SUBJECT: Novo Srbja civil war
Minister,
Attached for your information is a recent communique we received from the People's Republic of [MENTION=7]Varinia[/MENTION], suggesting the establishment of a joint peacekeeping taskforce led by the Rurikgrad Pact states to try and end the re-emergent conflict in [MENTION=2168]Novo Srbja[/MENTION].
The Yiddish Free State obviously desires a return to peace and stability, but no doubt the Grand Duchy shares our suspicions on the true motivations of the Varinian government. Rather than being a positive initiative genuinely designed to bring an end to the civil war, we believe this is an attempt by the Rurikgrad Pact to extend their influence deep into Novo Srbja and bolster their ideological allies in the Srbjan Communist Party.
For the Free State this is of especial concern, given our shared land border with Istokgrad Autonomous Province, the power base of the Srbjan Communist Party. The federal government of Novo Srbja is now also militarily dependent on the Communist Party and its armed wings, meaning the Party - and indirectly the Rurikgrad Pact - would have considerable leverage in any peace settlement.
To avoid what would clearly be an intolerable security situation from the perspective of both our nations, we suggest a quick and decisive intervention by our own armed forces that is designed to shore up the Federal government and the Srbjan Democratic Union, the most reasonable of all the factions.
We appreciate the people of Bourgogne have already sacrificed so much in the pursuit of freedom for others, but the establishment of a Kadikistani puppet regime on the doorstep of our two countries would pose a grave threat to our futures.
I suggest we immediately begin the formulation of a common armed strategy, with a view to execute as swiftly as possible.

The People's Republic of Varinia understands the plight the people of Nova Srbja are going through, especially after our recent tragedy with the corporate-fascist rebellion in the north. We also understand the problems the government of the Yiddish Free State have, as we also had a refugee crisis when the war in Milesia started and Ivernians came to our gates, not only running from the war, but also from the totalitarian dictatorship instituted there during the war. The Varinian people and their government wishes to stand together with the peoples of Gallo-Germania suffering from the countless crises that rock the continent and bring misery to it's people.
The people of Nova Srbja have suffered too much in the hands of civil and internal strife and have suffered too much from dubious politicians who transformed themselves as warlords, just for the sake of power, crushing all remains of civilization in the process, turning brother against brother in a civil war that may have ended officially a few months ago, but in the latest events seem to return again. The international community should have a duty to help all it's citizens enjoy the right to live peacefully and respectfully in their own countries, without the fear of dictatorships or ethnic cleanses.
For this, the People's Republic of Varinia is proposing two plans, one in which the countries of the Rurikgrad Pact: The Democratic Republic of Kadikistan, The People's Socialist Republic of Calidia, The People's Republic of Milesia and the People's Republic of Varinia will organize a charity fund to help the Yiddish Free State in the refugee crisis that is now in it's incipient moments. The Second Plan also involves the Rurikgrad Pact and the Free States, together with the acceptance of the Republic of Nova Srbja, to send an international force of peacekeepers in Nova Srbja, to try to make sure that Nova Srbja retains it's sovereignty and will remain a peaceful state, this way, stopping all chances of a humanitarian crisis in Central Germania.
