The mentally unbalanced do not qualify for name changes. Or sex changes.

I don't remember insulting you.

Anyway I have no desire for an argument over a simple request, can the username please be changed during the next update. Thank you.

Honestly I rather like it looking different. It's like looking at one of those old maps that show the locations in their native and foreign languages... just this is your sig and your username.

Just so everyone knows, it seems as though imageshack has been hacked, so some images hosted there may be acting weird. Hopefully it'll be restored soon.

NORTHERN COUNCIL CHARTER (DRAFT)

Preamble

The Northern Council is a regional international organisation dedicated to the gradual integration of the member states in terms of economies, political cooperation and cultures. To achieve this goal the member states will work together on a multitude of issues and discuss them in a diplomatic and civil setting.

Article I

The Headquarters of the Northern Council (NC) is to be located in Randers, Democratic Republic of Koldeborg in a building set upon international soil guarded by an independent security force. Funding for upkeep and management of the building is paid for through the General Fund.

A General Fund is to be created in which each member state pays annual dues to provide funds for upkeep of the headquarters and overseas offices and buildings as well as the necessary staff associated with these buildings. The annual dues are 300.000.000 Rigsdaler or 20.000.000 Euromarks. This can be changed via a resolution in Parliament.

The Northern Council shall require a postal service to manage, handle and sort the various pieces of mail going to and from the various buildings of the Council. As such ‘Northern Council Post’ will be the name of the Council’s postal service and will be charged with handling all post received from Post Koldeborg and other foreign postal services once it arrives at Northern Council buildings.

Article II

Member States are given office space in the headquarters building where the permanent representative and their staff may work.

The Northern Parliament conducts its meetings in the working languages of Fennish, Koldsk, Geatic and French.

Translations are made available officially by OSCE staff into German, Dutch and English.

Official Documents are published in the working languages and in German.

Non-listed languages may have Mission-Translators provided by the respected member state’s Permanent Mission Office. Permanent Mission-Translators must be seated in the translation booths and are not allowed to enter the main floor of the Parliament unless accompanied by their supervisor for non-translation duties.

Article III

The Northern Council’s permanent representatives operate within the Northern Parliament.

Each mission in the Northern Council is afforded one vote in Parliament.

Parliament will be the primary policy making body of the NA, and resolutions shall be approved by a simple majority vote.

Resolutions are debated on until a representative calls for a vote. If seconded the Parliament enters a voting session.

Every representative in Parliament has the right to propose resolutions to be voted upon by the members of Parliament.

Member states may opt for passed resolutions to be approved by their national parliaments and legislatures before becoming law.

The Northern Parliament is moderated by the Speaker who is elected by the member states and serves a 2 year term (4 RL months). The Speaker is there to provide moderation to debates, ensure parliamentary procedure is followed at all times and so on and so forth.
The Speaker is to be referred to as ‘Mr. Speaker’ at all times or ‘Madam Speaker’.
Only five resolutions may be in a session of voting at one time.

Article IV

Member states can be removed from the Northern Council with a two-thirds majority vote should they have breached any of the rules.

Non-member states may apply for membership in the Northern Council upon which a debate within the Northern Parliament will commence. The applicant nation's political and economic history will be scrutinised and a hearing conducted at headquarters may be called if felt necessary. If a simple majority then approves of membership, the applicant nation becomes a full member shortly thereafter.

Invitations to join may also be sent out by the Northern Council if a simple majority of the Northern Parliament approves such a measure. The same entrance process for invited nations will be conducted on nations that have applied for membership on their own will.
