'Doesn't matter how many times we do this... it never stops being weird.' El Presidente José David Costantino thought to himself as he stood with a solemn air, waiting for the prayer led by the Secretary of Religious Affairs Antonio Jose Panadero to come to an end, one of the many rituals El Presidente and the twelve other assembled souls followed before their regular meetings. Here, away from the prying eyes of the public, the Knights of St. Joseph who orchestrated the whims of the Occidental Republic of Josepania assembled to discuss current affairs and how best to respond.

It was a secret society, ever since the conclusion of the Josepanian Revolutionary Wars and the sudden death of the First Empire. The Knights of St. Joseph had initially come over from @Radilo to bring peace to the Occidentian colonies, and instead were motivated by God (and more specifically the fanaticism of Grand Master Giuseppe Luigi Constantino) to help bring liberty and freedom to the peoples there, and conveniently enough control of those peoples by the Knights. But obvious, open control was swiftly deemed far too inconvenient, incoherent, and inefficient. This was especially apparent with the death of the Emperor Constantino (the Grand Master was more than happy to elevate himself as high as he could go to be closer to God after all), and so the Knights withdrew into the shadows from that point on. Perhaps too far into the shadows, for their grip on power became weak and they were unable to properly control the people in their rapid northern expansion through Westernesse and the corruption and decay that followed, opening the door to a Radillan effort at reconquest that very nearly succeeded, if not for the efforts of descendants of Grand Master Giuseppe Luigi Constantino to rally the people (and the Knights from the shadows) and expel the former masters. From that point on, the Knights struck a balance with their control, ensuring they were just far enough out of sight to not be seen and exposed, but with a firm enough grip on the levers of power to ensure the Occidental Republic was steered in the direction they chose, first and foremost. That was why their highest ranking members were all assembled in the Executive Cabinet, the lower ranks scattered throughout the Congress and the judicial system as well as in the private world.

That was what El Presidente reflected on as he intoned "Amen." at the conclusion of the prayer, finally being seated at the round table he and all the other Knights were assembled around. 'For God's sake, this is essentially a Cabinet meeting, and yet we've got to have this tradition...' the statesman grumbled to himself, but kept silent aloud, for after all their discussion could finally begin, and he stated, "Secretary General, you may open discussion."

Vice President Gabriel Ceretto, his right-hand man and the public bureaucratic force behind El Presidente's rhetoric, nodded in reply, the eight-pointed lapel pin prominent on his suit, as it was on everybody. He went on, "Thank you, Grand Master. As you are all well aware, the situation in @Ebria is rapidly deteriorating and shows no signs of stopping, and all that follows comes from a report prepared by the Chancellor General." Secretary of Foreign Affairs Giuseppe Emmanuel nodded in reply to the acknowledgement, who took out the report laid in front of him, copies of which were distributed to all assembled, and carried on. "Thank you, Secretary General. The Third Army, now proclaiming a certain Alfonso VII to be the new King of Ebria, is advancing on Valls to take control of the capital and secure their legitimacy, though they appear to be running into resistance. The Empires of @Tarusa and @Pelasgia have already recognized the Alfonsists as the legitimate faction in this war, while the Radillan Republic has declared their support of this developing Popular Front of ex-Manuelists, republicans, and the trade unions, which is where we in Josepania are aligned per the public statements made by the Grand Master."

At that mention, El Presidente nodded, recalling he was amongst the first of world leaders to condemn the militarist Alfonsists and accuse them of assassinating the late King Manuel III, in his own effort to control the narrative of the situation. The Chancellor General continued, "This office is confident that both the @Socialist Commonwealth and @The Federation will join Josepania and the Radillans in supporting this Popular Front, either openly or from the shadows. From there, it is difficult to say who will be aligned with whom, though to our understanding the Communes of @Thaumantica have seemingly backed down from open support of the Alfonsists due to internal issues and are posing as a relatively neutral party, which better aligns with our wishes. We have already issued travel warnings to the area and will continue to monitor and update as needed, the latter we expect will have to soon given the escalation of violence. The question now becomes how do we respond to this escalation?"

There was a brief silence, as everyone looked intently at the report in front of them, studying and considering the details. The Generalissimo, Secretary of Defense Marco Vasquez was the first to respond. "Military intervention is out of the question, in my mind. Our forces are not prepared for a serious expedition and intervention given the expected level of resistance to be found from hostile Ebrian forces, to say nothing of any potential response from powers like the Pelasgians and Tarusans." There was no objection to this statement, and solemn silence descended once more upon the group.

The Seneschal General, Secretary of Commerce, Infrastructure, and Transportation Antoinette Belmonte, next spoke, "Perhaps we should focus on the transportation of supplies, such as ammunition or medical equipment, to the Popular Front to reinforce their cause. We can continue what was started in the transfer of medical supplies in the aftermath of the Valls earthquake and ensure that, with our commitment to humanitarian aid, we do not yet further involve ourselves in the civil war that is breaking out."

The silence returned, but a positive one, for this time there was more nodding in approval and no follow-up statements. After a set period of time, El Presidente intoned with his authority as Grand Master, "Are there any objections to the proposal laid out by the Seneschal General?"

Silence returned, the unanimity seemed quite clear, and was finalized by the Grand Master. "As is the will of God, and of the Knights of St. Joseph, so shall be the will of the people of Josepania. The Seneschal General shall coordinate with the Chancellor General immediately after this meeting to ensure it is carried out swiftly."

With that, the next topic would be introduced, and El Presidente once again sat back to observe the proceedings, reflecting to himself how... banal conspiracies and secret societies actually were. Without the archaic and silly titles used here, without the prayers and the other specific phrases, it was a generic governmental meeting otherwise. The only difference aside from the visuals and audio was the intent: not making it clear to those outside the room that it was these thirteen people, along with the underlings within the Order, who truly controlled Josepania, and protected it from the other conspiracy that El Presidente constantly referenced in his rhetoric: The Global Exploitation Conspiracy. It was... mildly hypocritical perhaps, given the principles of democracy and self-determination, but given past lessons there was a logic to the involvement of the Order in Josepania's very existence, and if nothing else the inertia of it all.

For after all, the Knights of St. Joseph were instrumental in the birth of the nation, and the raising of the nation as though it were their own child. It was only fitting that, until the Order itself died or God forbid the nation died, they would be instrumental to the very end. That, unlike the goofy traditions in this meeting, at least made sense to El Presidente, and that's why he put up with it along with, perhaps, the men and women that joined him in this room.

El Presidente José David Costantino never tired of the view from the balcony overlooking the Golfo de San José, especially when he had a Josepaniano Libre in his hand and a lovely companion snuggled up next to him. Sadly, only one of the two accessories was true at this time, though that was no fault of the drink trying its best to do double duty. It was simply a matter of timing, in this case the simple fact that it was still a time for business for the statesman and his Cabinet. With him, instead of more aesthetically pleasing partners, were the Vice President, the Secretary of Defense, and the Secretary of Foreign Affairs, and the topic of discussion for this mini-meeting was the increasingly drastic escalation of conflict in the Ebrian Civil War.

"With all due respect, Grand Master, you are aware that our most recent public statement to the Pelasgian Foreign Ministry won't be received well?" Secretary Giuseppe Emmanuel inquired, El Presidente barely resisting the urge to roll his eyes in exasperation over the grumpy wheezing of his minister. The man looked positively ancient, a scarecrow of white, wispy hair and crags within crags of his face. He seemed at home in the late nineteenth century, but he had enough internal energy and diligence to make any sort of replacement highly inadvisable, so the statesman put up with him.

"Painfully, but it's obvious that conflict between the Radillan Republic and the Pelasgian Empire is inevitable, as the Generalissimo has laid out for me in significant detail, which would have been a red line for Josepanian diplomatic relations with Propontis regardless. The timing may be early, but it was necessary. Given the propaganda swirling regarding the legitimacy of Alfonso, it was also necessary to take a strong stand against such nonsense and call them for what they were: obsolete." The irony of El Presidente's term, given the backdrop of a shadowy chivalric order from the crusades pulling the strings of a nation, was not lost on him, though it seems to have completely flown by his colleagues to his great disappointment. They could've shared a laugh about this.

"This is true." Vice President Gabriel Ceretto mentioned, seemingly always there to help out his boss regardless of the issue. "Besides, the Grand Master and I have had discussions about further involvement in the Meridian without being officially involved. Our strong stance against Pelasgia will get the attention of the Radillans, and our ambassadors are floating the scenario of our armed forces being stationed in the I Caraibi archipelago, in order to free up Radillan military forces for any conflict with the Empire, something I'm told they're now looking favorably upon. The Generalissimo has assured me this is a logistically plausible mission for the Occidental Armed Forces to undertake, and will be in line with our principles and ideals of protecting the Free New World from the Global Exploitation Conspiracy, regardless of the results."

Secretary of Defense nodded vigorously, seemingly champing at the bit to get underway immediately with the operation. "That is correct. In addition, I believe we should redouble our efforts to organize a brigade of volunteers to send over to the Ebrian Republic. They can reinforce the Popular Front armies there and counter any support the Alfonsists would get from agents of the Global Exploitation Conspiracy, no doubt most of them coming from either the Pelasgians or the Tarusans... The good news is there's plenty of Josepanian expats in Ebria who are sympathetic to the cause of the republicans and the trade unionists, already they're beginning to flock to Ebria to join the defense."

The Vice President adjusted his glasses and replied, "That is indeed underway. Both the Chancellor General and the Constable General are coordinating with their counterparts in Ebria to ensure these volunteers are mixed in with the Josepanians who are officially evacuating, and from there being reorganized into this brigade. Once we receive an affirmative response from the Ebrian Foreign Ministry regarding the sending of medical aid and ammunition we will also ensure domestic volunteers are transported over as well, with just enough plausible deniability to ensure we won't be officially implicated in any intervention. The Federation of Westernesse with their Peace Corps on the ground may also be able to assist in this effort."

All this went on, and El Presidente nodded with vague approval as he sipped his drink and stared out over the large body of water in front of him, taking in the relative peace and quiet with an almost determined vigor, perhaps trying to keep out of his mind the chaos going on across the ocean, seemingly a world away, that he and everyone assembled here kept talking about in vague, detached terms.

El Presidente José David Costantino was pensive as he looked at the map of the Free New World, comprising of the continents of Westernesse and Occidentia, studying the names of the countries that populated the hemisphere similarly to a student preparing for an examination. The statesman was especially focused on the Radillan overseas territories of I Caraibi, which while clearly designated with Radillan flags and colors, nonetheless had a Josepanian flag nearby San Giovanni, highlighting the military presence the Occidental Republic now had in the area with its naval patrols. Another, smaller map nearby showing Touyou told the same story, but this time with the Radillan L'Oriente. A naval task force was on the way there, and much more soon...

El Presidente had just instructed the Department of Foreign Affairs to reach out to the Radillans about an expansion on an earlier proposal of sending Josepanian military forces to their overseas territory of I Caraibi, and later L'Oriente, and free up the garrisoning forces in both locations to join the fight in the Meridian. Weeks later, the situation had changed drastically. Aresura was on the verge of being overrun, with the Morean Archipelago also now under serious threat. In the Meridian Sea the battles were strategically indecisive but both navies were being utterly mauled, especially the Radillans, which was presenting a serious long-term consequence that greatly disturbed the Josepanian Department of Defense. Namely, the decreasing capabilities of the Radillan Republic to project its power and, more importantly, guard its overseas territories in Touyou and Occidentia. The latter was especially concerning to the Josepanians given their commitment to regional security, anti-colonialism and anti-imperialism from the Corrupt Old World, and agents of the Global Exploitation Conspiracy such as the Empire of Tarusa had already proven themselves to be rather opportunistic in expanding their power even though their primary focus was domination of Gallo-Germania and Himyar.

Therefore, El Presidente ordered both the Generalissimo and Chancellor General to act quickly and begin pushing for the stationing of Josepanian forces in I Caraibi and L'Oriente to, officially, reinforce Radillan control and, unofficially, secure Josepanian interests in both regions. It was determined after a quick study within the Department of Defense that, best case scenario, even if the Radillan Republic managed to drastically turn the tide and secure a decisive victory, they would need years to rebuild and recover from the devastation inflicted upon their armed forces, a vulnerable time that would necessitate Josepania's involvement for the long-term to prevent other hostile forces from getting greedy. Rumors of Hanseatic interest in Ebrian Hamrun, for instance, was setting off all kinds of alarm bells in the Defense Department. Worst case scenario, if the Radillans lost decisively... 'the Occidental Republic has to ensure the protection of the Free New World at any cost.' the Josepanian statesmen pondered to himself as he ran his hands over the archipelagoes.

At least the news out of the Ebrian Republic was good... for the most part. The Alfonsists were falling back on all fronts by the sound of things and Valls was not only holding but convincingly so. The David Constantino Brigade was acquitting itself especially well, being instrumental in the retaking of Avila by the sound of things, a decisive victory for Josepanian prestige if nothing else. That being said, the implementation of a Tarusan naval blockade was extremely disconcerting, the Socialist Commonwealth's own blockade less so given the closer alignment to the Republican cause, and for the time being aid shipments and reinforcements of "volunteers" had ground to a halt. The Occidental Republic was happy to instead let the Federation of Westernesse take the forefront of challenging that particular escalation... speaking of which, El Presidente reminded himself to check in with the Josepanian Defense officials that were sent to Charleroi to coordinate aid efforts being sent to the Meridian democratic nations.

Finally, El Presidente turned away from the map and back to his view of the Golfo de San José, a much less stressful sight for his tired eyes. At least here was peaceful and serene, and he would direct his cabinet and the nation to ensure it remained that way for as long as possible, by whatever means necessary.

El Presidente José David Costantino looked grim as he stared at a map of the Free New World, the same one he was gazing upon days earlier shortly after he ordered the beginnings of a long-term Josepanian presence in Radillan I Caraibi and L'Oriente, but this time his focus had shifted to the area of the Tsumujikaze Sea, specifically the overseas territory of Sankt Katharina under joint control of the Empire of Tarusa and its vassal state of the Kingdom of Csgenia. It was the manifestation of the perennial thorn in the side of the Free New World, a physical tendril from the Corrupt Old World poisoning what should otherwise be a hemisphere devoid of colonization by agents of the Global Exploitation Conspiracy. It had been bothering El Presidente and his cabinet for some time now, and given how quickly events were unfolding in the wider world, an opportunity was also beginning to present itself.

The militaries of the Federation, the Tianese, and Tarusa seemed to be on the move, and a drastic escalation of the wars in the Meridian initially confined to the Radillans, the Pelasgians, and the Ebrians was now becoming inevitable. Through the Josepanian military attaches in Charleroi, they had learned that among other military movements the Federal Navy was sending a task force down to the Sankt Katharina islands, there to neutralize Tarusan forces should the inevitable come to pass. It had been made clear to the Josepanians that, while direct military assistance was not necessarily expected given the navy's power projection capabilities, it would be looked upon favorably by the Federation, which meant that the opportunity to participate in removing a cancerous tumor from the Corrupt Old World was now a feasible option. A quick meeting with the Cabinet reached a conclusion quickly: this was Josepania's chance to follow through on its principles and, if all went well, its own power projection capabilities.

Therefore, a partial mobilization was ordered along with an increase in military readiness, and a task force comprised of the Occidental Navy, Air Force, and Marine Corps had begun to be assembled. There wasn't much Josepania could do with hard power beyond the hemisphere of the Free New World, but Sankt Katharina was juuuuuust within its reach. And with the prospect of trade routes in the Meridian, Axshaina, and Gothic Seas projected to be damaged and unreliable for the foreseeable future, a shift to the Silk Seas and specifically securing the Implarian and Tsumujikaze Seas would be needed to protect any kind of economic growth within Westernesse and Occidentia. And if Josepania could have a hand in ensuring Sankt Katharina was ripped away from agents of the Global Exploitation Conspiracy to fuel that future growth, all the better.

It was possible, of course, that the conflict would deescalate just in time for it to not matter quite as much. But increasingly unlikely. And El Presidente and the Occidental Republic would not be left behind.
