Your Excellence,
With the peaceful and positive relations between the Empire and the Grand Duchy of Potenza having a long historical record, the traditional friendship between our nations' peoples and the recent tensions in the vicinity of your right honourable country in southern Gallia, as well as the Reich's traditional policy of armed pacifism and respect of national sovereignty and interior affairs, I would like to express my government's best wishes and intentions to cooperate with your government in an effort to increase the friendly relations between the Reich and Potenza.
In particular, His Excellence the Imperial Chancellor Rudolf Reichsfürst von Schwarzenberg has ordered me to forward you a proposal regarding a memorandum of friendship and cooperation in military affairs. The proposal involves student exchanges between our countries' national military academies, exchanges of military advisers and specialists, and exchanges of army and air service personnel for military drills and limited tours of duty. In particular, the proposal involves a trial run of a single six-month tour of personnel, advisers, specialists and students from either party to its counterpart, with the option of continuing and/or improving it based on the experiences attained.
In this bold motion our two governments can help reinforce their relations while sending a bold public message, while the cooperation between our armed forces can help increase their professionalism, competitiveness and fighting ability in conditions such as urban and Alpine warfare, depending on those military exercises organised for the personnel exchanged and local counterparts.
It is our hope that this can be a first mark of increased cooperation, followed by diplomatic initiatives to increase financial and civil cooperation as well. I am confident that the Imperial Chancellor's proposal will be considered with all due seriousness it deserves.
