Esteemed General Secretary,

With sadness I hear of the current happenings in Varinia and I see that the regime created by Nikolai Leninov cannot survive without continuous strife. We had hopes that for the betterment of the Varinian people, Sabine Schneider would bring stability and peace, but it seemed that the right to a peaceful life is again violated by Roman Becker. This new radicalization of Varinian politics again brings pro-monarchist and pro-Leninovist elements in front, as it seems that moderate socialism has all but died in such a politicized society. We cannot stand to see the Varinian people rise again and be butchered again by militias which hold a personal loyalty to Roman Becker, as the people has suffered enough in the northern rebellion.

The recent events in Kadikistan are also telling us that a return of a regime that supports the revolutionary clans, like the Beker regime, which let us not forget owes it's existence to the Leninov clan, would also be a grave problem for the New Order of Kadikistan, as it would be a base from which pro-Leninov militias would launch their attacks into Kadikistan. It would probably be for the best of both our peoples to see such destabilizing elements disappear from the international scene.

Considering this, the government of the Kingdom of Varinia comes with a proposition for a Northern Status Quo treaty, in which the problems of the foreign policies of Nikolai Leninov are left behind and we would see a reversal to the status and governments of 1952, before the coming to power of Lena Rees and thus before the Cold War that took place between our nations. We understand that the Kadikistani state cannot support a new intervention in Varinia, especially when the relations between Kadikistan and the western nations are reaching new lows and the threat of a global war is looming over all of us. The best way to help the Varinian people and also to protect the northern flank of Kadikistan would be for us to cooperate.

For this, we present you the Northern Status Quo Treaty, to complement the Status Quo treaty in the Long Sea and to be sure that the world stays away from the catastrophe of a world war.

The main clauses for the treaty would be the following:

Art. 1. The Democratic Republic of Kadikistan will relinquish it's defense of the communist regime in Varinia and would recognize the restoration of the monarchy;
Art. 2. The Kingdom of Varinia will remain a neutral country, not joining any new military alliances with any other state, with the exception of it's existing one with the Empire of Loago as part of the composite realms of the Nordic Crown.
Art. 3. All the soldiers under Kadikistani banner will leave the territory of Varinia as quick as logistically possible.
Art. 4. Through the Empire of Loago, the Government of the Kingdom of Varinia will compensate the Democratic Republic of Kadikistan with 3.5 thousand metric tones of gold as reparations for the events that took place in the 1953-1957 period.
Art. 5. The economic relations between Varinia and Kadikistan are kept in place.
Art. 6. The Varinian Army is to be equipped only with locally produced or Kadikistani imported weapons.
Art. 7. The Kadikistani market is kept open for Varinian imports.
Art. 8. Kakidistan ends it's funding and support of Communist and Marxist-Leninovist groups operating in or targeting Varinia, especially the Linkspartei and the Kommunistische Arbeiterpartei.
Art. 9. Varinia will end it's support of Anti-Communist, Prometheist, Leninovist and Monarchist groups in Kadikistan, and will disband the Prometheist organization called
Država Kadikistana.
Art. 10. Both Varinia and Kadikistan will adopt a law which stipulates that a war between the two nations is illegal.

We hope that the government of Kadikistan will accept and sign this treaty, as it is for the first time in both our interest.
