposal 1:

• "There is nothing Danmark can offer that Sylvania does not already receive through trade with other more friendlier nations. Danmark will release any dreams of expanding its economies into Occidentia and will refrain from doing so."

Normality of Dano-Sylvanian economic links is a point that must be best fit to be decided within the parameters of the Charleroi government. However, the second sentence ~ issues of economic Dano-Occidentan links ~ is not the concern of any other entity aside from those governments directly concerned and my own. It shall not include extraneous nations and that will remain uncategorically unchanged. In short: these economic relations shall not be a concern of Sylvania unless they directly effect Sylvania but they are not expected to do so, so the second sentence is non-negotiable and rejected.


Counter-proposal 2:

• "Sylvania has no interest in joint operations with Danmark and therefore this point is rejected."

This point is accepted.


Counter-proposal 3:

• "Danmark is not the world's police force. Danish military operations in Faroerne will be drawn down to a token force and the island will be protected under Sylvania's military protection over Occidentia."

This government shall maintain a responsibility to maintain semblances of order in concert with other nations of like-mind and the withdrawing from hot war as long as it can be realistically be the case. In an increasingly less bipolar or even unipolar globe, evolution of how nations approach common and all-consuming issues also needs to change. No single country can do this on it's own. To pretend otherwise is idiocy. The sobriquet "world's police force" is not one I will use as there should be many that fulfill that role if they chose to and in whatever light they chose to explain it.

Regarding Faroerne, Danish operations will remain in situ and policy will remain unchanged until there is a reciprocal agreement between Charleroi and Christiansborg that satisfies both entities which would include commitments to limitations of Sylvanian forces close to the islands for some agreed distance. Until this, nothing is proposed to alter. The government will and does however, in totality, refuse to accede to a plan for 'Greater Sylvania' over Faroerne and is, as such, a non-negotiable counter-proposal.


Counter-proposal 4:

• "Your culture is not one Sylvanians care to understand nor do Sylvanians with Danish descent wish to trace it back. They fled your empire for a reason."

This is an area of concern as it indicates a dictatorial approach to the population of varied ethnic historicity within your own land and is indicative of social oppression, non-consultation with the people (from what I have actually seen), and a crass blase attitude. We are saddened that the ordinary ethnic Dansk populations are unable to make their own voices heard independently. This carte blanche hand-flip of dismissiveness may also go some way to shed light on the woeful 'know nothing' approach to Faroerne, a part of the Realm since AD 940.


Counter-proposal 5:

• "Danish operations will be drawn down in Occidentia and the surrounding Thaumantic ocean."

The issue of Danish maritime operations in the Upper Thaumantic is one that cannot be withdrawn at this stage and it would be irresponsible to do so. Our preference for collaboration remains with other states and this shall remain, indeed, it is important that this takes place. So in that aspect, this proposal is rejected in the manner of its direct phrasing.


Counter-proposal 6:

• "Any Dano-Sylvanian collaboration on military matters is a dream that will stay a dream. We will match Danish military growth in steel and fire and we will outpace you"
  

This again, is the preserve of your own government to consider. However, it is an obvious flow-down that continued militarisation of Sylvania and the non-approach and non-consideration of the consequences of this maintain a policy of remaining ever vigilant and, if need be, uplifting extra-vigourous endeavours on all levels to new heights to ensure this exercise remains contained.

Counter-proposal 7:

• "Any understanding of Ostveg will be as such: Sylvania and Ostveg are allies. Danmark will accept Sylvanian military cooperation with Ostveg in Scania, our operations will continue."

The links between the current ground-based adminstration of Agder and Fey and Sylvania are indisputable facts which are recognised. For the record, there is a distinction between the state of Danmark and the joint sovereigns of Danmark, Agder and Fey. As such, the state of Danmark can only petition the Royal Council, which is a representative of the monarch, unless the monarch himself orders a retraction. New developments are expected in this area.


Counter-proposal 8:

• "Danmark will release its claim to the defunct Agder crown."
  

The status quo remains unchanged at the current time though discussions are evolving as to allowing unheeded sovereignty at the level of head of state to pass to the evolved powers. Careful analysis of the course of the involvement of the Crown is readily available. These 'evolving talks' shall take place between the representatives of the Royal Council of State the bodies represented by Hr Bakken and fellow adminstrators and between these two entities alone. They shall not involve third powers.

Counter-proposal 9:

• "Danmark will recognize Ostveg as the legitimate government and there will be recognition of the Austwegian - Sylvanian alliance."

Similar to the initial response to point 8, this is to be discussed between representatives of the Royal Council and the representatives of Hr Bakken. These tentative discussions are at a delicate stage but one where it is clear that there will be positivity.



I look forward to our possible talks in San Salvo.

In response to your last communication:

1."Regarding Faroerne, Danish operations will remain in situ and policy will remain unchanged until there is a reciprocal agreement between Charleroi and Christiansborg that satisfies both entities which would include commitments to limitations of Sylvanian forces close to the islands for some agreed distance. Until this, nothing is proposed to alter. The government will and does however, in totality, refuse to accede to a plan for 'Greater Sylvania' over Faroerne and is, as such, a non-negotiable counter-proposal."

This is non-negotiable, there will be a draw down of forces in Faroerne, we demand it and we will not accept any sort of normalization between our two governments until this is done. If you are so adamant on keeping your precious island as a "pivot point" for your power then we can consider these discussions over.

2. Your ignorance is amusing, if ethnic Danish Sylvanians were not having their voice "heard" then men like Sander Rygaard would have never made it to the executive seat. Whats more amusing is that you a man that has never been to this country assumes to KNOW the whims of ethnic Dansk Sylvanians. All there is needed to know about the Faroerne is that it is seen in Danmark as nothing more than as a place where you can attempt to control Sylvania. Your comment of "pivot point" in reference to the islands is proof of that and our opinions of the islands have not changed, see point 1. if you need to be reminded.

Your attempts to contain us will fail of that we are assured, may i remind you that your foolish government has already ONCE brought us to the brink of war with your spy plane antics. Once again this shows us what the 'proto-Dane lands' are for nowadays and this remark does nothing more than show us that negotiating a peace with Danmark is a futile effort.

Ostveg will determine whether a third party is wanted, Danmark will not, that power was relinquished upon unhindered the creation of the Austwegian government, Sylvania does not recognize the Royal Council of State as a legitmate body whether for negotiating the status of the crown or anything else.

The other points we still find contention with, but these are the most pressing at this time. Once again, SHOULD these talks actually progress to San Salvo, there can be a discussion on the lesser pressing points then.
