It is 8 am. The sun is shining above the Victoria Palace in Altaisk. In front of the palace the members of the party are trying to make some order between the representatives of the pioneers (middle-school students) and of the United Communist Youth (high-school students). Premier Andrei Denikin got down of a car and went straight to the People's President Emil Dinca.
"What's with all those kids? he asked without greeting. And why I didn't knew that General Secretary Pavlicenko is in Rovograd at the moment? Tomorrow the Ascaloni ambassadors will come to negotiate the oil import prices! he started screaming."
" Well, comrade, I thought that showing the youth of our country to the Ascaloni we will impress them. And Comrade Pavlicenko asked me to represent Gorno-Altai along with you in the negotiations."
" OK...OK."
Premier Denikin entered the building. He was a man of action not of words. Denikin didn't care if he was called Andrei, Denikin, Comrade, Premier or Comrade Premier. He thought that it is more important how to rule a country than the title the office give you. President Emil Dinca was in complete opposition with Denikin. He thought that the titles are an important role to a ruler of a country. He could do anything for money. One can even spit Dinca in the face if he can pay for it (with money of course). The two hate each other. Denikin thinks that Dinca is to materialistic to be in the Government. Dinca, on the other hand, hates Denikin because of his thinking and slowly await the moment in which Denikin make a mistake and say something bad against communism take over the country.
Marshall Constantinescu ordered his troops to line up in the center of the square. All the preparations are set. Everything is ready. Tomorrow is the great day. The oil crisis in Gorno-Altai will end and a treaty of friendship between The Democratic Republic of Gorno-Altai and The Divine Republic of Ascalon.

Martin Contreras was a part of the hispanic minority in Ascalon, and the only hispanic member of Parliament. His job in Parliament was representing the state of Cordoba, so he acted like a governor and a politburo member. Not only that, but he was one of the few members of Parliament that weren't a church official as well. In fact there was only one other guy who wasn't in the church. It was a pretty big surprise that Parliament picked him to discuss the deal with the Gorno-Altai officials. Maybe Parliament wanted to show the communist side rather than the catholic.

Martin Contreras was heavily involved in the black market of Ascalon, and ran a mafia-style crime family in Cordoba. He is the youngest parliament member ever, being a mere 29 years of age, and is infamous for being a playboy. His signature is his blue-tinted designer aviators, his slicked back hair, and his silk suits.

Currently Contreras was packing up a few of his belongings, because later tonight he was going to board a plane and be on his way to Gorno-Altai. His job had been made clear, get them to agree to design better public transportation for us, and get a good deal on coal.

A convoy of 5 Altai-Logan cars with the Coat of Arms of the Republic painted on the driver's door stopped in front of the entrance in the Andrey Andropov International Airport Altaisk. In a few minutes the plane from Ascalon should arrive.
"Another day. I'm sick of this. The military is not what it was durring the second republic. "said sorrowful Colonel Preduș.
"Oh, come on sir! Life is beautiful. And you also know that the SSPI is glad that someone will tell something bad about this New Republic. Especially for a Colonel like you. They want to have "fun" torturing a right-wing madman like yourself."Said with a big smile on the face colonel Ion Mihu another driver of one of the cars.
"Shut up! I hate when we must do those missions. Those are missions for cab drivers, not superior officers like us."
"The plane is coming, said Mihu changing the subject. Think like this: If the accords will be set, we have a 1% chance of becoming generals."
"Oh... I hate you!"
Martin Contreras got out of the Airport and entered the first car. The convoy started rolling on the Uniunii Boulevard to the Victoria Palace.

EDIT: Didn't read your last line!! So I'm changing my origanal post which you prolly havent seen yet anyway.

Martin Contreras looked out the window as they arrived at Victoria Palace. It certainly was a beautiful place. He had seen a picture of it once in a magazine article, but seeing it in person was breath-taking. As he stepped out of the car cameras started going off as the journalists began working on their next paycheck. As they continued down the walk-way Martin Contreras looked at the school children doing marches and demonstrations. He chuckled to himself, in Ascalon the only demonstrations going on were the Catholic school boys marching down the street and saying Hail Mary's. Finally he reached the Premier and President. He shook both of their hands.

"It's a pleasure to be here gentlemen, now if you will lead the way into the palace I have some business to discuss with you." He said with a smile.

"Welcome comrade! said Prim-Secretary Emil Dincă responding with a big smile.Let me guide you to the conference room."
The walls covered with marble on the lower side and paint on the upper side were shining. The palace was the old imperial palace in which Tzar Alexander V ordered his troops to shoot the peaceful protesters. That was the spark of the Altaic People's Revolution. Emil Dincă was telling all those old stories to Martin Contreras along the way. Near them was Premier Andrei Denikin who was silently listening to Emil's history lesson and was thinking: "Mr. Contreras is obviously bored, but this stupid, imbecile will bore him more..."
They reached the conference room eventually. A long room with 9 chairs on each side and a chair in the front and the back of the table. Each one on the side was for each Secretary and on the other side, the chairs was for each Vice-Secretary. The chairs from the endways were for the Premier an the President/Prim-Secretary.
The room was empty. Martin Contreras was seated on the chair of the Premier ,Denikin on the chair of the Secretary of Internal Affairs and Dincă on the chair of the Secretary of the Finances and Comerece. Two men from the SSPI with immaculate uniforms have situated themselves near the door.
"Sorry for the armed policemen but we need to be undisturbed,"said Premier Denikin.
"No problem, said Martin Contreras trying to arrange his necktie without being observed by the other two."
"I can send them out if you want, continued Denikin.
"Yes please! respondet Contreras.
The Premier made a gesture with his hand and the two SSPI sergeants went outside.
"Now, are we ready?"

Martin Contreras was very grateful that the police were gone. They always made him nervous.

"Yes I believe I am ready to begin discussing the deal. The Ascaloni government is very jealous of Gorno-Altai's public transportation system. What we want in Ascalon is a full system of inter-city, trans-nation monorails. What we mean is that we want monorails inside all of our major cities, and we want monorail tracks in between cities. If you were willing to build such a thing for us, we can pay you $10 billion, and also offer you exclusive deals on our oil. We are also looking for a free-trade agreement between the two of us. In which we release the tariffs on Gorno-Altai coal and you release your tariffs on our oil." when he was done speaking, he looked at the other men waiting for a response.

Denikin opened his mouth to say something, but Dincă interrupted him:
"We will will like to give $147 to one ton of coal and buy 1 barrel of oil for $74.Is this okay?

OOC:I don't know how much is a barrel of oil or a ton of coal so forgive me if the numbers are inaccurate.

OOC: That is a shit load for a barrel of oil, considering the USA buys barrels for like $20 I think. We'll just pretend that we have a deal, because I don't want to do any mat5h either.

"Deal. When will construction begin on our mono-rail system?"

Denikin then responded:
"With $10 billion we can construct about 200km. We can construct the monorails in the major cities or we can link a few cities around Ashkelon to make a megalopolis and the monorails to be something like a suburban train.

"We would prefer it if you linked the cities for now, later we will decide whether or not to pay for inter-city public transportation."

Martin Contreras shifted in his seat.

"Are we done here gentlemen?"

After Contreras left for the International Hotel and Dincă left also, Denikin met with Chief Comisar Paul Nicolski, commander of the Customs brigade of The SSPI.
"Lipțcani Boulevard is situated near the International Hotel, as you know."
"I know comrade."
"To keep the good reputation of Gorno-Altai in general and Altaisk in particular, I want you to make a raid to arrest all the sluts you find in this street. Did you understood, Nicolski?
"Yes, comrade Premier.
The Lipțcani Boulevard is a famous boulevard in Altaisk known because of all the brothels and pimps are to be found here. The SSPI, the Altaic for Secret Service of Protection and Intervention has a long history in which, the policemen tried to catch all the pimps and sluts and close the brothels. Today the people even joke about it. They say that nobody can call itself a pimp or slut if he/she did't visited the headquarters of the SSPI Customs brigade.

Martin Contreras had heard rumors about Liptcani Boulevard. He heard that there where whores and drugs and pimps by the handful. In other words it sounded like his kind of place. After checking in at the hotel and un-packing his things, he walked out onto Liptcani, looking for some nice looking whores.

Near the "Uragan II" bar 2 vans with the symbols of the SSPI painted on the sides stopped. 6 men wearing the black uniform of the SSPI and a crescent on the chest came off from the cars. They entered in the bar and then got out with 6 sluts 1 pimp and Martin Contreras. The only one who remained a the bar was the magaer who was a protege of Nicolski.
"I have diplomatic immunity! Contreras was screaming trying to release himself from the policemen.
"A pimp has no immunity! Enter the van. NOW!"
"A pimp?! ME!
"Enter the car! screamed the sergeant hitting Contreras."
The cars stopped in the newly renamed Rijeka Boulevard, where was the headquarters of the SSPI.

Contreras was pissed. He had never been arrested, and while he was a Don of the Contreras Crime Family, he had a stirling reputation. When the police finally realized that they had arrested Martin Contreras they freaked out. The SSPI officer in charge decided to contact the Premier, to see what was to be done about this 'situation'.

When he found out who was this so called "pimp", Sergent Ionescu called Premier Denikin and Chief Comisar Nicolski to come and resolve the situation. After a half an hour, Denikin and Nicolski came to the SSPI headquarters.
"Idiot! Martin Contreras is a diplomat from Ascalon. That means that by the constitution of each state in the world he has diplomatic immunity. Idiot." Started Nicolski screaming at Ionescu.
"Comrade Comisar, I'm very sorry. I was ordered to arrest everyone in the Uragan II, everyone except the manager."
"And why not the manager?" Asked interested Premier Denikin."Why should everyone be arrested and the manager not?"
The Sergent wanted to say something but he was interrupted by Chief Comisar Nicolski:
"Comrade Premier, the manager of the bar is a notorious informer for the SSPI."
"Alright...alright...I don't want to know anything more just set free Mr.Contreras."

When Martin Contreras was released from the station, he walked outside and found a bunch of media journalists and photographers waiting for him. That was just what he needed, the press to find out. He cursed at the journalists before getting a a taxi and heading for the airport. There was certainly going to be a buzz back home about all this.
