The Pelasgian State has long enjoyed a position as a neutral passageway and third party between Tarusa and the other absolute monarchies of Gallo-Germania on the one hand, and the collective Democratic World on the other. Throughout our history, Pelasgia has had a form of government somewhere in between those two models—something which has not changed with our new Republic, as a cursory reading of whose autocratic and highly conservative Constitution will prove. In recent years, one need only recall Pelasgia's pivotal role in the foundation of the Association of Petroleum Producing States (APPS) or its facilitation of trade in the Basilisk Sea even in spite of Tianlong-Tarusa sanctions.

For various unfortunate reasons, the administration of the former longtime Prime Minister Th. Angelopoulos was committed to a policy of breaking this delicate neutrality and replacing it with a slavish attachment to Democratic foreign policy, regardless of the direct contradiction of such a shift with Pelasgia's own long-standing interest. Indeed, this only resulted in further instability along our borders, all the while the Democratic world ignored the supposed security concerns in Thrakia that Mr. Angelopoulos wished to have addressed. The Republic wishes to repair this harm.

Therefore, in one of my first acts as President, I have taken steps to restore recognition of the Kingdom of Csengia and the Serbovian Military Administration in Thrakia, while withdrawing the authority of the current Pelasgian delegation in Valls and replacing it with a sole delegate of my picking. I hope that this will prove the sincerity of Pelasgia's wish to mend its ties with Tarusa. Let me then be clear: Pelasgia proposes that it will refrain from directly becoming involved in the Tarusan Dynastic Civil War and from joining an alliance with Tarusa's enemies, in exchange for Tarusa's guarantee to respect Pelasgian neutrality and to once more not see Pelasgia as an enemy but as a neutral trade partner.

If you can guarantee this, Pelasgia will drop all efforts to join ranks with Tarusa's enemies.
