Set in the Sanctum of Laurels, the chancellor, Lord Banker awaits the arrival of the Federation’s ministers, sitting in the chair furthest from the door.

The conference room is surrounded by four marble walls, the ceiling being held up by textured pillars with the first emperor’s face carved into them.
A rectangular oak wood table stretches perpendicular to the large iron doors, accompanied by 3 woollen chairs on each side.
The iron door creaks, and in comes Emperor Angliareich II, followed by a rather shaken interior governor, Lord Henry. The governor sits in the middle chair visibly perturbed.

Lord Banker turns his face towards Lord Henry and asks, “Henry, are you alright?” To which Lord Henry replied, “Word is going around that the Spascirians are attempting another revolution.”

“Oh my! Heavens!” exclaimed Lord Banker. “What are we to do about this?”

“Let us see what options we have later. Now we wait for the Federation’s ministers to arrive.”

The emperor sitting in the chair closest to the door, speaks softly, “No matter what happens, we must see it through that an agreement is reached. I don’t care if it’s an FTA or a coal deal. I’m not losing my throne to some pesky Spascirian rebels.”

Lord Henry then leant towards the emperor and interrupted, “Your Majesty, if I may. Lady Pembroke has invited them over to talk. They’ve accepted! The fact that they did accept shows that they’re serious about this. Rest assured Your Majesty; we’ll see to it.”

Just as Lord Henry finished, the door creaked once more…

Normally Denton Graves, the secretary of state, would be sent on this high profile assignment, but with the Valls summit going on, he had been called away with the President to attend. It was up to Anita Hunnicutt, the Deputy Secretary, to handle the talks with the Angliarisians and to report back on what was occurring within their nation. While the Federation would not normally approve of the totalitarian measures that were being taken by the government Angliarique, now was not the time to stir the pot, that would come later.

Prior to her arrival in the Sanctum of Laurels, Anita had spoken with Colonel Jack Shelby over the secured line and had taken in what information he had of this impending rebellion that the Angliarisian government was now facing.

She recalled what Shelby had to say to her. "The mood has become quite dour since the plant explosion, Deputy Secretary, I am ordering the end of exercises on our part and planning a departure back to the Federation soon. They seem to be gearing up more for suppression of a rebellion than doing any sort of humanitarian work. We will steer as clear as we can while we prepare to depart."

Anita passed through the iron doors to be greeted by the majestic sight of the room before her, she kept her face straight so as not to look overwhelmed by the lavishness of the setting.

She did not bow and did not sit, waiting to be invited to do so, "Minsters and Lords, I am Deputy Secretary Anita Hunnicutt, I come as a representative of the Federation of Westernesse, I thank you for your hospitality and the honor of visiting your country. I hope that our shipment of coal was a help to your people. Secretary Graves regrets that he could not attend to this matter personally and I assure you that I come here with full authority to negotiate trade with you."

As the federation plenipotentiary walked into the room, there was a moment of silence, that was quickly broken by the emperor’s greeting.

“Deputy Secretary Anita, if I may call you Anita, I welcome you with gratitude.” Said the emperor with a smile, who continued, “On your right, is who you’ll be dealing with for the remainder of this session. I’ll just sit here in the sidelines.” The emperor said whilst pointing at Chancellor Lord Banker.

Lord Banker then extended a handshake towards the plenipotentiary, and hurriedly said, “Oh-oh, do sit down, please.” He then turned to Lord Henry and gestured violently, whispering audibly, “Henry, go get some tea will you. For our guest.”

Lord Banker then turned to look at the Federation plenipotentiary and said in a serious tone, “I’ll just get right down to business now.” He continued, “Here is our draft proposal.” Revealing a rather crumpled piece of brown paper.


The draft contained the following:

Angliarique-Federation Coal Agreement

Article 1: Signatories (1) and (2)


The Angliarique Permanent Government (1) & the Government of the Federation of Westernesse (2), are the signatories to the agreement stipulated in Article (2).

Article 2: Traded Goods of the Agreement

A) Duration of Agreement: 6 months
B) Signatory (1) agrees to import volume of 9,000 metric tonnes of Raw Coal, from Signatory (2) within duration (A)
C) Signatory (2) agrees to export the volume stated in (B) within the Duration (A) to signatory (1)
D) Signatory (1) agrees to export the volume of 1150 metric tonnes of Liquefied Natural Gas, to signatory (2), within Duration (A)
E) Signatory (2) agrees to import the volume stated in (D) within the Duration (A)

Article 3: Creation of a joint committee to oversee the implementation of Article (2)
a) A joint committee shall be created, whose members shall include one government representative from each signatory mentioned under Article (1).
b) The members of the committee shall have the implementing authority to implement the terms stipulated by Article (2).
b)i) For the purposes of this article, the “Implementing Authority,” shall be defined as “the government offices of signatory (1) & (2), that are responsible for international trade or any equivalent.”
c) Renewal of Agreement:
i) The committee created under Article (3)(a) shall meet when the duration set by Article(2)(A) expires
ii) The joint committee shall subject to the unanimous agreement between both signatories of Article (1), renew the stipulations, set under Article(2)

Anita Hunnicutt was thankful for the warm welcome and took the document and read it over.

"I see no reason to make changes to this document and I am happy to see that it is LNG that is on the table. The Federation while containing vast oil reserves wishes to expand further into LNG markets. The short duration of this agreement is also agreeable to us, while we do not wish to demand changes to how your nation conducts it's internal affairs the situation with these Spascirians is unfortunate. I think that is a conversation for another time. I am willing to sign this document," she handed back the crumpled document back to Lord Banker, "shall it be on a more aesthetically pleasing document?"

The emperor smirks, seemingly a happy man now. Lord Banker stands up reaching out to Anita Hunnicutt for a handshake, "We are very pleased with your agreement. This will help benefit everyone tremendously, thank you, we are grateful." Only then did Lord Henry serve tea to the Federation representative, whilst Lord Banker fired back, "Where have you been Henry?!" shooting a cold stare at him. Lord Banker then said, "Sorry about that Ms. Hunnicutt. Some people don't seem to learn quick. "
"Anyways please.... do sign here"

The chancellor then signs the Angliarique's column
The chancellor continued, "Just between us alright? Angliarique will soon be exporting voluntary Spascirian labour. It is a progressive step forwards."

Anita signed in the Federation column and shook everyone's hands. "Well gentlemen, here is to another successfully negotiated trade agreement. It is a pleasure doing business with you."

"I would stay to tour your country for a moment but unfortunately grave business forces me to return to Charleroi at once. I apologize that I must take my leave of you." Anita turned to leave and fly back to Charleroi.
